Update 11-28-2025

It appears that several divisions will make in NDTCEDA and NFA-LD. We need a couple more programs for CARD to happen; other events seem unlikely.

We will avoid collapsing when possible and consult programs before doing so. Those discussions will happen Mon/Tues (Dec 1-2).
