Event Description:

1. The Congressional Debate legislation will be the October NSDA legislation.

2. Congressional Debate sessions will run concurrently with speech events.

3. The use of laptop computers, electronic storage, retrieval devices, etc. is permitted in debate for flowing or evidence retrieval so long as wire or wireless connections are disabled and remain disabled while the debate is in progress. See attached rules.

4. Contestants more than five minutes late to a round, through no fault of the tournament, will forfeit.

5. In case of a forfeit, the winning team will receive speaker ranks of 1-2.

6. Team personnel must remain consistent throughout the tournament (partnerships cannot change).

7. At the end of preliminary rounds, the top teams will advance to semifinals (Super Session for congressional Debate). Speaker ranks, the win-loss record of the team to whom the prospective semifinalist has lost, and total opposition records will be used to break ties.
