Congressional Extemp Instructions & Topics

Round #1: Mandatory Block Schedule for Secondary Public Education 

Whereas many teachers do not have enough time in one class period to cover complete lesson plans.

Whereas more complete daily lessons can enhance learning and give more time for students to work.

And better knowledge of the subject matter will better prepare students for college.

Therefore, be it resolved that all secondary public schools shall switch to a weekly block schedule.

 

 

Round #2: Grocery Stores and Restaurant Food Excess

Whereas many people suffer from hunger and food anxiety.

And whereas people cannot find sufficient free food sources nationally.

Whereas donations have decreased considerably and the costs of hosting such facilities have skyrocketed.

Therefore, be it resolved that city governments are required to open and fund food pantries for qualified patrons.

Further resolved, city governments are responsible for determining who qualifies for such resources.

 

Round #3: Flat Federal Tax Rate

Whereas current USFG tax laws are too complicated.

Whereas current USFG tax laws have many loopholes.

And the top 1% of tax paying citizens avoid paying their fair share of taxes using those loopholes, exacerbating income inequality.

Therefore, be it resolved that the USFG will establish a flat tax of 6% of all income and assets.

 

Finals: Covid Supply Relief  Whereas the Covid-19 pandemic has highlighted the shortcomings and lack of preparedness of the government and private sector to respond to pandemics;

Whereas, the strategic stockpiles and infrastructure failed to meet the massive demand of medical supplies to assist overwhelmed medical institutions;

Whereas the lack of preparedness by the private sector led to mass layoffs, harming the economy.

Therefore be it resolved by the student congress here assembled:

That the federal government reserve no less than 5% of the annual budget to expanding strategic stockpiles and improving the infrastructure necessary to distribute supplies and stave off pandemics

That private companies be incentivized to reserve resources through the means of tax credits, with a ceiling of $5 million per fiscal year. The private reserve shall only be used for employee retention in times of crises, economic or otherwise.

·       Speaker #1 gives an AFF speech (4 minutes) and is then questioned by the last speaker (2 min Cross-X)

·       Speaker #2 gives a NEG speech and is then questioned by the first speaker

·       CX is set up just like final round of Extemps at State Quals, State, Nat Quals, Nationals
