Event Description:
Congressional Debate is a special event that runs in two sessions on Friday morning from 8:45 AM to 11:40 AM.
- Each school is allowed to enter up to six students.
- Each school is allowed to submit two primary bills and an unlimited number of secondary bills. The bill submission deadline is Friday, 9 Feb., at 12:00 PM.
- The tournament host will set the docket, which may not be altered. At the top of the docket will be the primary bills randomly ordered; at the bottom of the docket will be the secondary bills randomly ordered. The docket and bills will be posted on Friday, 9 Feb., by 5:00 PM
- Each school is allowed to designate up to two students as potential presiding officers. The tournament host will randomly select the two session presiding officers from among those designees.
- A coach familiar with Congressional Debate rules will serve as a non-judging parliamentarian. Schools will be no judging obligation.
- Otherwise, Congressional Debate procedure will follow NSDA rules generally.
