Congressional Debate Paradigm List
All Paradigms: Show HideI have participated in Congressional Debate (as a debater, judge, or coach) for 25 years. As a judge, I am looking for a well-rounded speech that emphasizes real debate (review the debate section below). When evaluating your speeches, I focus on what I like to call the "Six D's of Debate":
Definition - This can also be referred to as organization. I am looking for a relevant, attention-grabbing introduction; a sign-post/road map/outline statement (i.e. for the following two/three reasons: Reason 1, Reason 2, and Reason 3; I urge you to pass/fail this bill/resolution); two to three well defined arguments(claim, reference to previous speaker if applicable, evidence in the form of a quote or paraphrase, analysis of evidence, brief statement leading to the next argument) that authentically leads to the following argument, re-statement of sign-post/road map/outline statement, and a conclusion that ties back to the introduction. Timing also plays a crucial role in this facet; should you go drastically over or under your allotted time, it will likely impact your score.
Due Diligence - The use of evidence and the analysis/synthesis of that evidence is a key factor in debate. Evidence should be as recent as possible, from reliable sources, preferably referencing peer-reviewed studies. Quantitative evidence (evidence based on numbers) is better than qualitative evidence (evidence based on observation) or anecdotal evidence(evidence based on opinion). Avoid having your evidence speak for you; I am not interested in hearing a spoken version of a well-written study or news article. I am more interested in how you analyze/synthesize your evidence to support the claim of your argument.
Debate - Unless you are giving the first speech on a particular topic, I will expect that some, if not all, of your arguments directly refute previous speakers whom you are speaking against. I have always believed that the greatest skill in debate is not speaking, but rather listening; targeted arguments against another individual's claims prove that one is not just making arguments to prove their point but that they are actually listening and responding to the other side. As such, debate is heavily weighed in my scoring considerations.
Delivery - How you deliver your arguments will be taken in consideration when determining your final score for a speech. Movement should occur (walking from here to there, hand movements) but it should appear purposeful and natural. Your delivery should also appear to be extemporaneous and unscripted. Word ruts and extended pauses should be avoided.
Defense - Your ability to respond to questions and defend your arguments is a major part of Congressional Debate. Thoughtful responses to impromptu questions demonstrate your depth of understanding about the topic. Responses should be concise; this is not an opportunity to extend your speech.
Other Notes:
If you give the first speech on a topic, prefutation (mentioning future debaters' arguments and addressing them before they can make that arguments) is appreciated. Also, as the first speaker on a topic, you are responsible to outline the problem and explain how the proposed legislation is the best solution to the problem.
Avoid referencing current and former lawmakers (Congressmen, Senators, Presidents) as a source of evidence. You do not know what they are basing their opinions; it could be faulty logic or poor research.
Please be prepared. If you are presenting a paper critique/ballot to a judge, be sure it is filled out in its entirety. Judges complete anywhere from 15-25 critiques/ballots a session; they do not need to do any extra writing.
I am not a fan of debaters referencing themselves as adults in Congress and saying things like, "When I was in high school..." You are in high school, and these are unnecessary theatrics.
For Congressional Debate, my primary focus is on logical arguments that are well-constructed with quality evidence to support your claims. I appreciate rhetoric and impacts, but I will discount scores if these replace analysis and evidence. Refutations are essential to a strong score but require more than just a claim – give me the analysis and back it up with evidence.
I highly respect constitutional arguments and discount for affirmations of an unconstitutional bill.
It is essential to me that competitors remain in the role of a congressperson, showing respect to the chamber and following proper parliamentary procedure. I encourage everyone to remember to address their colleagues with the proper honorarium (Representative/Senator) at all times, and to avoid using Mr./Ms. personal titles as they both assume gender identity and may be considered dismissive at times.
I respect competitors who are active in the chamber and strongly disagree with the trend of some competitors to press for a base-2 model. Finally, while our U.S. congresspeople may lack persuasive speaking skills, I highly value presentation skills in congressional debate.
As a parliamentarian, I value a presiding officer who is, of course, familiar with both Roberts Rules and the rules set forth by the tournament. However, I do not mind if the PO asks questions to confirm procedures or tournament preferences. The PO should always strive to run a fast and fair chamber to allow everyone opportunities to speak. I prefer to remain as quiet as possible giving the PO the control of the chamber. I will intervene only if the PO makes an incorrect ruling that will impact the results of the session, makes an error in precedence/recency (though I will certainly give the chamber a chance to catch this first), or to insure fairness to everyone in the chamber. I encourage the PO to take charge of the chamber, to rule motions dilatory when appropriate, and to remind the congresspeople of proper procedures when needed. However, I do believe these corrections can be done with respect and kindness.
Though I strive to allow the chamber to function without my input, I will step in if I suspect there is bullying in play, or if I sense discrimination within the chamber, either intentional or unintentional. I support the NSDA's position that every student deserves a caring and welcoming environment—one that is committed to conditions of fairness, fosters inclusion, affirms identity, celebrates lived experiences, and protects from harassment and discrimination.

My philosophy towards debate is that it should be a fun, engaging activity that challenges both you and your competitors in an academic environment. As debaters, your role is to develop and present well-thought-out, strategic arguments that foster healthy and respectful debates between both teams. My role as the judge is to evaluate the arguments you present and determine which team has the better arguments. One important thing I've learned through coaching is that I'd much rather watch a debate where participants are genuinely engaged with the arguments they enjoy than see debaters adjust their strategy based on what they think I want. For me, the ideal debate is fun, educational, and thought-provoking. I have only three expectations for every round: 1. Be respectful 2. Defend strong, well-supported evidence 3. Provide direct clash between opposing arguments. If you can meet these criteria, then I am your judge.
I prioritize clear judge instruction and strong argument framing in the 2NR and 2AR, with your final speeches showing why your arguments matter in the broader round. My background is in traditional policy debate (T, CP, DA), but I’ve judged various styles and value an RFD that reflects your key points. While I default to Tech over Truth, dropped arguments are decisive. Truth may take precedence in rare cases of blatantly false claims with real-world implications. That said, 99% of the time, I stick with Tech.
In case debates, I value a mix of offensive and defensive arguments. On-case arguments are often underused but effective alongside off-case positions. For Topicality, include all parts (Interpretation, Violation, Standards, Voters), and spend the full 2NR on it. Against policy affs, provide a list of topical affirmatives that solve advantages; I’m skeptical of T Arguments without strong evidence of ground loss or a robust case list. For DAs, emphasize how the DA outweighs and turns the case with clear links, and both sides should engage in impact comparison. Counterplans need to clearly solve some portion of the aff and demonstrate a net benefit. For Ks on the neg, have an alt that solves, a clear link, and defend your framework/literature. On theory, I need clear in-round abuse examples. Condo is fine with some limits, but if you want a theory argument to win, it needs full time in the 2AR.
You can spread if done properly, focus on clarity, balanced volume (loud but not yelling), and varying speed: slowest for analytics, moderate for tags, and fastest for evidence. Start slower if I have never judged you before, then progress in speed throughout your speech. Open CX is fine if both teams agree, but both partners must participate equally, or I will dock speaker points. Prep time starts when CX or a speech ends, with a brief grace period for timers, and ends when the speech doc is saved; sending the doc doesn’t count unless it’s excessive or feels like stealing prep. Sign-posting is crucial, use vocal cues (e.g., “Next”) and adjust speed to signal transitions. For argument extensions, explain how evidence applies to the round—saying “Extend Benson 24” without context won’t be flowed.

I believe high-school debate should have three goals:
[1] Education to improve research skills (reading and understanding articles). Therefore:
* I generally prefer truth (evidence) over tech (theory).
* I generally prefer fewer but well-warranted claims over more but poorly-warranted claims.
* Quantitative evidence & impacts often beat qualitative evidence & impacts (unless you weigh them well!).
* [Research shows that empirical evidence does change people's minds (eg, Wood and Porter 2018). Bennyboi Shapiro ain't right about much, but he's right about "facts and logic".]
[2] Competition to improve communication skills (listening and speaking). Therefore:
* If you don't say it, I don't flow it. Guide me.
* I generally prefer fair-ish rounds with roughly equally accessible ground.
* I generally prefer clarity and concision over speed.

[3] Provide an accepting and enjoyable space. Bigotry has no room here. Don't attack your opponent, attack their arguments. Four-letter words are fine. Humor is wonderful. Be yourself. Relax, you'll do fine.
Congress paradigm:
All speeches: Debate the bill!
* Stock bad: Debate about the bill! Don't give generic introductions. Don't give generic arguments.
* Link bill to impact: Don't just say "impact X is bad" or "X is good". Do provide evidence that "bill does Y and Y causes X".
* Weigh impacts: Do give impacts for each argument. Do weigh impacts against opposition's impacts.
Negative speeches: Demonstrate harm!
* Insufficiency is not a harm: Don't just say "bill is bad because it doesn't do X" unless you provide evidence that "bill is mutually exclusive with X".
* Complacency is usually not a harm: Don't say "bill is bad because it partially solves X, which makes people complacent about X" unless you provide evidence that "partially solving X makes people complacent about X".
First affirmative and first negative speech: Provide framework!
* Provide framework: Establish the framework to weigh impacts for the debate.
Later speeches: No rehash!
* No rehash: Don't make the same arguments unless you give new evidence.

My name is Michael Buck and I am a Congressional and World Schools debate coach from Indiana. I have experience coaching Lincoln-Douglas debate. I have been a debate coach since 2015. I also have experience coaching public address speech events.
I am a traditional judge. I look for impacts and how your case connects to the resolution or legislation. I do not like spreading. Persuade me on the merits of your case. I look for classic elements of debate.
Congressional Debate Paradigm:
I'm looking for the best legislator overall which means I am considering your holistic participation in the round including the types of speeches you have given and the questions you've asked. I love that Congress is a unique blend with an emphasis on delivery and debate/analysis in the round.
Additionally, I value evidence based debate with credible sources. Cite a source so I can look at it if I'm interested.
Please don't re-hash arguments--Know when it's time to move on. I flow the round and will know when you re-hash arguments and evidence. It's also important to know where/when you are speaking in the round in terms of what type of speech you are giving.
Be prepared to speak on either side of a bill.
You are also role playing as a legislator--remember this as well.
I competed in mostly Congress and extemp in high school, but I dabbled in PF. I also have a tiny bit of Policy and Worlds experience. Since graduating high school, I have judged locally in Northeast Ohio and on the Circuit (for Hawken), mostly in PF and LD but also a little Congress, since Fall of 2018. Here are some thoughts; I often update them after a tournament if something stands out to me.
Congress:
I flow Congress rounds, and I expect you to treat it like a debate event. I won't rank you if you're not a good speaker/presenter, but you also won't rank if you're not a good debater.
The top people on my ballot will need to do a few things:
1) Know your place in the debate. Are you giving a 1A or 1N? Set up the issue and relate it to the bill. Early-Middle of the round? You can give me a new point or two, but make sure you're refuting (and, for the record, just name-dropping somebody doesn't count as refuting). Late-middle? You should be mostly refuting. Last? Crystalize, summarize.
2) Show me that you're versatile. All other things equal, I will rank the person that gave an early and a late speech (see Point #1) higher than the person who gave two early speeches or two late speeches. That being said, I will probably think more of you if you give two late speeches vs two early speeches, because I think refutation is more impressive than a canned speech.
3) This line appears in my paradigm for every debate event I judge: You should not use evidence without logic. You should not use logic without evidence. If you read evidence and do nothing to contextualize it or explain it, I will likely not weigh it much. If you go on a wild logical tangent with no evidence, I will likely not weigh it much.
4) Impact.
5) Be good at answering questions. Be good at asking questions. Do both things consistently.
6) Don't be a jerk. I'm not going to describe what being a jerk entails, but you know it when you see it.
I'm also more than happy to rank POs, and I do it often. I judge the PO in the context of the round, and will rank anyone (often highly) if they maintain control of the round and are fair and quick. I really can't give more detail than this, but you know who's a good PO and who's not.
PF:
Full disclosure: I loved PF in high school, but I've cooled on it a bit as a judge for one reason: I cannot stand the debates that come down to cards, args, and impacts that don't clash or aren't weighed. There is too much talking at each other that goes on in PF, to win you need to make sure you clash and tell me why you beat your opponent. You'd think this goes without saying, and I guarantee that many of you reading this think you don't do this, but I promise many of you will. I need you to do impact calculus. I need you to tell my why your card is better than your opponents' if they clash. I want to do as little work as possible, so clearly tell me why you win. Also, don't extend through ink--this tends to be something PFers struggle with a lot.
Framework is important, but winning framework doesn't mean you win the round. You should not use evidence without logic. You should not use logic without evidence. If you read evidence and do nothing to contextualize it or explain it, I will likely not weigh it much. If you go on a wild logical tangent with no evidence, I will likely not weigh it much. Impacts are important, I want to see weighing and impact calc. I like to vote on impacts. Tell me a story in FF about why you win.
For the record, I flow and can handle speed. I won't be happy if you spread, but short of that I'm fine. I love CX, but I probably won't flow it, if there's something important bring it up in your speech or I likely won't weigh it. I won't ever call for a card unless you tell me to and tell me why; if you tell me to call for a card and there was no good reason for it I'll be unhappy.
As someone who has competed in numerous public speaking events, most notably Congressional Debate, I typically favor those competitors who have a solid grasp on their style, have comprehensive research, fluidly weave in refutations throughout their speeches, and have a mature understanding of the topic at hand.
I usually mark down competitors who forgo using rhetoric as a means of persuasion; however, I also think that impact-based speeches lack substance. It's imperative to find a middle ground between the two in order to craft an effective speech.
As a parliamentarian, I want to see the chamber run fairly and efficiently by the Presiding Officer. The chamber should consistently maintain decorum and be active. I highly discourage one-sided debate especially at tournaments that allow internet access.
Most importantly, I enjoy hearing speakers who are passionate and are having fun:)
I like to see good presence and pace from in your speeches. I look for data used to support your case and also impact information to support your speech. Paint me a picture to help motivate to think. I enjoy a good opening but make it connect to your speech and look for a good summary.

I believe that my role is to listen, flow, and weigh the arguments offered in the round how I am persuaded to weigh them by each team. I will listen to and evaluate any argument. It is unacceptable to do anything that is: ableist, anti-feminist, anti-queer, racist, or violent.
I think debates have the lowest access to education when the judge must intervene. I can intervene as little as possible if you:
1) Weigh your impacts and your opponents' access to risk/impacts in the debate.
2) Actively listen and use your time wisely. Debaters miss each other when distracted/not flowing or listening. This seems to make these teams more prone to missing/mishandling arguments by saying things like, "'x' disad, they dropped it. Extend ____ it means ____;" yet, in reality, the other team actually answered the argument through embedded clash in the overview or answered it in a way that is unorthodox but also still responsive/persuasive. Please be clear.
3) Compare evidence and continuously cite/extend your warrants in your explanations/refutation/overall argumentation. Responses in cross that cite an individual warrant or interrogate their opponents' warrants are good ethos builders and are just in general more persuasive, same in speeches.
4) You fully explain your perms/responses to perms. I am less persuaded by blippy arguments (especially the perms), and I am more persuaded when perms and are either: explained in detail or carded.
5) "Be mindful of your maximum rate of efficiency" (AT). Speed isn't typically a problem, but do be realistic about how fast you think I can type your responses that you want me to flow verbatim (perms, blippy disads, etc.) and not reconstruct.
Debate has changed the way that I believe about certain policies and policymaking. I believe that debate can do this for other people too.
I value persuasive judge instruction, and I would like my RFD to reflect key moments/lines in the 2AR and 2NR. Line by line is important.
Qualifications:
Competed on the nat circuit in Congressional Debate for 4 years - earned 3 bids, finalled at GMU and 2nd place at Columbia. Won multiple state and local competitions. I am also currently the President of the Jefferson Literary and Debating Society at UVA.
Congressional Debate:
I will rank based on who I think is the best legislator - not the best or most convincing speaker. I believe that Congress is specifically designed to be a laypersons' debate. This means that words like "inherency" or "solvency" have no place in Congress. While they may sound intriguing, you would never catch Mitch McConnell or Nancy Pelosi using them - and you shouldn't either. That doesn't mean you shouldn't bring up what those concepts mean. You should explain the inherency and solvency behind a bill without using those terms - instead, just tell me what the problem is and how the bill solves it.
Very Important: Your speech must/should be extemped. Reading off your pad will lose you a lot of points from me.
Your speech should contain a mixture of impactful rhetoric and meaningful evidence (quantitative > qualitative), and lots of clash (I cannot emphasize this enough!!!). Attention Grabbing Device's (AGD's) in your intro and conclusion can be helpful, but make sure they are relevant. I'm unlikely to be impressed by a catchy intro that has nothing to do with the topic.
Your sourcing is also important, especially in early-round speeches. Beware, if I hear you say something I think is wrong I will attempt to find the source you cited. If it turns out you're making up sources or that you're taking things out of context I will be extremely unlikely to rank you.
I believe questioning is a huge part of being a good legislator. Make sure your questions are insightful - no softballs! I do believe it's possible to be too rude or aggressive in questioning, but my tolerance is very high. I would rather you interrupt an opponent during a direct questioning block than let them filibuster for 20 seconds. Important: I will take ranks away from you if your questioning is bad. I am not the kind of judge that is impressed by someone asking a lot of simple/easy questions. I expect you to press the speaker and make them struggle to defend their arguments (especially in direct questioning). In my mind, asking bad questions is as bad as asking no questions + you deprive someone else of the chance to ask good questions.
I will rank good PO's highly, and I'm not picky about how you use your gavel or your particular style of PO'ing.
I understand that online tournaments are new for all of us, and can present a lot of problems for Congress. I will be very flexible in adapting to online tournaments and I won't dock ranks for mistakes you make because it's an online format (ex: muting yourself, not digitally raising your hand, etc).

I prefer clear, concise, easy to follow debates. Please sign post and clearly reference both your previous points and your competitors. Make it clear why I should vote for you. Avoid dropping arguments but highlight those that have been dropped by your opponent. Stay respectful to your competitor. I take this point very seriously :). I have been judging since 2008 but still consider myself less technical/more lay person.

Congress:
-I don't have a preference between early/mid/late round speeches - just give the best speech. I evaluate each speech for the role it needs to serve in the round. So, if you're sitting on a neg and we go to a 2-minute recess because you're insistent on doing a crystallization speech and no one else has a neg, I'll be annoyed. If you're able to show me multiple types of speeches throughout the session (especially if I'm the parli), that's great.
-I hate one-sided debate - it isn't debate. I don't have a set rule "if you speak on the same side as the previous person I'll mark you down x # of ranks," but it definitely has a negative impact on the final ranks. If you speak on the same side as the previous person, it is very, very unlikely (albeit not impossible) I will rank you in the top 3. This is even more true for a crystallization speech.
-Expectations for authorship/sponsorship/1st aff: problem/solution; identify a framework/burden/scope to evaluate debate; have a central narrative
-Expectations for mid-round speech: Refute; have a central narrative
-Expectations for late speech: Refute & boil the debate down to a main issue or 2; have a central narrative
-Have a clear, specific, and offensive thesis coming out of the introduction.
-Have clear warrants; if they stem from the legislation directly, even better. Particularly in mid/late speeches, weighing/clash is super important.
-Clear, humanized impacts are key.
-I'm not going to open the legislation packet - it's your job to bring it to life for me. If I know a detail of the leg from coaching my own students but you don't mention it, it won't help you - I'll be as tabula rasa as possible with the docket.
-No rehash. It's possible to extend something from your own side with new warrants/impacts, but new data is just rehash.
-Neg speeches can't say the leg is bad because it doesn't do something unless that thing is mutually exclusive with the action of the legislation; if the leg is that we should all eat more bananas and your neg is no we should eat more apples, unless you can prove that we can't eat apples AND bananas the point doesn't work. I also don't love points about complacency - they generally feel stock to me (unless you're talking about a social issue when the issue attention cycle is a legitimate concern). Both of these types of points (do x not y; complacency) feel like avoidance of engaging with the actual legislation - neg speeches must demonstrate the inherent harm(s) of passing.
-No stock intros/conclusions - if it could work for any piece of legislation, it's too vague. I like an attention-grabbing intro of some kind and when the conclusion ties a bow with the opening.
-I don't have a preference for being in the simulation or avoiding it. If you start talking about your constituents and your office in D.C., I will likely roll my eyes. On the other hand, talking about your current high school Bio class doesn't work either.
-Stay involved throughout the entire session. If you give an A+ speech but ask zero questions, you'll get ranked below an A- speech and strong, well-spaced questions.
-I will rank you as the PO if you're a strong PO (fast & efficient, knowledgeable about RR, clear command of chamber). Being the PO is neither a guarantee of a rank nor of a drop for me - if you do an A job as the PO, it'll be ranked the same as if you did an A job as a speaker.
PF:
-I don't flow cross; if you want me to evaluate something out of cross, you need to mention it in a later speech.
-If you want me to evaluate something from FF, it also needs to appear in the summary.
-Make sure to identify moments of clash. Don't let the two ships just pass in the night; tell me where the boats crash and why yours stays afloat.
-Make sure to weigh arguments. Tell me what the key points of the debate are so that I don't have to determine them myself.
-I won't make a decision based on politeness, but being excessively rude/abrasive in cross annoys me and will negatively impact your speaker points.
-Unless there's true abuse in the round, I won't vote on theory.
-I haven't judged circuit PF since Stanford 2019, so you're better off avoiding "progressive" PF stuff. Treat me as more flay.
Be simple, understandable and make legitimate arguments please. Don't be rude to each other either, it is not a fight. I like good arguments and good rebuttals so use time wisely.
I'm a parli debater for Arkansas State University with about 7 years of speech/debate experience. in high school I did progressive LD debate and, in my senior year, I was the top LD debater in AR.
In a debate round, I feel that you should be able to run whatever you want. I'm fine with ks, case, theory, whatever. I'm also fine with spreading as long as you can do so with clarity. I am also a huge fan of weird/obscure/surprising args so do w that as you will.
I expect debaters to be kind to one another during round, however, I am a fan of friendly banter/roasts so if that's your cup of tea then go for it lol. Express general courtesy: ask if spreadings cool, ask to disclose, all that jazz before the round starts. I also expect an email chain to be shared between everyone, this makes it way easier for me to evaluate certain arguments and makes it way fairer for both debaters. mistakes happen, we all make them. email chains check for this.
on speaker points: idc about them so just have a fun round and you'll get 29s and (maybe) 30s
some things I don't like in a debate round are things like running theory just for the sake of theory (if there's no clear harm that you're facing and you still decide to run theory, don't expect to win on it or for me to even care about that arg.) or the obvious things like no racism, sexism, ableism, etc.

I enjoy judging Congressional Debates where I can see many debaters debate on numerous topics in the student chamber.
I favor to give points and rank high upon following skills even though congressional leaders need to be successful in passing legislation.
- Assertiveness – Standing up for one’s beliefs and being able to confidently take charge of difficult situations, making tough decisions despite opposition. In a politically charged environment where everyone is vying for their opinion to be heard, being assertive is key.
- Building Alliances – Earning trust and respect from others and taking the time to build effective working relationships with individuals.
- Commitment - Passionately and enthusiastically demonstrating a dedication to the causes and beliefs you espouse.
- Conflict Resolution - Effectively resolving misunderstandings, disagreements, and disputes with other individuals. Directly addressing issues with others in a non-threatening manner. Being willing to compromise in order to maintain effective working relationships.
- Influence - Using a variety of persuasion tactics, interpersonal skills, and communication and presentation strategies to convince others to make decisions that are mutually beneficial to all parties involved.
- Presentation Skills - Using effective verbal and nonverbal communication skills to clearly deliver information to a variety of audiences. Being confident and comfortable when speaking in front of groups. Making presentations that are clear, engaging and impactful.

LD:
I think LD's continual move to a poor version of 1 on 1 policy debate is probably not for the best, but we are where we are. If you want a traditional V/C framework, great. If you want to have a plan, that's fine too. My background is policy debate, so it's not that I'm unable to evaluate these arguments, it is that I find that there are too many tricks, RVIs, and barely warranted theory arguments that debaters want me to vote for. I will not vote for those arguments unless they have a clearly articulated interpretation, violation, standards, and a voting issue.
Really, I love debate, but I don't like blippy, unwarranted, "crafty" arguments. If your strategy is dependent on tricks or badly formulated theory arguments, strike me. Also, I won't vote on disclosure theory.
I do believe the affirmative should affirm the resolution, but when you are negative you can do whatever you want that negates in whatever way that means to you.
Most importantly, have fun, say smart things, and I'll do the best to evaluate the debate you present to me.
PF:
Most important note: If it doesn't appear in summary, it won't be evaluated in final focus.
2nd important note: I prefer FULLY cut cards over paraphrasing. I find that too many cases are a series of citations without warrants. I'm a great judge for you if you cut cards that have warrants. I'm a less than great judge for you if you think stringing together 10-15 word "cards" makes a fully developed argument. Also, tag lines are your friend. All of your evidence should have a tagline.
Having said that, I think the rate of speaking should be moderate to moderately fast. I'm not sure what you are accomplishing in PF with anything faster. If your opponent asks you to slow down, you should make reasonable accommodations to that request. You can look to me to see whether or not I think the team making the request is being ridiculous.
The pro should feel free to affirm the resolution in whatever way you'd like as long as you are actively talking about the resolution.
If you only have defense in the debate, it will be difficult to win my ballot. For example, on the Medicare for All topic, the negative has to prove that the affirmative makes the world worse in a world where it were to become law.
Other than that, be sure to start narrowing the debate in summary. I prefer more line by line until the Final Focus, but I understand that many people will start weighing in summary. That's fine, but your summary should NOT just be weighing.
POLICY: I'm fairly old school when it comes to this event. I think the affirmative should probably be an example of the actual resolution, although kritikal affs are welcome. I was more of a DA/CP debater, so take that for what it is worth. On the negative, feel free to do whatever you want because I think that's the freedom you get being negative. On specific arguments:
Topicality: I don't think you have to prove abuse to win. You can just prove that they aren't topical. Whoever wins the interpretation controls the direction of this debate.
CP: I think everything is conditional, but I can be persuaded otherwise. You can run multiple Cps if you'd like. Have fun.
K: I think if you are running on the aff that it should still be a discussion of the topic. On the neg, I think you should indicate and make as many links to the affirmative as possible and make those known in the most meaningful way possible.
Besides the affirmative being topical even when kritikal, I'm not quite the dinosaur I may appear. You should have fun and make arguments and I'll do my best to evaluate them.

I've been a practicing attorney for 20+ years and have judged several competitions of Congressional Debate. I am always so impressed with all of you, and it is pleasure and privilege to judge these competitions! Every round is different, but over time, I've learned what makes a great debater.
- Preparation. Your preparation is more obvious than you realize. Good preparation affords you the ability to be nimble, to pivot, to respond to the room. Only through research and preparation can you get to the level of understanding to be able to respond to the room and deepen the debate.
- Evidence. Now more than ever before, it is important to base your positions on credible evidence and to tell the judges your source. It is always preferable to use a primary sources (law, regulation, or administrative manual) than an article in Business Insider. In addition, it is powerful to hear how various proposals worked in the real world examples (as in "see they tried it and it worked ").
- Style. Being persuasive counts even in real life. Don't be afraid of a well placed pause. A little flair - some drama. Your tone and pacing can be useful to judges - to help them catch up. Read the room. Judges see a lot of things happening - how people are responding to you. If you aren't looking up- you will miss this.
- Stay present. It is easy to get distracted during a round and this is more true now in the online competitions. One thing to know, judges can tell when you are not paying attention. Stay present in the room, use the Q/A section - pay attention to others.

Hey,
I am the Founder/Camp Director/Co-Owner at Ascend Speech & Debate, Director of Congressional Debate at James Logan High School, and former Director of Speech and Debate at John F. Kennedy High School in Sacramento, California.
First off, I believe this is a debate event before anything. That means you should be adapting to the round as it goes. Everyone from the sponsor to the closer has an equal shot at my one as long as they do their job. The job for the sponsor and first negative speaker is to set up the round for strong debate. The sponsor should state the problem, how this bill fixes the problem, give one or two impacts from solving it, and if you're a superstar give me a framework for the round moving forward. The first negative should give us the main idea of what we should expect from a strong negation argument. This should take the problem the sponsor laid out and then give us the negative thought process on whether or not this legislation fixes it. After that I should see an increasing amount of refutations mixed with original arguments as to why this legislation is good or bad. Once we are 3/4 of the way through I should be seeing a lot of extensions as the debate is coming to an end. Still give an original POV but keep it within the frame of the debate. At the end, I should see nothing but refutation and crystalized speeches. Once again I want your own original analysis but use it to end the debate through a refutation of the other side instead of individuals. No matter where you speak I want to see your personality/style shine through. Take risks and you'll likely be rewarded.
All effective argumentation is based around a solid understanding of the status quo. If you cant properly depict the status quo then I cant buy an argument from you. What's happening right now? Is the effect that this legislation has on it good or bad? How well you answer these questions will dictate your ranking from me.
Effective cross examination is when you attack the flaws in your opponents argument or set up refutations for your own. As long as you have a clear goal for your cross examination period, I'll appreciate your time. Overall, I tune out when both sides start over talking each other and I prefer a calmer style of cross x.
When it comes to speaking I don't have a preferred style. I can respect all styles as long as it suits you. Picking a speaking style is like picking a baseball batting stance in that there isn't a wrong way as long as you're doing what is best for you based on your natural voice, range, and variation. If you stick to that then I'll probably think you're a great speaker. DONT BE AFRAID TO TAKE RISKS.
I do rank presiding officers pretty well as a scorer and if I'm a parli it can serve as a tie breaker between two debaters. If you do it well then I'll boost you but if you don't then I'll drop you pretty far.
This next part should go without saying but your arguments need to be backed by evidence at all times and have clear logic behind them. Remember that your logic creates the argument then the evidence backs it up. Your evidence isn't your argument.
Lastly, be respectful and have fun. If you aren't having fun then you're doing this activity wrong. Best of luck!
Debated Congress and PF in high school. A few things:
1. Respect is a must. "Zingers" and one liners are fun, but not at the expense of a good debate or your opponent.
2. Cross-fire is apart of the debate. I do not want new arguments in cross, but please use your questions productively. Attack weak analysis, set up weighing, issue burdens etc.
3. Clarity is important but speaking style is not. Being a good orator is nice, but being a good orator comes in many shapes and forms. For example, stuttering, having a quiet voice, or having an accent that is different than mine will not be causes for lower speaker points or bad marks on clarity. Slurred/lazy words, failure to enunciate, unorganized speeches and reading with no emotions or passion will.
4. Signpost.
5. If your opponents logic is dubious, point it out (even if briefly). I will not count a weak argument against them if you do not tell me to. This makes it fair so that you are debating each other rather than me simply putting my own opinions or thoughts into if an argument good or not.
6. Have cards ready. This is a personal pet peeve. Do not delay the round because your sources are not organized.
Have fun. I enjoy judging because of how much you all enjoy debating.
I've been judging for over 8 years, primarily in Congressional debate. Here are some things I watch out for:
- Delivery: Body language, eye contact, voice modulation, confidence
- Clarity: Are your arguments and impacts broken down in an easy to understand and logical manner
- Content: Are you bringing unique insights to the table and furthering the debate, or simply rehashing what has already been discussed.
- Creativity: Give me a reason to rank you higher by using beautiful rhetoric or witty humor
Hi, I'm Isaac, I competed congress for three years and extemp for one year at Evanston Township High School. I'm currently taking a gap year working for an environmental organization in Missoula, Montana.
I was a national finalist in 2019. In the 2019-20 season, I accumulated 6 bids, including two top 6 finishes on the national circuit. So yeah, I'm a debate judge, and no, great fluency and pretty rhetoric will not win you rounds with me :)
Online, almost everyone has good fluency, especially in outrounds. To compensate for this, I'd say my paradigm is 85% argumentation and 15% speaking, although I do appreciate folks using good vocal variation to highlight the most important parts of their argument.
Y'all also gotta impact, omfg. In my experience as a judge this year and competitor at the end of last year, people use their computers as teleprompters to conclude arguments with flowery lines of rhetoric, rehearsed with perfect inflection. That is not debate! That is not engaging in the round! Don't give me cute rhetoric if you can't back it up with a human/ecological/real impact.
Finally, everyone, ESPECIALLY MALE DEBATERS need to read this HuffPost article about sexism, sexual assault, sexual harassment, and a lack of accountability in high school debate. Just because you don't see sexual assault and harassment in debate doesn't mean it's not there. Not having the tools to recognize it is the first step in being complicit.

A little about myself; I have been involved with forensics for 19 years as a student, judge, and coach. I am currently in my 8th year as the congressional debate coach at Edina High School. My background was originally in speech where I competed and coached. In High School, I learned policy debate as a class rather than competition on a local level, so I competed but not in a typical local circuit. I have been judging debate for the last 13 years, in all categories. I judged CX for the first 5 years and the last 7 years in LD, PF and mostly Congress. I graduated with a Mass Communications degree from University of Minnesota School of Journalism and a J.D. graduate from William Mitchell College of law. I work at Thomson Reuters on legal software & research, as a content expert. I really love congress, watching, coaching. I always try to strive to do my best! Evidence / Citations / Warrants for all categories: *note - Statista is not a source, it's like Wikipedia, it's a congregation website not actually doing any of the studies that are on there. If you copy and paste the title of the stat you're looking at it will likely take you to the original source. Also the little (i) icon often will tell you where it can from. DON'T USE STATISTA as a source with me. I am a professional researcher by trade, so I care about citations! They matter and if they are from a source I don't know or if they're suspicious to me, I will google them.
Congress Paradigm:
General:
One thing to remember - judging congress is hard! It's just as exhausting for us as it is for you. We're trying really hard to compare a lot of people who have vastly different styles! I try to write as much as I can, but I spend a lot of time listening, so sometimes my comments can be lite at times. I'm working on that, the three mins go so fast. I'm hoping this will help shed some light on how I evaluate debaters.
When it comes to national level tournaments, at this point, almost everyone is a proficient speaker, so I really focus on the quality of arguments and ability to be flexible in round. Being a well rounded debater is important for me, especially as a Parli. I want to see a variety of type of speeches, and ability to switch sides, and flex to what the round demands. Make sure you are listening and not rehashing, if you're doing a rebuttal make sure you are extending or further attacking an argument.
I REALLY APPRECIATE A GOOD AUTHORSHIP OR SPONSORSHIP. Nothing is worse than judging or watching a semi-final round where there is no first aff, and having to take an in house recess immediately. Come prepared, have one. Spend the rest of your time doing great questions and defending your position there. I feel like people don't like to do this because they feel like they will be dropped. Rebuttals and Crystals are great, but there's a lot of them. If you can do this well, we'll know. It comes with the most amount of questioning time that if you know a lot about the topic you can show boat.
Linking: This is a debate skill you should have, you should able to link your impacts with others, link arguments together for rebuttal. Most national level congress debaters are great at linking within their own argument, but make sure you link and contextualize to the round. I want to see that they go together rather be a stand alone. That being said, contextualizing by: "I want to separate myself from the other AFF or NEG arguments", that's okay because you are still contextualizing within the round. Do not operate as an island in the debate, it's a good way to be dropped by me. Also remember, you can have great speeches, but if you don't ask questions, you're going to find your way to the middle of my ballot. It's a crucial part of debate.
Impacting:
THIS IS SO IMPORTANT. Again, at the national level, most people can impact to lives or economy etc. But what I find people aren't as good, is contextualizing the impact. Example: You tell me that thousands of lives are being lost in Yemen, take it one step further tell me what percentage of that population is being killed, or how that compares to another genocide for context. Make it hit home for all of us. Just giving generic #'s, sure it's the impact, but it doesn't show me the impact. Make sense? Remember I come from a policy background where pretty much everything leads to nuclear war.
Questioning:
Direct questioning is great, but make sure you're not too long winded or too brief, there's a nice sweet spot, where you have maybe a sentence or two question and answer. I've seen people basically run out the time by doing a really long answer, and I've also seen debaters ask such long questions that there's no way the opponent can answer. You only have 30 seconds, make it count.
Participation in Round:
Leadership is important. Remember, I'm comparing a lot of kids, participation with motioning and making sure that all students get to talk is important. This can help make up for bad presidency etc.
PO:
I almost always rank P.O.s in the top 5. It's a hard job, and as a parli, we appreciate good POs. A good way to get to the top 1/2 of my ballot as a PO. The round runs so smoothly I barely know you're there. You are able to solve issues of people not being prepared / docket issues. (This happens so often, time restrictions make things complicated. Especially since lots of tournaments have their own rules).
Mistakes happen, one mistake is not going to tank you. Continuous mistakes, or failing to help chamber resolve issues. This makes it harder. Fairness is also important, I notice when you pick your teammates repeatedly or if you always start in the middle of the room.
Inclusiveness - especially on the local circuit. I don't like parliamentary procedure used to limit people talking. It is also important to encourage those who haven't talked to go. Do your best to make sure the chamber is inclusive.
DON'T ALWAYS PICK YOUR FRIENDS FIRST. I know this happens. And it's easier to pick up than you think it is. Presidency means a lot in congress. Make it fair.

CX/LD/PF Paradigm
General: As I’ve previously mentioned I come from a legal background. I am a “big picture” judge. I do appreciate the attention to detail, however, I don't like when it devolves into a debate that’s myopically focused on one thing. Make sure you take the time, especially in rebuttals to do a “birds eye view” of the debate. Remember, the rebuttal is the last time I hear from you before I make a decision, make it count. I appreciate good crossfire, and cross ex, specifically using information obtained in these for an argument.
Topicality: I like topicality, especially in varsity level debate. I think it makes a for a boring debate to have a non-topical aff. So it’s a pretty garden variety argument for the neg to make.
Critical Arguments: As I wasn’t a debater in high school, I don’t have the technical experience dealing with these arguments, however, I don’t mind critical affs on-face. Since I don’t have the technical experience, I appreciate all critical arguments to be understandable and explained properly. I catch on to arguments quickly, however I loathe having to have to fill in the gaps of an argument because its poorly argued. Make it logical, make it understandable. I generally dislike affs that are anti-topical or affs that critique the topic. I’m not saying I’ll never vote for a critical aff, whiteness aff, performance aff’s, etc, but its the one area where an affirmative is asking the most out of me as a judge. Again, I have less experience with these types of aff’s so extra explanation of sources and philosophies. For kritiks from the negative, I prefer ones that are topic-specific rather than K’s that are broad or philosophical. I’m pretty familiar at this point with cap k, neolib, fem, eco-k, anything outside of these again you’ll have to communicate more effectively as it is a bigger burden for me to decipher.
Theory: I don’t have the background in this, so this won’t be very successful with me as a judge. I overall prefer substantive arguments over theoretical or procedural arguments. My training in law, and my work, deals almost exclusively with substantive arguments, so I tend to prefer and understand those better. If you do decide to go this route, it must be very well done. My flow can’t be muddy, and the explanation must be very logical and understandable.
Speed: I have no problem with speed. I do ask two things. 1. Slow down enough on the tags so that I can understand them 2. Make your tags count. I dislike deciphering poor tags that do not tell me anything about the evidence. Keep tags like 5-8 words, long tags suck.
Post Round Discussion: Please be respectful, I don’t appreciate a “shake down” when I’m explaining my decision. I don’t do speaker points till after the round is over and all the debaters have left the room and I take decorum into account. I am a bit of a non-traditional judge and I do make a concerted effort to bring up constructive criticism and positive comments. Please take these comments as an opportunity to learn!

Congress Paradigm:

Tl;dr don’t try to “adapt” to me as a judge because I see value in all styles of Congress. The best part about Congress is that there are a myriad of ways to be successful in the event. I can appreciate all speaking and argumentation styles - just give the best speech in the round. I do not care if you speak early, mid-round, or late.

You have to give the speech that is appropriate for when you are speaking in order to get me to rank you. By this, I mean that if you give a constructive speech when you should be crystallizing or give an authorship that doesn't sufficiently explain the legislation and the main impetus for the legislation's creation, then I will not rank you. Adaptation is the name of the game in Congress.

PLEASE weigh! Weighing (to varying extents) should happen at every stage of the debate.

Name-dropping a bunch of people and half-way refuting their claim is not nearly as impressive to me as picking the most strategic argument and thoroughly refuting it (i.e. show why the warrant is untrue instead of just saying "X said this bill decreases jobs. Well, here's a statistic that says it increases jobs!)

Presentation vs. argumentation balance: Congress is a debate event. This means that I will prefer competitors with the best arguments. Speaking/rhetoric is a tie-breaker between students with arguments of equal quality. Obviously, if your presentation is so poor that it detracts from your argumentation then I cannot credit you for that argumentation. This means that at high-level debates (e.g. semis-bid final rounds) odds are that argumentation will be the most important thing because almost everyone will meet my bar for being a solid speaker. Rhetoric/speaking then will likely be the tie-breaker between first and second between the competitors with the smartest/most strategic arguments.

My biggest pet peeve is having a one-sided debate. I’d prefer you just call for the previous question and move to the next item on the agenda.

I’ve been in the game for awhile now, so I know all the canned intros and impacts. You should avoid using them when I’m judging you because I will notice that your content is not original. And please have the decency to not use rhetoric/intros that I came-up with. You’d be surprised how often this happens, and it is a good way for me to drop you.

The struggle of historically marginalized groups is not a tool for you to weaponize to win a debate trophy. If you slap on "also this helps *insert historically marginalized group here*" as an impact at the end of your point without sufficiently explaining the context and warrant, then you are guaranteed to be at the bottom of my ballot. Just be tactful and respectful and you will be fine.

POs: I see the value in presiding, as I know it is necessary for the event to function. Thus, if the PO does a solid job, then I am likely to rank them.

Regarding PF:
-Your speed needs to be conversational; if I cannot get it on my flow, you did not say it.
-I need to hear excellent warranting and narrative - I do not prep the PF topic, so make it make sense.
-I consider myself a truth-over-tech judge.
-I like quantifiable impacts.
-Off-time roadmaps are good for me.
-Voters and weighing are key to my ballot.
-Make the Summary and Final Focus what they should be, not a Rebuttal 2.0.
What I am looking for in Congressional Debate:
-an introduction to your speech, a roadmap, and some signposting/transitions are helpful
-arguments that include the necessary evidence to support them
-citations that give me enough information to find them, if needed
-the authorship/sponsorship speech that is polished and should include the status quo, the problem in the status quo, and how your bill solves
-speeches after the authorship/sponsorship speech should include refutation and clash with previous speakers - this is debate, not oratory
-questioning should further debate, so favorable or same-sided questions should be avoided
-if you are giving a mid- to late-round speech and do not include refutation, you will rank poorly in front of me
-avoid talking over each other and snark during questioning
-no rehashing of previous points, please
-breaking the cycle of debate is a risky move in front of me; flipping sides or saving your recency for the next piece of legislation is preferable
What I am looking for in a Presiding Officer:
-EFFICEINCY! The more wordy you are, the more your score goes down
-you should announce your procedures thoroughly at the very beginning
-you are not required to offer an electronic precedence and recency spreadsheet. The onus is on the debaters in the chamber to flow the debate and keep track of the P & R
-No auctioneering is needed. Call for a speech, seeing none, call for the next.
-a PO is there to allow the most debate to happen. Narrating the entire round with extra words fails to meet this objective.
-a PO should be able to get through about 12 speeches in an hour. Make that your goal.
-unless the Tournament says otherwise, the NSDA has no rule against breaking cycle and the number of same-sided speeches that can occur. You do not need to admonish the chamber each time it happens.

I am a current engineer at Ordr Inc. I've judged for Dougherty Valley High School in multiple events, including Extemp, PuFo, and forms of prep speech for about 5 years.
I'm usually most interested in how well speakers respond to arguments and effectively communicate their ideas in a way that's easy to understand and that makes logical sense. The flow of debate is extremely important, and I will be docking points for rehash. Clothing and appearance do not influence my decisions too greatly, just be sure to remain respectful and composed throughout the round, and well as before and after. Make sure your warrants and evidence are solid and that you explain them effectively. Know your facts, express them properly, and you're good to go.
