8:00 IE & Congress ballot distribution and postings at: UTC
8:30 a.m. Congress Sessions Commence, No swear in (Covid mitigation) -- go right to chambers to set agenda
9:00-12:00 p.m. Congress Prelim 1
2:00-5:00 p.m. Congress Prelim 2 (stay in same assigned chambers)
6:30 p.m. Coaches' Challenge for Congress and announcement of semi-finalists

Sunday, December 4

8:30 a.m.-11:30 a.m. Congress Session 3 (Semi-Session)
1:30-4:30 p.m. Super Congress Session


2022 Longhorn Congress Legislative Debates 

Presiding Officers will be elected from the floor at the start of each session and are not required to have declared in advance. POs in out-rounds also will be elected and need not have been elected to preside in preliminary rounds. The direct questioning procedure will be used in all sessions (per TFA).

Congressional debate shall be conducted by Texas Forensic Association rules (see for more information). For additional information on Congress procedures see the NFL Congress manual at

Chamber assignments will be ready on Friday & Saturday at registration. The legislative docket will be posted on web site.  Students will be allowed to set the agenda in each chamber (except for finals). Students will stay in the same Chamber assignments for the two preliminary sessions.

Entry Limits: Schools are allowed up to 5 entries in the Longhorn Congress, with additional students waitlisted if needed. A minimum of one qualified scorekeeper/parliamentarian must be supplied if the school enters ANY students in Congress. A limited number of judges may be available for hire in this capacity. If, due to Congress entry size, a scorekeeper cannot be used cleanly in any chamber, the scorekeeper/parliamentarian will be assigned to judge individual events rounds instead.

Chambers will be allowed to set their own agendas except in finals. 

Round 1: Item numbers 1, 3, 6, 11, 18, 24 (chambers will set agenda)

Round 2: Item numbers 4, 7, 10, 16, 26, 27 (chambers will set agenda)

Semi: Item numbers 5, 8, 12, 14, 20, 28 (chambers will set agenda)

Finals: Item numbers 30, 19, 29, 23, 15, 21 (this agenda is set)
