Congressional Debate Paradigm List
All Paradigms: Show HideI have competed in high school speech events, Congress, LD and PF experience, as well as some coaching and judging experience. I am currently an active Toastmaster where I achieved my Distinguished Toastmaster educational award.
Things about my style:
- I need to be able to follow your case (i.e. Roadmaps are important, signposting with spreading)
- Don’t just pick a case for the sake of confusing your opponent, it needs to be pretty much topical
- Speed is fine, but I need to be able to understand you
- Viewing your opponent’s case doesn’t substitute for flowing
- Don’t take your cards out of context, if the idea behind the card doesn’t support your case, then it’s probably not a good idea to use it, even if you can make a sentence work for you (while I won’t necessarily pick this out myself, if your opponent points it out, I will know and remember)
- Extending arguments require you to give a reason with evidence/warrants (i.e. "non-unique" by itself isn't good enough)
- Be polite (i.e. if you know that you are winning don't destroy your opponent, offensive language should add value if used)
- I weigh arguments against each other, so keep track of important points that your opponent has presented a valid argument that counters it
- I don't take CX into account (other than to give you pointers for next time) unless you bring it up in your speeches
- I would rather see a few well-covered points than a bunch of poorly covered points
- I'm big picture (key points matter more than defending and defeating every point/contention)
- I like voters, they weigh heavily on my decision, and they should be your major arguments (you should pick your still standing, strong points)
- I’m not a big fan of theoretical debates, I prefer debates with substantiated arguments.
- if your opponent can’t instantly bring up the source, if doesn’t automatically discount it, especially in CX. If they don’t bring it up later.
I like a good debate and am generally very nice with speaker points to both sides when I see one.
Congress:
- Ask questions during questioning. (When there’s extended questioning periods, I take that into consideration because of the limited number of questioners. At least try to get questioning time.)
- At least look like you're paying attention.
- Be prepared to give a speech. (In some states, you only count for numbers if you give a speech and it's beneficial for you. After all, you're in the event for a reason.)
- The longer the breaks are that you take the less time you have to speak. (5 minutes is enough time for the judges to do what they need to do, and you can always ask for a "point of personal privilege" to use the restroom or come back late.)
Speech Events (IEs & Extemp):
- The grace period (available in some states) is there for a reason, so that you don't automatically get last place for going over. You really shouldn't be using the majority of it.
- You should know your prepared speech's time and not need time signals. (Non-prepared events, such as Extemp and Impromptu, are exempt. I will give up to a 5 down with a 30 second warning to time, not including grace.)
- I'd rather see 1 or 2 well covered points than 3 points that lack coverage.
In debate, I value true debating. I look for clash and actual consideration of competitor's arguments, not just person after person reading their pre-written, un-customized cards or speeches. I also value communication. If you talk too speedily and I cannot hear distinct words, those arguments will not be accounted for in my judging. This is not to be mean, but if I can't understand you, I can't really judge you. Finally, you will be polite and respectful. Yes, I want clash, but nothing personal. Debate your opponent's points, not their personality or appearance or whatever else. Honestly, that would just make me more sympathetic to them, so don't do it. And PLEASE, no lingo. Say real people words. I do not care enough to learn every swanky fancy term for something you could just call by name, so if you use debater's slang around me, I just plain won't know what you mean, and that's not good communication.
IEs are a little different. Of course you will not be clashing, so those parts don't apply. Still, I expect you to speak clearly, and I expect to not. be. yelled. at. I don't mean I don't want to be lectured, because extemp speeches and oratories are literally lectures, but do not raise your voice at me. Get passionate, vary your tone, all that good stuff, but don't literally yell. It's kind of the same principle, if I can't hear you well and you're just being mean, I'm gonna have a harder time giving you first place.
And for POs in Congress, please, be chill. I'm not saying be lax on the rules, but in my opinion, an amicable (but not lazy!) chamber is the best kind. I don't like being yelled at. As long as everyone gets to speak and you run the room fairly, you'll be good in my book, and you'll be satisfied with your rank on my ballot.
I just want y'all to be nice to each other. You're all overachievers who choose to put on a suit and debate politics on the weekends for fun, there's no need to get nasty or cutthroat or anything l like that. You're a lot more similar than you are different, which is a good thing! Just be cool, and I'll be cool too.

Interp: I am a pretty open minded judge when it comes to judging interp overall but there are a few things I look for in performances. Creativity and honesty will always be the most rewarded in my book because it is why we do what we do at the end of the day. Showcasing your own interpretation, but staying true to the core of the story is important to me. Character development and emotional shifts are super important especially over a digital platform to keeping us engaged with the story and showing us the meaning behind the words. Have fun with the choices you make as long as they are PURPOSEFUL, doing something that distracts rather than enhances makes us lose connection between what is happening in the story.
Speaking/Extemp: Big thing is show your own unique style and approach to speaking because this is what separates you from other. I am a big fan of humor, but PLEASE, I BEG do not make it feel forced or this is just awkward for both of us. In terms of depth of the speech, I like more than just surface level arguments and I want to see you get to the higher end issues and core problems effectively. Structure is important obviously to make sure we can connect all of the ideas and know how you are getting to what you are wanting to. Finally, have variation in your delivery, it is important to showcase the different levels and power of your arguments and statements and so we should feel very engaged with how you are saying and what you are saying.

What does chairing a round involve?
Chairing a round basically is keeping the round in order and ensuring a productive and efficient debate. The chair is in charge of calling up the speakers, leading the RFD for the panel, making sure people do not ask questions during protected time (which I discuss students should keep their own timer at the beginning so we do not have this issue), and making sure a fair debate is occurring.
How would you describe WS Debate to someone else?
I would describe WSD as a form of debate in which you are arguing ideas and issues to show which side of the motion is the most logical. This is way different than Americanized debate where theory and jargon is utilized more, so it is focusing on the core issues of the debate. Worlds is suppose to make sense to anyone who is listening to the debate and therefore the arguments should make rationale sense to anybody.
What process, if any, do you utilize to take notes in debate?
I am fortunate enough to have a full setup for my computer. I have two monitors and on the main monitor I watch the debate, and the second monitor has my tabroom ballot where I am writing notes over each speech and speaker. I also in front of me use a notebook to flow the debate to make sure I keep up with what is being said in the round.
When evaluating the round, assuming both principle and practical arguments are advanced through the 3rd and Reply speeches, do you prefer one over the other? Explain.
This just simply depends on the topic itself. I am pretty open minded when it comes to arguments and do not have a personal preference as long as it is discussed why you chose what to advocate for. This clarity is needed to really emphasize why that approached is needed and it's on the debaters to tell me why it is preferable.
The WS Debate format requires the judge to consider both Content and Style as 40% each of the speaker’s overall score, while Strategy is 20%. How do you evaluate a speaker’s strategy?
I think strategy usually is overlooked in terms of how you want structure arguments. A speaker's strategy is how do you connect the claims you present and how you word things in order to be effective in elaborating on arguments presented by the other side. Picking the right way to argue things and how you say it are definitely things to be aware of for your strategy.
WS Debate is supposed to be delivered at a conversational pace. What category would you deduct points in if the speaker was going too fast?
First, I am glad to have not judged a WSD where someone was spreading, so let's keep it that way hopefully. If someone is just not effective with their speed and tone I usually deduct points from their style.
WS Debate does not require evidence/cards to be read in the round. How do you evaluate competing claims if there is no evidence to read?
As silly as it may sound, I usually vote on simply what makes sense. Since we do not have to have the 20 minutes of calling for cards (thankfully), I simply view whos reasoning and rationale makes the most sense towards the topic and arguments presented in the round. Show me your thought process through your speech and it usually comes down to who can prove their claims in a clear manner, rather than the throw everything at the wall and see what sticks strategy.
How do you evaluate models vs. countermodels?
I look at how effective and clear some model is to make sure it sets the foundation for your ideas. Make sure you think through your model to answer any potential questions individuals may have about it. I do not think all motions need a model or countermodel, so just make sure if you use one there is a purpose to it.

PF/Congressional Debate Paradigm:
1. Argumentation: I am most focused on the logic and content of your speeches. As a judge, the easier it is for me to understand your arguments and their clash, the easier it is for me to evaluate your performance. Evaluate the larger context of your arguments and weigh impacts. I appreciate a good argument whether I support it or not, as a judge, I try my best to stay unbiased. I will not rank debaters that fail to support and strengthen arguments with evidence. And please weigh as much as you can.
2. Content (rebutting and extending): I expect refutations to be strong and supported by both logic and evidence (if necessary). If you are expanding on a previous speaker’s arguments try to highlight how you are furthering their contention. I do not find it necessary for later speakers to say the names of previous speakers, but if it helps to clarify the evidence or arguments you are referring to, I would recommend doing so. Do not restate previous speakers’ arguments as your own, that is not extending and will not help you. I expect speakers to have rebuttals and responses in the round that are backed by logic or evidence. If you do not fully explain the links in your refutation argument then it is not possible to weigh it.
3. Participation: Be an active member in the round with strong questions in cx and make your speeches relevant. Congress is a participation event, and failing to participate (speaking or questioning) will hurt your ranking. Do not use cx as a time to seem like you are participating in the round with fluff questions. I will only take note of strong questioning which requires paying attention. Make motions when necessary and try not to waste time.
4. Speaking: I appreciate a good and clear speaker, but pretty speaking isn’t enough to be successful in the round. Try your best to weigh and refute clearly and explain everything thoroughly. As a judge, I do not want to focus on your speaking style so try your best to have a speaking personality that isn’t a distraction but rather a strength.
I highly value respect for one another in congress rounds, so please remember that a strong debater is not a rude one.

[February 23, 2024] Quick update, more later: I have primarily judged Congress and World Schools for the past 8 years. I was preparing for a Congress event tomorrow. I will return after that to update my CX/Policy Paradigm and add paradigms for other formats.
Relatively speaking, I am a old school Policy judge-Stock Issues, Slower Presentation (if you are gulping for air, especially the double gulp, you are speaking far too fast) and most importantly Topicality (PLEASE debate the Resolution in its entirety, don't pick one of 2 words and head off to left field). CPs are welcome, Ks not so much (always interesting but MUST relate to the topic and ultimately result in a policy/solution. Closed CX please.
Speed is fine if it is understandable. However, your speaking style must be clear and easy to follow along with. No spreading.
Quality over quantity.
Arguments should be understandable for a lay audience as well.
Please tell me what I should vote on and make my vote easy.
A good PO makes the round efficient and fair. There should be little to no errors being made.
Please respect others in the round :)
I am a diamond level coach, who has been judging over 25 years. My background has intersected with most events throughout my experiences. I started competing on the college circuit in policy debate in the 90's and from there moved into Lincoln Douglas. After a year and a half I made the switch to platform events and I am nationally recognized in Duo, Dramatic, Poetry, Prose, POI, and After Dinner Speaking. TIFA which is the college version of TFA, I have been two time back to back Duo State Champion, as well as state Champion in Poetry.
In Debate:
Good debate is just good debate, so make sure you are clear, give weighing mechanism, link into the resolution, K's are fine but make them clear and understandable if you are going to include them. Speed is ok, just know when you need to slow down at times to solidify your case and make sure you are clear. Be assertive, not aggressive there is a line and make sure you know the difference. I also like purpose behind arguments, so please do not waste time just to run something because you think it is cool, trendy, or funny, as some adult may not share your thoughts on the choice. Debate is a wonderful event, that we have some many amazing tools to use, so please be respectful of this from of discourse.
World Schools is a great crossover event and it is one that I have been supporting at the national level for sometime, and very excited to see the growth of this event. That being said, I am a purist and I want it to stay World School Debate. I am looking for strong substantives, clear burdens, and for the model to be used properly and effectively, if you choose to provide one. Further, make sure you protect and defend the model. Please use POI's likewise be sure to give POI's, at least one to two. Use the key areas strategy, delivery, and content to ensure that you have left no points behind in the debate. You are building a narrative that must compel me to prefer your world view and meet your burden. Clash is crucial, so good coverage is essential down the bench.
Congress: I like well constructed speeches that are not read to me, referring to speech is fine, leave room for clash as this is debate, so I want to see you engage with the chamber. Stay active, the round is long so keep pressure with good questioning to stay relevant in the debate. I also welcome humor, if tasteful and done well.
Platform Speaking: (Extemporaneous, OO, Info, Imp)
I expect to solid speech structure with full introduction, transitions in body, and conclusion. The analysis should have some depth and should make a strong connection to your topic. Fluency should be smooth and if you have the occasional break, just work to not make it a big deal. I know being online can be difficult and there may be things that distract you where you are performing remotely, so that is understandable. Engage with the audience, your speech is for them, whether OO or Extemporaneous, you created a speech to tell it to us, so don't forget that. I know in Extemporaneous it can be tempting to have your speech on your screen, just know when you read a speech it is different and that connection with your audience can be lost, so I would rather have you perform to me, than read. Also, in Extemporaneous you need sources to ground your analysis, I also like a variety of good and challenging sources as opposed to the easiest finds. Pacing yourself is important, so is time management as you move through your points and finally do not rush. Three key things for me:
*Solid and fluent Delivery
*Clear Structure that supports your topic and adherence to time management throughout that structure
*Variety of sources, preference at least 5 as it is important to document and ground your analysis
Interpretation:
Interpretation is a personal favorite. I am open to all innovation and ways to bring your story to life. I do want to see a strong cutting that allows for you to build and reach a climax that will change your character in some way. If you are weaving POI, poetry, or Prose, make sure you structure your weave to give your program a climax that is clear. I have been a theatre director for over 20 years, so I love blocking and characterization as they are a part of breathing life into your interpretation. I like specificity and nuance, the text gives us so much as performers to work with. I like to see your performances as a collection of choices that ultimately allow the audience to experience the authenticity of your piece. I like purposeful gestures and mime work, but not just because it looked cool. I love moments, so make sure to be thoughtful in creating them, but hold them so we do not miss them whether in recording or live performance. At the end of the day, I am one of your biggest fans, so perform for me...allow me to get to know your character, to laugh, to cry, and most of all to experience why you chose to tell this story.
Interp Specifics:
Author's Intent-I am a writer and I believe it is important that the intent of the author is considered and respected. I do not mind if it a piece is cut, just that it doesn't violate the overall message of the author.
Introductions-I like to see purpose driven intros, that have pertinent information I need to know. I do not like introductions to exceed 30-45 seconds, or to become a performance art piece themselves. If I should know about conditions, flashbacks, time elapse that would help better inform my experience, then it should be in the introductions. If you choose to do an intro for humor only, and do not give us any information then I hope it is really funny, because you sacrificed the time you could have educated your audience. I am ok with humor in HI.
Blocking-Yes! Dream big and block bigger....I am ready for whatever you have come up with please engage us, build environments, and use your space in ALL events.
Binder work-Yes! See above, I love it! I want you to explore, so nothing is too much as long as well executed.
Characterization-I believe the story is paramount in any event. Please be thoughtful and authentic, organic over technical any day of the week. I like to be in the moment with you, so challenge yourself and your audience through believable and honest performance.
Policy Debate - I'm open to both traditional and progressive styles, I enjoy all kinds of well-constructed, interesting, arguments that young students are learning and able to articulate well (including theory and kritikal arguments). Resist the temptation to run an argument that you don't understand or read an author whose work you are not familiar with. Hyperspreading (giant gulps followed by high-pitched, rapid, stutter-inducing speech) is heavily discouraged due to my hearing impairment - depending on whether or not i can understand you, it won't necessarily cost you speaker points - but I'm a flow judge, and if I don't flow it then it didn't happen. Roadmapping, sign-posting, and internal organizational labels are heavily encouraged - and will be reflected in increased speaker points - and ensure that what you say makes it onto my flow. I like a brief underview at the bottom of an argument but it's not required. If you have time it's a nice communication moment. Arguments should be fully articulated (in other words, include analysis on your T standards and voters, impact calculus, and solvency frontlines. The quality of your evidence and your demonstrated understanding of the evidence and how it impacts the arguments in the round are more important than the quantity of evidence that you read. Having said that, YES, you should have plenty of evidence supporting your case/positions, just remember, I am not judging your ability to read allowed, I'm judging your ability to understand and critically evaluate what is being read allowed. I've been judging CX Debate for 32 years, competed in CEDA and Parliamentary Debate in college, and have been a certified teacher/debate coach for 23 years. I enjoy Policy debate. Refutation should be well-organized and include sign-posting so that I know what arguments you are responding to.
LD Debate - I competed in LD Debate in High School in the early '90s. I have a Degree in Philosophy & Political Science from Texas Tech University (emphasis on political and social ethics). I have judged and/or coached LD Debate for 32 years. I enjoy a mix of philosophical and pragmatic argumentation in LD. Your framework (Value/Criteria) should include explanation of your Value and analysis of why I should prefer it as well as a clear, well-explained criteria for evaluating whether or not you have achieved/increased access to your value. In other words, don't just work on the contention-level debate, do the work on the value/criteria as well, if you want my ballot. Cross apply all organizational preferences from the CX debate paragraph here. (See what I did there?) :D
CONGRESS - Remember that you are operating as a member of the United States Congress and make arguments from that perspective. Arguments should be well-constructed and supported (like other debate formats) and should be responsive to the previous speeches on the item being debated (except for the author/sponsor, of course). There should be absolutely nothing even remotely resembling "spreading" in Congress. Speeches should be clear, passionate, and well-spoken. Your ethos in Congress includes your personality as a speaker, in addition to your preparation/research. I have been judging/coaching Congress for 23 years. Attach your refutation of previous arguments to the speaker who made the argument you are refuting, when possible. Show respect for your fellow congress persons when debating, avoid personal attacks.
Public Forum Debate - I prefer not to judge this event and I don't coach it. But if I am judging it, it shouldn't look like a policy debate round because then I will be annoyed at all of the tournaments struggling to make numbers in BOTH policy debate and public forum and the entire round I will be thinking about why we added another debate event that is just splitting the numbers and is looking more and more like the original debate event... So, no spreading, less evidence cards, more analysis and clash of arguments. Speak like an orator, not like an auctioneer. Thanks. And show some personality.
World Schools Debate - I enjoy this format, it's new (to me) and fun and emphasizes a holistic rhetorical strategy, including strong argumentation and persuasive speaking style. I also like that the topics change each round, it's a challenge event that really tests the students' ability to analyze a topic, work as a team, and effectively persuade an audience. I have coached NSDA teams at nationals, but I do NOT coach this event on my own team as a regular thing and I don't judge the event often. When I do, I like to see polite, organized, logical speaking and personality from the speakers. Humor is appreciated, where appropriate.
ALL DEBATES - ALWAYS BE HUMBLE AND KIND. Rolling the eyes, huffing, cutting people off rudely, yelling, etc., will not be tolerated and will be reflected in significantly lowered speaker points. Avoid villainizing, condescending to, or underestimating your opponent as a rule. Remember the rules of evidence governing this activity. Avoid asking "where did your evidence come from" when it's included in the speech or the case materials to which you have access. Flashing/file sharing should not take an inordinate amount of time and may be included in your prep time. If you can't get it shared by the time CX following your speech is over, it will cut into your prep. Stronger arguments look at the root of the opposing positions and attack there. Weaker arguments deal with dates of evidence. I have instructed in CX, LD, and Congress at camps in Texas over the past 18 years and have coached UIL State champions in Congress and LD and UIL quarterfinalists in CX; TFA finalists and NSDA semifinalists in Congress.
