Congress Judges Paradigm List
All Paradigms: Show HideIn adjudicating debate rounds I try to be as tabula rasa as I can justify. I will intervene when I deem it necessary (probably only to avoid harm to anyone involved).
What I'm definitely okay with: Reasonable speed. Kritikal argumentation. Debate theory.
What I'm definitely not okay with: Exclusionary or discriminatory behavior/language. Manipulating evidence.
What I appreciate: Impact calculus. Signposting. Being told where to flow arguments. Link stories.
Speech Events
You will see my paradigm on the RFD.
General Debate
You can time yourself, but I am the official timekeeper. If your alarm goes off on your opponent, I find that unethical. If you argue with me, you are begging for the loss.
Speed - I prefer a slower debate, I think it allows for a more involved, persuasive speech and debate. It is your burden to make sure that your speech is clear and understandable. If I miss an argument, then you didn't make it.
Off time roadmaps - Please make them on time roadmaps. You speak, my timer starts.
Voters - If you don't provide them, I have to choose. Don't roll the dice.
Evidence - You get two free card requests, for the rest must be on your prep time.
Cross - Is non binding. if you uncover something, bring it up in your next speech.
Lincoln-Douglas Paradigm
Kritiks and counter plans - Don’t - wrong event to run those.
Judging style - If there are any aspects of the debate I look to before all others, they would be the thesis and impact analysis. Not doing one or the other or both makes it much harder for me to vote for you, either because I don't know how to evaluate the impacts in the round or because I don't know how to compare them.
Ethics violations - Do not propose these lightly. If you assert an ethical violation, you have the burden of proof. If you don’t meet it, you lose the debate.
Public Forum
Frameworks - I default to an "on balance" metric for evaluating and comparing impacts. I will not consider unwarranted frameworks, especially if they are simply one or two lines asserting the framework without even attempting to justify it.
Theory - Yes, I understand theory. No, I don't want to hear theory in a PF round. No, I will not vote on a theory argument.
Plans/Counterplans - No. Neither the pro nor the con has fiat.
Kritiks - No. Kritiks only function under a truth-testing interpretation of the con burden, I only use comparative worlds in Public Forum.
Burden Interpretations - The pro and the con have an equal and opposite burden of proof, clash, and persuasion.
Rebuttals in Crossfire - Don’t. I reserve the right to stop a crossfire that ceases to be in a question-answer format or one that becomes abusive.
Congressional Debate
This is one of my favorite events. I want to see you address the chamber (vs reading) and persuade me (and them) with ethos, pathos, and logos. I am a sucker for mythos-driven analogies on the topic or why the other side falls. I give bonus points for good constructive speeches (authorship/sponsorship and 1st neg), especially if you address the chamber. I dislike it when arguments are rehashed/repeated and later speeches do not address the congressional record to date (or worse misrepresent it). In later speeches, I want to see crystallization, impact analysis, and weighing. I break ties in ranking on questions and procedural motions that benefit the flow of debate and the chamber.
Big Questions
Please be sure to address and answer the question. The event is asking that you take a comprehensive and broad perspective to the question or the inverse of the question.
Speeches should be well-formatted and easy to listen to, with an intro and conclusion to wrap them up. Points should be supported with evidence and clearly related to your greater argument.
Interact with others in speeches and questions, directly refuting others by name and explaining why their arguments are less impactful than your own. Advance debate and don't rehash.

I am also a part-time, de-facto assistant coach for the Mount Vernon team, and I'm starting my own at the school I currently teach at-- I've never really left the debate community, so I know a bit of the norms and I know what's going on. Substance > Style
Don't rehash, bring up new points prevalent to the debate. I love to see refutation particularly after the first two speeches. Please, lets move on if we are just going to say the same thing over and over.
Every time you speak in a session, it gives me more reasons to rank you at the end of the round. Fight to give those speeches and use questions! Don't let any of that direct questioning time go to waste!!!

I did traditional LD in high school. I am a traditional LD judge. You can run some arguments but disguise them as more traditional and focus on that style to keep me a happy judge. Take that into account. Don't spread I won't understand. Explain your arguments clearly and you'll be fine. No Meta-Ethics or trix.
Side note: Please make sure you are educated on the 2024 Jan/Feb LD topic... I don't want to hear arguments that are factually untrue, and I'm excited for well-informed debates that get into the depths of this subject! I've written articles on this topic that you could use as a card-- I know it well.

I'm judging more and more pufo these days. I like clear, well organized constructives. Don't just read everything one note. I appreciate that public forum is supposed to be different than LD and Policy. Keep it that way.
Random framework arguments about the intent of the topic aren't going to work for me. If things change in the status quo, you need to be prepared to discuss them.
It is a pleasure to have the opportunity to be a volunteer judge. I strive to make informed and thoughtful decisions and to understand judging criteria. Having said that I am a volunteer and I do not have any personal experience in the various Speech and Debate entries. I appreciate factual statements and encourage all participants to only make factual statements when making assertions, whenever possible citing a source is appreciated. I also value respect amongst the participants. Thank you!
PUBLIC FORUM. This event was specifically designed to be judged by a non-debate person. So don't use jargon or technical terms or speak at the speed of light. That's policy. Sift through the arguments (you can group them with a comment or two) and focus on your strongest and what seems to be the opponents strongest argument (as the judge would see).I like to know that your facts and analysis can be verified as you speak. As in, "I agree with the analysis of so and so when they observed in 2024 at such and such .....".
Oh, speak clearly and use volume to your advantage. Do you see my white hair? 30+ years of teaching, coaching, and judging forensics. 12 of them included national circuit.

My name is Robin Monteith and I am the coach for The Overlake School in Remond, Wa. I am a parent coach and was introduced to speech and debate through being a parent judge. This is my8th year judging at speech and debate competitions. All years, I judged PF, LD, Congress, and many speech categories, more recently I have coached and judged WSD, Big Questions, and Middle School Parli. I have no policy experience. I became a coach in the 2019-2020 school year. My educational background is in psychology and social work.
I am looking for students to convince me that the side they are arguing on is right. I like statistics, but am also looking for the big picture, but with enough specifics to understand the big picture. It will help if you give a clear and highly organized case. Make sure that you don't talk so fast that you lose your enunciation. Also, remember that I am trying to write and process what you are saying so if you are talking really fast some of your arguments may be missed. While the point of debate is to take apart your opponents case, I do not like it when teams get too aggressive or cross the line into being rude. I value both argument and style in that I think your style can help get your argument across or not get it across well. Don't do theory or Kritiks. I am not a flow judge, but do take extensive notes. You need to extend arguments in your summary and final focus and I will disregard any new arguments presented in final focus and second summary as this is unfair to your opponents. In summary I like for you to summarize the important parts of the debate for me: both your side and your opponents. In final focus I want to hear voters. Why do you think you won the debate. What evidence did you present that outweighs your opponents evidence, etc.

Debate is as much about learning as it is about winning.
•Speed: I’m comfortable with faster than conversational speed and if you’re too fast, I’ll hold up my pen high to indicate that I’ve stopped flowing.
•Organization: Clarity and structure are important and it helps me to flow your arguments. Tags are helpful. I’m good with off-time roadmaps.
•Extend your arguments: Please no surprises late in the debate. .
•Policy style arguments: I’m not a Policy judge. Make sure you explain your terms if you choose to go this route. I will not vote for arguments I don’t understand.
•Common decency:
Respect your judge. Respect your partner. Respect your opponent.
Avoid name-calling (EX: saying your opponent or an argument is stupid). That’s rude and also lazy debating.
Avoid yelling matches in crossfire.
Note: This is a paradigm for my local circuit. For nationals, i still judge similarly.
Background: I competed for a couple years with no particular accolades. I judge Congress a lot. If you see me as a judge in a debate event other than Congress, consider me a smart lay judge with little to no understanding of conventions of your event.
Frankly, Congress is not as complicated as other debate events. You only get three minutes, and there aren't a ton of different ways to argue compared to other debate events. That said, this is how I will judge you in Congress:
Preferences:
-Content matters a lot to me. Lots of judges say they don't like rehash, but I really mean it. If you are the 5th speaker you should probably reference what other speakers are saying. If you are the 15th speaker, please don't pretend your points are new. Flow the round, weigh the values of both sides and argue why the values of your side are the most important of the round. If you have evidence that suggests that your side should win a value that the other side has tried to claim, explain why your side should get that claim over the other, rather than just stating that you do and expecting that to be undisputed. If your speech would work as an authorship and you are not the author, you're not debating. You're giving a 3-minute oratory. If you don't understand how to do that, go watch any PF round and you'll probably see a higher amount of debating than I see in Congress.
-How good of a speaker you are will matter. I probably value your speaking ability less than most Congress judges in Washington, but it still will play a factor in how high you score and rank. Even though we are (supposedly) debating legislation, you're doing it in the form of a persuasive speech, and so all speech conventions apply here.
-Ask good questions. It's by far the easiest way to recognize who is paying attention and understands what's going on in the room. Any question that will be really obviously answered with either a yes or no answer is probably not contributing much to the debate. Ask lots of why questions, especially when speakers should be answering them in their speeches and failed to do so.
-Don't just read off a piece of paper. At least try to make eye contact. I understand why novices do this. I don't understand why open competitors do. It doesn't really feel like you're paying attention if your "contribution" to the round is reading a prepared statement. If speaking from bullet points makes you stutter or lose your train of thought a lot, practice your speeches until it doesn't. I would rather you be a little less polished but be more adaptive and open to your chamber, as long as I can still understand what you're arguing.
-Don't try to be too smart. I see lots of debaters try to be smarter than everyone with their "unique" points that have minimal impacts and/or don't make any sense at all. There's plenty of room for imagination in Congress, especially considering how interesting flaws in legislation can be, but run your point by someone smarter than you before you give it in round.
-Don't be a jerk. I'm a pretty informal judge because that's who I am as a person. I think there's value in making your participation in this event reflect who you are and what you believe. But don't be so loose that you insult people, make racist/sexist/ableist/homophobic/transphobic/any kind of hateful or derogatory comments. I do believe there is room for debate to be fun and also to not be insulting. Don't attack people, attack arguments.
Debate kids -- I'm primarily a flow judge. I value argumentation and weighing those arguments during crystalization in rebuttals. While I generally do not have an issue with speed, don't go there if you can't do it with clarity. It may be the best argument you've given in your life, but if I don't get it on my flow, it doesn't matter. I'm generally regarded as pretty expressive so look up every once in a while. Finally, I want you to write the ballot for me in the final rebuttals; give clear voting issues and tell me why you win each point.
Congress kids -- read what I wrote above and apply it. If you want to score well with me, don't just read your speech. Only doing the 1A /1N on every piece of legislation is not showing me anything. I'm not here to judge oratory - this is a debate event. Ask good questions. Refer respectfully to other competitors.
