All Paradigms: Show HideI am an ex-three year NCFLs/NSDA debater and State Quarterfinalist. Did mostly Public Forum, dabbled in LD for a time. I will primarily be judging off of what I see on the flow, but don't expect to be able to win a round off of an obscure rule or technicality. It's fairly simple, You out-argue your opponent, and you'll most likely win the round. I also keep crossfire in mind.
Speaker points: I'll award speaker points as most judges would, but I'll be paying attention as well to general behavior during the round. If you are arguing with your partner, or scolding them, expect to lose some points unless it is justified.
Pacing: Feel free to speak as fast as you wish. If you are too fast for me, You'll know.
PF: I will be watching the flow. I am fine with "unique" argumentation, but let me know beforehand to mentally prepare. My default framing is likely to be cost benefit analysis unless a different framework is laid out during the round.
LD: I am not as familiar with LD, I have done it before though. So, if you are going to use a highly technical argument (which I am not opposed to), you are going to have to work a little to explain it. Otherwise, same deal as PF, focus on keeping your flow consistent throughout the round and focus on your voters. I favor any impacting that gives me a clear way to weigh against your opponent.
Policy: N.A. Wanted to do policy, never got the opportunity.
Atmosphere/Tips: Debate is intended to be an educational experience for all parties involved. This has a couple implications.
1. If you are openly rude or talk down to your opponents, it will detract from all of our ability to understand your case and argumentation. A good debater doesn't need to belittle his competition. Keep this in mind.
2. Oftentimes laughter can be a great tool to break the monotony of a debate. While not needed, adding personality to your speeches helps all involved retain your information and make the debate flow smoothly.
3. Keep in mind that everyone is human. Don't go for the throat if your opponent happens to misword/misquote in their speech. It won't get you very far.
I debated for Mukwonago High School from 2011-2014
Debate was my favorite part of high school. This activity is something I truly enjoy, so even if I am not super familiar with the topic, I'm here for the spirit of the sport.
When I'm judging, I am most concerned about what is the most logical. (I was a 2A and one of my favorite phrases was "try or die for the aff") Please don't make me make connections or draw conclusions because certain cards were dropped or you just didn't flow the argument all the way through. I think of myself as defaulting to a "policymaker" paradigm a lot because I like arguments that are logical and consistent.
I will time you and I also hope you're timing yourself because there is nothing like not knowing how much time you've got left in the 1AR.
Things I enjoy (policy):
- Politics DAs(when I was in high school I struggled with these DAs but now they make so much more sense because of how little our government has accomplished in the past 10 years since I started debating)
-Topicality (I think this is a particularly important issue if you are dealing with an unfamiliar aff and can provide examples of which plans would actually work under your interpretation- fair warning, I enjoy the technicality of this argument but I will not vote solely on it) *usually.
-Counterplans (sometimes it hurts me to vote for essentially a different aff, but if your counterplan addresses solvency deficits better than the aff and is actually catered to the specific aff you're facing, you're going to get my vote. But please please please don't do a PIC- I will be annoyed and triggered.)
Things I enjoy (PF):
-Evidence: quality over quantity and demonstrate an understanding of your evidence; basically, it is important to explain why this piece of evidence is important and why it is better than your opponents. Please also understand where a statistic comes from and the context behind it.
-Weighing is SUPER important in the round. In your final focus, I really like it when debaters tell me where I should be voting and why.
-When extending an argument, please articulate why I should be pulling it through, not just "pull this through, they didn't address it."
-During crossfire, I will listen, but if there is something brought up you want me to pay attention to, you need to mention it during your speech.
-Framework can become a voting issue for me. I have definitely voted on it before, but it has to relate to the arguments.
Please please please give me a road map before you start your speech. I also appreciate sign-posting during your speech.
Thing(s) I am sometimes skeptical of:
-K's (I have trouble grasping the higher level because I think it distracts from what I think the main purpose of the debate is which is passing a policy or not passing a policy based on it's effectiveness and likelihood, for me. BUT I will enjoy a K debate if you actually understand what you're saying and not just reading cards without any analysis.)

Varsity PF (JV/Novice/Middle School is Below):
TL;DR: Standard flow judge. Tech over truth but I admire appeals to truth when done well. Proud hack for evidence ethics. Below are some areas where I may deviate from circuit norms.
- Fairness > Education > Winning. Anything you do that is discriminatory will get you dropped and get your speaks tanked. PLEASE READ THIS ARTICLE.
- LOCAL CIRCUIT: Disclo and parahrasing theory are not norms, so I'm going to need a pretty high bar of in-round abuse for me to justify a ballot. This is especially the case since local circuits tend to have much more extensive rules, including about evidence ethics, which could cover disclosure and paraphrasing if necessary. It is much easier to make rule changes in the local circuit. Thus, I need to know why the round, not coach meetings in the summer, should be where disclosure is made a norm.
- Now you know the wiki exists: https://opencaselist.com/hspf22. Not disclosing is now your choice. If you don't know what that means, ask me.
- If you're a small school and you're up against a team from a big prep school, I am a judge you want. I debated a lot on the national circuit, but I went to a public school that barely funds its debate program. Unlike a lot of judges who consider themselves "flow," I don't care if you use the same useless circuit buzzwords I use and I'm really not impressed by people that read 5 poorly warranted turns in rebuttal that one of their 15 coaches wrote for them in a prepout.
- If you go to a privileged school, are facing an underprivileged school, and spend the round commodifying the issues of underprivileged schools in an unnuanced disclosure/paraphrasing shell, your speaks will be capped at a 26 and I will be very tempted to drop you for it. If your entire strategy for winning rounds is to weigh extinction impacts over everything else, your speaks will be capped at a 28.5 unless you present some type of interesting nuance in the weighing debate. If I have to flow you off a speech doc, your speaks are capped at 28.5.
- I don't care if you provide an "alternative" in framework/theory debates (you need one in K’s though). I don't think second case ever needs to interact with first case, even in progressive debate.
- I reserve the right to intervene if I dislike your theory. That said, prefiat impacts almost always outweigh postfiat impacts. If prefiat debate is initiated, generally we're not gonna be debating substance. That doesn't make theory abusive – if you hit theory you can win by responding to it.
- Norms that DEFINITELY should be enforced through the ballot: not being ___ist, not misrepresenting evidence, not being rude. Norms that should be enforced through the ballot: disclosure, having cut cards, being able to share evidence efficiently, not stealing prep time, trigger warnings. Norm that should be encouraged through word of mouth but not the ballot: reading cards.
- Weighing should be done early. Don't wait until final focus. Metaweigh, too.
- Frontline in 2nd rebuttal. No sticky defense.
- I don't flow author names.
- Collapse early. To that end, don't read a whole new contention in rebuttal for no reason.
- If I have no offense on the flow, I default to the team that would win if I were a lay judge.
- You can ask me to call for evidence (from your side or your opponents' side) after the round in one of your speeches (or cross-ex if that floats your boat). I will probably not remember. After the round, say "remember when I asked you to look at the Caldararu card?" and I will look at it.
- Don’t misrepresent who wrote your evidence. If the article comes from the opinion section or is an academic study, you cannot cite it solely by institution. The New York Times does not publicly agree or disagree with what Ross Douthat or Bret Stephens writes for them (and I’m sure it would often vehemently disagree, as would I), so citing his op-eds by saying “the New York Times says...” is incorrect. You should say "Douthat of the New York Times says..." or "Douthat says..."
- "If you pronounce “Reuters” as 'rooters' or "nuclear" as 'nook-you-ler' I will be sad." –Sorin Caldararu, my brilliant debate partner.
- I'm going to Swarthmore College (one of the most left-leaning colleges in America), I live in Madison, Wisconsin (one of the most left-leaning cities in America), and my debate coach was a civil rights lawyer. This should give you a sense of my political views.

JV/Novice/Middle School Paradigm:
I have judged some Middle School Parliamentary rounds before, and I have a lot of experience in novice/JV public forum.
- There are essentially three parts of debating: making arguments, responding to arguments, and weighing arguments (i.e. comparing your arguments and with those of your opponent). Ideally, you should start by mostly making arguments, and by the end you should mostly be weighing arguments that have already been made. You can make that very clear to me by saying things like "now I'm going to respond to my opponent's argument about ______."
- An argument usually has to involve saying something will cause something else. Say we're debating whether the government should create a single-payer healthcare system. If you are on the proposition, saying "healthcare is a right" isn't really an argument. Rather, it's a catchphrase that hints at a different argument: by making healthcare single-payer, the cost doesn't change whether you go to the doctor or not, making people more likely to get care that improves their quality of life and could even save lives. The difference between the first argument and the second is pretty subtle, but it's important for me as a judge: saying "healthcare is a right" doesn't tell me how single-payer gets people healthcare, and it also doesn't tell me who I'm actually helping by voting in favor of single-payer. The second argument answers those questions and puts those answers front and center. And that makes it much easier for me, as a judge, to vote for you.
- To that end, I'm not a fan of new arguments in late speeches. It makes the debate feel like whack-a-mole: a team makes one argument, but once it's rebutted, they present another argument, which then gets rebutted, and so on.
- Generally, I find logic to be more compelling than moral grandstanding. For example, if we're debating if it should be legal to feed kids McDonalds and you argue that it shouldn't because McDonalds is unhealthy, it doesn't help to say stuff like "they're basically stepping over the bodies of dead children" in a speech. It sounds like overkill and makes me not want to vote for you as much.
- Tell me your favorite animal to show me you've read this for an extra speaker point. The WDCA hates fun, so I sadly cannot give you your extra speaker point if you are in Wisconsin.

Congress:
Short and sweet:
- I probably would rather judge PF. Try to change my mind. (just kidding)
- I was a huge fan of really weird yet hilarious intros, and had one for just about every speech freshman year. It was then squeezed out of me by a combination of tremendous willpower and coaching. (I once said that Saudi Arabia was acting like Calvin from Calvin and Hobbes).
- Don’t re-word a speech someone else just gave two minutes ago.
- I shouldn’t be able to tell if you have a background in policy or PF debate. Don’t speak like you would in a PF or policy round.
- If you give a late-cycle speech, you should have something valuable to say. If you don’t have something valuable to say, don’t speak.
- You should vote to call the question, but not if it will prevent someone who needs to speak from speaking. Basically, if you are bored of debating a given bill, call the question. If you believe that calling the question would be a good underhand ploy to prevent somebody from speaking, don't call the question.
- Don’t speak right after someone spoke on your side, unless you absolutely have to (you probably don't have to).
- Don’t use precedence/recency to give the first pro speech if the writer of the bill is in the chamber and wants to speak. I have no idea if writing a bill allows you to give the first pro speech regardless of precedence and recency, but that should be a rule. This should give you an indication of my level of experience with Congress.

Policy/LD: If I am judging you in policy or LD, I might have a slight bias towards a more PF style of debate. Read my PF paradigm since most things will apply. I find the ideas and concepts in policy and LD interesting and worthwhile even though I'm not inclined to participate in those styles of debate. Just keep it under 300wpm, use PF-level lingo, and keep in mind I can flow spreading but I can't flow it as well as an actual policy or LD debater. I'm probably more down for progressive debate than most PF judges, especially in those events. I know I can be a hard judge to adapt to for circuit policy and LD, so I'll cut you some slack with speed and clear you like 10 times before I stop trying to flow.

BQ:
I judge BQ exactly like I judge PF, but obviously framework matters more because it's philosophy. Just read the PF section. It all applies.
I was a PF debater in high school, have been judging for years and have recently started coaching.
PF: I am a flow judge and like to see a clean line-by-line in rebuttal. Be sure you are not only responding to the argument your opponents' present but also the impact. Tell me why they can't access their impact in rebuttal. In summary, you should begin tying up any loose ends and begin to weigh. Tell me why your opponents can't access their impacts or why your impacts are bigger and better. Lives are a good default impact that is easy to compare. Final focus should be almost entirely voters. Give me 2 or 3 good reasons why I should vote for you. Don't make final focus a mini rebuttal. A good final focus does go over the entire round or every argument. Only focus on what you think you're winning. In terms of framework, unless one is proposed by either team I will default to util. In summary and final focus, tell me how your arguments/impacts align with the framework and why your opponents aren't meeting the framework.
LD: I have less experience in LD but will be able to follow more complex arguments. Be sure to talk about impacts explicitly and how they align to your value and criterion. Focus on the topic at hand, not the nature of debate or how your opponent is debating, except if they are being discriminatory. I am a flow judge through and through. Spend time developing clear answers to values and impacts that your opponent brings up and counter any arguments brough up against your case. A lot of LD arguments can become convoluted so take time to be clear so I have a clear understanding of what you are trying to say.
Speed: I can understand speed, but the faster you talk the less I will write down. As a flow judge, talking incomprehensibly or too fast could be detrimental to your success in the round.
Roadmaps: I won't time your roadmaps as long as you identify them as roadmaps before you start talking. Keep them brief. Don't waste time by saying that the order will be con then pro during first rebuttal. If you are going to talk about specific arguments identify those in your roadmap.
Also if it sounds like you can't breath, you're talking too fast.
Overall: Be civil. Don't yell at your opponents, partner or me.

Background: I debated PF for three years and Congress for fours years in Wisconsin, with limited experience on the national circuit. I'm a history and political science double major, so I love seeing historical examples/political theory (not to be confused with debate theory) within cases :)
General Paradigm (PF): I'm definitely more of a traditionalist, but I’m tech over truth as long as you aren’t blatantly lying. Don't spread; talking fast is fine, but speak at a rate that a non-debater would be able to understand. (If you have to take giant gasps of air when speaking, it's a sign you're going too fast) I'm not the best with too much speed, so I might miss arguments. I will not read speech docs. If I do not hear the argument, it will not be a factor in the round. Use all the PF jargon you want, but please don't use any disads, Ks, or anything rooted in Policy/LD. If you’re fiating something, please make sure your explanation is clear.
Also, please extend (this means your warrant and your impact) your arguments with their card tags, signpost, give me a brief road map (signposting > roadmap) and weigh. Weighing is extremely important for me. Saying that something pre-reqs something else means absolutely nothing if you haven’t given me a warrant, and I don’t see it as a form of weighing. I will vote for a bad argument weighed well over a good argument weighed poorly. Meta-weigh if you have to. If your opponents are weighing on probability and you're weighing on magnitude, tell me why I should prefer probability over magnitude. These things will both elevate the round and make judging it way easier, so it's a win-win for all of us.
Lastly, if you're going to read triggering arguments, read a trigger warning and make sure everyone's okay with you running that kind of contention before case/before the round.
Theory/Prog Arguments: I don't like theory, but I am willing to keep an open mind.
Evidence: If there's an evidence conflict in the round that's serious enough or a card that sounds too good to be true, I'll call for the card. If it's an online tourney, send evidence to hebaemail618@gmail.com.
Speaks: Please don't be overly aggressive. I won't flow cross, but I will note disrespectful behavior, so make sure everyone gets enough time to speak, and be aware of implicit power dynamics due to race, gender, age, etc.
Other Stuff: Have fun with it! There's far too many debaters who walk in stiff-postured and stony-faced. At the end of the day, this is a performance. Loosen up, crack some jokes, smile a little, anything that will make your side more compelling and more interesting to watch. There is a fine line between being funny and being mean, though. Don't cross it.

I’m a flow judge but treat me lay for speed. Slow down. Never spread.
I like fewer pieces of quality offense, a strong narrative, and strong weighing in Final Focus.
No entirely new arguments after Rebuttal, no new supporting evidence or entirely new responses after first summary. Cards should only be used when they offer unique expertise, data, or examples to an argument, and I accept and encourage uncarded arguments.
Citation is author, source, date said once and then probably never again.
Don’t use authors, or sources as taglines.
I default to a utilitarian cost-benefit analysis framework. This means you need to provide arguments to prefer your framework over this default and your opponents can defend the default framework. I believe having a default allows for a wide range of arguments and forces debaters to actually engage with their frameworks rather than just try to sneak it in on fiat.
Use realistic impacts with smaller magnitudes and probability weighing over just pretending like everything causes World War 3 or financial crisis.
Please no Debate Theory unless its to address in-round unfair behavior, most especially discrimination. If your opponents, myself, or another judge discriminates against you in-round you should tell your coach and tournament organizers. I may drop you for discriminatory behavior, being excessively rude, or obviously and intentionally lying.
Speaker Points: Unless the tournament offers some sort of scale for judges to use for speaker points, I will award a 28-29 on average and will rarely go below 27 unless you were rude in round.
Hutchison, Casey
About Me:
I debated PF for four years at Middleton and coached/judged PF and Policy in the Madison area for five years after that. I dropped out of the debate community for a while after moving to DC and Minneapolis, but I'm back in Madison now and excited to be coaching and judging again. I work as a policy analyst for the federal government (HUD).
Speed:
I can flow fast arguments (not to spreading level though) if you speak clearly. I'd prefer you err on the side of fewer arguments but easier to understand. Please slow down on tags and citations. I don't typically give cues if you're speaking too fast, especially in virtual debates.
Evaluating the Round:
I prefer arguments over style, but style does matter in terms of speaker points - see that section below. In Final Focus, please clarify the most important arguments, how you won them, and why they matter. Give me a way to weigh your arguments against your opponent's. If you plan to go for an argument in Final Focus, please don't drop it in rebuttal and summary.
At the end of the debate, I look at my flow and circle the arguments that each team won. Then I use the weighing mechanisms each team gave me in their last speeches to decide which are the most important, have the biggest impacts, etc. I typically weigh evidence more highly than analytics, but both are important - 2-3 good, well-warranted pieces of ev with a clear logical thread wins over a 10-card dump any day. Please explain things really clearly to me - Why does your argument outweigh? Why is it important that your opponent dropped something? What does the card that you're extending prove?
Speaker Points/Ranks:
Speaking skills, politeness, structure, persuasiveness, etc. are very important to me. Please DO NOT be rude or aggressive toward your opponents. It should go without saying, but do not lie to me by saying something was dropped when it wasn't or by using false or manipulated evidence. It also bothers me when speakers go over their allotted time by more than ~5 seconds, and I reflect repeated over-time speeches against your speaker points.
Other Notes:
Don't just read cards at me - explain why they matter.
I love when teams compare the pro and con worlds.
I coached policy for a while, so I'm willing to dip toes into weird arguments. Just make sure you explain everything clearly and ensure you actually clash and engage with your opponent's case.
Signpost everything! If you didn't tell me where to write something on my flow, I'm searching for the right spot rather than listening to what you're saying.
I'm always happy to answer questions, talk after rounds, even go through the whole flow if you want! What's most important to me is that everyone enjoys themselves and learns something.

I debated for four years of pf in high school. I mostly debated in the Wisconsin circuit and didn't really do nat circuit stuff. Currently a student at UW-Madison studying political science and health policy on a pre-med track. Judging stuff:
Even though I have debate experience (and will be flowing the round) treat me as lay for speed and flay for judging overall (slowly becoming more and more lay the longer a tourney drags on). I will not read any speech docs and generally just speak clearly. I’ve also found that I really don't like frameworks of any kind. Please please please signpost and do the weighing for me and don't make me do any of the thinking for you—it will probably not turn out the way you want it to. Extend anything you want to be considered in my final decision in summary and FF (this includes warrants and impacts). I guess overall just follow good debate practices when it comes to speech structure and good evidence ethics (please I beg) and you should be good: don’t have much of an opinion on things beyond that. I don’t have much experience with theory/Ks and what not, but that said I'll try my best to judge the round you want to have. Also, always down to have a fun debate with really weird arguments if both sides choose to do so.

PF:
Few things, I did PF in high school so I have a general idea.
However, I only have limited topic knowledge, so please explain your arguments well.
Speed - I'm okay with speed, but don't talk so fast that you spread your opponents out of the round debate is supposed to be competitive not an auction.
I will flow the round and will vote mostly off the flow. That said if I can't understand you, or can't figure out where to put it on my flow, this may cause me to miss arguments. Signpost please I am actually begging you!
Side note on signposting I love funny 1 liners
Evidence- please please please do not ask for evidence in cross, rather ask for evidence before cross and talk about the evidence during cross, this makes the round so much more nuanced.
Weighing - I will find it very hard to vote for you if you do not weigh. To that point barring a complete catastrophe from your opponents I will not vote for you. This weighing should also be interactive, for example, if your opponents weigh on scope and you plan to weigh on probability, explain to me why we prefer probability weighing over scope weighing. If there is no weighing on the flow, I have no reason to vote for you, all I have is a bunch of links and impacts and nothing that compares them. The sooner the weighing the better, but it should at least be in Summary and definitely Final Focus. If you're going to read a turn, please please please flesh it out do not just put a billion turns on your opponents' case without warranting it, contextualizing it, impacting it, and weighing it.
Theory / K's- I had very limited exposure to Theories but I get the general idea, if you wish to run theory against your opponents go for it. K's I didn't experience any K's during my time in debate, that said if you still want to argue it go for it I will do my best.
Make your path to the ballot clear! The easier you make it for me to see your path to the ballot, the more likely I am to vote for you.
One last thing that I think should go without saying..., but if you have me in multiple rounds, especially in the same tournament, and I give you feedback along the lines of something you need to be doing, and you don't do it with me as a judge... maybe I won't vote for you... just maybe :).
Other than that have fun, debate is supposed to be enjoyable. Grow as a person, and learn about the world.

I vote primarily on the clear presentation of arguments, supported by quality evidence, that are linked throughout the debate.
It helps to explain any acronyms or details that one might assume a judge with limited experience on the topic would understand.
Speed is fine if it is clear and persuasive. I can flow each team well throughout the debate, but speed sometimes limits the impact the speaker is trying to make.
I don’t vote on things not in the final focus or summary.
As for speaker points, I put an emphasis on speaking persuasively over speed, spreading, and heavy reliance on evidence alone.

I've had a lot of experience with this, and a lot of different styles going from wisco to the nat circ, so I'm probably good here
Speed doesn't really matter (again, be reasonable with that and make sure your actually speaking words)
For most things, I'll probably understand what your talking about, but it doesn't hurt for you to explain it anyways
Signposting is good, pls do it
Don't need to extend card names --- speech docs are especially helpful though
I also hated extending warranting and impacts, but thats also why i lost round so you should do it if im your judge
Weighing is good, i would recommend you do a lot of it, especially in summary and FF
Frontline in 2nd rebuttal or 1st summary --- depends if your first or second obviously

Theory - I'm pretty solidly versed in (just don't run it on people who clearly have no idea what your talking about, it makes the round less fun, it truly doesn't educate anyone in the round, and most importantly, I will hate you for it) (I also like disclosure)
Ks - I've only really read cap, so that's about the the extent of my experience on this. That said, I do have the generics of most of the literature bases, however, this isn't a get out of jail free card - make sure you explain and warrant everything and do it as slow as possible for me (pls and ty) I'm also a fan of performance, although the brightline for winning is a bit higher
For policy, my friend says that DAs are the best and should be in every 1NC.

The biggest thing is to debate P.F., don't treat it like policy. Please be clear about when you are switching contentions and be sure to weigh your impacts clearly, don't assume that us judges are making the same connections that you are. If you run a one contention case, please have strong links. Please spell out your impacts, Imperialism isn't an impact, you need to tell me why imperalism is bad. As a judge I won't let my background influince my decision, but that does meen you need to tell me exactly what your impacts meens in terms of qountifiable impacts, number of deaths, cost of monye, increce in crime, global destabilisation, that kind of thing.
Congress:
I've been judging Congress for 6 years now, and of course, all the basic things are important: good projection, good variation in vocal tone and volume for emphasis, and most importantly, a cohesive, original argument. In addition, please be respectful of your competitors; assertive speech styles are fine, but avoid ad hominem attacks. Similarly, when asking questions, don't interrupt the answerer when they haven't even finished a sentence yet; again, find the line between assertive and just plain rude. Make sure your introduction doesn't have a jarring shift in tone when compared to the rest of your speech. Lots of people enjoy funny intros, but they don't really work if you give a speech about war crimes, for example. Crystalizing is good, but if you have an entire speech that's just crystalizing, you end up with something that is more like 6 30-second long speeches instead of a single 3-minute speech, so don't go overboard with it. Make sure if you use the same arguments as a previous speaker, you do something new with it, or go in greater depth in a specific aspect of the argument. Otherwise, all you're doing is telling the judges that you thought the previous speaker did a really good job.
A smaller thing, but it still bugs me when it happens, please don't use debate lingo in congress when it doesn't make grammatical sense without a debate background, for example "sqo solves" is not something that makes sense unless you do debate and this isn't the place for that.

My style is that I like rounds to flow well and focus on arguments rather than evidence allegations. I will use the following paradigm template will be answered near term.
Speaking
How fast can students speak during speeches? Fast is okay as long as words are pronounced clearly.
If a student is speaking too fast or unclear, will you give any cues to them? Sure, but I'll adapt to the norm.
Evaluating the Round
1. Do you prefer arguments over style, style over arguments, or weigh them equally? Arguments and style go together equally.
2. What do you see as the role of the final focus in the round? The final focus should wrap up the case and is highly weighted.
3. If a team plans to win the debate on an argument, in your opinion does that argument have to be extended in the rebuttal or summary speeches? Only if no new argument is made which is against the rules.
4. Do you weigh evidence over analytics, analytics over evidence, or weigh them equally? Analytics slightly more because I try to understand the speakers analysis of the evidence to frame the argument.

I want the speakers to be organized, confident, polite, and respectful. I've witness during and after rounds both passive aggressiveness as well as bad sportsmanship from the winners. Speakers will get deducted points if not presented self well.

(For online touraments) Send me case/speech docs at the start please (timscheff@aol.com) email or sharing a google doc is fine, I don't much care if I don't have access to it after the round if you delink me or if you ask me to delete it from my inbox. I have a little trouble picking up finer details in rounds where connections are fuzzy and would rather not have to ask mid round to finish my flow.
(WDCA if a team is uncomfortable sharing up front that's fine, but any called evidence should then be shared).
If your ev is misleading as cut/paraphrased or is cited contrary to the body of the evidence, I get unhappy. If I notice a problem independently there is a chance I will intervene and ignore the ev, even without an argument by your opponent. My first role has to be an educator maintaining academic honesty standards. You could still pick up if there is a path to a ballot elsewhere. If your opponents call it out and it's meaningful I will entertain voting for a theory type argument that justifies a ballot.
I prefer a team that continues to tell a consistent story/advocacy through the round. I do not believe a first speaking team's rebuttal needs to do more than refute the opposition's case and deal with framework issues. The second speaking team ideally should start to rebuild in the rebuttal; I don't hold it to be mandatory but I find it much harder to vote for a team that doesn't absent an incredible summary. What is near mandatory is that if you are going to go for it in the Final Focus, it should probably be extended in the Summary. I will give cross-x enough weight that if your opponents open the door to bringing the argument back in the grand cross, I'll still consider it.
Rate wise going quick is fine but there should be discernible variations in rate and/or tone to still emphasize the important things. If you plan on referring to arguments by author be very sure the citations are clear and articulated well enough for me to get it on my flow.
I'm a fairly staunch proponent of paraphrasing. It's an academically more realistic exercise. It also means you need to have put in the work to understand the source (hopefully) and have to be organized enough to pull it up on demand and show what you've analyzed (or else). A really good quotation used in full (or close to it) is still a great device to use. In my experience as a coach I've run into more evidence ethics, by far, with carded evidence, especially when teams only have a card, or they've done horrible Frankenstein chop-jobs on the evidence, forcing it into the quotation a team wants rather than what the author said. Carded evidence also seems to encourage increases in speed of delivery to get around the fact that an author with no page limit's argument is trying to be crammed into 4 min of speech time. Unless its an accommodation for a debater, if you need to share speech docs before a speech, something's probably gone a bit wrong with the world.
On this vein, I've developed a fairly keen annoyance with judges who outright say "no paraphrasing." It's simply not something any team can reasonably adapt to in the context of a tournament. I'm not sure how much the teams of the judges or coaches taking this position would be pleased with me saying I don't listen to cards or I won't listen to a card unless it's read 100% in full (If you line down anything, I call it invalid). It's the #1 thing where I'm getting tempted to pull the trigger on a reciprocity paradigm.
Exchange of evidence is not optional if it is asked for. I will follow the direction of a tournament on the exchange timing, however, absent knowledge of a specific rule, I will not run prep for either side when a reasonable number of sources are requested. Debaters can prep during this time as you should be able to produce sources in a reasonable amount of time and "not prepping" is a bit of a fiction and/or breaks up the flow of the round.
Citations should include a date when presented if that date will be important to the framing of the issue/solution, though it's not a bad practice to include them anyhow. More important, sources should be by author name if they are academic, or publication if journalistic (with the exception of columnists hired for their expertise). This means "Harvard says" is probably incorrect because it's doubtful the institution has an official position on the policy, similarly an academic journal/law review publishes the work of academics who own their advocacy, not the journal. I will usually ask for sources if during the course of the round the claims appear to be presented inconsistently to me or something doesn't sound right, regardless of a challenge, and if the evidence is not presented accurately, act on it.
Speaker points. Factors lending to increased points: Speaking with inflection to emphasize important things, clear organization, c-x used to create ground and/or focus the clash in the round, and telling a very clear story (or under/over view) that adapts to the actual arguments made. Factors leading to decreased points: unclear speaking, prep time theft (if you say end prep, that doesn't mean end prep and do another 10 seconds), making statements/answering answers in c-x, straw-man-ing opponents arguments, claiming opponent drops when answers were made, and, the fastest way for points to plummet, incivility during c-x. Because speaker points are meaningless in out rounds, the only way I can think of addressing incivility is to simply stop flowing the offending team(s) for the rest of the round.
Finally, I flow as completely as I can, generally in enough detail that I could debate with it. However, I'm continually temped to follow a "judge a team as they are judging yours" versus a "judge a team as you would want yours judged" rule. Particularly at high-stakes tournaments, including the TOC, I've had my teams judged by a judge who makes little or no effort to flow. I can't imagine any team at one of those tournaments happy with that type of experience yet those judges still represent them. I think lay-sourced judges and the adaptation required is a good skill and check on the event, but a minimum training and expectation of norms should be communicated to them with an attempt to comply with them. To a certain degree this problem creates a competitive inequity - other teams face the extreme randomness imposed by a judge who does not track arguments as they are made and answered - yet that judge's team avoids it. I've yet to hit the right confluence of events where I'd actually adopt "untrained lay" as a paradigm, but it may happen sometime. [UPDATE: I've gotten to do a few no-real-flow lay judging rounds this year thanks to the increase in lay judges at online tournaments]. Bottom line, if you are bringing judges that are lay, you should probably be debating as if they are your audience.
CONGRESS
The later in the cycle you speak, the more rebuttal your speech should include. Repeating the same points as a prior speaker is probably not your best use of time.
If you speak on a side, vote on that side if there wasn't an amendment. If you abstain, I should understand why you are abstaining (like a subsequent amendment contrary to your position).
I'm not opposed to hearing friendly questions in c-x as a way to advance your side's position if they are done smartly. If your compatriot handles it well, points to you both. If they fumble it, no harm to you and negative for them. C-x doesn't usually factor heavily into my rankings, often just being a tie breaker for people I see as roughly equal in their performance.
For the love of God, if it's not a scenario/morning hour/etc. where full participation on a single issue is expected, call to question already. With expanded questioning now standard, you don't need to speak on everything to stay on my mind. Late cycle speeches rarely offer something new and it's far more likely you will harm yourself with a late speech than help. If you are speaking on the same side in succession it's almost certain you will harm yourself, and opposing a motion to call to question to allow successive speeches on only one side will also reflect as a non-positive.
A good sponsorship speech, particularly one that clarifies vagueness and lays out solvency vs. vaguely talking about the general issue (because, yeah, we know climate change is bad, what about this bill helps fix it), is the easiest speech for me to score well. You have the power to frame the debate because you are establishing the legislative intent of the bill, sometimes in ways that actually move the debate away from people's initially prepped positions.
In a chamber where no one has wanted to sponsor or first negate a bill, especially given you all were able to set a docket, few things make me want to give a total round loss, than getting no speakers and someone moving for a prep-time recess. This happened in the TOC finals two years ago, on every bill. My top ranks went to the people who accepted the responsibility to the debate and their side to give those early speeches.
I started debating in 1998, competing in Policy Debate through High School and College on a scholarship. My personal debate highlights include state champion (2001), successful trips to both NSDA (formerly NFL) and CEDA Nationals, speaker award at the Pan-Pacific Debate Championship (South Korea, 2003). I have served as a debate camp counselor (Whitman College; Bellingham Debate Cooperative at WWU) and as a paid debate evidence contributor for West Coast Publishing. I have coached and judged Policy, LD and Public Forum in the many years since then.
You may put me in a specific paradigm via your argumentation in the round. In the absence of this, I will default to my own style of policymaking, which is to compare the world of the aff (pro) vs the world of the neg (con) and vote for the "world" that solves more/bigger problems than it creates.
I prefer impacted arguments with "even if..." type analysis. Chances are you aren't winning everything in the round, so this helps me as a judge understand how you'd like me to weigh competing arguments.
On a sidenote, please be ready to begin your speech when you stop prep time and/or run out of it. If you tell me to end prep time (or run out of it) and after a reasonable amount of time have not actually started your speech, I will start your speech time so please be prompt.
I am a retired debate coach (also coached speech and theatre), who for over 25 years coached Policy Debate, Lincoln Douglas Debate, and once it became a debate event Public Forum debate. It can be assumed that simply due to my longevity that I am just a dinosaur judge… but I do not think that completely articulates the type of judge that you will have in the back of this round.
My first premise is to always attempt be a tabula rasa adjudicator, given the constraints of sound debate theory. That being said, I will not be drawn into some absurd games-playing paradigm by debaters attempting to belittle the educational expectations of this academic activity. Bottom line – I believe this is still the best activity any student can be involved in to best prepare themselves to be a better citizen.
Public Forum – I still feel that this style of debate should be accessible to anyone and everyone. Thus, I would expect it to be understandable, organized and cordial. Also, I feel it should be free of what I call blip arguments. (ex. I despise one-word framework blips like “Framework – Util”) I am sorry, but if you want me to specifically exercise my decision process through a specific framework – you certainly need to define and develop that concept. I also believe Public Forum debaters and the debate itself benefit from good ethos. So, what am I looking for in a good round of PF? Sound argument(s), clash, good refutation and solid summation. In the end, if there are good standing impacts on both sides of the debate – I expect the final focuses do a thorough impact calculus. (Don’t make me do the work, that is your responsibility as a debater, not mine as the judge.) Do not be afraid to ask me questions before you start, I am willing to clarify anything that you may have questions about.
Lincoln Douglas – I have always loved value-based debates! That being said, I am not sure that LD is still this type of debate. So, understand that when I become grumpy when an LD round turns into a policy debate – I am not grumpy with you the debaters, but more so the direction that this high-speed vehicle is headed. (Believe it or not, back when this style of debate was introduced, it also was meant to be an accessible style of academic debate for the public.) More than anything else, I dislike the incorporation of policy debate language, but not necessarily defined the same in LD. I am often still shocked with plantext in LD, specifically when the resolution does not specifically demand or require action. I do understand that over these decades LD resolutions have moved to more policy-oriented proposals but bear with this old man and understand that I still appreciate weighing an LD round through value-premise based arguments. Additionally, I have always felt that most legitimate arguments in LD are critical at their fundamental level, thus I am often unsure how a “K” is to be weighed in the round but do expect to be informed by the debaters. (once more, I expect the debaters to do the work, not to leave it to me) Again, do not be afraid to ask me questions before you start, I am willing to clarify anything that you may have questions about.
- At this point, let me explain… I think the greatest sin that a judge can commit is to intervene. As a judge, I will keep a thorough flowchart, and will make my decision based on what is on my flow. If it is not on my flow, that is not my fault. I will not do the work for you. I NEVER flow CX or crossfire. If you want it on my flow, it better be in a speech proper. As far as rate of delivery, I believe that as long as you are understandable, I will be able to follow you. If I find you incomprehensible, I will tell you so (oftentimes in the form of vocally shouting “clearer”), but if I have to do that, you can bet that you are losing ethos points on my flow. My non-verbal language is pretty loud and clear, thus making sure that I am following your logic or argumentation is still your part of this communication process. Therefore, keep an eye on me, and you should be able to tell that I am following you. I find it silly when debaters tell me before they begin to speak – “I will now give you a non-timed roadmap” in Public Forum or LD. My PF and LD flows are on a single piece of paper… I have always equated “roadmap” in debate with Policy debate and placing the 5 to 8 pages of the full flow in the correct order for the speech that I am about to hear. And then I still expected to be told when to move from one page of a flow to another. Thus – a roadmap in PF or LD, I would expect to take less than a couple of seconds and find it just silly that I need to be told that the roadmap is to be non-timed. (all 3 to 5 seconds of it.) I feel awkward and uncomfortable about the “additional tech time”. (Until organizations identify specific “tech time” to include into the round, I often feel it is still using someone’s prep time, and am uncomfortable just adding additional time to the round and making sure it is fully applicable to everyone involved.)
Policy - It has been a while since I have judged policy debate, and that time makes me feel inadequate to judge a good VCX round. But if the situation arises, I will do my best to be a quality judge. In policy world, I am much more a policymaker than stock judge. I appreciate theory and believe it can still be the mechanism to weigh all issues in a policy round. I am a bit of a purist, in the fact that I still expect anyone running a critical argument or a performative position, to be fully committed to that argument or position. (I WILL vote for a performative contradiction). Otherwise, making sure it is on my flow and that I understand the argument will go a long way to winning my ballot. I do not like reading evidence, that is not my job, if you require me to read the ev, you are not fully doing your job. Everything else… just ask me before you start, I am willing to clarify anything that you may have questions about.
I am a PF judge for Fort Atkinson, although I have judged policy in the past. I judged policy from a traditional policy-maker position and tend to prefer cases that are on-topic and had a course of action that I could take. While we are not looking for a plan from Public Forum debaters, arguing the topic directly plays right into my preferences, so it will be tough for PF debaters to go wrong with me.
Speed should not be an issue for public forum debaters, however I know that some students compete in several formats. Having judged policy in the past, I am comfortable with a novice-to-varsity level of speed, however, if I think that you are speaking too quickly for a public forum setting, I will say "clear" up to 3 times. If you speed up again, I will merely start to take off speaker points. If you are speaking so quickly that I cannot flow the debate (which should never happen in PF; this isn't policy!), that will simply be to the detriment of your case. I will not judge what I cannot flow.
I judge primarily base on the arguments/analytics that are presented in the round. I feel that speaker points are best suited to reward debaters for style. In other words, while arguments, facts, and logical deductions are the bread and butter of any debate, if you make it look good or convince me that you know your case backward and forward, that will be reflected in speaker points.
If you are arguing from a moral high ground, please be sure to emphasize that I should be considering moral obligations before considering other aspects (such as utilitarianism) and why. For example, I need something in your arguments telling me why I should value human lives above, say, dollars and cents, but from there on, this can be referred back to as a moral imperative without having to re-argue the original moral argument. Just be sure to include something in your summary or final focus that mentions that I should vote based on moral obligation above all other considerations.
When you are wrapping up the debate, please indicate clearly which arguments you think are the most important for me to consider and why. If there are flaws in the opposing argument, or if you want to toss some analytics, I am fine with this. Analytics are the application of logic to draw a conclusion based on the evidence at hand and they indicate to me that you've been seriously considering the side of the argument that you are presenting.
On my ballot, I try to indicate areas of improvement for everyone along with what was done well. If I indicate a mispronunciation, it is only to improve your debate for the next round, not to embarrass you. While a large vocabulary is desirable, nobody can claim to be perfectly familiar with every single word. English is far too large of a language and it can be terribly inconsistent.
You should also know that I am an Air Force Brat. I grew up on an Air Force Base, near a naval station, that housed Navy personnel and Marines. I am familiar with military equipment of various kinds, how they function, and the role they play in current and past military strategies. Tactical maneuvering for military and political advantage are not unknown to me and I have a good grasp of recent conflicts and their history. Please don't quote conflicts and dates unless you are certain because I will not find it convincing if it's incorrect.

Tabula-rasa, within reason. This is, however, not an invitation to insist that I buy your squirrely arguments.
Speak at a speed that leaves your diction in tact, do not spread. If you speak above 200 words per minute, know that I will ignore you.
Show grace, patience, and charity to your opponents. Address the best possible interpretation of your opponents argument.
I like the existence of framework, but I especially like framework that is meaningfully discussed and implemented.
Less is more. Less total arguments, more quality ones. Anything above three contentions is absurd, but one or two is ideal.
Flow judge, but uncarded analysis is totally acceptable and often preferred to mangling evidence for the sake of narrative.
Crossfire should be questions and answers, back and forth. Questions end with a question mark, and are not accusations.
The summary should contain all offense and defense you intend to weigh in final focus.
Collapse off bad arguments, tell me as clearly as you are able what weighing you are winning.
In final focus, specifically enumerate the voters of the round. Yes, that does mean you should tell me which ones you are winning.
ONLY if you want to (._.) Email chain for evidence exchanges, disclose your cases to me and your opponent.
