Student Congress:

Students will participate in a chamber led by a high school student as presiding officer in which speakers are called upon to present 2-minute speeches in affirmation and negation of the legislation.  There will be a mandatory one-minute questioning period following the authorship speech and the first negative; after every other speech, there will be a mandatory 30-second questioning period. Students are encouraged but not required to submit legislation to compete; if they choose to, they may do so by uploading up to 3 bills per school to tabroom.com by 5pm on the Friday evening two weeks before the tournament.
