In Novice Policy, we would like to keep novice restricted to making a limited set of arguments.

Novice Policy should stick to the case areas and should not run Counterplans and Kritiks or Theory arguments. They are allowed to cut their own cards to answer arguments already in the Novice material prior to the CP and K material update.
