#1 -- PRELIMS

A Bill to Close the Loophole in Trans Fat Labeling

 


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.  Nutritional informational panels and/or the nutritional facts label on edible products must contain the amount of trans fatty acid in the product rounded to the nearest tenth of a gram.  Trans fatty acid levels of less than one half of a gram shall not be rounded to zero grams and must display the true amount of trans fatty acid rounded to the nearest tenth of a gram.

Section 2.  The nutritional informational panel or the nutritional facts label shall be defined as a label that provides health information about a specific edible product.  Trans fatty acid shall be defined as the unsaturated fats occurring in oils, shortening, and margarine.

Section 3.  The Food and Drug Administration shall oversee the enforcement of this bill.

SECTION 4.  This legislation shall go into effect on January 1, 2017. 

Section 5. All laws in conflict with this legislation are hereby declared null and void

#2 -- PRELIMS

 

A Bill to Lower the Number of Incarcerated People

 

1    Section 1a. All incarcerated people in prisons and jails convicted of a misdemeanor

2    charge and are in jail for more than one month are subject to participate in community

3    service which may lower their the amount of time they are actually in prison.

4    Section 1b. A misdemeanor is defined as a crime which is punishable by up to a year in

5    jail time and a crime which is not an infraction or a felony. Community service shall be

6    defined as service that benefits the community in which the incarcerated person’s prison

7    is in.

8    Section 2a. The United States Department of Justice will enforce this legislation.

9    Section 2b. The individual public prisons and jails will determine how they will allow

10    incarcerated people to participate in community service. States and municipal

11    legislatures can also pass legislation supporting this bill.

12    Section 3. Prisons and jails that fail to carry out this law will receive â…“ less funding that 13    they get from the government every year that they do not comply.

14    Section 4. This bill will be in effect January 1st, 2018.


 

A BILL TO Require all Schools to Have Cameras in their Classrooms

 

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1.  Video cameras and recording of class activity will be required in any classroom that uses tax revenue for any portion of its funding..

SECTION 2.  Classrooms will include all academic spaces in schools: classrooms, labs, gyms, practice fields, weight rooms, theatres,etc.

SECTION 3.  The Department of Education will enforce this bill by annually checking for recordings. Any facilities without cameras will have a $1,000 daily fine assessed until proof of cameras and recording is provided..

SECTION 4.  This bill will go into effect on June 31, 2016

SECTION 5.  All laws that are in conflict with this policy shall hereby be declared null and void.


 

A Bill to Increase Foreign Aid to

Pacific Alliance Countries

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1.     Section 1.             Pacific Alliance countries are essential allies to the United States in

2.     the Latin American region. Foreign aid will be increased to US$ 2 Billion for each

3.     member country in economic aid. The primary focus of the aid will be improving

4.     infrastructure.

5.     Section 2.             Pacific Alliance: The Latin American trade bloc consisting of Chile,

6.     Colombia, Mexico, and Peru.

7.     Section 3.             The Department of State will oversee implementation of this

8.     legislation.

9.     Section 4.             This bill will take effect on January 1, 2017.

10.  Section 5.             All laws in conflict with this legislation are hereby declared null and

11.  void.

A Bill to Require All U.S. Public Schools to Hire Armed Security Guard

 


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.      All U.S. Public Schools will be required to hire a minimum of one specially trained security guard for surveillance and safety management of school grounds.

Section 2.      Security Guard will be defined as a protective agent who is paid to protect assets including, but not limited to property, people, and money by utilizing preventative measures. Armed will be defined as equipped with or carrying a weapon or weapons.

Section 3.      The International Association of Campus Law Enforcement Administrators along with the U.S. Department of Education will oversee the enforcement of this bill.

A.    All U.S. public schools in violation of this bill will be fined $20,000 for every day a security guard isn’t contracted to work.

SECTION 4.      This bill be implemented after a 180 day grace period after passing, after which the $20,000 fine will take effect

Section 5.      All laws in conflict with this legislation are hereby declared null and void.

Bill to Ban Assault Weapons

Submitted by: Lincoln North Star High School

 

1. Be it enacted by the Federal Student Congress here assembled that:

2.Section 1: Assault weapons are banned for purchase by the public.

3.Section 2a: Assault weapons shall be defined as semi-automatic firearms with a  4.detachable magazine and a pistol grip, and other features such as a flash suppressor 5.or barrel.

6.Section 2b: Public shall be defined as any resident belonging to a community.

7.Section 2c: Purchase shall be defined as acquire by paying.

8.Section 3a: Assault weapons are now retroactively illegal. All of those currently in 9.possession will not be punished but must turn over to local authorities.

10.Section 3b: Local authorities will have safe gun return programs.

11.Section 4a: 20 million dollars will be allocated nationwide from the United States 12.Defense Budget for safe gun return programs at the municipal level.

13.Section 4b: Those failing to return their assault weapons within a year of 14.implementation will be given jail time of no more than 30 days for each weapon 16.found if found in possession of the weapon(s).

17.Section 4c: This law will go into effect six months upon passage.

18.Section 5: All laws that are in conflict with this legislation are hereby declared null 19.and void.

A Resolution to Abolish “Guilty but Mentally Ill” Verdicts

 

Whereas, The Insanity plea is meant to allow for persons who were unable to control their

actions at the time of the crime committed to be reformed in order to return to society.

Whereas, The Insanity plea is rarely used in the United States court system and is not easily abused.

Whereas: “Guilty but Mentally Ill” verdicts undermine the reformation purpose of the Insanity Plea

Therefore be it resolved by the Student Congress here assembled, The verdict of “Guilty but Mentally Ill” shall be removed in its entirety from US legal system.

A Bill to Increase School Sanitariness

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.      All students, faculty, and visitors present on school grounds and infected with a contagious airborne illness are required to correctly wear NIOSH-certified N95 respirators. Infected individuals on school grounds are allowed to temporarily remove their respirators while eating, drinking, or performing facial hygiene and must immediately replace them afterwards. Infected individuals are also allowed to change their N95 respirators on school grounds, provided their existing respirators are damaged or nonfunctional and the replacement respirators match or increase the level of protection and that the exchange is performed swiftly and with reasonable sanitary precaution.

SECTION 2.      School grounds shall be defined as residential schools that provide primary and secondary education as defined under state law.

SECTION 3.      The Department of Education shall be responsible for the enforcement of this legislation to include methods of funding and perform arbitrary inspections. Any state incompliant with this legislation will have its federal highway funding stripped.

SECTION 4.      This bill shall go into effect within one year of ratification.

SECTION 5.      All laws in conflict with this legislation are hereby declared null and void.

#9 -- PRELIMS

A Bill to Ban Maternal Drug Testing

 


BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

Section 1.  All required maternal drug testing will be banned.

Section 2.  Maternal will be defined as of or relating to a mother during pregnancy or shortly after birth.  Shortly shall be defined as a year after birth.  Drug testing shall be defined as any test given to detect the presence of an illicit drug or any other illegal substance.

Section 3.  The Department of Health and Human Services shall oversee the enforcement of this legislation.

SECTION 4.  This legislation shall go into effect on January 1, 2017.

Section 5. All laws in conflict with this legislation are hereby declared null and void.


A BILL TO Lower the Legal Age for Body Modification to Fifteen Years of Age

 

BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

SECTION 1.  Anyone fifteen years of age will be allowed to modify their body without parent or guardian permission.

SECTION 2.  Body modifications will include body and facial piercings tattoos and scarification. Scarification being scratching, etching, burning / branding, or superficially cutting designs, pictures, or words into the skin as a permanent body modification.

SECTION 3.  The Department of Health and Human Service in each state will oversee the implementation of this legislation. Any body modification artists who violate this age restriction will lose their license to practice.

SECTION 4.  This bill will go into effect on January 1, 2017.

SECTION 5.  All laws that are in conflict with this policy shall hereby be declared null and void.

A Bill to Mandate Labeling of Foods Containing Genetically Modified Organisms

 

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

SECTION 1.      All foods sold within the jurisdiction of the United States that contain any amount of genetically modified material must be labeled as containing genetically modified organisms (GMOs).

SECTION 2.      GMOs will be defined as organisms whose genetic characteristics have been altered by the insertion of a modified gene or gene from another organism using the techniques of genetic engineering.

SECTION 3.      The Food and Drug Administration will be responsible for the enforcement of this bill.

A.    Persons and companies in violation of this bill will be fined $100,000 for each individual product containing genetically modified organisms not labeled as such.

SECTION 4.      This bill will be implemented after a 180 day grace period, after which the $100,000 fine will take effect.

SECTION 5.      All laws in conflict with this legislation are hereby declared null and void.
