It is a distinct pleasure to invite you to the second annual Douglas McKay Fall Invitational in Salem. We are located just off I-5 near the Market Street exit 256 and are hoping schools in all parts of the state will consider attending as part of their early season schedule.

We are offering all Oregon Speech and Debate events in both the novice and open divisions and will run them all if numbers allow. See OSAA state rules, all events and limits below, and postings on Tabroom.com.

Pattern A: CX, LD, Public Forum, Parli, Policy

No double entry permitted in Debate events.

CX participants may not participate in Extemp.

Pattern B: ADS, DI, Duo, Extemp, HI, Impromptu, Inform, LIELL,

Oratory, Poetry, Prose, POI, Radio

Double entry is permitted in IE events. Extemp participants may not participate in CX debate nor other IEs.

Pattern C: Student Congress

Participants may not participate in other patterns. Please submit legislation by October 14. Please e-mail legislation to blommendahl_david@salkeiz.k12.or.us with the Subject: “Congressional Legislation” It will be posted on Tabroom on Thursday, October 15.

Limits: Students may compete in two individual events and one debate event. Each school is limited to 5 students per IE speaking event and 5 entries per debate event.

Deadlines: Initial registration is due Tuesday, October 13 at 8:00 pm.

Drops can be made until 5:00pm on Thursday, October 15, when fees will freeze.

Topics

We will use the October topics for LD:

NOVICE - Resolved: In the United States, national service ought to be mandatory.

OPEN - Resolved: Outer space colonization is a moral imperative.

We will use the October topic for Public Forum:

Resolved: The United States federal government should enact a moratorium on hyperscale data center construction.

We will use the 2026-2027 Topic for Policy:

Resolved: The United States federal government should establish national health insurance in the United States.

Parliamentary debate will be a mix of policy, value, and philosophical topics.

Awards: We will give awards to 1st, 2nd, and 3rd place speakers in each IE event and division and to 1st, 2nd, finalists, and semi-finalists in each debate event in both divisions.

If events are collapsed, novice finishers will be recognized. Finalists will also be recognized in each event.

If there are not enough entries in any given event, novice and open competitors may be collapsed into a single division and compete against each other.

Fees

$30.00 per school registration fee

$15.00 per debate entry (including LD and Congress)

$10.00 per individual event (including Duo)

Judging

• One judge covers 5 entries, whether speech or debate. Each uncovered entry is charged $25.00. However, a team may be denied entry without coverage.

• Judges are to be available the entire day or until excused. A ½ day judge should have another ½ day judge to cover the full day of the tournament.

• If your head coach will not be present, indicate your adult in charge. Each school must have a responsible adult present the entire tournament.

• Please advise students to adapt their speaking style to newer judges.

Food

Coaches and judges are welcome to breakfast, lunch, and snack items throughout the day in the library which will serve as the judges’ lounge. Food and drinks will also be provided throughout the long day.

McKay students will be selling concessions as well from our Scot Shop. The Scot Shop will be offering coffee, donuts, breakfast burritos, chips, soda, energy drinks, pizza during the lunch hour, candy, fresh baked cookies, and more! Cash, card, and tap will be accepted. (while supplies last). The Scot Shop will open at 10:30 am.

There is also plenty of food near McKay, although we would recommend GrubHub, Door Dash, or their equivalent because traffic on Lancaster Drive near the school is heavy. You will likely want to encourage your students to remain on campus.
