I am an Assistant Professor in Communication Studies at Randolph-Macon College, where I am also the Director of the Franklin Debating Society. I have been involved with high school and collegiate speech and debate as a participant, coach, and director for the past two decades. My background is primarily in policy debate. I continue to have a pretty good flow and attempt to limit my decision making to the arguments I have heard students make in the debate as they have made them. I do not have have many argumentative proclivities at this point other than a strong desire to hear reasoned claims being supported by evidence and weighed by the students debating. I have not been actively involved in judging or coaching this LD topic this year, so please take care to explain your argument to me as if I am intelligent, but uninformed. Thanks for letting me judge your debate. Do what you do best, and I will do my best to adapt to you all. Here are some tips for debating in a way that I find most persuasive:
1. Flow the debate and make complete arguments. I care about line-by-line debating and organization. An argument must have a claim, evidence, and an impact on the debate for me to vote on it. I must understand your reasoning enough to explain to the other team why I voted on it.
2. Be timely and efficient in the round. Nothing impresses me more than students who are prepared and organized. Please conduct the debate efficiently with little dead time. Don’t steal prep.
3. Focus on argument resolution after the first speeches. Impact calculus, developing specific warrants, identifying what to do with drops, answering “so what” questions, making “even if” statements, and comparing arguments (links, solvency, etc) are all great ways to win arguments, rather than just repeat them.
4. Feature judge instruction in the final rebuttals. The best tip I can give you is to go for less distinct issues as the debate develops and to focus on explaining and comparing your best points to your opponent’s arguments more. Begin your final rebuttal by writing my ballot and explicitly saying what you’re winning and why that should win you the debate.
5. Remember that this is a communication activity. Speak clearly, I do not follow along with the speech document and will say “clear” if I can’t understand you. Use your cross-examination time to persuade the judge and prepare for it like a speech.
6. Talk about your evidence more. I think a lot of teams get away with reading poor evidence. Please make evidence comparison (data, warrants, source, or recency) a significant part of the debate. Evidence that is highlighted in complete and coherent sentences is much more persuasive than evidence that is not.
7. Identify specific evidence that you want me read after the debate. I am more likely to read evidence that is discussed and explained during the debate and will use the debater's explanation to guide my reading. I am unlikely to read evidence that I didn't understand when it was initially presented, or to give much credit to warrants that only become clear to me after examining the evidence.
8. Develop persuasive specific links to your desired argument strategy. I think the affirmative should present an advocacy they can defend as topical, and the negative should clash with ideas that the affirmative has committed to defending. I think that the policy consequences and ethical implications of the resolution are both important to consider when debating about the topic. For all strategies, it starts for me with the credibility of the link.
9. Develop and compare your impacts early and often. Impact analysis and comparison is crucial to persuading me to vote for you. In depth explanation is great and even better if that includes clear comparisons to your opponent’s most significant impacts.
10. I prefer clash heavy instead of clash avoidant debates. I am most impressed by teams that demonstrate command of their arguments, who read arguments with strong specific links to the topic, and who come prepared to debate their opponent’s case. I am less impressed with teams that avoid clash by using multiple conditional advocacies, plan vagueness, generic positions without topic nuance, and reading incomplete arguments that lack clear links or solvency advocates.
*Note: Because evidence comparison is a valuable skill, I think all formats of debate benefit from evidence exchange between students in the debate and would prefer if students practiced this norm.

I have been involved with college policy debate for over 10+ years. This is my fifth year coaching at Weber State University.
General Issues:
1. Impact assessment and comparative analysis of the debate are necessary. I will rarely call for evidence.
2. I think one smart analytical argument can take out several warrantless cards. Also, I am not as involved with the research-side of things anymore, so extra clarification about topic-specific things might be helpful.
3.I like to keep track of prep time, and I will get cranky about prep stealing.
4. When the timer goes off, I stop flowing at the first beep.
Specifics:
Theory – I have few biases about theory. I think all theory is debatable, except probably dispo bad; I will vote every time that dispo is not bad by itself. I’d prefer if you’d just say it’s conditional. If you want to go all in on a theory argument there are a couple things you need to have: 1) a link 2) an impact 3) a justification that is both a reason why you should win but also a reason why what they did is enough to cost them the round. Also, Ben Warner once told me, “Everytime I see someone go all in on theory because they think they have to, they usually didn’t.” So keep that in mind, I think it is sound advice. I also think the phrase "Status quo is always an option" doesn't actually mean anything, just saying conditional.
Topicality – Everyone always says they love a good T debate; I also fall into that category. I will tell you my default is competing interpretations. The hardest part about T debates is that teams are unwilling to impact their interpretation. This makes it very hard to evaluate, and forces me do that work for them, which I don’t like to do.
Framework – My whole debate career I was definitely on the side of "Policy Debate Good." However, I am willing, and have voted for, other types of frameworks. I think the most important part of this debate is that there needs to be an interpretation, but also an impact. Not just link arguments or “fairness important,” but what your framework means for my ballot. I think framework debates often boil down to a card war with no analysis as to how I’m supposed to evaluate the round based on the framework that “wins”. Make your framework offense to help you win the round.
K’s – Here is an area that I am very unfamiliar with. I’m not saying “don’t read the K in front of me.” I’m more saying “I probably don’t know exactly what X author says.” I understand a lot of the strategy involved with this type of debate, it is the more specific nuances that I am probably the weakest at. For example, any high theory K's are going to be a struggle for me, especially if it has complicated terminology that is specific to the lit base. Also, you can read whatever aff you want in front of me, as long as you have a reason to vote affirmative. Talking about the topic is nice, but not required. I also think that impact turns to FW are a reason to vote affirmative.
CP’s – You got them, read them. I think cp’s that result in the plan no matter what are abusive. I think tricky cp’s shouldn’t be too tricky that I don’t get it. I also think at some point during the debate their needs to a be a moment where there is a clear explanation of the CP and how it solves the aff and why it is competitive. Also, for me to revert to the world of the SQ in an instance where the aff wins a permutation, this needs to be clearly set up and articulated by the 2NR.
DA’s – I think there should be more disads in debate. However, as much as I read politix in college, you should not be fooled. I will not be up on the newest scenario, so maybe a little overview in the 2nc would be nice. I also think the impact turn is a bit of a lost art, aff’s should do this more often to disads.

This is my 12th year in college debate. I would like to be included on your email chain (ryancheek@weber.edu). For me, debate is the intersection of community, paraprofessional training, and gaming. I don’t care what style of debate you prefer. Instead, I’m interested in your ability to defend and advance the advocacies and arguments you find important and/or strategic. I will do my best to adapt to you. That being said, after eight years of judging, I’ve come to realize some of my own quirks and limitations more fully:
- Clarity of thought is paramount. I often find myself voting for teams that can make complex arguments sound like common sense.
- I can sometimes be facially expressive and I don’t think my expressions are counter-intuitive. If I give you a confused look, then I’m probably confused. If I give you a skeptical look, then I’m probably skeptical of what you are saying.
- Debaters that can maintain eye contact and deliver a compelling speech are very impressive to me.
- On occasion, and particularly in debates with a lot of perms, I will correct you in cross-ex in regards to what the perm texts I recorded you saying are.
- Good evidence is secondary to what a debater does with it. I really appreciate evidence interrogation in speeches and cross-examination.
- If there is an “easy” way to vote that is executed and explained well, I’m very likely to take it.
- I’d prefer to judge the text of the round in front of me rather than what debaters/teams have done outside of that round.
- I appreciate technical execution and direct refutation over implied argumentation.
- Well explained meta-framing arguments usually control my ballot, but aren’t a substitute for substantive impact comparison.
- Less is more. The earlier in a debate that teams collapse down to lower quantities of positions and/or arguments, the more of a chance I have to really latch onto what is going on and make a decent decision.
- Identifying what I have to resolve behooves you. Most debates are won or lost on a few primary debatable questions. If you are the first to identify and answer those questions thoroughly, you will likely be ahead in my mind.
- I’m not a fan of two-person speaking. This comes in many forms. Debaters talking over each other in CX, partners prompting each other through extended monologue, performative elements that make it difficult to tell who is giving what speech, teams prepping very loudly with side commentary while the other team’s speech is going on, etc. Please, one person at a time.
- I like to keep time. When your timer and my timer are in conflict, mine trumps.
- Minimizing downtime is important. Go to the bathroom and jump/email the 1AC before the round start time.
- I don’t want to adjudicate ethical challenges. If I have to do so, then be aware that presumption is on the side of the accused.
Finally, I love debate and the community that it generates. Competition is fun, but is ultimately secondary to the communal nature of what we do. I don’t treat my job as a coach/critic much differently than I do my job as a teaching faculty member. In both spaces, pedagogy is my primary responsibility and I promise to do my best to live up to being the educator you deserve.
2017-2018 Season
Background:
This year will be my 12th year in the activity. I debated for 3 years in high school at Puyallup High School (2006-2009) and 4 in college at Idaho State University (2009-2013).
I have not been involved in college policy debate since the 2015 NDT. I am currently working with The University of Washington on a part-time basis. Gonzaga will be my first tournament, and I am a little bit behind on topic research as a result. This just means I may need a little time to catch up on key topic discussions and acronyms. As a judge, I think it is important to work hard to make the best possible decision in every debate I judge.

How I decide debates: I evaluate debates holistically, however I also try my best to keep a good flow of the debate, and use the flow for the basis for my decision. What does this mean for you? The best way to win my ballot is to frame the debate around central questions for the debate. I think both tech and truth is important, so winning larger thesis level claims , and then executing technically on the line-by-line are equally important.
Framework: While I used to have a higher threshold for framework, this is no longer the case. I think framework is an important tool for negative teams to use vs. non-topical/non traditional/non-fiat based affirmatives. If you have read this type of affirmative and don't have a good defense of it, you should lose. Reading an AFF just because it is important in the abstract is not a good enough reason to not talk about the topic. On the flip side, if you are going for framework, you should still be responsible for engaging the content of the affirmative. Also, having tangible impacts to your framework arguments is necessary to win these debates.
Counterplans: What is theoretically legitimate is open for debate. I try to enter the debate without any biases for what debaters should be allowed to talk about. With that being said, I probably still think that counterplans should have solvency advocates, compete in some capacity, and provide and opportunity cost to the affirmative. I think judge kick is stupid. I will do it if I am told to, but I am persuaded that 2N’s should have to think strategically and should be held accountable to their 2NR choice. AFF’s should exploit the difference between the CP and the AFF.
Disadvantages: I prefer to hear DA's that are specific to the AFF or that are a central to the topic. I think DA's paired with large case debates can be some of the most fascinating debates to watch. Controlling spin and having great evidence are two key factors to winning these debates in front of me.
K/Performance Debate: Controlling meta level questions for the debate is necessary. This is the type of debate that I have the most experience with. I rather see a debate where people are willing to defend something specific and generate offensive arguments from it rather then saying they are everything and nothing. You should be able to justify what you do. AFF’s should get permutations regardless of the type of debate that is happening (although like everything, I am open to hearing arguments on the other side. It just may require additional work to win this argument in front of me). Debate is a competition and negative teams have the burden of meeting some standard for competition. I don’t think the alt has to solve the AFF. I think the alt needs to at least resolve a substantial amount of the link to the AFF. I am less well read when it comes to high theory, especially psychoanalysis, so explanation is critical for me in these debates.
Other miscellaneous things:
- Flowing and good line by line debate is a lost art. You will be greatly rewarded if you do good line by line debate.
- Bad embedded clash is almost impossible to follow and I probably won't get arguments where they should be.
- Most of the time I keep a pretty good flow and I have typically found that my flow reflects the quality of the debate in terms of efficiency and debate technique.
- Framework vs. framing – to me, framework is what should be allowed in the debate, and framing is what impacts should come first. I think these two things often times become conflated. To me, unless otherwise stated, the role of the ballot, judge, etc.. are all just impact framing issues.
- Aff framework vs. the K is silly and neither team is going to generate traction in front of me spending substantial time here.
- I am a strong believer in high evidence quality. Research is one of the most important parts of debate. This is tricky for me because I don’t read a lot of evidence, however I do think that high evidence quality should be rewarded. If I happen to read some of your evidence or you are really trying to get evidence in my hand, you should make sure it is good.
- Debate is fun. I hope that you debate because you love this activity. I also like judging debates when debaters are intelligent, witty, funny, and engaged. I have zero tolerance for people that destroy the pedagogical values of this activity or that make this activity an unsafe, violent, or unpleasant space for other participants.

I appreciate smart, quick and clear debate. If you’re unclear I will let you know once or twice but after that it’s on you.
I prefer argument characterized by depth and substance and generally despise when a laundry list of unwarranted claims is passed off as good argument. The best debates seem to be those where the debaters are doing a lot of comparison of the arguments and evidence. I always thought Ross Smith's lecture on "Extending An Argument" did an excellent job of capturing the essence of the depth I appreciate. If you haven't seen it, you really should google it.
Speaker Points. I find I award speaker points based on the 3 broad categories or content, organization, and delivery. A smart, quick, articulate debater who reads good evidence, makes well reasoned arguments, and effectively manages the flow can expect good points. Flashes of brilliance and displays of exceptional debating are always rewarded. Poor debating, bad evidence, being mean, poor decision-making will all hurt your points. The scale has clear trended up over the last few years and I intend to adapt to those broader trends.
Evidence. This is the lifeblood of a persuasive argument. We all interpret evidence differently so if yours is open to multiple interpretation tell me what your reading of it is and why thats the preferable interpretation. It should be qualified. Evidence from experts in a field with a lifetime of experience thinking, researching, writing and publishing on topic is more persuasive than a blogger with no credentials, or an undergrad working on their degree.
The affirmative should advocate for a topical example of the resolution. I’m open to different interpretations of how plans/advocacy should function, but I tend to believe that a community agreed upon controversy/topic serves as a valuable point of stasis.
Cross Examination is binding. I do my best to pay attention and flow CX. Great CXs payoff in points (and sometimes wins).
Counterplans. There are those I find more of a stretch than others theoretically, but generally tend to err neg on most theory questions.
Critiques. Sure, why not. If you have a link to the aff and an impact then it sounds like you have an argument and i'll listen to it. Still, i don't read much K lit these days and probably will not be familiar with the literature you're relying on for your argument. In those cases its in your interest to slow down and explain.
Hey everyone, I am a first year PhD student at the University of Pittsburgh this year. I am NOT working with the debate team at this time, and so am also not actively involved in any research or discussion of this year's resolution. I will be participating in limited travel and judging, but please keep in mind my only experience with the topic will be my own prior knowledge or what is debated in the round or other rounds I judge. I previously coached at U. Wyoming and coached and debated at James Madison.
Nuances:
1. Paperless debate –Be reasonable.
2. Prep Time: I will keep the official prep time. However, I may not notice when you’re done so make sure you tell me and keep your own time.
3. Play nice.
4. Speaking: Make sure to slow down a touch on tags. Make sure to slow down on your analytics- if they are that important to the round you will want to make sure I have them flowed. While I tend to evaluate who won debates based on line by line clarification; it is your overviews and warrants and decision calculus/role of the ballot that will guide my focus and your points so be sure to invest the time it takes to really win an argument. I prefer a team who condenses more towards the end of the debate and invests time where necessary over teams who keep big flows and card dumps with less analysis. Pick what you need to win and spend time there. If you are a team who likes to go for everything in the 2nr/2ar with little analysis, I'm probably not the best judge for you. In the past, I have not called clear much, but I am getting tired of unclear speakers. I will be calling it in the future, adjust your speaking accordingly.
5. I prefer not to have to call for evidence. If you take the time to really weigh out which pieces of evidence are most important for you in the round and spend more time on them, you will likely be rewarded more than a team who shadow extends a lot of arguments.
6. Embedded clash is important.
7. Speaker points will be given based on the quality of debate I see in the round, never based off predispositions I may or may not have toward your team or argument style.
8. I flow cx.
Specific Arguments:
The K: On the neg, a clear, strong link between your kritik and the affirmative is always prefered- cards are good for this, so is actually reading and referring to the other teams specific aff evidence and arguments. Impact it out. It’s great if you have a link, but if I don’t hear/understand the impact/alt, it will likely not end well for you. On the aff, I know there will be affs that don't read a (traditional) defense of USFG action, however, I really prefer that they be at least based in a discussion of the resolution as a stasis point- role of the ballot args are key, having some kind of stable advocacy is useful for this.
Framework- I really enjoy framework debates when done well. I like to hear about what type of standards we are setting for debate expectations, how we should engage the resolution, fairness v edu v predictability hierarchy, switch sides, ect. I like them to be impacted out as to what type of arguments should be in debate and why, particularly compared to your opponents interpretation.
Topicality: I generally don't find T an RVI or some tragic attack on the aff. Provide a sound interpretation with a reason to prefer, a clear violation, and impact it. I think having some kind of stable plan-text or advocacy is generally important for clash and constructive, educational debate, however, this is also because my experience as a debater and judge has typically seen that kind of debate in 99% of my rounds. I would never impose that on you as a 'rule' of debate- you do you, I am just less familiar with judging planless debates, so that is something to be aware of when explaining your position.
DAs: I like- please don't read terrible, blippy evidence.
Cplans: Consult and condition cps are not enjoyable for me. I enjoy creative adv cps. Agent cps that get bogged down on mechanism questions are not my strong suit, don't assume I have a fantastic obvious grasp on those interactions, just keep it clean.
Case debate- I'm a big fan
Random last words:
I try and keep my expression fairly neutral during the round. Friendly behavior will earn you smiles, rude behavior will bring clear disappointment.
Don't rely on the assumption I have a background on everything you talk about. Regardless of my previous knowledge, you will win or lose based on how you present your arguments in the round.
Debate has always been a community I have loved being a part of, for better or worse. I have met most of the smartest/interesting/caring people I know because of it. As a previous debater and now coach, I hope to continue to support making this activity something everyone else in it loves to be a part of as well, so remember to take the time to enjoy the people you meet and debate your heart out.
Quick 2022 update--CX is important, use it fully. Examples make a big difference, but you have to compare your examples to theirs and show why yours are better. Quality of evidence matters--debate the strengths of your evidence vs. theirs. Finally, all the comments in a majority of paradigms about tech vs. truth are somewhat absurd. Tech can determine truth and vice-versa: they are not opposed or mutually exclusive and they can be each others' best tools. Want to emphasize your tech? Great--defend it. Want to emphasize your truths? Great--but compare them. Most of all, get into it! We are here for a bit of time together, let's make the most of it.

Summary: Quality over quantity, be specific, use examples, debate about evidence.
I think debate is an incredibly special and valuable activity despite being deeply flawed and even dangerous in some ways. It is a privilege to be judging you—I know it takes a lot of time, effort, and commitment to participate in debate. At a minimum you are here and devoting your weekend to the activity—you add in travel time, research, practice and all the other aspects of preparation and you really are expressing some dedication.
So, the first issue is filling out your preference sheets. I’m usually more preferred by the kritikal or non-traditional crowd, but I would encourage other teams to think about giving me a try. I work hard to be as fair as possible in every debate, I strive to vote on well-explained arguments as articulated in the round, and my ballots have been quite balanced in close rounds on indicative ideological issues. I’m not affiliated with a particular debate team right now and may be able to judge at the NDT, so give me a try early on and then go from there.
The second issue is at the tournament—you have me as a judge and are looking for some suggestions that might help in the round. In addition to a list of things I’m about to give you, it’s good that you are taking the time to read this statement. We are about to spend over an hour talking to and with each other—you might as well try to get some insight from a document that has been written for this purpose.
1. Have some energy, care about the debate. This goes without saying for most, but enthusiasm is contagious and we’ve all put in some work to get to the debate. Most of you will probably speak as fast as you possibly can and spend a majority of your time reading things from a computer screen (which is fine—that can be done efficiently and even beautifully), but it is also possible to make equally or more compelling arguments in other ways in a five or ten minute speech (https://www.youtube.com/watch?v=OQVq5mugw_Y).
2. Examples win debates. Well-developed examples are necessary to make the abstract concrete, they show an understanding of the issues in the round, and they tend to control our understandings of how particular changes will play out. Good examples take many forms and might include all sorts of elements (paraphrasing, citing, narrating, quantifying, conditioning, countering, embedding, extending, etc.), but the best examples are easily applicable, supported by references and other experiences, and used to frame specific portions of the debate. I’m not sure this will be very helpful because it’s so broad, but at the very least you should be able to answer the question, “What are your examples?” For example, refer to Carville’s commencement speech to Tulane graduates in 2008…he offers the example of Abe Lincoln to make the point that “failure is the oxygen of success” https://www.youtube.com/watch?v=FMiSKPpyvMk.
3. Argument comparison wins debate. Get in there and compare evidence—debate the non-highlighted portion of cards (or the cryptic nature of their highlighting). Debate the warrants and compare them in terms of application, rationale, depth, etc. The trinity of impact, plausibility, and verge analysis doesn’t hurt, especially if those variables are weighed against one another. It’s nice to hear good explanations that follow phrases like “Even if…,” “On balance…,” or “In the context of…” I know that evidence comparison is being done at an extremely high level, but I also fear that one of the effects of paperless debate might be a tilt toward competing speech documents that feature less direct evidence comparison. Prove me wrong.
4. Debates about the relative validity of sources win rounds. Where is the evidence on both sides coming from and why are those sources better or worse? Qualification debates can make a big difference, especially because these arguments are surprisingly rare. It’s also shocking that more evidence is not used to indict other sources and effectively remove an entire card (or even argument) from consideration. The more good qualification arguments you can make, the better. Until this kind of argument is more common, I am thirsty enough for source comparisons (in many ways, this is what debate is about—evidence comparison), that I’ll add a few decimal points when it happens. I do not know exactly where my points are relative to other judges, but I would say I am along a spectrum where 27.4 is pretty good but not far from average, 27.7 is good and really contributing to the debate, 28 is very good and above average, 28.5 is outstanding and belongs in elims, and 29.1 or above is excellent for that division—could contend for one of the best speeches at the tournament.
5. All debates can still be won in 2AR. For all the speakers, that’s a corollary of the “Be gritty” mantra. Persevere, take risks and defend your choices
(https://www.ted.com/talks/angela_lee_duckworth_the_key_to_success_grit). The ballot is not based on record at previous tournaments, gpa, school ranking, or number of coaches.
6. Do not be afraid to go for a little more than usual in the 2NR—it might even help you avoid being repetitive. It is certainly possible to be too greedy, leaving a bloated strategy that can’t stand up to a good 2AR, but I usually think this speech leaves too much on the table.
7. Beginning in the 1AR, brand new arguments should only be in reference to new arguments in the previous speech. Admittedly this is a fuzzy line and it is up to the teams to point out brand new arguments as well as the implications. The reason I’ve decided to include a point on this is because in some cases a 2AR has been so new that I have had to serve as the filter. That is rare and involves more than just a new example or a new paraphrasing (and more than a new response to a new argument in the 2NR).
8. Very good arguments can be made without evidence being introduced in card form, but I do like good cards that are as specific and warranted as possible. Use the evidence you do introduce and do as much direct quoting of key words and phrases to enhance your evidence comparison and the validity of your argument overall.
9. CX matters. This probably deserves its own philosophy, but it is worth repeating that CX is a very important time for exposing flaws in arguments, for setting yourself up for the rebuttals, for going over strengths and weaknesses in arguments, and for generating direct clash. I do not have numbers for this or a clear definition of what it means to “win CX,” but I get the sense that the team that “wins” the four questioning periods often wins the debate.
10. I lean toward “reciprocity” arguments over “punish them because…” arguments. This is a very loose observation and there are many exceptions, but my sympathies connect more to arguments about how certain theoretical moves made by your opponent open up more avenues for you (remember to spell out what those avenues look like and how they benefit you). If there are places to make arguments about how you have been disadvantaged or harmed by your opponent’s positions (and there certainly are), those discussions are most compelling when contextualized, linked to larger issues in the debate, and fully justified.
Overall, enjoy yourself—remember to learn things when you can and that competition is usually better as a means than as an ends.
And, finally, the third big issue is post-round. Usually I will not call for many cards—it will help your cause to point out which cards are most significant in the rebuttals (and explain why). I will try to provide a few suggestions for future rounds if there is enough time. Feel free to ask questions as well. In terms of a long-term request, I have two favors to ask. First, give back to the activity when you can. Judging high school debates and helping local programs is the way the community sustains itself and grows—every little bit helps. Whether you realize it or not, you are a very qualified judge for all the debate events at high school tournaments. Second, consider going into teaching. If you enjoy debate at all, then bringing some of the skills of advocacy, the passion of thinking hard about issues, or the ability to apply strategy to argumentation, might make teaching a great calling for you and for your future students (https://www.ted.com/talks/christopher_emdin_teach_teachers_how_to_create_magic note: debaters are definitely part of academia, but represent a group than can engage in Emdin’s terms). There are lots of good paths to pursue, but teaching is one where debaters excel and often find fulfilling. Best of luck along the ways.

Experience: I have competed in policy debate for 6.5 years including high school with most of my major debate success coming during my tenure in NPDA (Parli) debate finishing 9th at the “NDT of Parli”. I was the policy debate coach at Whitman College last season, and have not judged any rounds on this year's topic. I'm currently a graduate student studying Public Policy at Georgetown.
I think it will be most instructive to list my preferred 2NR strategies (these also tend to be strategies that I am most qualified to judge):
1) DA + Case
2) Adv CP + DA + Case
3) Process CP + DA
4) Ks with links to the plan + Case
5) "New Debate" style arguments
6) Backfile Ks that are not germane or are only tangentially germane
"New Debate"/Non-traditional debate: I think you should have a topical advocacy even if it is not a “plan” in the traditional sense and I would prefer advantages about the topic when you're aff. Your personal relationship to the topic is not very helpful in my ajudication of debate rounds (I would love to discuss this with you in contexts that don’t require me to vote for or against you.) This is not because I dislike non-traditional arguments, or that I dislike teams that read them, it is simply a reflection of one overriding fact: I find these arguments to be incommenserable, or if not entirely unweighable, at least very difficult for me to sort out. Any guidence that you can give me in the round for effectively weighing arguments (how advocacies compete, solvency mechanisms, impacts etc) in these debates would be appriciated. I will judge these kinds of debates as fairly as I can. However, know that I am a risk in non-traditional debates. (Sorry if this section is titled incorrectly, I'm not up on the nomenclature)
Kritiks: Buzzwords do not help me, especially if your preferred philosopher has made up this word (this includes words not used in their dictionary sense, and words that are an amalgamation of several other words). If your 2NC is usually a 3 minute overview of the K and your 1NRs only responsibility is reading a perm block, we’re gonna have a problem. Instead, I would prefer that you debate the K like a DA, doing good line by line. I will NOT turn a 2NR or 2AR that does not refute the other team’s major offense directly, into a slayer impact turn for you in the post round.
CP Theory: I lean neg on most CP theory questions with the major exception of competition. I think that CPs should be both textually and functionally competitive. Conditionality should be limited to 2 or maybe 3 advocacies (any combo of Ks and CPs, although generally 2 Ks doesn't make much sense to me). I will judge kick counterplans assuming that you tell me the SQ is a logical option.
T: I usually lean toward reasonability when evaluating T; this has become less true for me every year I have remained in the activity. My knowlege of the topic being limited, extra explanation of T arguments would be much appriciated.
Other Things: Personal attacks are not cool, in any context (this will be enforced with substantial deductions of speaker points). I like jokes and points of connection, they are important for high speaks. My pen hand may be a bit slow due to my hiatus from debate during the current season, I'll do my best but clarity will get you much farther than speed.

In evaluating rounds, I will assess them as follows:
I am willing to listen to any argument as long as it is presented in a clear and understandable fashion. You can be fast as long as you are clear. The most important thing to remember is that the idea of debate is to persuade. Given that, organization matters and details matter.
My mind works in a logical manner if using an abstract argument you will need to make sure to explian it well in the constructive speaches.
Evaluating narrative AFF's is hard to do if the solvency is not clear. My mind is geared more towards policy. This doesn't mean I discount narrative AFF's, but rather they need to be clear on the harms and the solution that my ballot would bring.
K’s- I always find them creative and interesting. They will carry as much weight as you put into them. Any “K” will need to be explained and applied to the debate. If you just read cards with no specific application, you might as well not read one at all.
Impact calc never hurts… Harms need to be evaluated and compared.
Disads- If they are current events (i.e. politics) they need to be explained, don’t assume that I am up on a current election or legislation.
The way to win my ballot is simple Organization, Presentation and Communication.

“First, the highlights. Tom’s generally interested in all types of arguments – policy, K, whatever. He’s got a fairly technical mind and a clean flow, but tends to vote for arguments which demonstrate superior nuance and contextual specificity. Explanation is a big deal to Tom, and he won’t necessarily consider an argument dropped if it’s blippy and undeveloped. He understands debate as both a game that is fun (sometimes even when it stretches what is ‘true’) and as an educational endeavor that should probably teach us something valuable. He also considers the communicative aspect to be a central component of debate, so rhetorical skill, drawing connections in CX and late rebuttals, and humor/self-awareness will take you far. Clash and argumentative comparison, as with most judges, are key.

As a background, Tom just started a job at a communications firm or something, and studied public policy and administration in grad school. He has like six years of experience coaching college debate, mostly in NPTE/NPDA parliamentary, but has been at least partially involved in policy for the last few. He did a year of college policy at Macalester before transferring to Western Kentucky University, where he was ridiculously successful in parli and NFA-LD. I hesitate to mention this because CEDA/NDT folks can be super elitist about their style of debate, but debate is debate, and Tom’s good at it. He can also speak much faster than I ever could, so as long as you retain clarity, speed is probably not an issue.
In his personal life, Tom is probably a pragmatist more than anything else, but in a very broad sense. What he sees as the ‘pragmatic’ move is largely context-dependent, particularly in debate – I think he likes to see teams draw direct linkages between where we are, what we should do, and why we should do it, especially in a reflexive and self-aware manner. This is, once again, largely a function of good explanation and strategic/argumentative nuance, rather than ideological location – he picks between “trying or dying” or “reflecting/resisting” based on who better outlines the relevance of their method, the validity of their knowledge claims, and the implications of their arguments. He’s pretty knowledgeable about public policy subjects, and also is pretty well-read on K stuff like Marxism, postcolonialism, and critical IR, but is fairly detached from what the debate argument flavor of the month is, so don’t assume he’s familiar your specific jargon or ideology.
In “policy” debates, Tom is willing and able to defer to traditional debate risk analysis tools like “try or die” or “uniqueness outweighs the link,” but I think he gives more credibility to good defense (even if it’s uncarded) than other judges do. Card quality matters to him, and he’ll definitely read evidence after a round and consider it significant if its quality is put into question during the debate. In particular, evidentiary specificity is probably a big deal on aff and CP solvency debates. Additionally, he prefers counterplans that compete with the substance of the plan over those premised off “normal means” or process.
Tom will vote on T. As with other kinds of debates, I think he values comparison of offense over an enumeration of many possible lines of offense. Keep in mind, Tom does some topic research but isn’t stalking the caselist 24/7, so throwaway references to particular schools or affs might not make sense to him.
As for theory, he’ll probably reject the argument instead of the team without some substantial work. Conditionality could be a voting issue, but not necessarily. As with T, comparison and argumentative interaction are paramount.
Tom likes the K and other nontraditional argument styles, and this has been more and more of what he’s coached over the last few years. That said, he still expects clarity and rigor on the basics – what the ballot does, how decisions should be made, what kinds of stuff should be prioritized, and so on. If you are defending alternate styles of argument competition or analysis, this kind of explanation would be especially important. Buzzwords and mystification will not impress him. I think that on framework/clash of civs debates, smart and well-placed defense (on either side) would go a long way.

Short version
All approaches (policy, k and beyond) are welcome. Do some good research. Be specific with your claims. Tailor your argument to your opponents. You can cheat, but not too much. I am probably about 50/50 on T vs the K aff.
I judge sparingly these days. It is a safe assumption that my knowledge of the topic is, at best, equivalent to a decent google search. What I've written below may no longer be of any relevance, but it's an approximation of what I thought about most when I was judging more often.
Miscellaneous pet peeves
- Saying "cut the card" without marking where it's cut
- Excessive (ie longer than :30) overviews
- Ending prep before clicking "send" on the email chain/before the flash drive leaves your computer
- CXes that don't go anywhere, or that get interesting and are promptly forgotten
- Cruelty/being unnecessarily mean/disrespecting people/using hateful speech
General
When I debated, I typically read a plan and tended to defend it, and went for both Ks and policy strategies on the negative. As a coach, I've worked across the spectrum, both with traditional policy squads and one-off/no-plan teams. I've qualified teams to the NDT and the TOC, and was a CEDA elim participant and NDT qualifier myself.
I have some thoughts about content and style, but at the end of the day, I think both sides of the k/policy "divide" are interesting and worthwhile. Fundamentally, I think debate is a game of research, in one form or another. In "policy" debates, author qualification, evidence specificity, recency, and conclusiveness are all worth referencing and comparing. In "kritik" debates, explanation and application to your opponents' arguments and evidence is crucial. Either way, I like it when debates are reflective of controversies in academic fields, and not just constructed out of ideas pulled from the back pages of newspapers or sketchy timecube-esque websites. I think reading evidence in the correct context and with minimal distortion of its authors' intent is important.
I think that you should respond to your opponents' arguments. How you do that is up to you, but it's much easier for me when you proceed in an order similar to that of your opponent, and make it clear which argument you're responding to. I've judged several debates that were pretty far from this, and while I enjoyed them, I think I'm far less predictable at deciding them.
Plan-focus debate
Excellent! I think well-researched and well-executed technical policy debate is awesome.
Particularly in this context, I think defense matters, and am willing to depart from the offense/defense cult. The last time I sat on a panel was because I assessed a 0% risk of a net benefit to a PIC. I think good internal link defense against advantages/DAs is an underutilized strategic element.
The politics DA gets a lot of hate from people, but if you think you can wordsmith your way through the logical oddities of the argument, I'm probably a surprisingly good judge for you. From an educational perspective, I think it's cool that debaters expend so much energy to keep up with news about federal legislation, and I'm more than happy to reward it as a judge.
Kritiks/etc
Academically speaking, this is probably my comfort zone, but that makes me much more willing to inject my interpretation about what an argument is supposed to say into how I evaluate a debate.
I think talking about the aff (when on the negative) is crucial. This is particularly true of how you explain the alt.
I think role of the ballot args are often arbitrary and self-serving. I think you're better off defending the relative merits of your framing mechanism, but I will probably disregard one-line interpretations that needlessly stack the deck in your favor.
I am open to and interested in alternative models of competition but will default to my interpretation of traditional opportunity cost absent any direction to the contrary. I have, in a couple instances, determined that the aff didn't get a perm, but that was usually because the block out-teched the 1AR on the theory debate, and not because I think that argument is particularly compelling.
Procedurals
I like neg flex. I think, as far as "the rules" go, that the neg probably should get to read a few conditional advocacies, and indirect "contradictions" between them (like the security k and a DA impact) aren't necessarily the end of the world. I'm open to arguments to the contrary, however, for both theoretical and critical reasons. Also, I'm not too keen on the "judge kick" conditionality argument.
I would rather reject the arg and not the team on theory, but I respect the value of theory as an element of a diverse strategy.
I think T debate is a good thing. Real-world relevance or engagement with core debates in topic literature is important. I like T debates that effectively use evidence.
The less generic a framework arg feels (vs the non-traditional/K aff), the more I will like it.
I debated throughout high school and then at Idaho State University for 5 years. I then coached at Idaho State University for 2 years, Weber for 1, USC for 1, and am currently with Houston.
I am a firm believer that debate is for debaters. I've had my time to make others listen to whatever (and I mean absolutely whatever) I wanted to say, and it's my turn to listen to and evaluate your arguments, whatever they may be. While I'm sure I have my limitations, make me adapt to you instead of the other way around.
I try my damnedest to line up all the arguments on my flow. I am, however, open to alternate flowing styles. I really do prefer when debaters make specific reference of which argument(s) they are answering at a given time regardless of flowing style. I also flow the text of cards.
I prefer not to call for evidence (although I would like to be on your email chain... misslindsayv@gmail.com). This means explain, explain, explain! Tell me what the card says; tell me why I should care and how I should apply it. That being said, I do not think that cards are always better than analytics.
Be prepared to defend all aspects of your argument.
Everything is open to (re)interpretation. For example, some questions that may be relevant to my ballot include: What is the purpose of debate? How does this affect the way that impacts are evaluated? These kinds of top-level framing issues are the most important to me.
This means things like framework and T (fun little-known fact: I've always found topicality in general super interesting--I love the nit-picky semantics of language) can be viable options against K affs. However, you are better off if you have a substantive response to the aff included as well.
I'm still kind of deciding how I feel about how competition functions in method debates. I think the most accurate depiction of what I think about it now is this (and it all obviously depends on what's happening in the debate/on the flow, but in general): I'll probably err that the affirmative on-face gets a permutation to determine if the methods are mutually exclusive, and so that means the best strategy for the negative in this world is to generate their links to the aff's method itself to prove that mutual exclusivity.
I'd really appreciate it if you could warn me in advance if there will be graphic descriptions of sexual violence.
Update for Cal Swing 2014
I am modifying how I evaluate debates to achieve several goals.
The goals are:
1) Reducing the use of hyperbole to establish impacts.
2) Increasing the quality of evidence by eliminating highlighting incoherence and increasing the quality of sources.
Teams tend go against these goals to gain a strategic edge. In past rounds I have debated in or judged, I have not felt like the reward for pointing out these flaws in your opponents arguments were as high as committing these same sins yourself. To compensate, I will be much more sympathetic towards arguments that tell me to prefer one team’s arguments because they are in line with these two goals.
These changes in how I evaluate debates will not influence how I give out speaker points. I plan on using the same point range I used from UMKC and UNLV or whatever the tournament suggests I use.

I sympathize with the aff when they argue that CPs should not have the possibility of fiating the whole affirmative plan. I think CPs that test the immediacy, permanency, or the "resoluteness" of the plan are not good for debate. I lean neg on most other theory questions.
K
On the neg: I am generally unpersuaded by long strings of analytics that are supposed to prove the whole aff totally false. The aff being slightly flawed isn't sufficient reason to vote neg. You need to have offense that your alt can resolve.
I also don't like the evolution in K debate to read a K of every little thing wrong with the aff. Your terror talk K isn't solved by your neolib alt and I don't think the aff needs to answer non-unique DAs.
