Rose City Tournament

2022 — NSDA Campus, OR/US

Congress competitors will need to enter NSDA Campus Rooms at 4pm (Pacific Time) to set the docket for Sessions 1 & 2, as well as to elect presiding officers. Parliamentarians need to be present, judges can enter at 5:00pm for Session 1.

All of this information (and more is in the invite), however, here is the TLDR version.

The following will be offered:

Asynchronous IE’s (Wed-Sat) – ADS, DI, DUO, Info, HI, OO, Poetry, POI, Prose, Radio
Congress (Fri-Sat)
Debate (Sat) – Lincoln Douglas, Parliamentary, Public Forum

LD will use the March-April topic; PF will use the March topic; and Parli debates will be run in accordance with Oregon rules. The Congressional Debates will follow the format set forth in the following pages and the top six speakers will earn a bid to the 2022 Tournament of Championship at the University of Kentucky at Lexington. The dress standard for RC is casual.

NOTE FOR CONGRESS FINALS: In order to allow for better Finals preparation, we will be using 5 of the bills from the February NSDA packet, NOT THE ENTIRE PACKET. Here are the bills we will use for Finals:

2. A Bill to Amend the Higher Education Act of 1965 to Safeguard the American Economy
3. A Bill to Reduce Department of Defense Infringement on the First Amendment
7. A Bill to Prohibit Disposal of Returned Products
8. A Bill to Protect the US Dollar from the Threat of Cryptocurrency
10. A Resolution to Amend the Constitution (Section 3 of the Fourteenth Amendment)

***Oregon Policy and Extemp Nat Quals are happening simultaneously. Anyone entered in those qualifying tournaments CANNOT compete at Rose City in other events.***

Judge Check-in: 7:30-8:00

Judges please be on time to training. It will help us get the tournament started on time and get everything moving in the right direction.
