Extra Notes on Congress:

*Each school may run ONE presiding officer per chamber.

*Presiding officers in Semis and Finals will be elected from Prelim Presiding officer pool.

* In accordance with Texas Forensic Association rules, parliamentarians in each session will be responsible for creating and distributing a preset precedence chart for their chambers. This chart is to include all competitors and must be made available to the entire chamber before debate begins. Before precedence and recency are established, this chart will be used to determine speaking order. https://www.random.org/lists/ is a great resource, but ultimately how the list is generated is up to Parli discretion.

*Direct questioning will be utilized throughout the tournament, including in prelims and semifinals.

*Congress rules can be found at: txfa.org/resources.asp on page 49

*2020 Grapevine Classic Docket will be the Fall docket of legislation which can be found at: https://txfa.org/resources.asp?t=2

* Prelims will feature small rooms of less than 10 competitors and will have exactly two hours of floor debate. Recesses do not count towards floor debate, but prelims should NOT take more than two five minutes recesses. For example, if a round starts at 4 PM and two five minute recesses are taken, the round should adjourn by 6:10 PM.
