I have competed and coached public forum debate for over a decade.
I have debate experience in PF, Parli, and NFA LD.
Pet Peeves
1. PRE-FLOW BEFORE THE ROUND
2. Do not laugh at your opponents. Disrespect is not tolerated at all.
3. Paraphrased blips with no warrants. 5 pieces of evidence back to back in a case within 30 seconds of reading drives me nuts. I much prefer you all reading cards which have warrants instead of your paraphrasing. To me, warrants are very important. I do not default oppose paraphrasing but I have voted multiple times on paraphrasing theory when the argument is won.
4. Debaters not collapsing.
Second Half of the Debate
DO NOT expect me to do work for you. I only evaluate offensive arguments found in both the summary and final focus. Defense is not necessary to be extended in these speeches, but can help build a narrative.
Me Calling for Evidence
The exception to me "doing work" is if the debaters don't do the work for me. I.e. - if both teams tell me the other teams evidence is bad and I should call it without explaining why the evidence is bad, I will call both cards and make the determination on my own. If a debate is not resolved by the debaters I will resolve the debate using the evidence if there is no other way to resolve the round.
Speaker Points
Speaker points are not largely determined by how pretty you sound. Rather, I use them as a reward for your talent as a critical thinker. Things I evaluated include but are not limited to - organization, pointing out logical inconstancies or double turns, articulating implications of impacts, etc.
Evidence Ethics
PLEASE READ FULL CARDS - if you do not, I will hold you to a very high level of scrutiny and will likely call for more of your cards and evaluate them myself. I have seen too many teams lose debate rounds because debaters have misrepresented evidence that was never called for.
Speed
In PF, I am cool with speed and will be able to flow you if you read full cards. I have experience in debate with speaking speeds up to 500 wpm. However, if you are reading paraphrased cases with 10 pieces of evidence paraphrased in 30 seconds, I may not catch author name and year and I will likely tank that teams speaks. So, slow down for author names and tags. If you aren't reading full cards (then read full cards), but if you really choose may not want to go as fast.
ALSO - YOU CANNOT USE SPEED AS A TOOL OF EXCLUSION. If both teams want to go fast, go for it- I will be more than capable of following. However, if your opponent is excluded from the round because of your speed, I will vote against you if you do not slow down. If you feel as if you are being excluded from the round please say "speed" audibly while your opponent is speaking. If your opponent has said speed 2-3 times and you haven't slowed down, I will be very persuaded to drop you for your abuse of speed.
"DA's" And "Overviews" in the Rebuttal
I really dislike what PFers are calling "DA's" or overviews which are functionally a new contention. These arguments, absent a link to your opponents case, will not be evaluated. If you are going to make this style of argument I would love to hear it if you have a clear link to an argument offered by your opponent in their prior speech. I don't want to hear a new contention in first and/or especially second rebuttal and then have you tell me your impact comes first on time frame or something shady like that.
Weighing
You must weigh to have a good chance of winning my ballot. That being said, if neither team weighs I will default to magnitude/big stick impacts. That being said, I can easily be persuaded otherwise. You just need to warrant why. Debaters always under-warrant the impact debate and take it for granted. For example, simply saying "my impact is more likely" is not enough of a warrant to persuade me. Carded weighing will likely give you the upper hand and probably a bump in speaks.
Weird Arguments
I am definitely ok listening to arguments that may not be intuitive (prolif good, warming good, etc.). However, I am not a fan of unreasonably stretching the scope of the resolution. For example, if the topic asks about increasing military spending, I don't think the Aff gets the right to pick one obscure program, such as nuclear submarines a professor in Europe thought about in the 90s if it hasn't been discussed as a legitimate policy suggestion. I am much more likely to vote on something ripped from the headlines. Thus, if the Aff reads evidence that says the military is short on funding but its main priority is increasing troop presence to fight ISIL, it is easy to make the logical assumption that if funding were increased that is what the government would do.
I think vague topics are bad in PF but we have our fair share of them. I don't think teams get to cherry pick facets of a topic and claim them as their "advocacy". For example, if the resolution is The USFG should prioritize welfare over transportation, I don't think the neg gets to say that we only defend revamping bike paths and bus routes and then ignore all other aspects of the topic. The Aff has every right to read an evidence based argument that increased spending would be used to improve airports which increases ozone deterioration even though you didn't talk about airport infrastructure in your con. In essence, in my eyes you don't get "advocacies". Rather, it is your job to be prepared to defend the whole of the resolution for whichever side you are on in PF.

HIGH SCHOOL LD PARADIGM
I will not vote on explicitly oppressive arguments. No exceptions.
I look for the easiest route to the ballot. Definitely not a big fan of intervention. Speaks are based on quality of argument and organization, not the way you sound. I hate unwarranted spikes or theory preempts sprinkled in between cards. If you are making a new argument get a new sheet.
I default to a logical decision-making paradigm. As a result I prefer topic-centered debate but I am totally opened to warranted reasons as to why that is a bad metric for debate.
I think the link (or violation or mutual exclusivity, same concept different name) is the most important part of every position and debaters who get good speaker points and win regularly in front of me have robust discussions on the link.
I place a high value on quality evidence and think preparation is the cornerstone of the educational aspects of this activity. I think that extensions of evidence should be more than just blippy tag extensions. If you aren’t extending warrants, I am not going to find them in the evidence for you after the round.
Speed: I think clear speed improves debate. I am cool with any clear speed that isn’t being used to intentionally exclude your opponent or other judges on a panel. I will say that it seems like a lot of HS LD students rely on the email chain for judges to get their warrants: this practice will likely result in diminished speaker points and possibly a poor decision on my part. It is probably a good idea to slow down a bit on tags and make it clear when a tag starts and a card ends. Flying through blippy theory shells at 400 wpm just seems like a bad idea if you want me to flow it all.
Specific Arguments
Topicality: I assume it’s a voter but the neg needs to explain why and I will listen to reasons why it shouldn’t be, extra and fx are up for debate, abuse is just a marginally more persuasive standard, standards are reason to prefer an interp, I don’t like to vote on RVIs unless they are well warranted and even then the aff sneezing on the flow might be enough for me to ignore it. I will probably ignore jargon that is unwarranted like just saying reasonability or competing interps without explanations.
DAs: I will vote on linear and unique Das. I don’t believe a negative needs one to win a round. I am usually very skeptical of politics but still vote offence/defense paradigm on it.
Theory: Most specs are just defense to solvency for me. I definitely get they are a valuable part of a strategy for time and fairness reasons but I find them generally unpersuasive. I will vote on them though if mishandled by the affirmative(or negative) . All that said if you have a really interesting super spec procedural I’ll listen to it with an open mind. 5 off all procedurals will tank your speaks.I generally think there are ways to resolve theoretical objections that don’t necessitate a ballot on theory.
Ks: As with every other position I want the link to be specific and prefer the literature to be in the context of our topic. I think the necessity of framework depends on the nature of the alternative and the presented 1AC. I generally view links as a DA to the perm. I think you need a stable alt text.
Counterplans: I don’t think conditionality is a problem but you can read whatever against the CP. I don’t think you have to establish ME in the NC but I think it ends up being more persuasive if the AR concedes it. I prefer if they have an advocate, but not a deal breaker. You should have a stable CP text. Open to perm theory, same concept as other theory shells though.
Defense: I’m predisposed to believe it’s not a voting issue but if someone concedes some fwk that says it is I guess I would vote for it. This applies to answering neg positions as well.
Performance: I am totally fine with it, but again I think it’s important to explain how it relates to an affirmation or negation of the resolution. That being said, I am completely open to arguments about why resolution centered debate is bad.
A2 K/Performance AC/NC: ENGAGE. Just framing your way out the debate is super boring to me. Cut cards answering their method. If they give you links, use them.

NFA LD PARADIGM
To be honest, aside from evaluating practice debates, I have never formally judged an NFA LD round at a tournament since graduating. That being said, I will try and give you my best insight into how I tend to evaluate debates if you have me at NFA. Please feel free to ask me any questions my paradigm does not answer for you before the round begins.

Speed
I am cool with it so long as your opponent is. If I am unable to follow you due to delivery rate I will say speed. If you are unclear I will say clear. There is a difference. I expect a debater to audibly say clear or speed. I am not ok with speed being a tool of exclusion and will be persuaded if I see a clear abuse of speed. I am also not ok with debaters calling speed as a competitive tool when they can truly keep up and are debating at speeds as fast as, if not faster than their opponent.

Theory/Topicality
I probably will not be persuaded by theory positions that would be better articulated as solvency deficits to the Aff (i.e. - vagueness). That does not mean I will not vote on these positions, but it is an uphill battle to argue I should drop the debater when in reality it is just a solvency question. Other than that, I do believe that theory is meant to protect yourself and please use it as necessary. Obviously, proven abuse is preferable but if you persuade me that potential abuse should be a voter, then I will vote there. I am particularly persuaded on theory/T if you show me the abuse on clearly on each sheet. Please please please weigh the impacts of standards. Too often, theory/T debates do not resolve which standard is most important. Reminder - please card interps and number your violations clearly if there are multiple.
AC's
Don't really care about the structure of an Aff. If the Aff is not topical, it helps to provide justification in the 1AC as to why the Aff is not topical. This is not necessary, but I think it will make framework and T preempts much cleaner and easier for you.
DA's
Do your thing. I am persuaded by logical responses to DAs if they are true (i.e. Uniqueness overwhelms the link). If your link is not specific to the Aff, then please contextualize the Aff to your link after you read the link ev.
CP's
I have no on face rejection to any types of CPs or their respective status. That being said, I can definitely be persuaded why certain types of CPs should be excluded via a theory debate. I also don't think you need to solve every harm of the Aff.
K's
Do your thing. Aff specific links are preferred. If you are reading generic or topic links, then please contextualize them to the Aff in the NC. I am cool with kicking the alt and using the link and impact as a linear DA to the case but that does open you up to the theory debate which I am not afraid to vote on.
Evaluating Arguments
I default to a comparative advantages frame work. If there is a 1% chance the Aff can solve, and the neg has no substantial harm to weigh against the Aff, I won't vote on solvency as a stock issue. I am not persuaded by lazy try-or-die arguments, but when done properly this framing is persuasive. Weigh, weigh, weigh. If you aren't reading extinction level impacts, that's fine. But please provide some framework/weighing mechanism if you take this approach.
HIGH SCHOOL LD/POLICY PARADIGM
I don't judge these events as much but I have experience in both. Ask me particular questions before round but here is a quick list of things you may want to know.
- Aff doesn't have to be topical if there is a good justification
- That doesn't mean I won't vote on FW or Theory
- I will vote on T - not a hack but I don't throw it out the window like some judges
- Speed Friendly
- K friendly but you will need to explain the lit in your own words to contextualize high theory to the Aff
- I prefer specific vs general links on the K debate (extra-speaks will likely follow if you have case specific links to your K)
- Weigh weigh weigh
- Collapse
I don't have a very intricate paradigm, but to help guide you, I have made a list of things I don't like and things I do like.
Things I DON'T like
- Spreading (you can talk briskly, but don't try to spread heavy-breathing style)
- Squirelly arguments (aka arguments that use sketchy evidence and have tenuous links to the resolution)
- Misconstruing evidence
- Off-Time road maps
Things I DO like
- Cases that are 3 contentions or LESS (greater than 3 contentions usually means they're underdeveloped)
- Signposting
- APPROPRIATE amounts of sassiness in CX (be polite, but be assertive)
- numbered responses in rebuttal
- Turns
- Topic selection in the form of extension work in the Summary
- WEIGHING AND BIG PICTURE ANALYSIS IN THE FINAL FOCUS (I don't like line-by-line FFs, that's not the goal of the speech and it makes it very hard to judge the round)

PF Paradigm
1) Everyone wins an argument. My job becomes difficult when you don't tell me why the argument you won is more important than the argument your opponent won.
2) The second speaking team must respond to the their opponents case, as well as the responses their opponent presented in the first rebuttal, during their rebuttal.
3) Any arguments you want me to vote on should be in the summary and final focus.
4) Please tell me the number of the contention that you are referencing rather than just the argument's subject area.
5) If you are a paperless PF team you should have a viewing computer or be willing to fully give up your own computer if the opposing team wishes to view a piece of evidence you brought up in the round. If you are not comfortable doing this, just put the evidence on a flashdrive so that that your opponent has ready access to it.

Congressional Debate:
In round, I reward strong research/evidence, solid understanding of the topic, and advancing the debate by bringing points and clash together. Use evidence accurately and truthfully. Different speeches (authorship, refutation, weighing, etc.) have different purposes, and accomplishing the purpose of each speech is more important that battling in a waiting game, always trying to get the last speech. Every argument and claim should be effectively supported with warrant and data from evidence. Questioning should be won by smart questions and answers: CX should not be a shouting match or full of interruption.
Presiding officers should maximize time given to speakers and questioners, and minimize PO narration as much as possible through direct communication and strong word economy. POs should keep things fast, professional, fair, and within the rules. The debate session should maximize debate time allotted.

2023-2024 Updates:
- Everyone should slow down. Debate would be better. Does this mean you might have to read less in the 1NC? YES!Does this mean that 2As might have to make less/better answers? YES!Does this mean you need to slow down on prewritten extensions and analytics? YES!I want to fully grasp EVERYTHING in the debate and not just get the gist of things.If you do not want to adapt to this, then you have prefs and strikes. I suggest you use them accordingly ...
- Debaters that flow and give speeches from their flows, as opposed to their prewritten speech docs, are the gold standard.
- Great debaters use the full spectrum of human emotion to persuade judges. Anger, sadness, humor, fear, hope, love, and all the other things we feel, connect us to the arguments we're making. If your debates only have one emotion (or none), then it will probably be pretty boring.
Top Level Stuffs:
1. Speech docs: I want to be included on any email chains; however, I will be flowing based on what I hear from year speech and not following along with the speech doc. I will use my flow to determine the decision, which can be different from speech docs, especially if you aren't clear and give me enough pen time. Also, I never was the best flow as a debater and I still am not as a judge!
2. All of you are smarter than me. I'll work hard to be a good judge, but I won't promise I will get everything that is happening in the round. Your job will be to explain very complex concepts to a very simple mind.
3. I'm an only-parent of two young children. Always a chance that something happens where I have to take a few minutes of judge prep. I'll work hard to minimize these instances, but cannot promise they will not happen.
4. The "ideal" number of off-case positions in a round for me when I am in the back of the room is anywhere from 0-5. You can absolutely read more, but I get angrier as the number of counterplans in the 1NC rises. I think 1-2 counterplans in a 1NC is reasonable. I prefer 1NCs without throwaway positions but still have a lot of block/2NR optionality. Basically, I am a fan of clash and vertical spread.
If you still think it's good to have me in the back of the room after you know this, then continue reading and see if you still feel that way when you're done.
Argument Feelings:
Topicality: It is up to the debaters to determine how I evaluate topicality. I tend to default to reasonability. Slow down a tick on T or you will make me sad. I cannot keep up with you reading your 2NC/1NR blocks at full speed.
Counterplans: The more specific the better, but I’m game for whatever. Consult CPs are fine. Delay is fine. Conditioning is cool tooI. PICs are the bees knees. However, I am open to theory arguments that any of these should not be allowed. I do not like counterplans with a lot of planks that the negative can jettison at will. Such counterplans will leave me sympathetic to affirmative theory arguments.
Counterplan Theory: Sketchy counterplans should lose to theory. However, theory violations should be well developed and it is up to the affirmative to prove why I should reject the team and not the argument. It's no secret that I am not the quickest flow, so slow down for me on theory debates.
Theory: I almost always think that education > fairness, but ... I think negatives are getting away with too much. People can run multiple contradictory counterplans/advocacies all they want in front of me and I will not automatically vote them down for it. However; I am sympathetic to well articulated theory arguments as to why it is a bad educational practice, as well as sympathetic to affirmatives that use negative shenanigans to justify affirmative shenanigans. Play dirty pool at your own risk in front of me…aff or neg. I do not like cheap shot theory. I try to not vote for cheap shot theory arguments, even if they are dropped. However, I will use cheap shot theory arguments as a way out of difficult rounds in which both teams were making my job painful. I try not to let cheap shots determine the outcome of rounds that are well debated on both sides. I reward good smart debate. No New AFFs is not a good arg in front of me. Pref Sheet Disclosure is not a good arg in front of me.
**** If you're reading this as an LD'er: I am a very bad judge for Tricks debate. Very bad ...
Disads: The more specific the better. I prefer 1 or 2 good uniqueness cards to 10 bad uniqueness cards. I prefer 1 or 2 good warrants to 10 bad uniqueness cards. Disads are great and are a fundamental part of policy or critical strategies. Yayy DAs!
Criticisms: The more specific the better. You probably know more about your specific criticism than I do. However, debate is not about who knows the most about a topic; it is about how much you can teach me within the time limits of the round. If I cannot explain your position back to you at the end of the debate, then I cannot vote for it. I believe that AFFs get perms, even critical AFFs. I believe that Ks can win based on winning 100% defense, so, yes ... you can kick the ALT and go for presumption in front of me.
Framework: Sure. You can go that route, but please slow down. I prefer substance to theory, meaning that I almost always believe education > fairness. I don't find the procedural fairness stuff that persuasive. Institutions good and training is a much better route with me in the back. TVAs are persuasive to me. So, will I vote on framework? If it is based on why you have a better educational model, then absolutely! If it is based on procedural fairness, then I might still vote on it, but it's an uphill battle. I almost always think the better approach is just to take them up on the case page or offer a counterplan ...
Performance/Nontraditional/Critical AFFs: I’m cool with it. I don't find your argument persuasive that these AFFs shouldn't get perms. If I can't explain your AFF back to you then it will be really hard for me to vote for you. I have no problem voting NEG on presumption if I don't know what you do or if the NEG has a compelling argument that you do nothing.
Case: I wish more people debated it more. I honestly think that a well developed case attack (offense and a heck of a lot of good defense) with a disad or a critique are much more effective than multiple disads/critiques/counterplans. Case debate is good and underrated.
I’m open to any kind of argument you have as long as it is intelligent, arguably true, and not problematic.
My Idiosyncrasies:
One thing that everyone should know is that I naturally give a lot of nonverbal (sometimes verbal) feedback, even in the middle of rounds. If I think your argument is really smart then you will probably see me smiling and nodding. If I think your argument is not smart or just wrong, my face will look contorted and I will be shaking it in a different direction. If this happens…do not freak out. Use it to your advantage that you know which arguments I like and do not like. Other times, I look unhappy because I am in pain or very hungry (my health ain't the best), so this might throw you off ... sorry! Debate tournaments are hard on all of us. I'm not going to pretend like I'm a machine for longer than two hours while I judge your round.
I will also intervene in cross x if I think that a team is being particularly evasive on a point that needs to be clarified to conduct a good clean debate. I do not believe that the gold standard for judging is to avoid intervention at all costs. I believe intervention is almost always inevitable ... I'm just one of the few people who are willing to say that out loud.
Additionally, I usually make fairly quick decisions. I don't scour through evidence and meticulously line up my flows all the way until the decision deadline. Sometimes I will do that if it is warranted to decide the round. However, for me, it doesn't usually require that. I believe that debate is a communication activity and I judge rounds based on what is communicated to me. I use my flows to confirm or deny my suspicions of why I think someone is winning/losing at the conclusion of the debate. Typically, I am making my mind up about who is winning the round and in which ways they might lose it after every speech. This usually creates a checklist of what each team would need to do to win/lose. While listening to 2NRs/2ARs, I go through my checklist & flows to see which ones get marked off. Sometimes this is an easy process. Sometimes it takes me a lot longer to check those boxes ...
I KNOW that you all work VERY HARD for each and every round. I take that very seriously. But, me deciding rounds quickly is not dismissive of you or your work. Instead, my "thoughtful snapshots" of rounds are meant to give some sort of fidelity to the round I witnessed instead of recreating it post hoc. Some people go to concerts and record songs to remember the experience later. I don't. That's not out of disrespect to the artists or their art, rather, it's my own version of honoring their efforts by trying to honor the moment. Some of y'all think that is some BS justification for me to do "less work" after a round, and that's fine, you're entitled to that opinion, as well as where you place me on your strike sheets.
Finally, I am unabashedly human. I am open to the whims of fatigue, hunger, emotions and an overwhelming desire to do what I think is right, no matter how inconsistent and possibly misguided at the time. I try desperately to live my life in a way where I can look in a mirror and be okay with myself (not always successfully). I do the same thing when I am a judge (again, not always successfully). This is just a fair warning to any of you that will be inevitably upset if my decision seems to vary from this judging philosophy. I'm not a robot and sometimes my opinions about my role and this activity changes while judging a round. The truth is that y'all are good at what y'all do, and sometimes you make me change my mind about things. These are the facts of having me in the back of the room, and these facts, no matter how fact-y they might be, are facts that y'all have to deal with :-)
Debate is fun…at least it should be. If it's not, you're doing it wrong!

GENERAL COMMENTS
I have coached debate, and been a classroom teacher, for a long time. I feel that when done well, with agreed upon “rules of engagement”, there is not a better activity to provide a training ground for young people.
Debate rounds, and subsequently debate tournaments, are extensions of the classroom. While we all learn from each other, my role is parallel to that of an instructor. I will evaluate your performance. I see my role as to set a fair, but stringent, set of expectations for the students I am judging. At times, this means advancing expectations that I feel are best for the students and, at times, the broader community as well. I see myself as a critic of argument , or in old school policy lingo, a hypothesis tester. The resolution is what I vote for or against, rather than just your case or counterplan, unless given a compelling reason otherwise.
Below please find a few thoughts as to how I evaluate debates.
1. Speed is not a problem. In most of the debates I judge, clarity IS the problem not the speed of spoken word itself. I reserve the right to yell “clear” once or twice…after that, the burden is on the debater. I will show displeasure… you will not be pleased with your points. Style and substance are fundamentally inseparable but I recognize that low point wins are often a needed option, particularly in team events. The debater adapts to the audience to transmit the message-not the opposite. I believe I take a decent flow of the debate.
2. I generally dislike theory debates littered with jargon (exception is a good policy T debate that has communication implications and standards—if you’ve known me long enough this will still make you shake your head perhaps). Just spewing without reasons why an interpretation is superior for the round and the activity is meaningless. Disads run off the magical power of fiat are rarely legitimate since fiat is just an intellectual construct. I believe all resolutions are funadamentally questions of WHO should do WHAT--arguments about the best actor are thus legitimate. I am not a person who enjoys random bad theory debates and ugly tech debates. I judge debates based on what is said and recorded on my flow--not off of shared docs which can become an excuse for incomprehensibilty. I look at cards/docs only if something is called into question.
3. Evidence is important. In my opinion debates/comparisons about the qualifications of authors on competing issues (particularly empirical ones), in addition to a comparison of competing warrants in the evidence, is important. Do you this and not only will your points improve, I am likely to prefer your argument if the comparison is done well. All students should have full cites for materials.
4. I am not a “blank state”. I also feel my role as a judge is to serve a dual function of rendering a decision, in addition to serving a role as educator as well. I try not to intervene on personal preferences that are ideological, but I believe words do matter. Arguments that are racist, sexist, homophobic etc will not be tolerated. If I see behaviors or practices that create a bad, unfair, or hostile environment for the extension of the classroom that is the debate round, I will intervene.
The ballot acts as a teaching tool NOT a punishment.
5. Answer questions in cross-examination/cross-fire. Cross-ex is binding. I do listen carefully to cross – ex. Enter the content of CX into speeches to translate admissions into arguments. Do not all speak at once in PF and do allow your partner to engage equally in grand cross fire.
6. Debating with a laptop is a choice, if you are reading from a computer I have three expectations that are nonnegotiable:
A) You must jump the documents read to the opposition in a timely manner (before your speech or at worse IMMEDIATELY after your speech) to allow them to prepare or set up an email chain.
B) If your opponent does not have a laptop you need to have a viewing computer OR surrender your computer to them to allow them to prepare. The oppositions need to prep outweighs your need to prep/preflow in that moment in time.
C) My expectation is that the documents that are shared are done in a format that is the same as read by the debater that initially read the material. In other words, I will not tolerate some of the shenanigan’s that seem to exist, including but not limited to, using a non standard word processing program, all caps, no formatting etc..
7. Weighing and embedded clash are a necessary component of debate. Good debaters extend their arguments. GREAT debaters do that in addition to explaining the nexus point of clash between their arguments and that of the opposition and WHY I should prefer their argument. A dropped argument will rarely alone equal a ballot in isolation.
8. An argument makes a claim, has reasoning, and presents a way to weigh the implications (impacts). I feel it takes more than a sentence (or in many of the rounds I judge a sentence fragment), to make an argument. If the argument was not clear originally, I will allow the opponent to make new arguments. If an argument is just a claim, it will carry very little impact.
POLICY
At the NCFL 2023 I will be judging policy debate for the first time in a decade. Here is the warning: I know the generic world of policy, but not the acronyms, kritiks, etc., of this topic. You need to slow down to make sure I am with you. As in all forms of debate, choice of arguments in later speeches and why they mean you win not only the argument, but the round, is important. If you are choosing to run a policy structured argument in another format--better be sure you have all your prima facia burdens met and know the demands of that format.
Choose. No matter the speech or the argument.

CONGRESS PARADIGM IS BELOW THIS PF Paradigm
PF:
ALMOST EVERY ROUND I HAVE JUDGED IN THE LAST 8 YEARS WOULD HAVE BENEFITTED FROM 50% FEWER ARGUMENTS, AND 100% MORE ANALYSIS OF THOSE 50% FEWER ARGUMENTS. A Narrative, a Story carries so much more persuasively through a round than the summary speaker saying "we are going for Contention 2".

I don't need "Off-time roadmaps", I just want to know where you are starting.
Claim/warrant/evidence/impact is NOT a debate cliche; It is an Argumentative necessity! A label and a blip card is not a developed argument!

SAVE K'S FOR POLICY ROUNDS; RUN THEORY AT YOUR OWN RISK- I start from ma place that it is fake and abusive in PF and you are just trying for a cheap win against an unprepared team. I come to judge debates about the topic of the moment.
YOU MIGHT be able to convince me of your sincerity if you can show me that you run it in every round and are President of the local "Advocacy for that Cause" Club.
Don't just tell me that you win an argument, show me WHY you win it and what significance that has in the round.
Please NARROW the debate and WEIGH arguments in Summary and Final Focus. If you want the argument in Final Focus, be sure it was in the summary.
There is a difference between "passionate advocacy" and anger. Audio tape some of your rounds and decide if you are doing one or the other when someone says you are "aggressive".
NSDA evidence rules require authors' last name and THE DATE (minimum) so you must AT LEAST do that if you want me to accept the evidence as "legally presented". If one team notes that the other has not supplied dates, it will then become an actual issue in the round. Speaker points are at stake.
In close rounds I want to be persuaded and I may just LISTEN to both Final Focus speeches, checking off things that are extended on my flow.
I am NOT impressed by smugness, smiling sympathetically at the "stupidity" of your opponent's argument, vigorous head shaking in support of your partner's argument or opposition to your opponents'. Speaker points are DEFINITELY in play here!

NFA LD
I competed in LD for four years. So, I have a great deal of familiarity with the format and arguments. With that being said, my involvement with debate since graduating in 2015 has been pretty sparse. This means that I’m ok with speed, enjoy critical debate, and can evaluate most arguments, however I’d stay away from topic-specific jargon in front of me.
Topicality
I do not require proven abuse on topicality. I generally believe topicality to be jurisdictional. In other words, I have been asked to answer a question, “Should we pass the resolution or not?” If the affirmative is deemed to be non-topical, it means that they have not given me a reason to pass the resolution (the only question I have the power to answer), thus I cannot affirm. When evaluating T, I usually default to competing interpretations, whichever interp is better is the one I’ll use to evaluate the affirmative. I generally do not find reasonability to be a persuasive argument but eh, do you. On the flip side, I’m unlikely to simply gut-check an affirmative.
Potentially important to note - T is not a voting issue for the affirmative. I’m pretty unlikely to vote on an RVI
Questions of Abuse/Specification Arguments
My threshold for these arguments is pretty high. But, I think they can be persuasive in two contexts. First, if they are applied to the solvency debate ie. there is no enforcement mechanism which will make it impossible for the aff to solve. Second, if there’s proven abuse in round. Proven abuse obviously makes these arguments more persuasive, but it’s not a silver bullet either.
K’s
I generally enjoy listening to K’s that are well thought out. I’m not usually a huge fan of generic K’s but that certainly doesn’t mean I’m unwilling to vote for them. It is usually easier to vote for a K when I understand the alternative and exactly why the Aff would not fit into it.
CP’s
I think counter-plans can be conditional and the negative can always default back to defending the status quo. I also think counter-plans can be topical (but, that’s in the rules now). When a counter-plan is introduced, I view my job as evaluating the benefits between two proposed paths forward and determining which might be the most beneficial.
Cross-X
I suppose CX is binding if y’all say it is. I’m not flowing so please make sure anything important from that period makes it into a speech.

Slowing down on tags is always a good thing.
I flow authors so feel free to extend with author names.
Even if you’re winning everything, it’s never a good idea to go for everything
Public Forum
Hey, I have been involved in debate in some capacity for the last ten years. I competed in Public Forum for 4 years. I then competed for 4 years in collegiate LD (one person policy) at Western Kentucky University. For the past two years, I've coached high school policy and high school public forum.
Questions before the round: Asking me about my experience with debate or my general paradigm are not good questions to ask me or any other judge. Have specific questions or refrain from asking any.
Speed: I can keep up with you but speed shouldn't be used as an exclusionary tool. If you are in a round with me where your opponent is speaking too quickly, say something. If your opponent has indicated that speed has impacted their ability to compete, I expect you to make changes or your speaker points will be severely reduced.
Pre-Flowing: This should be done BEFORE the round. You know your arguments prior to the round so you should be able to pre-flow them. It will make me extremely upset if you waste time at the start of the round (especially when we are running late or on a tight schedule)
Cross X: Cross X should mainly be used to clarify arguments and get concessions. I am not flowing. Anything that you think is needed to inform my argument should be extended on the right argument in a later speech. Blatant rudeness in CX shouldn't be a thing and will result in a drastic reduction in your speaker points. General assertiveness is totally ok and even encouraged.
Theory: Theory arguments generally don't have a place in Public Forum. That is different in other debate events. However, for theory arguments that aren't topicality, usually proven abuse is necessary to win. I am willing to hear arguments about what the other team justifies but they should be well warranted.
Summary to Final Focus: Anything you would like to be a part of the final focus should be in the summary. That includes defense. It's pretty abusive for you not to extend things, force your opponent to respond based on every possible scenario, and then go for a single warrant/argument.
When the timer goes off, I stop flowing. If you are still talking, it will not be adjudicated in the round.
I am open to all types of arguments, but if you run a problematic argument, I won't evaluate it.
My least favorite thing is when people are rude during cross. There's no reason for it, so if you are rude, I will drop your speaks.
Tell me how to vote. I prefer voting on impacts, but if you tell me where you've won the round on the flow, I'll vote there.
Fair warning: I'll pretty much toss everything here out the window the instant you're an unpleasant or disrespectful jerk in-round, including being a smarmy wanna-be comedian looking for dumb jabs at your opponent.
Stopped coaching and judging "full time" in 2018 to move back into academia. It was a healthy move, but my flow speed has tanked since then. Deal with that.
TOC top speaker in 2006. Former PF coach and active judge. Philosophy, Art and Theatre degrees.
Easy Mode: I disclose results of every round unless attacked by tab not to, and even then just ask me in the hallway before tab yells at me twice. However, you'll know before the end of the round pretty easily what's up just by paying attention. I'll laugh at patent absurdity and scowl at obtuse knuckleheads. My facial expressions detail *exactly* how I feel about what you're doing in every moment. This is bad community theatre facial expressions kind of stuff, people. Use it and react to alter what you do and run in the round.
PF tl;dr-->Expect second team to respond to attacks on case in rebuttal. Summary should crystallize the round, not be a rebuttal expansion. Will not vote on morally reprehensible water tester arguments like 'genocide good' or 'climate science is a liberal lie'. Will vote down on reprehensible decorum including blatant sexism and harassment. Default neg on presumption of affirmative burden of truth/net outcome or in case of insoluable flow.
LD tl;dr-->Somebody entered me in the pool by accident or desperation. I still have a philosophy degree if you're willing to slow the heck down...but I've honestly enjoyed nearly every round I've been in.
CX tl;dr-->Did it and moved on. Not here by choice. Do professional theatre and art criticism, and did Theatre of the Oppressed with Boal at UNO, and continue to be a Joker as part of pedagogical practice. Not impressed by shenanigans. Slow it down but don't insult my intelligence on argument structure.
Longform (PF primary)
It will forever be my goal to treat debate as a fundamentally educational activity. If I have one goal every tournament, it's to make at least one team know that they got the best possible feedback and push forward they've ever gotten from a judge and member of the debate community. We are here to make sure debaters come out the other side of a round as better students and people.
I am happy to see PF move in new and intelligent directions. Willing to listen to direct-clash TV-ready Ted Turner Debate as well as traditional policy maker standpoints, kritiks, theory, and performance elements if presented clearly within the confines of PF time structure, but recognize that you still have to make the round at least productive and educational for all involved rather than attempting to exclude or undercut other teams with a blatant attempt at LD or Policy approaches, and only 4 or 2 minutes to present them. This new-ish nat-style, hyperdismissive wanna-be technical jargon-fest is both annoying and utterly embarrassing in how much it gets wrong in trying to pull from LD and CX. Stop it. Use your time to build a core narrative with solid comparative analysis, not card dumps and baby's-first-topicality.
I hold to a line-by-line flow and expect second team to respond to attacks on their case in addition to engaging the other team's case. Turns and dropped arguments are voters if presented by a team, but in cases of competing voters: theory-framework and direct impact calculations should be done by the debaters. If I end up with null arguments that lack interaction analysis I will look elsewhere before coming back to pick apart the argument interaction myself.
Framework for round structure and impact weight should carry with it minimum standards of preference vs competing frameworks, be it educational, grounds based, or decision process justified. Competing frameworks should not drown out the remainder of the round, especially if you're going to go evidence heavy or engage in competing ideologies. You can still win the round if you accept your opponent's framework if you meet it and can offer comparative analysis that places you in a preferable voting position...and most of the time counter framing is just bickering in PF. Pick one and win everywhere else. If it's truly abusive, it should be an easy call to standards to say so and move on or prefer yours.
Summary should be THE place to present the clarity of your round vision, and make solid decisions on what the round has become, what can be disregarded, and where it should end up. No new arguments [and ideally no new evidence] from here on out. Final focus is an opportunity to pull from the summary vision and perform, crystallize, and leave no question on your side winning.
Aff must show, at minimum, the truth of the resolution. In cases of "on balance" resolutions, you must engage in comparative analysis to develop the status of this truth. Magnitude, time frame, probability, and threshold offer basic elements to compare two impacts.
I will pref neg if aff fails to meet minimum burden of resolution, or if round is left in an inconclusive position/null impact state. Don't expect great speaker points for anyone if that second situation comes up.
So long as the tournament/circuit rules doesn't explicitly forbid it: competitive alternative advocacy is fine by me. [Facing NSDA rules on plans and counterplans though, just follow them explicitly] Permutations by aff against alternative actions by neg are just tests of competition unless you push for wider terms of impact from the perm. However, if aff can show that neg alternatives are non-competitive vs plan/resolutional action, no amount of competing 'solvency' can push neg for a win without them also presenting a net harm to aff that has been dealt with via comparative analysis. Hey aff! Topical counter or alt with no net benefit or harms from neg? Just coopt it, and we can be cool.
I will not vote on any case arguments addressing sexual violence or rape that were not preceded by a pre-round trigger warning. If, upon hearing this trigger warning, the opponent requests the argument not be made and that request is denied, I'll listen/be receptive to theory arguments about why I ought to vote a particular way based on the introduction of that issue. That doesn't mean I'll automatically pull render a final ballot decision on it one way or the other, but I will be exceptionally open to doing so if the argument claiming I should evaluate the mere fact that the sexual violence argument is made is won in the debate.
Generally start at 28 on speaker points and move up or down. 30 is perfection in speaking, argument structure, logic and overall sense of "this is what is good about a PF debater". 26 and below are reserved for refusal to engage in clash or logical analysis while simultaneously being a totally unpleasant individual in terms of respect towards your opponent or myself. Speaker points are an opportunity to send a message of the kinds of interactions that will and will not be acceptable in a safe and educational environment.
Enjoy yourselves and enjoy the event as a whole. Keep it respectful, smart, and funny within the round and you'll make it a better day for everyone involved.
I debated Public Forum on the national circuit for 3 years between 2010 and 2013.
I am open minded. Weighing in the final speeches is critical to win my ballot. Just carrying an argument throughout the round and saying "extend" a bunch of times doesn't really do it for me.
Be clean in your argumentation and do your best to engage with your opponents case and arguments. I can follow technical stuff, but don't find it particularly compelling. I appreciate creative approaches to topic though and will reflect it in your speaker points. I wish creativity won rounds but good argumentation is the ultimate decider.
Most importantly, have fun. The best rounds come about when everyone is enjoying themselves.

General/CP/DA
Despite being mostly a T/K debater in high school, my team in Dallas was a very straight-up oriented team and as a result I am familiar with and accepting of those types of arguments as well. I read plenty of counterplans and disads in college and high school. I have had and judged tons of politics debate and states counterplan debates and soft vs hard power debates. I don't dislike these debates on face, I just dislike when they lack substance in the sense that theres no analysis happening. I am pretty okayish at flowing so prolly can get you at near top speed but will yell clearer from time to time. As with anything, if you cannot clearly articulate your argument or position, I will not vote for it.
That being said, I definitely havent judged these debates much lately bc most people think I am a K hack, but I actually find them easier to adjudicate and enjoy them a lot when they are good. In a policy v policy style round, I think I am generally a pretty good judge for these debates despite preferring to judge the more left debates.
T/K affs/Fwk
I am relatively familiar with most critical literature but thinks like schlag and heidegger and baudrillard need a lot of link work analysis and alt explanation as do other dense kritiks. this type of explanation will help you in the long run anyways.
I have been told I don't get preffed because my paradigm may be a bit strongly worded. I definitely feel very strongly about use of framework as a way to silence teams with a legitimate gripe against institutional and systemic injustice that is relevant both to this activity and students autonomy. I think there are certain schools that are obviously uninterested in engaging with the substance of these types of arguments because it doesn't benefit their hegemonic structure that is self reinforcing or because it puts coaches outside their comfort zone. I think these arguments are intrinsic goods to the future of the activity and I would tend to think the trend of the community voting patterns and explosion of identity and performance arguments corroborate this direction and opinion.
I am highly inclined to believe that T-USFG is very problematic against certain types of Ks or performance affs. Debate isnt just a game, but certainly has gamelike attributes. I think entirely gamelike views on debate ensure hegemony of opinions.
True procedural fairness doesn't really exist because of structural issues, judge bias, and humans being humans and not robots. Education in some form is inevitable - its just a question of how open you are to learning something and what you are contributing.
This activity matters, what we say in it matters, and if you feel like you have no answer to a K or performance argument then go through the following thought process real quick:
1) Am I more concerned with winning than understanding the arguments of my opponent (if you answered yes you prolly wont win my ballot)
2) Do I want to win and engage the substance of my opponents arguments (If you answered yes then you can proceed)
3) Do I have anything to actually engage with the probably true argument that people of color and women and other disadvantaged people are set up to fail and the institutions of the state and debate have failed them? (If the answer is no you can still potentially win this debate: contribute to the discourse or attack thiers/create your own methodology, and tell me why you think that should enable you to win my ballot. That or cut more cards and prep better answers)
Most people who read these arguments do it to discuss real issues that really matter to them and to our community. The norm of the community to try and avoid these conversations with theory spikes or T arguments that are unspecific and poorly developed is depressing and most definitely not a strategy i support.
To clarify: I think its fine to read Policymaking good / framing against a security K or cap K - but when the debate is about an individuals autonomy and recognition in the debate space (for example - a survival strategy for a PoC) that neccesitates an entirely different discussion.
I think T-usfg/fwk (its pretty much the same thing dont lie) is a competing interpretations debate and there is pretty much no convincing me otherwise. If you cant explain what your version of debate looks like then why should you win? I love a good fiat/framing debate and can vote either way on it.
Voting
I tend to favor the team that does more analysis and explanation of warrants. If you are extending your tag and cite but not explaining the warrants of your evidence your opponents will probably win. I also dont typically look for the easiest way out. You all put a lot into this activity and I want to make sure I consider every avenue.
I definitely think that extending a dropped argument is pretty impactful - many judges will tell you just because its dropped doesn't mean its true, but until your opponents make a reasonable refutation, I will evaluate dropped arguments with a high degree of weight. I will NOT, however, give you huge impacts for dropped arguments that are extended in a blippy manner.
I feel like the biggest thing I am lacking in most rounds is impact comparison across layers. I often find myself doing unnecessary intervention because no one tells me how their impacts interact with their opponents. If you want me to vote for you make the path to the ballot really clear, and I will follow your line of thinking. When there are a bunch of open ended questions at the end of the round and doors that are not closed there is always going to be a gap of understanding between my decision and your interpretation of the round. It is definitely your responsibility to minimize that gap as much as possible.
Theory and T
In terms of theory I don't really like to pull the trigger on reject the team unless there is proof of in round abuse. I could vote on a reject the team argument but they would have to be setting a pretty uniquely bad standard for debate. I think things like "must read a trigger warning" or "condo bad" definitely fall within this description. I have a very low tolerance for frivolous theory and am definitely not your judge if you like that style or tricks. There are winnable theory arguments in front of me but stuff like 'new affs bad' or 'plans bad' that dont make realistic sense arent gonna fly. Lookin at you LD community.
Speaks
I will take away speaks if you tell me to judge kick things. Do your job as a debater.
Speaks are about ethos, pathos, and logos. If you are lacking in presence or your arguments dont make logical sense it will be hard to get perfect speaks. The best technical debater in the world is probably only a 29.5 without ethos.
I don't really give 30s and a bunch of 29s and 29.5 is really for an amazing debater. 30 for me is perfect. That being said, I also don't really give 26 or 26.5 unless you are doing really poorly. If you got a 26.9 or lower you were probably very offensive towards me or your opponents. 27 range is you messed up some fundamentals like dropped an important argument, made a contradiction that was obvious, were uneducated on your own positions, etc.
PF specific:
I favor evidence far more heavily than other judges in this event. I am SO TIRED of kids not giving dates or cites to your evidence. There are NSDA evidence rules for a reason. I am gonna start docking a speaker point for each member of each team that doesn't properly cite your evidence. If I wanted to I could not evaluate any cards you dont read author and date for because of these rules.
You force me to intervene when you read 1 liner pieces of evidence. Just stop misrepresenting and paraphrasing cards and we will get along.
Arguments in Final Focus need to be in the summary or second rebuttal. I prefer if you are second rebuttal you respond to the first rebuttal but wont hold it against you. Its just the correct strategic choice.
Extending cards by name will help you win my ballot. Weighing is huge and matters a bunch. I think you should probably use cross ex for clarification and understanding rather than making arguments. Im not flowing cross-ex.
Speaking:
-I give speaker points entirely on performance, not argumentation.
-Focus on clarity. I can't flow it if I can't understand it.
-Don't speed read. Faster than conversational is fine, but only if you're enunciating very clearly.
-Don't assume I understand jargon or obscure philosophical terms. Give clear definitions and don't muddle the debate with pedantry.
Argumentation:
-Debate is a contest of logic. It is a game about who can best communicate and defend a complex perspective using logic and facts. Do not change the assumptions of debate to suit your purposes. The round must be resolutional. Do not run Kritiks or metadebate theory (unless your opponent is being abusive).
-I will weigh contentions depending on which provided framework is most prominent for the round. You do not lose the round because you drop your framework; it's perfectly acceptable to conceptually combine frameworks or have them subsumed. I love it when debaters agree on what the standards should be.
FEB 2020 NOTES:
1. When you read evidence about UBI being successful and the evidence is from experiments where recipients also received means-tested welfare, you should probably be aware of this when asked by an opponent.
2. Please don't yell at me. I shut down and struggle to listen to what you are trying to communicate when you scream at me in a round.
3. If you need a speech doc to advance your arguments in the round because you are communicating at a speed that alienates people who walk into the room then you should post that case publicly (not an email chain sent in round) prior to the round so the *public* forum can be prepared to debate you without spending their prep time reading a speech doc. Otherwise communicate at a speed accessible to the *public* forum.
Public Forum (Not PoFo - there is no O in Public) Paradigm
1. Framework is not a voter. It's a way to frame voters. Frame them.
2. Both sides will suprisingly win something. It's how those things interact that make the debate. Don't make me figure it out. Weigh. Clash. Give me something to prefer.
3. This may be a shock but I actually expect a debater to respond to the speech right before them. In other words, the second rebuttal ignoring the first means they are AVOIDING ACTUAL DEBATE. The first summary can feel free to then extend and explain why all those drops are important. It is probable that the second team will lose at that point if they forgot to address the first rebuttal's speech.
4. I WILL DROP A TEAM THAT IS UNCIVIL OR PLAYS EVIDENCE GAMES BEFORE EVALUATING THE ROUND. LET'S PLAY NICE IN THIS *PUBLIC* FORUM AND KEEP THE ACADEMIC INTEGRITY OF THE ACTIVITY IN TACT!
Have fun. Because if you aren't having fun you are losing. Even if I vote for you.
PF:
I'm like a 7-8/10 for speed in terms of what I can flow. My preference, however, is a 4-5 during the case and a 7-8/10 in rebuttal where necessary.
If you are the second speaking team and you don't come back to your case in rebuttal, there are going to be some pretty easy extensions in summary (probably) that are going to mean game over for you.
I will vote on a warranted argument regardless of whether it is a "traditional" argument. That said, I am hesitant to vote on theory for the sake of running theory. Ex: Running theory without a clear in round abuse story is probably not going to fly with me.
In general, I would say that I am just going to vote on whatever is the path of least resistance on the flow. Make it easy. Write my ballot.
Any other questions, feel free to ask before the round.
LD - Based on what LD generally looks like now, you probably don't want to pref me. I strongly prefer a more traditional style of debate. Will I listen to anything? Yes. Will I be annoyed? Yes.

I have watched many rounds on the topic and am very familiar with the literature base.
I will vote off the flow if I can which means you need to sign post and keep the same names and structures for arguments as they were coming out of case. In other words, do not rename arguments later in the round. If I cannot figure out where to flow the argument, I am not listening to what you are saying, but rather trying to figure out where it goes. I am most happy when you guide my pen to the flow and tell me exactly where to write and what to write!
Make sure whatever you carry into Final Focus, is also part of Summary. All of the sudden extending arguments that have not been part of the debate is not a winning strategy.
Weigh the round, explain why your arguments outweigh your opponents'. Be specific; do not just say you "outweigh" leverage certain cards and contentions to explain
Dropped arguments only matter if you tell me why they matter!
Truth over tech; facts and reality matters. I will not vote off improbable, unrealistic or fundamentally flawed arguments. This does not mean opponents can just say they are improbable and move on, work must still be done to explain why the arguments are flawed, but if it is close and the arguments have been discredited with evidence and analysis, I will err on the side of "truth".
Dates matter and NSDA rules say you should at a minimum read the year of the card; please follow these rules or I will not flow your cards.

Pet Peeves
Please do not ask every single person in the room if they are ready before starting to speak. One simple, "everyone ready?" does the trick! Once you ask, give a little bit of wait time before you actually start speaking.
As far as I am concerned, the only road map in a PF round, is "Pro/Con" or "Con/Pro". Please do not use the term "brief off time road map." Or ask if I time them!
Avoid calling me "judge".
I stop listening to Cross-Fire if it is loud and the debaters talk over each other.

If this paradigm isn't completely clear, please ask questions before the round! I'd rather you be informed than to be inconvenienced by a misunderstanding about anything said here.
Most Importantly: I haven't judged much circuit policy, but that doesn't mean I don't know what I'm doing.
If you want to have a good round in front of me, there's a couple things you should do/not do.
1. PLEASE take it easy on speed. Given that I do not judge on the circuit often, I'm a little out of practice flowing. This means that if you want me to understand what you're saying, you need to slow down. Obviously, this means you should far and away strive for clarity over speed.
2. If you are reading positions that are silly/don't make sense, expect to be disappointed with the decision that I make. Overly absurd Kritikal positions, and politics disads that seem to not have any internal links are definitely a no-go in front of me. I'm open to Kritikal positions, and I think they're interesting, but things like Death-Good aren't up my alley. Read a position that you know well in front of me and I'll enjoy it.
3. I'm comfortable evaluating Framework debates. I think affs should be at least tangentially related to the resolution. I'm not fond of just "Anti-USFG" affs. In addition, don't assume that I know all of the arguments that you're trying to make. On either side, the arguments should be explained clearly and concisely.
LD Paradigm
Although I come from a state that does primarily traditional value-criterion debate, I am an experienced policy coach (see the paradigm above). I can evaluate policy style arguments and am very open to them. I am much more persuaded by arguments that are related to the resolution and can be linked back to it as opposed to Kritikal arguments that do not link. I am, however, excited by some the resolution specific Kritiks and would love to hear them! I am familiar with a number of off case positions and theoretical arguments, please do not make assumptions and take time to give brief explanations.
I may not be able to easily follow or be familiar of all theory arguments. Slow down and explain them.
Dropped arguments only matter if you tell me why. You do not automatically win just because an argument is dropped.
As far as speed goes, I can keep up with it if it is clear and well articulated and has the purpose of covering more arguments. But I am not a fan of going fast just to go fast.

I reward speakers - w/ higher points - who make a presentation effort - (eye contact, slowing down on impact work, grouping & weighing in final speeches vs. a line by line, some humor if you're actually funny) but will give high speaks to other kinds of debaters too

- The second speaking team should return to their case during rebuttle. If you are the second speaking team and arguments are made against your case, you need to respond to them if you want to extend them to the end of the round.

Debate thoughts:
The affirmative should read and defend a topical plan that is an example of the current resolution. Advantages should stem from the theoretical passage of that plan. Certainly, it is the burden of the negative to make persuasive arguments for why this is true.
Topicality and conditionality are reasons to reject the team. Other theory arguments are typically reasons to reject the argument.
Critiques should link to the plan, as opposed to the advantages. Alternatives typically have serious competition problems and solvency deficits. The more the negative does to deal with these issues, the better.
If the 2NR goes for a CP or a critique, I assume the status quo is not an option unless the 2NR specifies otherwise.
Evidence quality over quantity.
Flow.

-Death is good.
-Communism is good.

Debate Experience
College: I’ve been the head argument coach and/or Director of Debate for Western Kentucky University for a little over a decade. WKU primarily competes in NFA-LD, a shorter policy format. This season (2023) we are adding CEDA/NDT tournaments to our schedule.
High School: I’ve been an Assistant Coach, and primarily judge, for the Marist School in Atlanta, Georgia for several years. In this capacity I’ve judged at high school tournaments in both Policy Debate and Public Forum.
Argument Experience/Preferences
I feel comfortable evaluating the range of debates in modern policy debate (no plan affirmatives, policy, and kritik) though I am the most confident in policy rounds. My research interests tend toward more political science/international affairs/economics, though I’ve become well read in some critical areas in tandem with my students’ interests (anti-blackness/afropessimism in particular) in addition I have some cursory knowledge of the standard kritik arguments in debate, but no one would mistake me for a philosophy enthusiast. On the nuclear weapons topic, almost all of my research has been on the policy side.
I have few preferences with regard to content, but view some argumentative trends with skepticism: Counterplans that result in the plan (consult and many process counterplans), Agent counterplans, voting negative any procedural concern that isn’t topicality, reject the team counterplan theory that isn’t conditionality, some versions of politics DAs that rely on defining the process of fiat, arguments that rely on voting against the representations of the affirmative without voting against the result of the plan.
I feel very uncomfortable evaluating events that have happened outside of the debate round, especially in the CEDA/NDT community where I have limited knowledge of the context regarding community trends.
I have little experience evaluating debates with some strategies that would only be acceptable in a 2-person policy debate context - 2ac add-ons, 2nc counterplanning, 2ac intrinsicness tests on DA, etc. I’m not opposed to these strategies, and understand their strategic purpose, but I have limited exposure.
Decision Process
I tend to read more cards following the debate than most. That’s both because I’m curious, and I tend to find that debaters are informing their discussion given the evidence cited in the round, and I understand their arguments better having read the cards myself.
I give less credibility to arguments that appear unsupported by academic literature, even if the in round execution on those arguments is solid. I certainly support creativity and am open to a wide variety of arguments, but my natural disposition sides with excellent debate on arguments that are well represented in the topic literature.
To decide challenging debates I generally use two strategies: 1) write a decision for both sides and determine which reflects the in-round debating as opposed to my own intuition, and 2) list the relevant meta-issues in the round (realism vs liberal internationalism, debate is a game vs. debate should spill out, etc.) and list the supporting arguments each side highlighted for each argument and attempt to make sense of who debated the best on the issues that appear to matter most for resolving the decision.
I try to explain why I sided with the winner on each important issue, and go through each argument extended in the final rebuttal for the losing team and explain why I wasn’t persuaded by that argument.
Public Forum
Baseline expectations: introduce evidence using directly quoted sections of articles not paraphrasing, disclose arguments you plan to read in debates.
Argument preferences: no hard and fast rules, but I prefer debates that most closely resemble the academic and professional controversy posed by the topic. Debate about debate, while important in many contexts, is not the argument I'm most interested in adjudicating.
Style preferences: Argumentation not speaking style will make up the bulk of my decision making and feedback, my reflections on debate are informed by detailed note taking of the speeches, speeches should focus their time on clashing with their opponents' arguments.

I am a high school teacher who believes in the power that speech and debate provides students. There is not another activity that provides the benefits that this activity does. I am involved in topic wording with the NSDA and argument development and strategy discussion with Marist, so you can expect I am coming into the room as an informed participant about the topic. As your judge, it is my job to give you the best experience possible in that round. I will work as hard in giving you that experience as I expect you are working to win the debate. I think online debate is amazing and would not be bothered if we never returned to in-person competitions again. For online debate to work, everyone should have their cameras on and be cordial with other understanding that there can be technical issues in a round.
What does a good debate look like?
In my opinion, a good debate features two well-researched teams who clash around a central thesis of the topic. Teams can demonstrate this through a variety of ways in a debate such as the use of evidence, smart questioning in cross examination and strategical thinking through the use of casing and rebuttals. In good debates, each speech answers the one that precedes it (with the second constructive being the exception in public forum). Good debates are fun for all those involved including the judge(s).
The best debates are typically smaller in nature as they can resolve key parts of the debate. The proliferation of large constructives have hindered many second halves as they decrease the amount of time students can interact with specific parts of arguments and even worse leaving judges to sort things out themselves and increasing intervention.
What role does theory play in good debates?
I've always said I prefer substance over theory. That being said, I do know theory has its place in debate rounds and I do have strong opinions on many violations. I will do my best to evaluate theory as pragmatically as possible by weighing the offense under each interpretation. For a crash course in my beliefs of theory - disclosure is good, open source is an unnecessary standard for high school public forum teams until a minimum standard of disclosure is established, paraphrasing is bad, round reports is frivolous, content warnings for graphic representations is required, content warnings over non-graphic representations is debatable.
All of this being said, I don't view myself as an autostrike for teams that don't disclose or paraphrase. However, I've judged enough this year to tell you if you are one of those teams and happen to debate someone with thoughts similar to mine, you should be prepared with answers.
How do "progressive" arguments work in good debates?
Like I said above, arguments work best when they are in the context of the critical thesis of the topic. Thus, if you are reading the same cards in your framing contention from the Septober topic that have zero connections to the current topic, I think you are starting a up-hill battle for yourselves. I have not been entirely persuaded with the "pre-fiat" implications I have seen this year - if those pre-fiat implications were contextualized with topic literature, that would be different.
My major gripe with progressive debates this year has been a lack of clash. Saying "structural violence comes first" doesn't automatically mean it does or that you win. These are debatable arguments, please debate them. I am also finding that sometimes the lack of clash isn't a problem of unprepared debaters, but rather there isn't enough time to resolve major issues in the literature. At a minimum, your evidence that is making progressive type claims in the debate should never be paraphrased and should be well warranted. I have found myself struggling to flow framing contentions that include four completely different arguments that should take 1.5 minutes to read that PF debaters are reading in 20-30 seconds (Read: your crisis politics cards should be more than one line).
How should evidence exchange work?
Evidence exchange in public forum is broken. At the beginning of COVID, I found myself thinking cases sent after the speech in order to protect flowing. However, my view on this has shifted. A lot of debates I found myself judging last season had evidence delays after case. At this point, constructives should be sent immediately prior to speeches. (If you paraphrase, you should send your narrative version with the cut cards in order). At this stage in the game, I don't think rebuttal evidence should be emailed before but I imagine that view will shift with time as well. When you send evidence to the email chain, I prefer a cut card with a proper citation and highlighting to indicate what was read. Cards with no formatting or just links are as a good as analytics.
For what its worth, whenever I return to in-person tournaments, I do expect email chains to continue.
What effects speaker points?
I am trying to increase my baseline for points as I've found I'm typically below average. Instead of starting at a 28, I will try to start at a 28.5 for debaters and move accordingly. Argument selection, strategy choices and smart crossfires are the best way to earn more points with me. You're probably not going to get a 30 but have a good debate with smart strategy choices, and you should get a 29+.
This only applies to tournaments that use a 0.1 metric -- tournaments that are using half points are bad.
I'll vote for anything.

Lincoln-Douglas Paradigm (Scroll Down for PF)
General Update 4/2016: I much prefer rounds where specific interactions happen rather than rounds where the strategy is to extend dropped arguments and blow them up without really addressing the other debater's position(s). This is particularly true on the negative side--I FIRMLY believe the 1NC should spend time SPECIFICALLY addressing the AC on the AC side of the flow. This is not to say that I won't vote for you if you don't do this, but debaters who do this will get higher speaks. Also, please stop assuming I understand dense, uncommon positions--you need to be clear in your explanation.
Overview: I've been judging circuit LD for a while now and actively coach it, so I am familiar with many different types of arguments. Please make sure it is clear to me how your arguments function in the round/how you are interacting with the other side. I can't think of any arguments I won't evaluate (except the offensive "rape good, racism good, etc." arguments which I will drop you for running)--my goal is to not intervene. Please make sure it is clear to me how all arguments are functioning in the round. Slow down on tags. Overviews are much appreciated.
Some important notes:
1--I find myself incredibly uncomfortable with frameworks that explicitly use religion as a justification (evidently called the "God" case). I will attempt to evaluate them as I would any other argument, but if you're attempting to argue that God exists in front of me and that's a reason to vote one way or another, I'm not going to be very receptive to the argument. I respect every person's freedom of religion, but I struggle to understand the place of religion in the debate space.
2--I really struggle to evaluate rounds where there is no weighing, a lack of crystallization, or limited argument interaction. Please make the round clear to me. Crystallize in the 2NR/2AR. Weigh or explain why your arguments are a prerequisite or pre-empt to those made by the other side. If an argument is dropped, don't just tell me it is dropped--implicate the drop and tell me why it matters. The more work you do telling me how arguments function in the round, the easier it will be to evaluate the round, and the lower the chance that I accidentally intervene/have to play "argument roulette" and pluck something off the flow to vote off of because no one told me how to evaluate the round.
3--I am not very receptive to arguments saying that your opponent does not have the right to speak on a certain issue. This does not apply to theory arguments that say "debaters must not X" or "speaking for others" kritiks, which argue that NO debaters should do a certain thing (they don't leave one debater allowed to speak on an issue and another not allowed to speak on the issue). But I am not very receptive to "My opponent comes from X background, so she shouldn't speak on this issue, but I can because I come from Y background." If this argument has no carded evidence attached to it, I will not evaluate it. If it does have carded evidence attached to it, I will evaluate it, but I consider it an ad hominem attack and will have an extremely low threshold for responses to it. However, I am fine with (and even like) arguments that say authors of evidence are less qualified to speak on issues because of their background; this type of argument discusses how out-of-round discourse is shaped, so I'm fine with it.
4--You really need to slow down on the tags and implications of evidence in less common, phil-heavy frameworks, especially if they come from the analytic tradition or are not very common in LD. I am not as familiar with these frameworks, so make sure you are especially clear in explaining how they function.
5--I'm really bad at keeping track of blippy cross applications when you're on your side of the flow; for example, if you're extending out of the AC on the AC side of the flow and also say "cross-apply this to X card on the NC flow" the chances are I miss that or something else right after it. So I prefer these cross-applications be made when you are making arguments on the side of the flow you are applying them to.
Speed: I'm basically fine with speed--though the very, very fastest LD rounds might be slightly out of my comfort zone. I’ll say "slow" if you’re going too fast, "enunciate" if the words are garbled, and "louder" if you're too soft. If you're going fast on the evidence, please make sure the tags and analysis are slightly slower and are clear. My issue is most often with enunciation and lack of vocal emphasis on important points in the case, not actual speed, so please make sure you are enunciating as clearly as possible.
Kritiks: I really like them, including narratives/performance arguments. I enjoy role of the ballot arguments and micropolitical positions, both pre- and post-fiat. I do not care if you are topical as long as you JUSTIFY why you are not going to be topical. This doesn't mean you are immune from losing a T debate; it simply means I will evaluate non-topical positions. Please make the link story clear on the negative side. I'm better at evaluating ks and other policy arguments than I am at dealing with heavy and uncommon philosophical positions, but I will vote off the flow.
T/Theory: I would rather hear a substantive debate, but I don’t have a bias against evaluating theory, and I am growing more comfortable and familiar with it. Please be sure to give me a clear sense of how the shells and theory strategy function in the round and interact with the other side. I prefer theory be read at a slower pace than other positions, and PLEASE slow down on interps and implications. I understand that theory has strategic value beyond just checking abuse, but PLEASE note the following:
--I prefer (and sometimes even like) T debate to theory debate because I find it more interesting and relevant.
--I default reasonability and drop the argument.
--When a shell is missing links or poorly explained, or if I find the theory more abusive than the abuse itself (more than 4 shells in the NR, for example) I'm going to have a lower threshold for responses.
--If the neg position is actually abusive, unlike many judges, I am receptive to theory initiated in the 1 AR, but only against an actual abuse.
--I find AFC and theory that is run against an out-of-round abuse (i.e. disclosure theory) or an abuse that is not related to content (apparently "wifi theory" is a thing?) annoying, abusive, and bad for education, so I have a lower threshold for responses on these as well, and speaks will be low. Running these things won't get you more than a 26.9.
--If there is no voter extended in the 2AR/2NR I will not vote on it unless it is the only offense in the round. I default to voting on substance if the theory debate is muddled and lacks a voter in the final rebuttal.
Tricks and Other "Abusive" Arguments:
I am not a fan of "tricks" and struggle to evaluate these strategies, so if your strategy is to go for extensions of blips in your case that are barely on my flow to begin with, whether those arguments are philosophical or theoretical, I am going to have a lower threshold for responses, and speaks will be low. However, I am somewhat more receptive to skep (though I certainly don't love it) and tricky philosophical arguments that are extremely well-developed--if you are running these arguments, you need to slow down. Running skep or well-developed analytically philosophical tricks that I understand when they are argued in the AC will not negatively affect you're speaks.
When I say "lower threshold for responses" it means I think these are weak arguments or abusive strategies, so while I will always vote off the flow, I don't like these arguments to begin with, so I'm very open to logical responses to them.
Extensions: I like extensions to be clearer than just a card name; you have to extend a full argument, but I also value extensions that are highly efficient. Therefore, summarize your warrants and impacts in a clear and efficient way. Most importantly, please make sure you are very clear on how the argument functions in the round.
Policy arguments (Plans, CPs, DAs) are all fine. If you're running a DA, make sure the link is clear and you're weighing, but in general, I like policy arguments and am probably better at evaluating them than I am at evaluating heavy and uncommon philosophical positions.
Speaker Points: I start at a 28 and go up/down from there. Please note that in addition to what is listed below, I also give some consideration to clarity of spreading (enunciation especially) and word economy. If your words are incredibly garbled, I'm not going to be particularly happy--this usually makes a difference of .1-.2 speaker points.
26-26.9--You have a lot of work to do OR you ran AFC or disclosure theory.
27-27.9--You did a decent job, but I do not think you have a chance of breaking.
28-28.9--You will probably break, but you aren't interacting arguments enough and are not making strategic enough decisions.
29-29.9--You are one of the better debaters I've judged at the tournament. You're clearly signposting, weighing and/or explaining how arguments function in the round. Your strategy might have a misstep or two, but on the whole, you've executed extremely well.
30--You executed your strategy in such a way that I wouldn't reasonably expect better from a high school student.
Some Notes on Public Forum
I've judged more LD this year than anything else, and I struggle to find out what that means for those off you who have me as a PF judge. I will say the following: I vote strictly off the flow, I aim not to intervene, and I will call cards in PF only if there is dispute over evidence in the round or if something seemed off to me when you read the card (i.e. if you cite the Washington Post saying 90% of Americans are Democrats or something). Some specifics:
1--I do not care how fast you speak.
2--Turns are offense. Implicate and use them as such.
3--The summary should respond to your opponent's rebuttal against your case and generally focus on your side of the flow (i.e. focus on your offense, not defense on their case--but remember, turns are offense). Since it's usually impossible to respond to everything that was said in their rebuttal, be strategic about which arguments you go for and please weigh.
4--Please crystallize the round in the final focus. If you don't weigh arguments in the summary and final focus, it will be very hard for me not to intervene, which makes everyone sad.
5--Frameworks and observations are important and should provide me a way to weigh the round.
6--In the absence of weighing, I tend to look for clear offense (things that were dropped and clearly extended) rather than doing weighing for you.

As a former CX Debater/coach, I generally start with framework and observations and weigh them throughout the round, and I do not automatically count drops unless they are actually outlined. I don't mind a sense of humor. I always enjoy good clash in a debate round. Spreading is not encouraged, as what cannot be heard will not be flowed I love PF, and I have judged hundreds of rounds at every major tournament in the country including semi-finals at TOC's.
Here are a few basic rules:
*Old policy habits die hard: Framework, Framework, Framework,
*Arguments require claims and warrants. A claim without warrant is unlikely to be persuasive
*I don't intervene on the flow; you must make the argument.
*Be careful with evidence; I probably know the card as well as you do.
*If you have a winning argument; I need to hear it before final focus; It must run throughout the round.
*Never lie about what the other team dropped.

Major Concerns: If I call for a card and determine it is miscut, I will immediately drop your team. I will also report the violation to the tournament director and your coach or sponsor. All evidence should have a clearly defined DATE, author, and credentials. Sourcing on your card should be clear and wording of the text should not be altered. I should be quickly able to determine the veracity of the information presented in the round.
How I weigh PF: Standards should be clearly established. I find a framework at the top of the case useful. Please make an effort to argue your framework/standard. I will weigh all arguments based on the winning standard. Clearly compare both sides of the argument and explain why your side outweighs based on clear links to the framework. Deliver clear voters in the Final Focus. Usually, I only consider arguments cleanly extended through summary and final focus.
Kritiks/Counterplans/Theory in PF: Different tournaments have different rules on these matters. I will abide by the rules or philosophy in the tournament handbook. Public Forum should be accessible to a general audience. Please make certain that your arguments are comprehensible. If you feel like your opponent is running an argument which is unfair or against the rules, be prepared to define the violation and explain why to discount the argument in your rebuttal, summary, and final focus. If you are running these types of arguments, be prepared to establish why you are departing from the norms. Your rationale should be clear so that your opponent can adequately address your points.
Crossfire: Do not talk over your opponent. Follow up questions can be useful, but be courteous to your opponents' need to question you. Discourtesy will result in deducted speaker points.
Speaker Points: Your level of courtesy is my primary concern here. BUT ALSO - Dress professionally. Be self-aware of your demeanor. Enunciate. Signpost your arguments/rebuttals. Each speech should have evidence of organization. Use all your time.
The team that will win my ballot will best answer these 3 questions in the round.
1. Where am I voting?
2. Why am I voting there?
3. How am I voting there?
Additionally, please tell me where a piece of evidence is on the flow when you reference it. Telling me to extend the Harvard evidence doesn't do much when I don't know where it is on my flow. Please explain what the card says when you extend it; don't just extend it.
Extend arguments made in crossfires in speeches because I do not evaluate crossfire when I make my decision. Crossfires are for you not me.
Extend links and warrants before extending impacts. Do not extend through ink.
I've been out of debate for about a decade. That means I'm a bit slow, and, while everything is slowly coming back to me, it is in your best interest to keep this bit of information in mind. Be loud and clear or you risk losing me. Do what you're comfortable with, and I'll do my best to accommodate you, but, especially with regard to T and theory (debates on which I never much cared for anyway) my muscles are somewhat atrophied. If given the choice between a debate about the practical implications of public policy and one concerning the underlying epistemological assumptions of the plan, I will usually opt for the second option. My academic background is in critical human geography and my upbringing in the field is highly tied to various strains of social theory (particularly, numerous critical understandings of race, sex/gender, and other axes of social exclusion). With that said, since returning to debate I find myself voting against the K with a fair amount of regularity. Don't pretend to be something you're not. If you're into a more traditional understanding of policy debate then live your truth. I actually really enjoy watching big clash of civilization debates. I love to watch the 2AC spend a lot of time impact turning the K. I think it's fun. I don't necessarily 'hate' traditional policy debate, I just happen to think that our seemingly collective fantasy regarding the existence of the internal link to the politics disad is boring. Entertain me. Go crazy. Be evil. Just be able to defend that strategy. If you really feel like you MUST include framework as a part of your strategy against K teams, my preference is for less of a focus on debate theory and more of a substantive defense of policy making.

I have been a coach for over 20 years, but like most people (especially on the East Coast) I am relatively new to this event.
I will do my best follow the NDSA norms and judge with 40% content, 40% style, and 20% strategy. I believe that the debaters should provide their own warrants based on statistics and examples. Do not spit evidence. I value debaters that can think on their feet and clearly explain their arguments.
Not a fan of a team standing constantly for POIs, but a couple of well thought out and timed POIs are appreciated. Also unless otherwise noted or argued in the framework, I will assume the motion is global.

Good with speed up to a point, if you go blazing and I miss it, I can't weigh it.
I need each team to tell me why they think they won the round, so I don't have to figure it out on my own.
I have no strict rules about what has to be said in summary, but I expect consistent argumentation. Something from the first four speeches should not just pop up in the final focus as a voter.
It is important that your evidence says what you say it says. If the debaters make a card(s) important to the round, I may call for evidence.
I graduated high school in 2012, and I debated both policy and public forum on the national circuit with College Prep in Oakland, CA. Been judging on and off since,
- I try not to ask for evidence after the round, but I will if i think it’s necesssry or if you ask me to. PF evidence standards are terrible and need to be improved, and if I read something that is obviously powertagged, I will not evaluate it.
- Speaking of evidence, make sure to explain the warrants in your ev when there is clash. “My card says 3%, yours says 2%” is not an argument. Neither is “but mine is newer!!!”.
- PF is getting more tech. I get that. I’m not mad at it. But if you speak fast for no reason and you sound like sh!t, your speaks will suffer. If you use debate words incorrectly, I’ll be mad.
- I give obvious clues about how I feel. If I’m frowning, I don’t like what you’re saying. If I’m not writing anything down that means I can’t understand you or I don’t care to notate what you are saying. There’s probably a reason for that. Don’t be surprised later on.
- Make sure you do some good crystallization & weighing in the final focus. Don’t go for everything and do some actual impact calc / comparison. I feel like a lot of PF debates these days have too many arguments in them for their own good. There just isn’t enough time in the speeches, and if I have to do weighing myself, you might find that I disagree with your unspoken impact calc. You’ll be a sad panda if that happens.
- don’t be a dbag. If you are, prefer humor over obvious personal attacks.
- I don’t have strict rules about new args in grand cross q or final snaq. They may or may not be evaluated, depending on how relevant to the debate I think they are or how obvious they are given previous args. 9/10 times they probably won’t. Explain why they should or shouldn’t be if you’re worried about that kind of thing.
- frontlining isn’t required. You should still probably do it.
- extending defense in the summary isn’t required. You should still probably do it.
- usually, the role of the ballot is pretty obvious, per the wording of the res. Most PF resolutions are worded to assume the adoption of some policy proposal by some actor. If you think it isn’t that way, debate it in round or ask about my (usually immutable) interp. If you’re reading critical args that require a different than obvious interpretation of the res / obvious role of ballot, I expect you to explain that in round.

I have a little trouble picking up finer details in rounds where connections are fuzzy and would rather not have to ask mid round to finish my flow.
(WDCA if a team is uncomfortable sharing up front that's fine, but any called evidence should then be shared).
If your ev is misleading as cut/paraphrased or is cited contrary to the body of the evidence, I get unhappy. If I notice a problem independently there is a chance I will intervene and ignore the ev, even without an argument by your opponent. My first role has to be an educator maintaining academic honesty standards. You could still pick up if there is a path to a ballot elsewhere. If your opponents call it out and it's meaningful I will entertain voting for a theory type argument that justifies a ballot.
I prefer a team that continues to tell a consistent story/advocacy through the round. I do not believe a first speaking team's rebuttal needs to do more than refute the opposition's case and deal with framework issues. The second speaking team ideally should start to rebuild in the rebuttal; I don't hold it to be mandatory but I find it much harder to vote for a team that doesn't absent an incredible summary. What is near mandatory is that if you are going to go for it in the Final Focus, it should probably be extended in the Summary. I will give cross-x enough weight that if your opponents open the door to bringing the argument back in the grand cross, I'll still consider it.
Rate wise going quick is fine but there should be discernible variations in rate and/or tone to still emphasize the important things. If you plan on referring to arguments by author be very sure the citations are clear and articulated well enough for me to get it on my flow.
I'm a fairly staunch proponent of paraphrasing. It's an academically more realistic exercise. It also means you need to have put in the work to understand the source (hopefully) and have to be organized enough to pull it up on demand and show what you've analyzed (or else). A really good quotation used in full (or close to it) is still a great device to use. In my experience as a coach I've run into more evidence ethics, by far, with carded evidence, especially when teams only have a card, or they've done horrible Frankenstein chop-jobs on the evidence, forcing it into the quotation a team wants rather than what the author said. Carded evidence also seems to encourage increases in speed of delivery to get around the fact that an author with no page limit's argument is trying to be crammed into 4 min of speech time. Unless its an accommodation for a debater, if you need to share speech docs before a speech, something's probably gone a bit wrong with the world.
On this vein, I've developed a fairly keen annoyance with judges who outright say "no paraphrasing." It's simply not something any team can reasonably adapt to in the context of a tournament. I'm not sure how much the teams of the judges or coaches taking this position would be pleased with me saying I don't listen to cards or I won't listen to a card unless it's read 100% in full (If you line down anything, I call it invalid). It's the #1 thing where I'm getting tempted to pull the trigger on a reciprocity paradigm.
Exchange of evidence is not optional if it is asked for. I will follow the direction of a tournament on the exchange timing, however, absent knowledge of a specific rule, I will not run prep for either side when a reasonable number of sources are requested. Debaters can prep during this time as you should be able to produce sources in a reasonable amount of time and "not prepping" is a bit of a fiction and/or breaks up the flow of the round.
Citations should include a date when presented if that date will be important to the framing of the issue/solution, though it's not a bad practice to include them anyhow. More important, sources should be by author name if they are academic, or publication if journalistic (with the exception of columnists hired for their expertise). This means "Harvard says" is probably incorrect because it's doubtful the institution has an official position on the policy, similarly an academic journal/law review publishes the work of academics who own their advocacy, not the journal. I will usually ask for sources if during the course of the round the claims appear to be presented inconsistently to me or something doesn't sound right, regardless of a challenge, and if the evidence is not presented accurately, act on it.
Speaker points. Factors lending to increased points: Speaking with inflection to emphasize important things, clear organization, c-x used to create ground and/or focus the clash in the round, and telling a very clear story (or under/over view) that adapts to the actual arguments made. Factors leading to decreased points: unclear speaking, prep time theft (if you say end prep, that doesn't mean end prep and do another 10 seconds), making statements/answering answers in c-x, straw-man-ing opponents arguments, claiming opponent drops when answers were made, and, the fastest way for points to plummet, incivility during c-x. Because speaker points are meaningless in out rounds, the only way I can think of addressing incivility is to simply stop flowing the offending team(s) for the rest of the round.
Finally, I flow as completely as I can, generally in enough detail that I could debate with it. However, I'm continually temped to follow a "judge a team as they are judging yours" versus a "judge a team as you would want yours judged" rule. Particularly at high-stakes tournaments, including the TOC, I've had my teams judged by a judge who makes little or no effort to flow. I can't imagine any team at one of those tournaments happy with that type of experience yet those judges still represent them. I think lay-sourced judges and the adaptation required is a good skill and check on the event, but a minimum training and expectation of norms should be communicated to them with an attempt to comply with them. To a certain degree this problem creates a competitive inequity - other teams face the extreme randomness imposed by a judge who does not track arguments as they are made and answered - yet that judge's team avoids it. I've yet to hit the right confluence of events where I'd actually adopt "untrained lay" as a paradigm, but it may happen sometime. [UPDATE: I've gotten to do a few no-real-flow lay judging rounds this year thanks to the increase in lay judges at online tournaments]. Bottom line, if you are bringing judges that are lay, you should probably be debating as if they are your audience.
CONGRESS
The later in the cycle you speak, the more rebuttal your speech should include. Repeating the same points as a prior speaker is probably not your best use of time.
If you speak on a side, vote on that side if there wasn't an amendment. If you abstain, I should understand why you are abstaining (like a subsequent amendment contrary to your position).
I'm not opposed to hearing friendly questions in c-x as a way to advance your side's position if they are done smartly. If your compatriot handles it well, points to you both. If they fumble it, no harm to you and negative for them. C-x doesn't usually factor heavily into my rankings, often just being a tie breaker for people I see as roughly equal in their performance.
For the love of God, if it's not a scenario/morning hour/etc. where full participation on a single issue is expected, call to question already. With expanded questioning now standard, you don't need to speak on everything to stay on my mind. Late cycle speeches rarely offer something new and it's far more likely you will harm yourself with a late speech than help. If you are speaking on the same side in succession it's almost certain you will harm yourself, and opposing a motion to call to question to allow successive speeches on only one side will also reflect as a non-positive.
A good sponsorship speech, particularly one that clarifies vagueness and lays out solvency vs. vaguely talking about the general issue (because, yeah, we know climate change is bad, what about this bill helps fix it), is the easiest speech for me to score well. You have the power to frame the debate because you are establishing the legislative intent of the bill, sometimes in ways that actually move the debate away from people's initially prepped positions.
In a chamber where no one has wanted to sponsor or first negate a bill, especially given you all were able to set a docket, few things make me want to give a total round loss, than getting no speakers and someone moving for a prep-time recess. This happened in the TOC finals two years ago, on every bill. My top ranks went to the people who accepted the responsibility to the debate and their side to give those early speeches.

While I was not able to compete in public forum (It did not exist yet), the squad I coach does primarily POFO. Its unlikely that any resolution will call for a real plan as POFO tends to be propositions of fact instead of value or policy.
I am UNLIKELY to vote for a K, and I don't even vote for K in policy. Moderate speed is fine, but to my knowledge, this format was meant to be more persuasive. USE EVIDENCE and make sure you have Tags and Cites. I want a neat flow (it will never happen, but I still want it)
I WANT FRAMEWORK or I will adjudicate the round, since you didn't (Framework NOT introduced in the 1st 4 speeches will NOT be entertained, as it is a new argument. I FLOW LIKE POLICY with respect to DROPPED ARGUMENTS (if a speech goes by I will likely consider the arg dropped... this means YES I believe the 4th speaker in the round SHOULD cover both flows..)

If you have one advocacy, and you claim solvency on one advocacy, and only if it is implemented, then yeah that is a plan. I will NOT weigh offense from the plan, this is a drop the argument issue for me. Keep the resolution as broad as possible. EXCEPTION, if the resolution is (rarely) EXPLICIT, or the definitions in the round imply the affirmative side is a course of action, then that is just the resolution. EXAMPLE
September 2012 - Resolved: Congress should renew the Federal Assault Weapons Ban
the aff is the resolution, not a plan and more latitude is obviously given.
If one describes several different ways for the resolution to be implemented, or to be countered, you are not committing to one advocacy, and are defending/attacking a broad swath of the resolution, and this I do NOT consider a plan.

If you have any slurred speech, have a high pitched voice, a deep southern or NY/Jersey drawl, or just are incapable of enunciating, and still insist on going too fast for your voice, I will quit flowing and make stuff up based on what I think I hear.
I do not ask for ev unless there is an evidentiary challenge, so if you claim the card said something and I tagged it differently because YOU slurred too much on the card or mis-tagged it, that's your fault, not mine.

I WILL JUDGE NSDA RULES!!!! I am NOT tabula rasa on some theory, or on plans. Plans are against the rules of the event as I learned it and I tend to be an iconoclast on this point. LD was supposed to be a check on policy spread, and I backlash, if you have to gasp or your voice went up two octaves then see below... Topicality FX-T and XT are cool on both sides but most other theory boils down to WHAAAAAAHHHH I don't want to debate their AFF so I will try to bs some arguments.
-CIRCUIT LD REFER to policy prefs above in relation to non topical and performance affs, I will TRY to sometimes eval a plan, but I wish they would create a new event for circuit LD as it is rarely values debate.

Clear VP and VC (or if you call it framework fine, but it is stupid to tell someone with a framework they don't have a VC and vice versa, its all semantics) are important but MORE IMPORTANT is WHY IS YOURS BETTER *OR* WHY DO YOU MEET THEIRS TOO and better (Permute)
IF YOU TRY TO Tier A policy spread, or solo policy debate, you have probably already lost UNLESS your opponent is a novice. Not because I can't follow you, but because THIS EVENT IS NOT THE PLACE FOR IT!!! However there are several people who can talk CLEARLY and FAST that can easily dominate LD, If you cannot be CLEAR and FAST play it safe and be CLEAR and SLOW. Speaker points are awarded on speaking, not who wins the argument....
Sub-pointing is still a good idea, do not just do broad overviews. plans and counter-plans need not apply as LD is usually revolving around the word OUGHT!!!! Good luck claiming Implementation FIAT on a moral obligation. I might interrupt if you need to be louder, but its YOUR job to occasionally look at the judge to see signals to whether or not they are flowing, so I will be signalling that, by looking at you funny or closing my eyes, or in worst case leaning back in my chair and visibly ignoring you until you stop ignoring the judge and fix the problem. I will just be making up new tags for the cards I missed tags for by actually listening to the cards, and as the average debater mis-tags cards to say what they want them to, this is not advisable.
PLANS IN LD
PLANS
If you have one advocacy, and you claim solvency on one advocacy, and only if it is implemented, then yeah that is a plan. I will NOT weigh offense from the plan, this is a drop the argument issue for me. Keep the resolution as broad as possible.
EXCEPTION, if the resolution is (rarely) EXPLICIT, or the definitions in the round imply the affirmative side is a course of action, then that is just the resolution. EXAMPLE
September 2012 - Resolved: Congress should renew the Federal Assault Weapons Ban
the aff is the resolution, not a plan and more latitude is obviously given.
If one describes several different ways for the resolution to be implemented, or to be countered, you are not committing to one advocacy, and are defending/attacking a broad swath of the resolution, and this I do NOT consider a plan.
I repeat, Speed = Bad in LD, and I will not entertain a counter-plan in LD If you want to argue Counterplans and Plans, get a partner and go to a policy tournament.

My previous paradigm preferences are four years old at this point and likely outdated. I have deleted them for now.
I am likely much, much worse at flowing these days than I was when judging all the time. I have been a tournament tab resident for years on end now, and that likely means I'm not as up to date on new progressive developments in rounds.
Here's what I'll say:
- Don't treat me like I'm a dummy, but don't presume I understand everything you're saying. I need you to do the work of explaining arguments, articulating impacts, and explicitly weighing within the round.
- I expect that a PF team going 2nd will have a rebuttal that both answers the opponent's case and rebuilds their own. Any argument not addressed in the 2nd team's rebuttal is a conceded argument, and if the first team makes it a voter, that's likely ballgame (assuming there is offense on the argument for the 1st team).
- I'm watching everything, but if you don't make it matter, it doesn't matter.
- In PF, I'm not going to break my back to follow you at a thousand miles an hour, so if you're fast, I'll give you one verbal "CLEAR" in the round to let you know you're leaving me behind. I will not feel at all responsible for what you might think is a bad decision if the way you're speaking disregards my ability/inability to follow and flow you.
- I expect clear and explicit voters in the final speeches.
- I'm not at all impressed by debaters who are jerks to opponents. This is a community, and everyone in it should be a steward of that community. Decorum, in extreme cases, is a voting issue for me, and I do consider my ballot my greatest means of discouraging outlandish and abusive behavior.
- I want full text reading of evidence, not paraphrasing. Upon the request of the opponent, cards not provided in a reasonable timeframe will be disregarded as if they don't exist.
If you have any specific questions, ask them pre-round.
PF Paradigm: I am an experienced PF judge and PF coach on the national circuit. I judge primarily on impacts. You need to give a clear link story backed up with logic and evidence. Framework is important. Weighing is very important. It is better to acknowledge that your opponent may be winning a certain argument and explain how the impacts you are winning outweigh than it is to ignore that argument made by your opponent. Don't extend through ink. If your opponent attacks your argument you need to respond to that attack and not just repeat your original argument. I don't mind rapid conversational speed - especially while reading evidence, but no spreading. I will keep a good flow and judge primarily off the flow, but let's keep PF as an event where persuasive speaking style, logic, evidence, and refutation are all important. Also let's keep PF distinct from national circuit LD and national circuit policy -although I will listen to any arguments that you present, in public forum, I find arguments that are directly related to the impacts of the resolution to be the most persuasive. Theory arguments as far as arguing about reasonable burdens for upholding or refuting the resolution are fine, but I don't see any reason for formal theory shells in public forum and the debate should be primarily centered around the resolution.
LD Paradigm: I am an experienced LD judge. I do prefer traditional style LD. I am, however, OK with plans and counter-plans and I am OK with theory arguments concerning analysis of burdens. I am not a fan of Kritiks. I will try to be open to evaluate arguments presented in the round, but I do prefer that the debate be largely about the resolution instead of largely centered on theory. I am OK with fast conversational speed and I am OK with evidence being read a little faster than fast conversational as long as tag lines and analysis are not faster than fast conversational. I do believe that V / VC are required, but I don't believe that the V / VC are voting issues in and of themselves. That is, even if you convince me that your V / VC is superior (more important, better linked to the resolution) than your opponent's V / VC that is not enough for me to vote for you. You still need to prove that your case better upholds your V / VC than your opponent's case does. To win, you may do one of three things: (1) Prove that your V / VC is superior to your opponent's AND that your case better upholds that V / VC than your opponent's case does, OR (2) Accept your opponent's V / VC and prove that your case better upholds their V/VC than their case does. OR (3) Win an "even-if" combination of (1) and (2).
CX Paradigm: I am an experienced LD and PF judge (nationally and locally). I have judged policy debate at a number of tournaments over the years - including the final round of the NSDA national tournament in 2015. However, I am more experienced in PF and LD than I am in policy. I can handle speed significantly faster than the final round of NSDA nationals, but not at super-fast speed. (Evidence can be read fast if you slow down for tag lines and for analysis.) Topicality arguments are fine. I am not a fan of kritiks or critical affs.
Mostly a flow judge who appreciates, in cross, civility, clear questions, and direct answers to said questions—experienced in Worlds, PF, LD and Congress. Speak clearly; don't play stupid evidence games. I'm not into K's or attempting to win a round on things not topical to the round. Sometimes in PF I won't flow all the way through focusing more on who wins the offense of the round.=
Congress specific: Advance arguments, challenge one another and know procedure. I will vote up great POs, great congressional-style speakers, and those who are functioning in debate mode (not just speech mode).

PUBLIC FORUM DEBATE PARADIGM:
SHORT VERSION: Flow-leaning "flay" judge. Go slow - speed does not work via Zoom. No jargon. Signpost. Weigh (that means compare) and give me a weighing framework early in round. I need narrative and warrants - please extend them through every speech and into final focus. Summary and Final Focus should be voting issues with weighing framework overview at beginning. Rebuttal should be line-by-line. Be careful with theory and kritiks, as I am generally hostile to both.
Please let me know before the round if you require any accommodations but don’t take advantage of it either. I will try to avoid using pronouns unless competitors disclose preferred pronouns prior to the start of the round.
LONGER VERSION:
BIO: I coached PF, Speech and Congressional Debate for Newton South High School in Massachusetts from 2011 until 2019, at which point I retired to devote more time to my family. I competed in Congressional Debate in high school, APDA parliamentary debate in college and moot court in law school. In real life, I am a corporate attorney for a software company. My former students would describe me as being a flow-leaning "flay" judge since I am not up to speed on the latest PF tech jargon. I've judged late elim rounds at most national tournaments, including the final round at NSDA Nationals in 2018.
SUMMARY SPEECHES: I do not want line-by-line summaries or summaries that are like mini-rebuttal speeches. Your summary should consist of voting issues with a brief framework overview at the beginning. First speaking teams do not need to "frontline" defense in summary; however, if one of your voting issues involves one of your defensive arguments/blocks, you need to extend that defense into your Summary speech.
SPEED: I really struggle with speed, especially with online debates. I can flow slightly faster than a conversational speed but not much more than that. If you go too fast, I will miss things on my flow.
WEIGHING/FRAMEWORK/NARRATIVE: I want comparative weighing, framework and a cohesive narrative. Quantitative impacts mean nothing to me if I don't know how to weigh them and if you do not provide supporting warrants for them. Please extend the warrants and narrative into summary and final focus and don’t lose track of the resolution you are debating when you get to those speeches. Please try to clearly introduce your preferred weighing framework early in the round (top of case and/or top of rebuttal). If you do not provide a framework, I will use my own to evaluate the round (I default to utilitarianism). BUT don't make the round into a framework debate. The best way to win my ballot is to win on your framework and your opponent's framework.
I caution you against spending too much time debating about how to interpret the resolution unless your opponents are doing something super abusive. As a general rule, these types of arguments detract from your narrative.
OFF-TIME ROAD MAPS/ARGUING ABOUT EVIDENCE WHEN CALLING FOR CARDS: Please signpost during your speech instead of giving off-time roadmaps. Please don't argue about what evidence says when calling for cards.
JARGON: I really do not want to hear debate jargon in a PF round. I should not need a glossary or dictionary to judge PF. If you are going to use terms like "terminal defense," you need to explain to me what it means as you would to a lay judge.
FINAL FOCUS: *Slow down* and give me voting issues and weighing analysis. Warrants, links and impacts should all be clearly extended. Please make sure all of your voting issues are in your final focus. If you don't extend something into Final Focus, I will assume that you don't want me to vote on it.
CROSSFIRE: I usually don't flow crossfire, as I try to use at as a time to evaluate how your arguments are interacting with each other. If something happens in crossfire that you want to be a voting issue, please mention it in summary (unless it comes up in grand crossfire) and final focus.
MISREPRESENTING EVIDENCE: Please don't misrepresent evidence. I will dock your speaker points if I call for evidence and discover that you are misrepresenting what it says and, if it's a voting issue, I will give you the loss. If I call for evidence, I am likely to want to see the original source material and NOT just the cut card. Over the years, I have seen many instances where card cuttings have misrepresented evidence and, as a result, I am predisposed to distrust them.
When reading evidence, I don't require exact quotes (especially in rebuttal, summary and FF) but I do expect accurate paraphrasing and for quotes not to be taken out of context. If your evidence doesn't support your contention without your drawing your own conclusions about what the evidence means, make sure you are clear that the conclusions you are drawing are your own conclusions and provide a warrant for those conclusions.
Here is an illustration of what I consider to be misrepresenting evidence:
Saying that your evidence says that, as a general rule, increasing funding for mental health care by 10% reduces homelessness by 5% when your evidence only says that increasing funding for mental health care by 10% reduced homelessness in Boston by 5%.
As a corollary to this, since I take allegations of misuse of evidence seriously, please don't make blippy rebuttals in which you falsely accuse your opponents of misrepresenting evidence as a defensive strategy.
THEORY: Theory argumentation really doesn't belong in PF. The only situation in which I will vote on theory is if a team is engaging in behavior or argumentation that is just intolerably abusive. To win a theory debate with me as your judge, you need to (a) clearly identify the abuse with specificity and (b) clearly explain how the abuse precludes a fair debate. To discourage people from running theory arguments, I will automatically dock 1 speaker point for each debater who runs a theory argument that becomes a voting issue and loses. I will not vote on disclosure theory (unless there is some misdisclosure that you can prove), speaker points theory or any other similar nonsense that is being imported from LD and Policy. Substantive, resolution-based debate is mandatory for you to win my ballot.
KRITIKS: I am ambivalent about Ks in PF because I don’t think the speech times and judging pools allow for them to be run and adjudicated properly. For me to be able to vote on a K, I need to feel that you are actually engaging with the literature and warranting analysis and not just making a cheap attempt at winning a round. HOWEVER, no one should be forced to lose a round simply because of the side of the resolution they were assigned to debate. if you are running a K that forces the other side to make oppressive arguments to win on the flow, I view that as counter to the spirit of public forum debate and exclusionary. Advocate for change - but do so in a way to allows for actual debate and keeps the round accessible to everyone. Also, substantive, resolution-based debate is mandatory for you to win my ballot. If you don't like the resolution, take it up with the Topic Wording Committee outside of the tournament setting and don't compete. Do not run a K in which you claim that a resolution is X, Y or Z and then run a non-topical case.
BE RESPECTFUL: I REALLY hate it when debaters hold up their timers when their opponents are going overtime, roll their eyes, mock their opponents, and make ad hominem attacks against each other.
SPEAKER POINTS: 28 is my baseline for an average debater. I give out maybe 1-2 30's per tournament.

CONGRESSIONAL DEBATE PARADIGM:
This was my event in high school so I have some strong opinions about it. Analysis and quality of evidence are key. But use of both shouldn't be at the expense of your delivery, which should be at a conversational pace and not involve yelling, screaming or speed-reading. To get my "1", you should aim to be the "refreshing voice of reason" in the chamber. In judging, I typically weigh analysis/evidence 66% vs. delivery 33%. I penalize harshly for rehash, especially if you try to extend one-sided debate in order to sneak an extra speech in. You are much better off giving fewer original speeches than multiple speeches that repeat other debaters' arguments. After a couple of cycles of debate, you should be clashing with and referring to other debaters' arguments. I don't like gimmicks or cheesy jokes unless they are especially clever and tasteful. During cross-ex, you should ask thought provoking questions that illustrate the flaws in your colleagues' arguments but you should not be virulently attacking them.

LD/POLICY PARADIGM:
I almost never judge these events. However, if I am judging you in one of them, treat me as a lay judge and don't spread. LD'ers - I am looking for traditional LD, not post-2002 circuit-style LD. Note that I was a Philosophy Minor (almost a major) in college so I am fairly familiar with most famous Western philosophers and their writings, as well as some Eastern philosophy. My views on progressive argumentation in LD are similar to my views about it in PF except that I may be more inclined to vote on a K in LD since the speech times allow for proper development of the arguments. That being said, topicality is mandatory for you to win my ballot, as is debating the actual resolution.
I am a fourth-year PF parent judge from Stuyvesant High School. I flow the round. Feel free to motor through your case, but don't spread or I may miss something. In rebuttal, I expect a specific response to each subpoint of each contention. In summary and/or final focus, you must extend your voters -- with your evidence -- and give me your weighing mechanism for the round. Why should I prefer your evidence over theirs? Write my ballot for me, or you'll be at my mercy. I generally sit back during cross; if you think you have gained something during cross, you or your partner must reiterate it during a subsequent speech. Any rudeness, arrogance or unprofessionalism will be reflected in your speaks. Likewise, clarity of thought and expression will be rewarded.

I probably approach debate with a little more interest in how you are communicating ideas to me than simply the ideas you are communicating. I tend to place a stronger emphasis on persuasion, clarity and depth of analysis than debate “strategery,” i.e. reading as many cards as possible as quickly as possible without much analysis beyond that. This isn’t to say I’ve never voted quantity over quality, but it doesn’t happen often.
You’ll find that I will follow, flow and like your debates better if these things occur:
- You are organized and signpost well.
- You slow down on tag lines and, at the very least, pretend to care about the arguments you are reading
- You don’t rush through one-line hyper-technical arguments like theory
- You frame the debate clearly, by telling me what arguments matter and why
- You are responsible with your arguments and kind to your opponents
I like debates the best when there is a clear explanation of what it is I’m supposed to do. Tell me what to do. Tell me how to vote. Tell me why you want me to vote that way. Absent those kinds of instructions, I’m likely to defer to however it is I defer in any given debate round, and this could frustrate you. So, tell me how you want me to view and understand things. I’m not telling you to read framework, but I am telling you to frame the debate. Do that kind of meta-analysis that explains how arguments interact and how they should lead up to a decision in your favor and you’ll make me as happy as a clam. As a result, you’ll rarely hear me complain about an overview in the 2NR/2AR.
I despise debates without clash because I’m ultimately left debating the issues myself and that annoys me greatly.
While I’m likely to prefer a good “K” round over a good “policy” round, I would prefer a good “policy” round over a generic/bad/confusing “K” round. At the end of the day, I want you to be smart, avoid cheap shots and make good arguments. 99% of the rounds I debated involved “K” arguments, so I tend to approach debate with that kind of background.

Overarching philosophy of debate/judging (scroll down for thoughts on arguments)
I used to judge a good amount. That has not been the case. I taught at Michigan this summer and probably judged about 15 debates there .
Debate is about having fun - you should read arguments that you enjoy regardless of my past debate background or what arguments my students may or may not read.
Debate is about communication, response, and oral argumentation - if it wasn't in the debate or if it was not clear to me in a debate, it's not a thing. All arguments should have some level of engagement with what the opposing team is saying or they are just floating statements. I try to judge all debates through a lens of, how will I explain to the losing team why they did not win and how can I explain how they could have won.
Debate should be a safe space - be respectful to your partner and opponents; if your "thought experiment" includes trivializing genocide, suicide, x identity, you should consider the impact that that argument might have on your opponents and anyone watching the debate. I understand that discomfort in engaging new areas of literature can be beneficial but there is a line between that and making people feel uncomfortable talking about their own identity (literally referring to CX exchanges with this example). If this is egregious I will feel compelled to intervene.
Thoughts on specific arguments
Topicality - it's fine. Probably hard to win in front of me. What I would call a "low probability victory" because I think most debates fall down into infinitely regressive limits debates that are easily resolved - for me - with reasonable interpretations (that means the aff would have to extend a reasonable interpretation!). To be successful in front of me I think that debating topicality more like a DA (link explanation + impact) and then debating interpretations like a CP (what the debates under each interpretation would be like and why they are good).
Counterplans - they're good. Consult CP's are fine. Condition CP's are fine. Process CP's are mostly fine. Delay CP's are mostly fine. Advantage CP's are good. Agent CP's are good. International Actor CP's are fine. States CP's are good. 2NC CP's are questionable. Offsets CP's can be fine. Affs can be most successful in front of me by explaining what is different between the plan and counterplan and then explaining why that difference is impacted by a specific aff advantage / internal link scenario). Final thought is that the aff often forgets to point out that the billion plank advantage cp prolly links to politics.
Counterplan theory - conditionality is probably good because the alternatives create worse debates. I evaluate these debates technically, which often gives a slight advantage to the neg, and look for impact calculus that never materializes (which is also good for the neg). Also, most things just don't make sense as voting issues except conditionality. If you want to be successful with counterplan theory in front of me, see my notes about topicality. And be very clear about what you want me to do and why (reject the argument, stick them with it, they lose, etc).
Disadvantages - they're good. Politics DA's are good. Elections DA's are okay. Rider DA's are so-so. Tradeoff DA's are good. Economy DA's are good. Spending DA's are so-so. I think intrinsicness is interesting, turns case is a big deal, contextualizing size of DA vs size of case is helpful for all. Negs who make their DA's bigger in the block (impact wise) are often successful in front of me.
Kritiks - they're good. I believe my voting record skews neg because of most aff teams' inability to generate offense. Aff perm strategies are okay but should be contextualized with offense, solvency deficits, etc. I default to fiat meaning "imagine" so sure we arent going to start a world revolution but I could certainly imagine that or we could talk about if that's a good thought experience. I would give myself a "B" for K literacy fluency.
T USFG/Framework - it's good. But ... I believe my voting record skews the other way. I've had the pleasure of many coaches angrily asking me about arguments that weren't in the debate. I view debate as a communication activity and I only consider the arguments presented in the debate. Coaches get upset when this emphasis on technical execution seems to "hurt" their framework team. I think the data bears out that I am winnable for either side. I will say that affs that don't read a plan AND are not in the same direction as the resolution OR don't read a plan AND are not related to the resolution have a low win rate in front of me. See notes about debating topicality in front of me.
Ethics - clipping is bad. Miscutting evidence is bad. Misrepresenting evidence is bad. Misdisclosing is bad. Are any of these things auto-losses in-front of me? Probably not. Context matters. If one piece of evidence is miscut or misrepresented, it seems reasonable to just imagine that card wasn't read. If someone does want to stake the debate on one of these things that can be verified, I can be persuaded. If team A asserts that team B has clipped or miscut evidence, and stakes the debate on it, and is wrong, team A would lose. That's what it means to stake the debate on something.
Speaker points - I know I look 16 but I'm much older. So are my points. I'm trying to be better to represent changing norms but that's a thing. If you lose you're probably getting a 28 something if you were reasonable. If you weren't reasonable you're probably getting a high 27. If you win I try to think about if I would expect the team to break at the tournament. If so they're probably getting a 29. Then relative comparisons to other people in the debate kick in. Things that bump your points up: clarity, cx, respecting your opponent, judge instruction, evaluation and assessment based arguments at the end. Things that can bump your points down: being hard to understand/follow, being mean, not kicking arguments correctly, not attempting line by line, only reading cards, not answering / not letting your partner answer in cx, not disclosing to your opponent before I get there, tech incompetence, prep shenaningans.

Here are the two things you care about when you are looking to do the prefs so I’ll get right to them:
1. Conditionality: I think rampant conditionality is destroying the educational aspects of debate slowly but surely. You should not run more than one conditional argument in front of me.
Reading a K without an alternative and claiming it is a “gateway” issue doesn’t count. First, it likely contradicts with your CP, which is a reason that conditionality is both not educational and unfair. Second, there are no arbitrary “gateway” issues – there are the stock issues but methodology, for example, is not one of them the last time I read Steinberg’s book.
I also think there is a big difference between saying the CP is “conditional” versus “the status quo is always an option for the judge”. Conditional implies you can kick it at any time, however, if you choose not to kick it in the 2NR then that was your choice. You are stuck with that world. If the “status quo is always an option” for me, then the negative is saying that I, as the judge, have the option to kick the CP for them. You may think this is a mere semantic difference. That’s fine – but I DON’T. Say what you mean and mean what you say.
The notion that I (or any judge) can just kick the CP for the negative team seems absurd in the vein of extreme judge intervention. Can I make permutation arguments for the aff too? That being said, if the affirmative lets the negative have their cake and eat it too, then I’ll kick CPs left and right. However, it seems extremely silly to let the negative argue that the judge has the ability to kick the CP. In addition, if the negative never explicitly states that I can kick the CP in the 2NR then don’t be surprised when I do not kick it post-round (3NR?).
Finally, I want to note the sad irony when I read judge philosophies of some young coaches. Phrases similar to “conditionality is probably getting out of hand”, while true, show the sad state of affairs where the same people who benefited from the terrible practice of rampant conditionality are the same ones who realize how bad it is when they are on the other side.
2. Kritiks: In many respects going for a kritik is an uphill battle with me as the judge. I don’t read the literature and I’m not well versed in it. I view myself as a policymaker and thus I am interested in pragmatics. That being said, I think it is silly to dismiss entirely philosophical underpinnings of any policy.
Sometimes I really enjoy topic specific kritiks, for example, on the immigration topic I found the idea about whether or not the US should have any limits on migration a fascinating debate. However, kritiks that are not specific to the topic I will view with much more skepticism. In particular, kritiks that have no relation to pragmatic policymaking will have slim chance when I am judging (think Baudrillard).
If you are going for a K, you need to explain why the PLAN is bad. It’s good that you talk about the impact of your kritik but you need to explain why the plan’s assumptions justify that impact. Framing the debate is important and the frame that I am evaluating is surrounding the plan.
I am not a fan of kritiks that are based off of advantages rather than the plan, however, if you run them please don’t contradict yourself. If you say rhetoric is important and then use that same bad rhetoric, it will almost be impossible for you to win. If the 1AC is a speech act then the 1NC is one too.
I believe that the affirmative should defend a plan that is an example of the current high school or CEDA debate resolution. I believe that the affirmative should defend the consequences of their plan as if the United States or United States federal government were to actually enact your proposal.
The remainder:
“Truth over tech”? I mull this over a lot. This issue is probably the area that most judges grapple with, even if they seem confident on which side they take. I err of the side of "truth over tech" but that being said, debate is a game and how you perform matter for the outcome. While it is obviously true that in debate an argument that goes unanswered is considered “true”, that doesn’t mean there doesn’t have to be a logical reason behind the argument to begin with. That being said, I will be sensitive to new 2AR arguments as I think the argument, if logical, should have been in the debate earlier.
Topicality: Topicality is always a voting issue and never a reverse voting issue. I default to reasonability on topicality. It makes no sense to me that I should vote for the best interpretation, when the affirmative’s burden is only to be good. The affirmative would never lose if the negative said there is better solvency evidence the affirmative should have read. That being said, I understand that what “good’ means differs for people but that’s also true for what “better” is: both are subjective. I will vote on competing interpretations if the negative wins that is the best way to frame the debate (usually because the affirmative doesn’t defend reasonability).
The affirmative side has huge presumption on topicality if they can produce contextual evidence to prove their plan is topical. Specific examples of what cases would be/won’t be allowed under an interpretation are important.
People think “topical version of the aff” is the be all end all of topicality, however, it begs the question: is the aff topical? If the aff is topical then just saying “topical version of the aff” means nothing – you have presented A topical version of the aff in which the affirmative plan is also one.
Basically I look at the debate from the perspective of a policy debate coach from a medium sized school: is this something my team should be prepared to debate?
As a side note – often times the shell for topicality is read so quickly that it is very unclear exactly what your interpretation of the topic is. Given that, there are many times going into the block (and sometimes afterwards) that I don’t understand what argument you are making as to why the affirmative is not topical. It will be hard for me to embrace your argument if I don’t know what it is.
Counterplans: It is a lot easier to win that your counterplan is theoretically legitimate if you have a piece of evidence that is specific to the plan. And I mean SPECIFIC to the plan, not “NATO likes to talk about energy stuff” or the “50 states did this thing about energy one time”. Counterplans that include all of the plan are the most theoretically dubious. If your counterplan competes based on fiat, such as certainty or timeframe, that is also theoretically dubious. Agent counterplans and PICS (yes, I believe they are distinct) are in a grey area. The bottom line: the counterplan should not be treated as some throw away argument – if you are going to read one then you should defend it.
Theory: I already talked a lot about it above but I wanted to mention that the only theoretical arguments that I believe are “voting issues” are conditionality and topicality. The rest are just reasons to reject the argument and/or allow the other side to advocate similar shenanigans. This is true even if the other side drops the argument in a speech.
Other stuff you may care about if you are still reading:
Aspec: If you don’t ask then cross-examination then I’ll assume that it wasn’t critical to your strategy. I understand “pre-round prep” and all but I’m not sure that’s enough of a reason to vote the affirmative down. If the affirmative fails to specify in cross-examination then you may have an argument. I'm not a huge fan of Agent CPs so if this is your reasong to vote against the aff, then you're probably barking up the wrong tree.
**Addendum to ASPEC for "United States"**: I do think it is important for the aff to specify in cross-ex what "United States" means on the college topic. The nature of disads and solvency arguments (and potentially topicality) depend on what the aff means by "United States". I understand these are similiar arguments made by teams reading ASPEC on USFG but I feel that "United States" is so unique and can mean so many different things that a negative team should be able to know what the affirmative is advocating for.
Evidence: I put a large emphasis on evidence quality. I read a lot of evidence at the end of the debate. I believe that you have to have evidence that actually says what you claim it says. Not just hint at it. Not just imply it. Not just infer it. You should just read good evidence. Also, you should default to reading more of the evidence in a debate. Not more evidence. More OF THE evidence. Don't give me a fortune cookie and expect me to give the full credit for the card's warrants. Bad, one sentence evidence is a symptom of rampant conditionality and antithetical to good policy making.
Paperless: I only ask that you don’t take too much time and have integrity with the process, e.g., don’t steal prep, don’t give the other team egregious amounts of evidence you don’t intend to read, maintain your computers and jump drives so they are easy to use and don’t have viruses, etc.
Integrity: Read good arguments, make honest arguments, be nice and don’t cheat. Win because you are better and not because you resort to cheap tricks.
Civility: Be nice. Debate is supposed to be fun. You should be someone that people enjoy debating with and against – win or lose. Bad language is not necessary to convey an argument.
Framework itself is not an argument, and don't have one if you won't use it.
Any evidence not made readily and fully available to the other team won't be evaluated.
Provide a weighing mechanism, explain why it's preferable to your opponent's (if different) AND actually weigh your arguments or I'll do it for you, and you may not like the outcome.
I flow and will know if you drop things.
I did extemp and policy debate in high school at College Prep in California. I did policy debate in college, at UC Berkeley. I am a lawyer, and my day job is as a professor of law and government at UNC Chapel Hill. I specialize in criminal law.
I coached debate for many years at Durham Academy in North Carolina, mostly public forum but a little bit of everything. These days I coach very part time at Cedar Ridge High School, also in North Carolina.
I'll offer a few more words about PF, since that is what I judge most frequently. Although I did policy debate, I see PF as a distinct form of debate, intended to be more accessible and persuasive. Accordingly, I prefer a more conversational pace and less jargon. I'm open to different types of argument but arguments that are implausible, counterintuitive or theoretical are going to be harder rows to hoe. I prefer debates that are down the middle of the topic.
I flow but I care more about how your main arguments are constructed and supported than about whether some minor point or another is dropped. I’m not likely to vote for arguments that exist in case but then aren’t talked about again until final focus. Consistent with that approach, I don’t have a rule that you must “frontline” in second rebuttal or “extend terminal defense in summary” but in general, you should spend lots of time talking about and developing the issues that are most important to the round.
Evidence is important to me and I occasionally call for it after the round, or these days, review it via email chain. However, the quality of it is much more important than the quantity. Blipping out 15 half-sentence cards in rebuttal isn’t appealing to me. I tend to dislike the practice of paraphrasing evidence — in my experience, debaters rarely paraphrase accurately. Debaters should feel free to call for one another’s cards, but be judicious about that. Calling for multiple cards each round slows things down and if it feels like a tactic to throw your opponent off or to get free prep time, I will be irritated.
As the round progresses, I like to see some issue selection, strategy, prioritization, and weighing. Going for everything isn't usually a good idea.
Finally, I care about courtesy and fair play. This is a competitive activity but it is not life and death. It should be educational and fun and there is no reason to be anything but polite.

I coach in Taipei, Taiwan. Online tournaments are most often on US timezones - but we are still competing/judging. That means that when I'm judging you, it is the middle of the night here. I am doing the best I can to adjust my sleep schedule (and that of my students) - but I'm likely still going to be tired. Clarity is going to be vital. Complicated link stories, etc. are likely a quick way to lose my ballot. Be clear. Tell a compelling story. Don't overcomplicate the debate. That's the best way to win my ballot at 3am - and always really. But especially at 3am.

Paradigm
You can ask me specific questions if you have them...but my paradigm is pretty simple - answer these three questions in the round - and answer them better than your opponent, and you're going to win my ballot:
1. Where am I voting?
2. How can I vote for you there?
3. Why am I voting there and not somewhere else?
I'm not going to do work for you. Don't try to go for everything. Make sure you weigh. Both sides are going to be winning some sort of argument - you're going to need to tell me why what you're winning is more important and enough to win my ballot.
If you are racist, homophobic, nativist, sexist, transphobic, or pretty much any version of "ist" in the round - I will drop you. There's no place for any of that in debate. Debate should be as safe of a space as possible. Competition inherently prevents debate from being a 100% safe space, but if you intentionally make debate unsafe for others, I will drop you. Period.
One suggestion I have for folks is to embrace the use of y'all. All too often, words like "guys" are used to refer to large groups of people that are quite diverse. Pay attention to pronouns (and enter yours on Tabroom!), and be mindful of the language you use, even in casual references.
I am very very very very unlikely to vote for theory. I don't think PF is the best place for it and unfortunately, I don't think it has been used in the best ways in PF so far. Also, I am skeptical of critical arguments. If they link to the resolution, fantastic - but I don't think pre-fiat is something that belongs in PF. If you plan on running arguments like that, it might be worth asking me more about my preferences first - or striking me.
Paradigm for Kentucky Opener (9/18)
I debated for four years at Stoneman Douglas (FL) and three years at the University of Kentucky where I received degrees in both Philosophy and Engineering. During my debate career, I primarily read kritikal positions in the vein of Baudrillard/Zizek/Badiou/anti-cap as well as some Nietzschean positions.
In terms of my preferences, I would consider myself a flex judge. The longer I have spent not competing in debate (~6 years), the more agnostic towards form and style of debate I have become. To that end, I am willing to vote for nearly any coherently explained and well supported framework that is advanced, however, remember that the use of vogue tech-y shorthand that I am not aware of may be to your detriment. In general, do your thing, and as long as it is well executed, you won't have a problem with me.
Some particular things I feel necessary to highlight:
- Don't steal prep time. I won't make you take prep time to flash documents, but don't abuse that inclination. If you're obviously (and it's always obvious) continuing to prep under the guise of flashing, then you're burning your credibility in my eyes.
- Rebuttal speeches should not just be restatements of constructives. Extensions should utilize embedded clash and advance your argument rather than remind me its still on the flow.
- Normally I'm not a fan of voting on topicality, particularly for popular affirmatives on the grounds that the Negative was unable to prepare/predict/respond to it fairly. That being said, I am more amenable to topicality arguments at a season opener, so keep both those things in mind.
- Theory based arguments have an important role in debate, and while I will vote for them, I would much prefer to vote on something substantive over a "gotcha," "you dropped this" generic theory argument.
- I would consider myself to have a fairly good pre-round understanding of many critical authors, but be careful to not lean too much on that.
- Evidence/Cards contain warrants, not mere assertion. Cards/Evidence that are highlighted too creatively will be given less credence than higher quality cards/evidence.
- Spreading is fine, but given that I judge 2-3 tournaments a year on average, clarity is more important than quantity.
Beyond that, I am more than happy to answer any other questions or concerns you might have about the way I tend to adjudicate rounds.
I am the Scott Woods who teaches and coaches at BASIS Scottsdale in Arizona. There are others. For instance, I am not the slam poet Scott Woods (although I enjoy his work), so if you try a slam poetry case because you think that your judge is a pretty famous slam poet, you will probably be disappointed by the ballot.
About me: I teach middle school English and high school speech and debate. I competed in interp and platform events in college. I'm a Scoutmaster, a Republican, and I go to church regularly. Many people who know me don't believe that I am as conservative as I think I am.
I want the debate round to be for the benefit of the debaters. I have been coaching and judging debate for several years, mostly in PF, but some LD. I also judge policy rounds occasionally. I've judged at the TOC four times and at NSDA Nationals three times. When I judge on a panel, my decision is often different from the majority, possibly because my judging skills are so refined and subtle, or maybe for other reasons that escape me.
I think of debate as an educational game that should be fun, challenging, and life changing for the good. I don't like sneaky approaches to debate, tricks, or unsporting behavior. I especially don't like anything that attempts to achieve an unfair advantage over an opponent. Among the behaviors I don't like to see are spreading, because it seeks to gain a time advantage by squeezing more content in the given time, forcing one's opponent either to spread or to be disadvantaged, because it makes debate into a ridiculous exercise (and I consider making good things appear ridiculous in order to achieve personal gain to be bad form), and because it is aesthetically unpleasant (and I consider intentional ugliness inflicted on others to be bad form). Also, if you spread I won't flow as much, won't understand as much, and won't believe you as much. If both teams spread, then I'll just have to guess at who won, which is very likely something that you don't want me to do. Please speak in a clear, persuasive voice at a reasonable public debate speed, and be sure to point out when the other side is spreading, show the harms, then show why they should lose on that. I'll probably buy it.
If your debate strategy includes using tactics that have the effect of giving you an unfair advantage over your opponent, your chances of winning will go down. Your arguments should give you the advantage, not your sneaky approach, your hidden claims, your abusive framework, or your tricky wording. Again, call out your opponent's sneakiness. This is especially fun and elegant in an LD round when your opponent values morality, justice, fairness, etc., and you call them out for violating standards of morality, justice, or fairness.
I prefer clear, well-reasoned arguments that are logically valid and well supported by warrants and evidence. I also value impacts. Show me magnitude and probability. I will evaluate these by taking on the stance of an intelligent person who is well educated, open minded, and not a fool. If you read a card but don't put it into the context of a clear argument, then I won't care about it. You have to use evidence to support your warranted arguments. Your cards are your evidence. I hear many LDers giving lengthy quotes of dense philosophy, without contextualizing the quoted speech. I would much prefer that you summarize the entire argument of the philosopher clearly, briefly, and accurately, rather than quoting some paragraph that seems to support your interpretation. I almost never buy appeals to authority. If you say that Philosopher X says Y, therefore Y is true, I will probably not believe you. Feel free to call your opponent on this.
Since I think that debate is a worthwhile activity that can positively shape the character of youth, I value having fun and being nice. I don't want to spend an hour or so with people who are being mean to each other. Let's have fun and enjoy the round.
I won't leave my knowledge, training, or prejudices at the door, mainly because I can't (if I were truly tabula rasa, I would be an infant or an imbecile). Instead, I'll try to be aware of them and limit the impact of my own opinions or knowledge on the debate. If you don't make the argument, I will try not to make it for you. You must do all the work in the debate. I will, however, apply my knowledge of effective argumentation and the "reasonable person" test to the arguments in the debate. If you give me a weighing method and a clear path to signing the ballot for you, your chances of winning the round go up. Please understand that I will fail to leave behind my biases, assumptions, prejudices, etc. This is a feature of being human. We can't control the processes of our thought very well, and we are largely unaware of what guides and controls our thinking. Your job as a debater is to make these biases, assumptions, and prejudices irrelevant against the overwhelming power of your arguments. Good luck.
Please understand that I will likely be judging you after having taught children all day or having traveled a long distance and slept poorly. I will probably not be at my best. This is true for many of your judges. You should consider taking this into account when you write your cases and make your arguments. After you lose a round that you think you should have won, don't complain about the stupid judge. Instead, consider what you could have done differently to compensate for that judge not being at his or her cognitive best. That's your responsibility. I don't want to think during a round. Thinking is hard. It's not my job. I often disappoint debaters when I am required to think. Your job is to pre-think the round for me, better than your opponent does. The team that does this best will win.
It's up to the round to decide on the framework. If your framework is abusive or unreasonable, I'll drop it and favor your opponent's analysis, especially if your opponent calls it out as such. I prefer realistic frameworks that generously look at the resolution as though the debate were really a public forum (even in LD) for discussing an important issue. I also prefer realistic arguments that are accessible to the public.
It bothers me when debaters don't know their case because someone else wrote it, they haven't researched the topic, or they are just using the cards that came with the briefs without trying to understand the bigger picture. This become a problem when debaters misinterpret cards or philosophers they don't understand. If your opponent calls you on your card and disputes what it means, then I will call for the card at the end of the debate and make my own judgment. I don't want to do this for a number of reasons, mainly because I don't want to do the work that you should be doing. That being said, I know a lot about many subjects, so if I think that you are misinterpreting a card, I may call for it, even if your opponent has not called you out on it. I don't like to do this, but I also don't like misinterpreted or false cards to affect a round, and I don't expect high school students to have comprehensive knowledge of the world. If I think that your card was misinterpreted, then I will drop the argument it supports.
Please do the work for me. Make it easy for me to decide who wins. Tell the story of the round. Be organized on the flow in your rebuttals.
If your opponent calls for a card, they may continue to prep while you search for it, without that time counting against their prep. This is the procedure at the TOC, which I particularly like because it encourages teams to provide their opponents with the cards they ask for in a timely manner. If you don't have the card, and the context surrounding it, then I will drop the argument that is supported by the card. If your card clearly says something other than what you say it does, I will very likely vote for the other side. Please don't misrepresent your evidence.
Regarding policy debate: Every round that I have judged in policy debate has come down to judge adaptation. Whoever adapts best to my limitations as a judge (see above) will likely win the round (or, if you prefer, my ballot). My recommendation is that policy debaters should have two cases: one that they normally run and another that they write for judge adaptation. Debaters should also practice adaptation whenever they can, making sure that their arguments are comprehensible (at a minimum) and convincing (this should be the target) to normal, educated people.
