Event Description:
Student congress attempts to replicate the workings of an official legislature within the confines of a competitive speech activity. The purpose of a student congress is to formulate legislative bills and resolutions, debate them, and adopt or reject them by casting votes.
Priority is a system that is difficult to explain, ask your Parliamentary at the beginning of the round. You will have multiple judges in your round and one will know what they are doing.
Those judging this event should be looking for quality and quantity of Speeches and Questions. Look for good structure, speed, and defensible contentions.
Prefacing : Rules do not allow for "prefacing," where students formulate a statement or argument as part of their question; rather, they must simply ask a question, and only a question, however this rule may not be present at some tournaments.
Those who look at their speech are not doing anything wrong, but if you are to not look or glance at your speech you are more prepared.
As stated previously it is about the quality and quantity of speeches and questions even if you don’t look at your speech a lot you should always choose the speeches that defend their points best.
