2022-2023 Changes and audit reminder

2022-2023 Changes

The NSDA changed a few things for District Tournament operations this year and last year. Be sure that you have read this information.

Senate
A district with six or more schools and 10 or more students represented in the Senate will qualify two senators to
the National Senate. If fewer than six schools or 10 students are represented, no Senate may be seated; however,
a district may still conduct a House with sufficient entries.

Congressional Debate

Recency and Direct Questioning
Preset, randomized recency will be used in every round of Congressional Debate at the National Tournament beginning in 2022. All district tournaments must use preset, randomized recency in Congressional Debate beginning in 2022-2023.

Speech Ranking

Advancing from Elimination Rounds
After each elimination round, placement order is determined first by lowest total ranks in all preliminary
rounds, dropping the worst (highest) preliminary round rank for each entry whether or not each entry received
four or more scores in prelims. Then add the total of all ranks earned in elimination rounds. Beginning in 2022-
2023, elimination round ranks are no longer multiplied by two. Ties are broken by the lowest rank totals from
the last elimination round only.

Changes for the 2021-22 year and beyond

The NSDA has changed the requirements that districts must follow for the way the tournament is held. We can no longer do two downs and out like we have done in the past. Districts will be held more like traditional tournaments.

Debate

Districts must hold one of three methods to run the District debate tournament: round robin, single elimination bracketed, or double elimination bracketed. Different events may use a different method.

The District Committee has determined that we will use the single elimination bracket, unless we have only 4-6 entries in an event, in which case we will likely use the round robin method. You may want to familiarize yourself with the requirements in the manual starting on page 75.

We will determine the method prior to round one of the tournament, though we hope to let coaches know soon after registration closes, assuming there are not significant changes before the tournament begins.

Speech

We will hold three preliminary rounds for speech. If there are less than eight entries, no elimination rounds need to be held. If there are eight or more, elims will be held. 25% minimum of the total entries will break to elimination rounds, with a minimum of four advancing and all tied rank totals advance.


Audit procedures
After each session for Congress and after all rounds for IE/Debate, ranks, points, and comments will be released to coaches for viewing and confirmation. This procedure is to help ensure that all things look accurate, and we do ask that you do not share ranks and comments with students until after the tournament. We will post all results and comments publically at the conclusion of the tournament.
