I've been in debate as a whole for about 9 years. I've debated for Chabot College (Parli, LD). I've coached various formats of debate (Policy, LD, Parli, Public Forum) along with being a participant in those formats as well. Here's my view: Debate is a space to challenge ideologies and come to the best way of making a change. That may look like a plan text that has an econ and heg or, it's an advocacy that talks about discourse in the debate space. I'm here for you as an educator so tell me where and how to vote. Impact Magnitude in the later speeches will help you and me a lot.

Here's my view on certain arguments:
T and Framework: I'll listen and adjudicate the round based on the information that you frame my ballot in however my threshold on voting on T is high. You must prove ACTUAL in-round abuse. I'm not the biggest fan of T and Framework in its entirety because personally, I view it as a one-shot kill for Aff teams. Don't let that stop you from running it in front of me though.
Counterplans: Gotta prove the Mutual Exclusivity of said CP. Not really a preference or style choice on this.
D/A's: Uniqueness has got to be relatively recent or the debate is gonna be a tough one to win. If paired with a C/P you must prove how you avoid said D/A or perm is gonna be super cheezy here. Again don't let that stop you from running it in front of me.
K's: I'm good with whatever you desire to run but if its some super high level (D&G or around that lit base) stuff you gotta explain what that means. Also, please be sure to know your author's lit bases here. Perm debates against K's have to prove the accessibility of the Perm along with the net benefits of the perm. Also, Impact Framing the K is gonna make your job along with mine a lot easier.
K Aff's: You do you. Tell me where to frame the ballot and how to view any performances within the round. You do you.

Water topic update
I have very little topic knowledge. This has two implications for you
1. Obscure/schematic T arguments might not be the best strategy. If that is the 2nr, however, try to be crystal clear about everything.
2. Obscure/schematic CP competition arguments might not be the best strategy. If that is the 2nr, however, try to be crystal clear about everything.
I'm perfectly willing to vote for either of these things, and I'll do my best to evaluate these arguments, but know that the chances of me misunderstanding something are a bit higher than you might like.
Four most important things
Clarity >> speed
I am a bad judge for the K, I am a good judge for framework. Pref me as such or suffer the consequences.
I will eagerly vote on explicit judge instruction in the 2AC/block that's extended in the rebuttals (I will also boost speaks)
I think evidence comparison is the most important skill in debate, and a few smart pieces of evidence comparison can often decide a close debate for me
Other stuff
The aff gets to weigh the plan absent major concessions on framework
I will not vote on things that have happened outside of the debate I am judging, nor will I vote on personal attacks towards one of the debaters
The neg can read any CP they want and do whatever they want with it. I will likely only vote on theory if it is dropped or substantially mishandled
I have no moral or ethical issue with Russia war good/Spark flavors of impact turns, and I will evaluate them like any other argument -- I think there is value in learning how to explain why absurd arguments are absurd
You can (and are encouraged to) insert re-highlightings

20 years coaching forensics. I usually judge Parliamentary debate at tournaments.
In Parli debate I don't like being bogged down in meta debating. Nor do I appreciate frivolous claims of abuse. I always hope for a clean, fun and spirited debate. I trust in the framer's intent and believe the debaters should too! Logic, wit and style are rewarded.
In PF debate I certainly do not appreciate speed and believe debaters must choose positions carefully being thoughtful of the time constraints of the event. This is the peoples' debate and should be presented as such.
In LD debate I prefer a more traditional debate round with a Value + Value Criterion/Standard that center around philosophical discussions of competing moral imperatives. I understand the trend now is for LD Debaters to advocate plans. I don't know if this is good for the activity. There's already a debate format that exclusively deals with plan debate. LD is not one-person policy debate.
Speed:
I can flow speed debate, but prefer that debate be an oratorical activity.
Theory/T:
I enjoy Theory debates. I don't know that I always understand them. I do count on the debaters being able to clearly understand and articulate any theory arguments to me so that I can be comfortable with my vote. I prefer rounds to be centered on substance, but there is a place for theory. I usually default to reasonability, and don't prefer the competing interpretations model. It takes something egregious for me to vote on T.
Points:
I usually start at a 27.0 and work my way up or down from there. Usually you have to be rude or unprepared to dip below the 27.0.
Counterplans:
I don't think it makes sense to operate a counterplan unless the Aff has presented a plan. If the Aff does go with a Plan debate, then a Counterplan is probably a good strategy. If not, then I don't understand how you can counter a plan that doesn't exist. If this is the debate you want to have, try Policy debate.
Critical Arguments:
The biggest problem with these is that often debaters don't understand their own message / criticism / literature. I feel they are arguments to be run almost exclusively on the Negative, must have a clear link, and a stable alternative that is more substantial than "do nothing", "vote neg", or "examine our ontology/epistemology".
Politics / DAs:
I really enjoy Political discussions, but again, LD is probably the wrong format of debate for the "political implications" of the "plan" that result in impacts to the "status quo" to be discussed.

Schools I've coached/judged for: Santa Clara University, Cal Lutheran University, Gunn High School, Polytechnic School, Saratoga High School, and Notre Dame High School
I've judged most debate events pretty frequently, except for Policy and Congress. However, I was a policy debater in college, so I'm still familiar with that event. I mostly judge PF and traditional LD, occasionally circuit LD. I judge all events pretty similarly, but I do have a few specific notes about Parli debate listed below.
Background: I was a policy debater for Santa Clara University for 5 years. I also helped run/coach the SCU parliamentary team, so I know a lot about both styles of debate. I've been coaching and judging on the high school and college circuit since 2012, so I have seen a lot of rounds. I teach/coach pretty much every event, including LD and PF.
Policy topic: I haven’t done much research on either the college or high school policy topic, so be sure to explain everything pretty clearly.
Speed: I’m good with speed, but be clear. I don't love speed, but I tolerate it. If you are going to be fast, I need a speech doc for every speech with every argument, including analytics or non-carded arguments. If I'm not actively flowing, ie typing or writing notes, you're probably too fast.
As I've started coaching events that don't utilize speed, I've come to appreciate rounds that are a bit slower. I used to judge and debate in fast rounds in policy, but fast rounds in other debate events are very different, so fast debaters should be careful, especially when running theory and reading plan/cp texts. If you’re running theory, try to slow down a bit so I can flow everything really well. Or give me a copy of your alt text/Cp text. Also, be sure to sign-post, especially if you're going fast, otherwise it gets too hard to flow. I actually think parli (and all events other than policy) is better when it's not super fast. Without the evidence and length of speeches of policy, speed is not always useful or productive for other debate formats. If I'm judging you, it's ok be fast, but I'd prefer if you took it down a notch, and just didn't go at your highest or fastest speed.
K: I like all types of arguments, disads, kritiks, theory, whatever you like. I like Ks but I’m not an avid reader of literature, so you’ll have to make clear explanations, especially when it comes to the alt. Even though the politics DA was my favorite, I did run quite a few Ks when I was a debater. However, I don't work with Ks as much as I used to (I coach many students who debate at local tournaments only, where Ks are not as common), so I'm not super familiar with every K, but I've seen enough Ks that I have probably seen something similar to what you're running. Just make sure everything is explained well enough. If you run a K I haven't seen before, I'll compare it to something I have seen. I am not a huge fan of Ks like Nietzche, and I'm skeptical of alternatives that only reject the aff. I don't like voting for Ks that have shakey alt solvency or unclear frameworks or roles of the ballot.
Framework and Theory: I tend to think that the aff should defend a plan and the resolution and affirm something (since they are called the affirmative team), but if you think otherwise, be sure to explain why you it’s necessary not to. I’ll side with you if necessary. I usually side with reasonability for T, and condo good, but there are many exceptions to this (especially for parli - see below). I'll vote on theory and T if I have to. However, I'm very skeptical of theory arguments that seem frivolous and unhelpful (ie Funding spec, aspec, etc). Also, I'm not a fan of disclosure theory. Many of my students compete in circuits where disclosure is not a common practice, so it's hard for me to evaluate disclosure theory.
Basically, I prefer theory arguments that can point to actual in round abuse, versus theory args that just try to establish community norms. Since all tournaments are different regionally and by circuit, using theory args to establish norms feels too punitive to me. However, I know some theory is important, so if you can point to in round abuse, I'll still consider your argument.
Parli specific: Since the structure for parli is a little different, I don't have as a high of a threshold for theory and T as I do when I judge policy or LD, which means I am more likely to vote on theory and T in parli rounds than in other debate rounds. This doesn't mean I'll vote on it every time, but I think these types of arguments are a little more important in parli, especially for topics that are kinda vague and open to interpretation. I also think Condo is more abusive in parli than other events, so I'm more sympathetic to Condo bad args in parli than in other events I judge.
Policy/LD/PF prep:I don’t time exchanging evidence, but don’t abuse that time. Please be courteous and as timely as possible.
General debate stuff: I was a bigger fan of CPs and disads, but my debate partner loved theory and Ks, so I'm familiar with pretty much everything. I like looking at the big picture as much as the line by line. Frankly, I think the big picture is more important, so things like impact analysis and comparative analysis are important.
I am currently the assistant debate coach for Claremont High School. I have been judging and coaching on and off for the last 8 years since I graduated from high school. In high school I primarily did circuit LD but also did parliamentary debate making it to the semi finals of the NPDL TOC. My background is in science so I will more often than not need extra explanation for philosophical arguments, that doesnt mean I wont vote on them but I am less likely to vote on underdeveloped arguments or simply off a tagline. Also, coming from LD i believe that the framework debate is very important in setting up how the judge should evaluate arguments. Absent of any framework I will resort to net benefits. I have no issues with either theory or Ks, but prefer debates to be accessible to both debaters. For example, I have no issues with flowing speed but if you are spreading simply because you think it will prevent your opponent from responding I will dock your speaks and assume you were too afraid to debate the actual topic at hand. The same should apply to theory and critical arguments, if you are using these arguments because they have a legitimate educational, or otherwise (fairness, preventing harms, etc.,) purpose in the round I have no problem voting off of them.

I originally had a really long paradigm on here but, realized no one's gonna read that, so here ya go. I'm a flow judge and I will accept plans in LD, I hate K's and k style debate. However, I will accept them.
Real quick, if you feel the need to run a K I gotta be given the K, unless its off the cuff, which then idc. Progressive argumentation is something I am painfully used to, I did policy debate and some LD though mostly policy. I understand progressive debate just not overly fond of it. However, if you want to do it just do it right and there will be no problems!
I'm fine with unique arguments and really have fun with your rounds ok?
If your case needs to be disclosed because you are going to spread, please give it to me, but be warned I flow, and will only judge you off of what I can HEAR, so if you're too fast and I have to shout clear you've lost speaker points. I did Policy for multiple years and am adept at good spreading I know what bad spreading sounds like. In events like LD please focus on value debate, If I don't hear about it you don't win. I cannot stress this enough if your argument says that not voting for you is racist, sexist, or some other stupid ism that somehow I am for not choosing you, I won't buy it. I want to hear you win on the merits of your ability nothing more. Try to stay away from attacking opponents verbally you will lose the round if you do. I expect people to avoid flimsy link chains (but if you can back it up I don't care how long that chain is). I truly love clash, the more arguments clash the more engaged I will be in the debate. The number one voter in every round is impact calculus, and how you prove to me the effects and true weight of your impact on the world, and/or the negative impact of your opponent. I did debate during high school, I did policy and went to nationals twice in it, I did PF for every year. I did parli for every year and went to states twice in it, I did LD and went to the NCFL national tournament in it. I know every debate event both on the circuit and off of it, feel free to ask clarifying questions as I'm not going to type everything out on here.
I'm a college student. I did Parli, LD, PF, and Congress for four years-- I understand how it works and I was pretty good at it. Now things you may need to know:
Speed:
I'll be able to understand you if you spread, but I'll be upset about it. It's not a skill that will help you in the real world. I can only write so quickly, so if you talk faster than I can write, that's on you.
K's/Theory/All that Jazz:
I get it. It can be fun. Hypothetically, it's a pretty cool tool to help develop the debate and its competition. In practice, it's almost always people that don't like the topic trying to avoid debating it. If you have a legitimate reason to run it, I'm not going to dock you for trying, but if there's any inkling in my mind that you're using a pre-written K or doing it to get the upper hand, I won't be happy and it will likely impact my decision. Debate the topic.
Impacts:
Impacts matter in real life, they matter in the debate, and they matter to me. Have them and make sure you link into them.
Plans:
I don't have much to say about this. Do what you want, make it make sense.
Voters:
I appreciate a World Comparison or listing of Voter Issues in your respective last speeches. Again, impacts matter.
Evidence:
Evidence rules are weird in Parli. Most of you reading this don't know them (don't pretend you read the CHSSA rules*, no one reads those). I don't care if you lie. I'm not going to look up a piece of evidence you give me unless the debate inexplicably comes down to two conflicting pieces of evidence. I'm not encouraging you to lie--if I know you're lying, it may impact my decision. If you're called out for lying, I'm not going to support you. If you can get away with it, more power to you. I care a lot more about logical reasoning and historical examples than I do statistics (stats are unreliable and easily misread).
Roadmaps:
I like roadmaps. I like off-time roadmaps. Make them less than 10 seconds.
General:
Have fun! Y'all spend a lot of time on debate and you should enjoy it, you don't want to look back on these days as just a bunch of work and frustrating wins/losses. That doesn't mean to make it a joke. You can and should ask me any questions you want about my judging before the round--I'll repeat most of this anyways. Also, idk if I'm allowed to disclose after round so I will default to not doing it, but if you want feedback from me after round feel free to ask and I'll tell you what I can without disclosing. Update for ToC 2023
I want to be impressed by your debating.
1. I am more distanced from the community now, so wow me with the new meta and some innovation or just go for heg. I will struggle a bit with speed and I may not resolve complicated layering debates in predictable ways, particularly on positions I am unfamiliar with. I tend to find ballots on fairness.
2. Since I care less about competition and more about pedagogy, I'm less inclined to vote for frivolous positions in close debates. I will not intervene against your new tricks, but beware my wrath on your speaks.
3. Let your timer ring in NSDA campus if your opponent is speaking over time. There are too many weird, untimed speeches happening online to not be clear about this.
4. If there are technical, "West Coast" debaters that are deliberately making debate less accessible, I am open to voting on arguments that this specific behavior is bad and ought to be punished. However, I will not vote on arguments that say that all arguments of a certain kind are bad. If your strategy is to complain that a position is prima facie inaccessible, you should strike me.
Argument content and speed seem to be the two aspects of debate that people find inaccessible. I caution any team reading arguments about the accessibility of debate:
First, genuine attempts to engage are a necessary condition to win that a position is inaccessible. For example, if the 1NC argues that the 1AC is too fast and therefore inaccessible, I would expect that the negative littered the 1AC with POIs asking for clarification. The optimal scenario for accessibility is one in which requests for certain practices are made before the round begins, ideally before prep.
Second, a viable alternative vision of debate, this round, and the ballot is necessary. What should debate look like? How does the ballot affect it? Do I completely abandon the burden of rejoinder or apply a different standard? An argument about accessibility should answer all of these questions. If you don't provide an alternative to the burden of rejoinder, I'll likely vote on conceded responses to speed bad or cross-applications of critical arguments against K's bad, because those are common arguments that you tend to drop. That will be difficult for you, but you have been forewarned.
Third, realize that inaccessibility is not solved by excluding certain positions or practices. Mandating debaters speak below a certain rate or banning critical positions is not liberatory - it's antithetical to liberation for some, and a bit authoritarian for my taste. You are reading a position to win the round just like everyone else. That's cool, but do not pretend/argue that speed is the worst form of exclusivity and that a ballot for you would solve everything.
TL;DR
Move fast and break things. You do you, unless you avoid line-by-line, give meaningless overviews, or drop arguments. Don’t do that. Do some argument resolution. Adapt to your opponents and think strategically before the speech/round/tournament.
Arguments require warrants. Tech >>>>>>>>>> Truth. Good framing makes voting simpler. I’m a link person more than a uniqueness person. K affs are fine, but I like fw. I enjoy direct, substantive clash. Theory is fine.

In high school, I read politics, heg, and long, conditional 1NCs. I went to one college tournament and read a queer temporality performance aff, framework, cap, and theory (and case!).
My resting face can be frowning or stern. Don’t take it badly - I’m just thinking.
Ballot
I will intervene on speech times, giving at most one win, that I only flow what the designated speaker says, and that structural violence in debate is real. If necessary, give content/trigger warnings before the round/speech. Deliberate misgendering along with anything else morally abhorrent is an auto-loss.
Claims require warrants. Pointing out that an argument lacks a warrant is sufficient for terminal defense. Empirics > analytics > testimonies. Interaction does not require signposting, but it helps.
Conceded claims need not be extended. If an argument is dropped, I will consider it true. But, I should be able to explain the arguments I’m voting on, so a quick explanation when extending an important argument would hel.
Style
I don’t care iff I can understand you. I will yell clear if necessary, but after a three times, I will stop flowing. Slow down on tags and be clear with subpoints, please. Except in cases where your opponent is unable to compete with your speech, I’m down for speed. If you’re in doubt, I will default to tournament norms for speed/tech.
Case, I guess
Case defense is overrated, case offense is appropriately rated, framing is underrated. A long framing sheet, even as early as the 1AC, is great. Impact terminalization and weighing is a must in case debates. Absent these arguments, intervention is more likely necessary to resolve the debate.
Infinite condo with intrinsicness perms is sounds like a fun model for debate. I find myself arguing that uniqueness controls the link but believing that the other way around is more correct.
I find it difficult to evaluate turns case scenarios, squo solves, or solvency arguments that are not articulated in the context of the advantage(s).
CP
Turns out that a fresh-out-the-oven cp that defaces the absurd cherry-picking that is the aff's solvency mechanism gets me just as excited as it would get anyone else. If the 1AC internal links aren't tight, punish them. The more specific, well-warranted the solvency deficit and net benefit are, the better. PICs and actor counterplans are not good strategies.
CP theory is probably reject the argument. 2A’s, don’t bother with shell theory if the 1AR can explain the obvious brightline. It's a hard sell for me that PICs are ever legitimate on (functionally) one-topical-aff topics.
Conditionality is great and underutilized. 1 condo makes theory an uphill battle, 2 is fine, 3 is pushing it, 4+ and I'll be more sympathetic to the aff.
K’s
I wasn’t the most prolific K debater, but I’m down. If you're reading complex high theory, I'm a bad judge for you - not because I'm particularly biased against the K, but because I'm not well-versed on many lit bases and I haven't judged a lot of high theory K rounds, so I might not necessarily resolve a messy debate in the way you expect.
The criticism should disagree with and disprove the aff. I have a high threshold for voting on sweeping claims about the structure of society/the world. I’m inclined to weigh the plan/the 1AC in some form. I am more convinced by 1NCs that engage with the case.
Lit I’m comfy with: SetCol, Security, Neolib
Leave time for questions.
Framework
Bread-and-butter fairness first is fine, but I avoided this strategy, although skews eval is probably True. I'm enthused by, well-read in, and interested in watching debates of the more interesting framework impacts - self-questioning, debatability, epistemic humility, etc. Procedural fairness is still an impact, though. Defenses of policymaking are fine, args like "policymaking key to solving climate change" are silly.
IVIs
My threshold for IVIs is 1. a sufficiently strong claim to the ballot and 2. they do not operate under any existing framework in the round.
If an independent voting issue's offense operates under an existing framework in the round, it is probably not an IVI. Examples of each side of this:
1. Reading SetCol on the neg conditionally is probably a relink to the K, but unless it's a categorically distinct abuse/offense/violation, it's not an IVI.
2. Regardless of whether or not "discourse matters" framing exists in a round, saying a slur is obviously distinct from using language of settlerism. I'll drop anyone who does it instantly, but it's useful to clarify that the IVI exists under my threshold - "slurs bad" operates under a distinct framework and has a clear claim to the ballot - the IVI is justified.
If you spam IVIs, I will take a baseball bat to your speaks. An additional link to your criticism is not, in fact, an independent voting issue.
There seem to be a disturbing number of IVIs that are essentially "answering our argument is a form of {whatever we criticize}, it's an IVI." This is not how debate works. If the position centers the issue of white people/cishet people/settlers/whomever, yeah, maybe. If it's a case turn - hurts the folks you're trying to help - that's not an IVI, it's a response with which you must engage. Your ideas are subject to criticism.
Critical Affirmatives
The affirmative should be topical or impact turn fairness cleanly to win my ballot. Beware, my most controversial ballots are finding thin routes to the ballot on framework.
Develop a couple pieces of thesis-level offense and lbl effectively. You will lose if you drop fairness first (skews eval, etc.) in the 2AC. I find I often give low speaks to 2ACs on critical affirmatives because they are terrible at answering framework (which is silly, and yet...).
Unless the aff impact turns framework, the counter-interp is usually undercovered by the negative. LBLing the standards debate is usually a waste of time.
Theory/Tricks
Paragraph theory > shell theory, especially on CP theory. I don’t need an interpretation to know what condo bad or actor CPs bad means.
I default to competing interps. Absent contradictory arguments, reading an interp is not necessary to win theory, but it helps. I think reasonability (substance crowdout) is underutilized and has potential value as metatheory. All other brightlines are terrible. I’m ambivalent about RVIs - debate them. I default to and am inclined to drop the argument, barring condo.d
I'll grudgingly tolerate friv. I dislike NIBs and/or presumption triggers that have sweeping implications (truth value). I’m uncomfortable but willing to abandon offense-defense for truth-testing or anything else.
Rebuttals
Please don’t call the POO, I’ll protect. Don't POO the 1NR. I hold the line on new args higher than most judges. No new layers that are not sublayers that are responsive to arguments in the block.
I prefer early-breaking debates. I would rather the 2nd constructives make arguments about the leeway I should give the rebuttal than leave me to protect or not. Do more weighing and warrant comparison.
Other
Presumption goes to advocacy of least change absent other argumentation. In a relevant case, I will apply this standard paradigmatically (e.g. a round in which 1. all offense is zero-risk 2. the negative reads a counterplan 3. no presumption arguments are made).
Splitting the block is fine.
Explaining dense arguments will make voting on them easier.
Unless you gain significant, asymmetrical advantage from disclosure, or someone in the round requests that I do not disclose, I will disclose. Please ask questions and argue with me if you think it’ll help you be a better debater. I won't change my decision, but as long as the conversation does not become circular, I don't really care if you argue with me (as long as we maintain basic respect).
Policy >>>>>>>>>> Value > Fact. My ideal value or fact debate involves a disclosed, relevant, directional plan-text in prep and no “must/must not read plan” or trichot theory. Debate is your space, do what you want with it.
Claiming that an argument was “conceded” has replaced substantive clash in a disturbingly large number of speeches. Overusing the phrase “conceded” or (even worse) “cold conceded” will cost you speaks.
I will likely grant permission for you to audio record my RFD. Please ask before recording.
Don’t call me “judge.”
Here are cool things I didn't do/wasn't able to do/didn't do as often as I wished. If you do them well, you'll get a speaks bump; if you do them poorly, I'll be sad: embedded clash; numbering frontline responses; speed, clarity, and efficiency; advantage counterplan + impact turn; going for the politics DA with good link arguments as a real strategy; courts CPs; being a K team.
Speaks
29.7+ – top speaker.
29.3-29.7 – top 5-10 speaker.
29-29.3 – top 20 speaker.
28.5 -29 – a 75th percentile speaker at the tournament; should break.
28.2-28.5 – a 50th percentile speaker at the tournament.

UPDATE AS OF SEPTEMBER 1, 2022: Please be aware that as of February 24, 2022, the post-Cold War geopolitical/international security world underwent a monumental (and likely permanent) change. If you are going to make any arguments -- whether you're AFF or NEG, asserting internal links or existential impacts -- built around a conventional war in Europe; America's, NATO's, or Russia's propensities to escalate; the threshold between conventional and nuclear conflict; etc., please ensure that your evidence is up-to-date and timely (and, yes, that probably means written sometime after February 24, 2022) and/or please be prepared and able to explain logically and analytically how any older evidence/logic still applies in light of real-world developments in Central and Eastern Europe. Also be aware that if you read evidence (or make an argument) that fails to take account of Russia's invasion of Ukraine, I will almost certainly accept your opponent's analytical arguments -- provided they're logical and persuasive in post-February 24 terms -- as more valid than out-of-date evidence and pre-invasion academic theorizing. And your opponents should feel free to ask you, in CX, to explain how and why any pre-February 24 evidence/arguments are still applicable to the position you're advocating or negating. After retiring from a three-decade career in the U.S. Foreign Service, I returned to high school debate as a (volunteer) coach and frequent judge in 2013. I'm no longer the head coach at Oak Hill School (as of June 2020), but I still provide some assistance (to South Eugene High School) and judge fairly regularly. Beyond that, I teach public policy and international affairs -- as adjunct faculty -- at the Univ. of Oregon.
CX Paradigm (you should read this even I'm judging you in a different debate format because it speaks to my overall approach): My judging style and philosophy has evolved significantly over the past decade. While I still consider myself more of a truth-over-tech/policymaking-paradigm judge, I don't believe -- as some would suggest -- that policymaker automatically equates with a simple utilitarian approach. Far from it. Essentially, I view the two teams as playing the role of competing actors within a government or other policymaking body, each trying to convince me to endorse their policy option. But I remain open to an alternative framework if one of the teams can convince me that that alternative framework should or best applies.
And while I have an inherent bias toward the realistic (particular as it involves global security issues such as nuclear weapons, NATO and Russia, and the nature and distribution of power and influence within the international state system), I'm fine with K debate. That said, although I know my Marx/Engels/Lenin pretty well from my academic training and Foreign Service experience in Moscow and the former Soviet bloc, if you want to run French post-modernist arguments -- or anything of that sort -- you'll need to explain it to me in terms I can understand and appreciate. And that may mean slowing down enough to make yourself more comprehensible and persuasive. I would also advise you against running any sort of performance AFF...I'll judge it if you run it, but it's as difficult for me to evaluate as Dramatic Interp. For better or worse, I still view the resolution as the starting point of any policy debate, and I still believe that an AFF case needs some version -- however abbreviated -- of a case and a plan. And case matters. A significant percentage of the AFF ballots I write end up noting that NEG essentially conceded case...that shouldn’t be the norm. (And, yes, on the other side of that I still very much believe that presumption lies with the NEG...and that going for it is a legit approach that can easily win a debate for NEG if AFF fails to meet its burdens.) Unless something is truly and grossly abusive, I am not particularly keen on RVIs or similar arguments for a behavior as opposed to a policy issue on the flow.
As for T, I am more than open to T arguments and will vote NEG on T if the AFF can't make a coherent topicality defense. But be aware that I have a very inclusive topicality threshold (to put it in 2014-15 oceans topic terms, if a case involved salt water I was ready to accept it as reasonable... provided the AFF made that argument).
I'm good with aggressive spreading, but recommend you slow down enough to allow me to hear and easily flow your tag lines and organizational structure; sign-posting may seem old-fashioned, but if you want me to flow your argument in the correct spot, intelligible sign-posting remains an important element in the process. Pet peeve addressed to 1NCs: LABEL YOUR ARGUMENTS, please. 'Next' is not a label. Off-case, tell me whether you're reading T, a DISAD, a CP, a K, or something else. Similarly, ‘case’ is not a label. Tell me where you want your argument flowed. It may seem 100% clear to you, but it may not be as clear to me (even if I have your speech within the email chain). Assuming there is an email chain, I expect to be part of it: eddinska@gmail.com.
Tag-team CX is fine, but recognize that if the debater who is the designated questioner or respondent is completely overwhelmed by their partner, both team members will likely receive reduced speaker points.
Lincoln-Douglas and Parli Paradigm: I'm pretty much tabula rasa in both these formats, happy to judge the debate as it's presented and debated. I will always be a flow judge (who values line-by-line clash as much as possible). But I'm generally more 'progressive' in judging LD and Parli than I am in judging Policy. Go figure. In both LD and Parli, I very much appreciate theory/framework arguments. I also think both LD and Parli debates benefit from explicit plans/advocacies, which thus opens up the NEG option of CPs/counter-advocacies. Ditto K debate in LD and Parli...go for it, provided you know what you're doing (and can present the K clearly and coherently). Basically, the more LD and Parli resemble Policy, the better.
Public Forum Paradigm: You should follow the rules, of course, but I'm comfortable with pushing the limits (in terms of advocacies and counter-advocacies and such)...that said, I'm open to the other team pushing back on PF rules/norms regarding plans and CPs and such (i.e., to debate the very theory of PF). In a more traditional PF round, I see framework as a key element; it's important to establish (and win) your framework (and then, having secured the framework, explain how and why it matters to your case). I will always evaluate the debate off my flow, so line-by-line clash and full coverage of the key issues are important. That means that what passes for spreading in PF is fine with me...you don't have much time for each speech, I know, so use what you have to the fullest. Again, PF is kinda/sorta Policy Lite, and I'll always prefer -- but not insist upon -- a more Policy-like approach.

I flow the round, but I promise there is a high probability that I will get lost if you go too fast or jump around with your arguments. You’ll benefit from signposting and staying organized. I prefer fleshed out arguments and not blips. Don’t assume I know theory. If something is a voting issue, explain it to me. Always tell me "why".
I’ve spent many years coaching speech events and I appreciate quality public speaking skills, along with respect towards your teammate and opponents.
By the end of the round, you need to tell me why I should be voting for you over your opponent. What are the voting issues and how do your impacts outweigh your opponent's impacts?
I have judged debate since 1988. I started programs in San Jose, San Francisco, and Portland. I have judged every form at the state and national level. I am pretty tabula rasa. In fact, one reason we brought Parli into the state of Oregon in 1997 was that we were looking for something less protocol driven and less linguistically incestuous. Policy and LD seemed to be exclusive to those who could master lingo. With Parli, we had a common knowledge street fight. So, I am open to your interpretation of how the round should be judged. Incorporate anything from your tool box: weighing mechanism, topicality challenge, counterplan, kritik, et al.
But, I still have to understand what you are saying and why. . .and so does your opponent. (Hey, now this guy seems like a communication judge. Eye roll.) I will not judge on debate tactic alone; I am not a Game Player . . . though I did play PacMan once in 1981.
Next, I am a teacher. This is an educational activity. Students should be working on transferrable skills--what are we doing in this debate chamber that we will use outside of the room in a classroom or a college campus or life? So, no speed. I will call "clear" to help you adapt to the room. And, while I am open to creative opposition to premises and other kritiks for the round, I won't abide by arguments that degrade a people or an individual. I was stunned when a debater once tried to argue that Internment was not that bad. I do not think they believed this in their heart; how could we have come to a spot in this educational event where this young person felt that this was a viable argument?

Hi, I'm Julie Guilfoy (she/her), I have been working with the Bishop O'Dowd debate team for the past 4 years as a coach and judge.
Give content warnings before the speeches start please. I'll disclose and do a verbal RFD and feedback if time and tournament rules permit. I welcome fast speaking and evaluate on what is on the flow and evaluate on the strongest case. I appreciate debaters that sign post their case well and go beyond citing warrants; that is, tying their claims and evidence to unified story. Pet peeve of mine is debaters that try to win on overzealous POO's. Be aggressive, not abusive. I welcome debaters running a critical theory based argument as long as they are explained well and don't exclude any debaters from the round. Make sure to engage in the standards, debates and talk about fairness and education.
PARLI:
THE SHORT VERSION: Avoid speed and jargon, and in rebuttal, focus on fewer arguments and develop them rather than trying to win everything. Connect your arguments to the resolution, and where appropriate, to the standard for judging the round, and definitions of key terms. No tag team. No offtime roadmaps/thank yous. Take at least one or two POIs, and don't make that POO unless it's clear cut and important. Unreceptive to kritiks. Raise topicality if the case is legitimately outside the resolution, but do so briefly and simply, explaining the interpretation and violation then moving on. Please run other theory arguments only when necessary to protect the fairness/safety of the space, not just because they're fun or to gain a strategic advantage.
THE LONGER VERSION: I am the debate coach for Berkeley High School. I've been involved in debate (all kinds) for longer than I care to admit, and parli almost the whole time. I am now a practicing lawyer.
1. I tend to focus on where the analysis is, rather than where the drops are.
2. I dislike excessive speed (that is, faster than you would talk outside of a debate round) and jargon (any term that would be unintelligible to a non-debater). Employing either of these will hurt your chances of winning, maybe by a lot.
3. Please, please, please focus on a few key issues in rebuttal and really develop them, rather than trying to cover everything, and saying little about each point. If you don't spend much (or any) time on your key offense, you're in trouble.
4. No tag teaming. It's not your turn to speak.
5. Please don't say "Try or die." It's trite and overused. When you say "try or die," I hear "we don't have any good responses to their analysis that our plan won't solve the problem." Use your time instead to explain your causation arguments more clearly, or the lack of offense on the other side.
6. Topicality is a necessary rule and voting issue, but the cottage industry of theory that has blossomed around it is not only unnecessary but also a huge drag on substantive debate. Do not spend more than 30-90 seconds of any speech on topicality unless the round genuinely presents the most complex topicality question you've ever encountered, or unless you genuinely can't clash on any other argument in the round. If you're challenging their plan/arguments as non-topical, just explain what the Gov team is supposed to prove ("the interpretation") and why they do or don't prove it ("violation/no violation"). If you're challenging their definition, tell me their definition, the "real" definition, why yours is better, and why it matters. That's it. I don't want to hear arguments about the consequences of the violation. If the Gov doesn't affirm the resolution, they lose. If they do, I'll probably ignore topicality unless the Opp interpretation is farfetched and/or they violate the above 30-90 second rule, in which case I'll consider voting against them to deter similar topicality arguments in the future ("RVI"). But again, I will make this call based on the quality of the interpretation and violation arguments; don't waste your speech time with RVI theory. In the interest of candor and your ability to adapt, I've never heard an argument for competing interpretations that I found persuasive, so trying to convince me is not a good use of your time.
7. Please take at least one or two points of information.
8. I'm pretty loose on counterplans as long as a good debate can still be had, and I'm okay with kicking them. I have a pretty low threshold for rejecting plan inclusive counterplans, though, since they usually seem like attempts to avoid having a substantive debate.
9. Kritiks: I am generally unreceptive to them. You can use your speech time however you like, but I have a very strong default to judging the round based on arguments for and against the resolution, which you will have to persuade me to abandon. The fact that you have better K debate skills than your opponent does not inherently validate your stated justification for running the K.
10. Shadow extensions. If an argument is on my flow and unresponded to, it's yours until rebuttals. I don't need it to be extended in every speech if the other side is ignoring it. I'm also not deeply troubled by new responses in LOR that should have been made in MO, because I don't see the harm to the other team. (But I still encourage you to say it in MO when in doubt.)
11. Random things I will not penalize you for ignoring, but I will appreciate if you do read and consider:
a. You don't mean it when you say "Time starts on my first word." That was 12-17 years ago. And even if you're talking about the present, literally, "Time" was your first word. Unless you had an offtime roadmap.
b. It is wrong for me to vote mid-round, so please don't ask me to do it. In fact, I'd prefer you didn't call for the ballot at all. Just make good arguments for your side.
c. "Empirics" doesn't mean what you think it means. Neither does "Solvency."
LD/PUFO:
No plans or counterplans, please. If you run one, I will probably drop you. I prefer traditional-style LD value debate.
POLICY DEBATE
I don't judge policy debate much, but when I do, none of the above applies. I'll judge it based exclusively on the flow, and try to be as tabula rasa as I can.

General Ballot
I will vote for mostly anything as long as you explain it well. Please give content warnings pre-roadmap so that strat changes can be made accordingly. Deliberately misgendering a competitor in the round will result in an auto-loss and a not so pleasant conversation with me and a member of tournament staff. As a judge, I’ll vote for the single team that has the clearest path to the ballot. While warranted extensions can be helpful in terms of voting, I very much dislike when teams rely on "extend ___ uniqueness/argument". Chances are, there aren't as many "conceded" arguments as you think there are - don't be lazy on the line-by-line. My default on dropped arguments is that they are true and I will evaluate them as such. If you have questions on presumption, message me. I want it to be easy to vote, so do that for me. Debate is a game (unfortunately?) and as such, everyone is reading arguments in order to either increase and/or secure their chances of a W. Therefore, I find it hard to be convinced that any particular argument ought be banned or norm ought be forgone (e.g., banning the use of back files, shaming speed, disallowing Ks). That DOES NOT mean that I believe that we should abandon common human decency and practices of kindness.
Speed
I will call clear if I have to, but speed generally isn’t a problem. That being said, if your opponents are not able to compete with your speed, I expect that you will adjust accordingly. Please do not read Speed Theory if you are not going to give your opponents the opportunity to slow down (by calling 'slow' or 'clear') in previous speeches. I find it difficult to identify a bright line between conversational, fast and very fast speaking and unless you tell me where the bright line is, therefore it is incredibly difficult for me to evaluate Speed Theory. Keep tag-lines slow just for the sake of me keeping a clean flow. The more signposting you do, the faster I can flow.
Kritiks
I’m down for them as long as they have a link and they aren't being read purely to deny your opponents equitable access to the debate space. Parli generally has larger K frameworks than policy, so I’m down with that default. Please avoid making generalizations about society. In the same vein, I'm inclined to vote against root cause claims without warrants. I think the aff has the ability to leverage the 1AC/plan as offense versus the alt. I find that the debates that are most engaging/convincing, are ones where kritikal teams engage with case and where case teams engage with the criticism.
K affs are all good in policy, but are sketch in parli unless they have a policy alt. If you feel so inclined to read a kritikal affirmative, I expect that you will disclose within 10 minutes of prep. I never read performance Ks, but am down to listen to them. I’ll flow as well as I can, but be ready to explain how you give the neg ground. Very low threshold on offense against truth testing framework. The lit-bases that I am reasonably well-read on include cap, whiteness, neolib, fem and setcol.
Framework debates are my jam.
I am a firm believer that good case/theory debates are more valuable than bad K debates so don't be cheaty just because you have a backfile.
DAs/CP
Make sure to explain how the CP functions in the 1NC. I am not a stickler on CPs being ME so have fun with that. If you choose to read a perm (in most cases, you should), I'd prefer you read a perm text and an explanation for how the permutation has solvency/functions. "Perm, do both" is not a perm text. I am very unlikely to vote on a Delay CP because I have yet to hear a good justification for why delay resolves the harms in squo better than the plan and doesn't bite the DA(s).
Theory
Default to competing interps and no RVIs, and theory coming first. I don’t need articulated abuse to vote on theory, but if it is there, point it out and your speaks will go up. If you are going for theory, you better actually go for it. I probably won’t vote on it if it is 30 seconds in the 2NR/AR. That being said, I really don't expect you to go for every theory arg you read. High threshold for PICs bad and Condo bad. I will not vote for Ks Bad if it is used as an out from actually engaging with critical positions. I also find that generalizing that all Ks are bad does very little to improve the quality of the debate space. If you choose to read a generalized Ks Bar argument, I will need warranting for why the argument you are attempting to mitigate is specifically exclusionary to your team in the round.
Tricks
I'm going to be completely honest and say that tricks go completely over my head. That's not to say they are bad arguments or ineffective but rather that they are often inadequately explained and I fail to find a way to evaluate how they interact with other args on the flow. Riley Shahar is a much better judge for such args.
Weighing
Generally default to probability over magnitude unless you give me a reason otherwise. Weighing is your job, not mine. I need clear impact scenarios to vote for an argument.

Tag-teaming is all good, but don’t be 'that kid' who tag teams the whole time. I'll be rather disgruntled and take it out on your speaks.
Speaks are more based on strategy than anything else. I think that speaker points are pretty bogus considering that style preferences are quite subjective.
Shadow extensions are awful.
I will more than likely be okay with my RFD being recorded for learning purposes. It's generally a more efficient alternative to repeating portions that you didn't manage to write down on your flow. Please ask before you record, I don't want being "on record" to deter other debaters from asking questions.

I have been a coach for about 12 years, working with students in all forms of speech and debate. As an educator, I see my role as a judge in helping you grow.
I usually inform competitors that I can handle just about anything that they wish to try in a round. I have an open mind and have seen just about everything as a coach and a judge. I don't have strong opinions on what debate should be, other than the guidelines provided by the rules for each event. I want you to explain why you should win the round based on the approach to arguing your position that you have chosen.
That being said, I do prefer certain stylistic techniques. Maintain a moderate speed when speaking. If I can't process your argument, it likely won't have much of an impact in my decision. This is especially important in this virtual world, when certain computer microphones struggle to keep up with you. Demonstrate camaraderie with your partner in PF and Parli and politeness toward your opponents, especially during cross. Emphasize the connections within your argument and show how your framework links to your contentions. Provide abundant examples and evidence. As you are wrapping up the round, show clear reasons to vote for your side. Please focus more on the arguments than on why your opponent violated some fundamental rule of debate.
I will not punish you through speaker points. Extremely low scores are only reserved for rude or inappropriate behavior.

General: Debate is a game that is played to be won but it is also a game that can involve very personal components. So in round be respectful and inclusive. Tell me what weighing mechanism to use when evaluating who should win, debate which weighing mechanism is better, and tell me why you win within that weighing mechanism. Also, more structure and signposting is ALWAYS better. I default to evaluating the round through the technical components of the flow unless told to do otherwise.
Policy Debate: Run anything you want (politics, PICs, business confidence, anything). I prefer the contemporary debate structure (Advantages and Disadvantages) to the classical stock issues style. Solid impact weighing/framing can easily win you an otherwise close round.
Theory: I am good with anything. I prefer it when its used to actually check back for abuse in round and not just as a time suck but I am willing to vote on it regardless. I do not have a preference of the standards vs voters debate.
Speed / Speaker Points: I have no problem with speed, but be clear and maintain solid word economy. Don’t exclude other teams from the debate with your speed, it will cost you speaker points and I am open to theory/kritikal arguments against it. Otherwise, go as fast as you want. Speaker points are awarded by the quality and competitiveness of arguments made rather than persuasiveness.
Tldr; I vote largely on the flow. Please impact to the criteria, CP kicking is fine, weigh in the rebuttals so I don't have to. I dislike theory, but will vote on it given a compelling reason.
Background
I've been involved with parliamentary debate for 10 years. I started by competing for Windsor High School under Coach Bryan St. Amant. After graduating I went on to work at the Stanford National Forensics Institute before coming to Berkeley, where I majored in Philosophy. I also debated for the Debate Society of Berkeley (APDA circuit), and was the Varsity Coach for Berkeley High School for 3 years.
Basics
What my background means is I know debate, and can listen to/flow just about anything you care to argue. I love debates with strong clash and great impacts (who doesn't?). If you give me arguments with strong link stories and believable impacts, which you weigh in the rebuttal, winning my ballot shouldn't be terribly hard. I'll do my best not to intervene, and I think most debates can have a winner without intervention. That being said, I will do intuitive weighing if neither team does it for me (this means you should absolutely do weighing in your rebuttals to make me not do this). Also something to note: if the round boils down to a factual dispute with no clear winner on the evidence presented, I may google it.
I don't take issue with round strategy, as long as you still uphold your side of the motion. Have a CP or don't, kick it or don't, I don't really care--just be clear about what you're arguing for.
Above all, make sure you tell me why things matter by the end of the round, utilizing the criteria and weighing against opposing impacts. The criteria isn't there for decoration, and I'm thoroughly convinced that the best high schools rounds are the ones where the debaters focus their argumentation on winning the criteria. The team that's convinced me they've won the criteria is the team that will most likely win the round.
Theory
I can most accurately be described as an "old school judge." I'm not a huge fan of theory, so run it at your own risk. Like I said earlier, however, I flow. So, if your opponents run theory and you don't respond successfully I will vote on theory despite my personal distaste for it. I have a functional understanding of how most theory works, but not an in-depth understanding of K literature or rarer theory. If you do wish to run theory, be clear and try not to spread too much. This means for a K, don't just say the name of some old dead philosopher and expect me to know what you're arguing--if you're going to talk about Foucault then explain his argument. If you run T, make sure you demonstrate the abuse. If you run a K or any more outlandish theory, you should and must warrant for me why it belongs in the round and in debate.
*Overt racism, sexism, ableism, xenophobia, queerphobia, or transphobia in rounds will result in a loss and a huge reduction in speaker points from me, whether or not your opponents run a full K on it. Do not do this. Ever.*
Speaking Preferences
Don't spread out your opposing team. Ever. Seriously. There's a format of debate where that kind of strategy is welcome, and it isn't this one. If your opponents call clear or ask you to slow down, do so. Also, be sure not to use excessive levels of jargon if your opponents clearly aren't keeping up. It muddles the round for no good reason. Finally, please don't heckle/tagteam. It's annoying and interrupts your partner's speech.
I highly appreciate clarity in the round. That means, wherever possible, you shouldn't be jumping around on the flow. Try to keep your responses linear and precise (don't repeat yourself over and over). If the round has unintuitive framework, take the time to explain it to avoid having a bad round. Roadmaps are great, but be sure you actually stick to them.
I place a relatively high level of value on eloquence. I believe debate is as much a rhetorical activity as it is a critical analysis/strategy-based one, so even though I'll vote for you on the flow, my speaker points are meant to reward clarity and style. Also, don't be a jerk please! You're all wonderful people and its beneath you to misbehave in round.
POIs/POOs/RVIs
Take POIs, especially if you're running theory. Try to take at least one, but no more than five/six--I want to listen to your content, not only your answers to questions. If there's a new argument in the rebuttal, it is the responsibility of the debaters to point it out. If a Point of Order is called (assuming it's valid) I won't consider the argument at all, and I will look to my own flow to check. Unlike many other judges on this circuit, I won't discount RVIs on face. I don't think its productive to exclude entire arguments when they utilize the same standards most theory runs on (education, fairness, etc.). That said, I don't have a particular preference for them either, so, like any other argument, give me a strong link, demonstrate abuse, and finish with a good impact.

I am former parliamentary debater and I competed in GGSA for three years.
I value presentation and speaking style, so a clear, concise, and logical case is always appreciated! Please sign post your contentions, as I will be flowing. I am not a huge fan of overly technical debates, especially in Parli, so please try to avoid kritiks unless you find it necessary. That said, if you are going to run one, make it good!
I don't have a strong preference on POIs. It is nice if you take one, but I won't look poorly on a team that doesn't (I have seen some team try to abuse them to waste other teams time, so I totally understand if you don't take them). Also, please try to refrain from asking your parter POIs. I want everyone to have a chance to speak.
Once your time is done, please finish your thought/sentence, but do not start a new argument after time, as I will ignore it. I am fine with phones being used as timers. I will be timing with my phone.
I do know the rules of debate quite well, so please don't make up imaginary rules.
I am the head speech and debate coach for my school. I keep a rigorous flow, but I'd still consider myself a traditional judge. Speed for its own sake is something I disdain, but I can follow it somewhat. I would only vote for theory on topicality grounds or for actual abuse. Theory breaks debate, so you will need to convince me that the debate is impossible because of a real violation. Just because your opponent drops or mishandles your thin T shell does not mean a concession has occurred: tread carefully. I suppose I'd vote for a K but you will need to explain it very well. Your opponent dropping a poorly linked K is not an auto-victory.
In LD the Negative must refute the Affirmative case in the first speech. An unaddressed argument in this first speech is a drop/concession. I would allow Neg to cross-apply arguments from the NC in later speeches if they naturally clash with the aff case.
P.S. I have decided that most circuit-style debate is pretty embarrassing from a performance standpoint. I think it gives competitive debate a silly aspect that undermines its credibility and therefore undermines the value of the activity. I would probably say linking into this argument would get my ballot most of the time so long as one side is not also engaging in silly debate stuff. If both sides are super silly in performance and/or argumentation. I will decide based on the most outrageous dropped argument.

Judging Paradigm
I’m primarily parli these days, but the principles would apply to any form of debate I might judge.
I check all the boxes: successful, national circuit high school debater (policy/cross-ex); debate coach for over 25 years; tab director for over 20 years; debate league director for over 15 years; taught at a respected parliamentary debate summer workshop for 10 years. However, my career was in business, not education or the law, which does affect my point of view.
None of that is “actionable”, in that it is of no help to you if I’m sitting in the back of the room with my flow and stopwatch waiting for you to begin. The following may be more useful.
My role as a judge is to sort through the debate you and your opponent choose to have and produce a reasoned, persuasive decision. My “case” (RFD) should accurately reflect what was said and be acceptable to each of the debaters as a valid opinion on what occurred, even if they may take issue with that opinion.
This judge-as-debater approach has certain implications:
· My source material is the debate you choose to have. If you don’t agree on what it should be about, then my decision should be based first on your definitional arguments. If you do agree, then my decision should be based on the relative weight of arguments on the issue. If both teams agree—explicitly or tacitly—to have a particular debate, my opinion as to what the motion or debate should have been about is not relevant.
· The more work you do to lay out a path to a decision, the less work I have to do building my own, and the fewer decisions I have to make as the judge. That generally works in your favor.
· Your arguments should be based both on what you present and, perhaps even more so, on what your opponents present, with a fair comparison and weighing.
My business background has certain implications:
· Debate is intended to be educational. I have less sympathy for arguments that no one would make or consider in the real world. Theory arguments should be clearly explained and shown to have a serious impact on the matter at hand. The more distantly related an argument is to a plain reading of the motion, the greater the need to justify that argument.
· Not all arguments are equal. Judging is not simply counting arguments won, lost, or dropped, but comparing the persuasive weight of each side. I expect both sides will win some arguments and lose some arguments and drop some arguments. If you don’t weigh them, I will.
· Explanations count more than facts (at least explanations broadly consistent with the facts). For any arguable topic there will be examples that favor each side. The fact that some people survive horrendous accidents unscathed is not in itself an argument against safety equipment; that many will refuse to use safety equipment that is inconvenient or uncomfortable is, at least against that particular type.
· I don’t have a problem making decisions. I rarely take long or agonize over them. However, I will do my best to provide a detailed written RFD, time permitting.
Finally, debate is about the spoken word. It is your job to persuade me and in your best interest that I clearly understand what you want to say. It is not my job to be persuaded, nor to intuit what you intended to say beyond a reasonable effort on my part to do so. This has the following implications:
· Speak as fast as you think appropriate. I flow well and can tolerate speed. But if I don’t hear it, don’t hear it as intended, or don’t get it on my flow, it won’t help you. It’s not my job to signal you if you are speaking too fast or drifting off into unintelligibility.
· Why wouldn’t you present more arguments than your opponents can handle in the time allowed? Spread is a natural consequence of time limits on speeches. But 13 weak reasons why an argument is true won’t help you even if your opponent drops 12 of them, but wins the one most important to the issue. And debaters with more than one level of subpoints almost always get lost in their own outline. Quality spreads as surely as quantity and has more impact.
· I understand some debaters provide outlines, cards, briefs, etc. I will listen carefully to what you say, but I will not read anything you give me.

FAQs
Definitions? Definitions are a legitimate area of argument, but don’t ask me to rule on them mid-round. Gov has the right to a reasonable definition of terms. If Opp does not like them, Opp should challenge in a POC, POI or at the top of the LOC. Don’t wait to challenge definitions late in the round. Gov need not explicitly define terms or present a plan: clear usage in the PMC binds Gov and must be accepted or challenged by Opp. In other words, if it is obvious what Gov is talking about, don't try to re-define the terms out from under them. P.S. No one likes definition debates, so avoid them unless Gov is clearly being abusive.
Points of Clarification? Like them. Think it’s a good tactic for Gov to stop and offer Opp a chance to clear up terms. Should occur at the top of the PMC immediately after presenting definitions/plan/framework, etc.
Pre-speech outline or road map? A common local custom not to my taste. Speeches are timed for a reason, and I see this as an attempt to get a bit more speaking time. But, when in Rome… They should be brief and truly an outline, not substance. I will listen politely but I won't flow them.
New contentions in the Member constructives? Perfectly legitimate, though it was considered old-fashioned even when I debated 50 years ago. It also presents certain tactical and strategic issues debaters should understand and have thought through.
Counterplans? If you know what you are doing and it’s appropriate to the motion and the Gov case, a counterplan can be extremely effective. Most debaters don’t know what they are doing, or use them when there are less risky or more effective options available. Many counterplans are more effective as arguments why the status quo solves or as disadvantages.
Written material? I’m aware in some leagues debaters give judges a written outline of their case, or pass notes to the speaker. I accept all local customs and will not interfere or hold these against you. However, debate is by spoken word, and I will not read anything you give me.
New arguments in rebuttal (Point of Order)? You should call them if you see them. But if you see them every five words it begins to look like an attempt to disrupt the rebuttal speaker. Landing one good PO puts me on watch for the rest of the speech; multiple “maybes” will likely annoy me.
Evidence? Even in heavily researched debate like policy, facts are cherry picked. Even in the real world one rarely has all the facts. Explanations generally outweigh simple facts (though explanations that contradict the facts aren't really explanations). Information cited should be generally known or well-explained; “what’s your source” is rarely a useful question or counter-argument. I am not required to accept something I know to be untrue. If you tell me something I don’t know or am not sure of, I will give it some weight in my decision, and I will look it up after the round. That’s how I learn.
Theory? (See “business background” comments above, and "Definitions".) These are arguments like any other. They must be clearly explained and their impact on the round demonstrated. They are not magic words that simply need to be said to have an effect. Like all arguments, best present them as if your audience has never heard them before.
Weird stuff? Everyone in my family has an engineering degree. We’re used to intelligent arguments among competent adults. We know we aren’t as clever as we think we are, and you probably aren’t either. The further you drift from a straightforward interpretation of the motion, the greater your burden to explain and to justify your arguments.
Rules of debate? There are none, or very few. If your opponent does something you think is out of bounds, raise a POI if you can and explain the impact on the arguments or on the debate in your next speech. Most "rules" debaters cite are more like "guidelines". If you understand the reason for the guideline, you can generally turn a weak "that's against the rules" into a much stronger "here is why this is harmful to their case."

I have experience as a policy/CX debater in high school and I have been judging parli for just over three years. I have experience as a public speaker from many conferences, as well as corporate events and meetings.
I'll flow your arguments, but I need to be able to hear and understand them enough to write notes.
Don't expect me to know any theory that you don't explain clearly. Make sure that any theory (or any arguments at all) clearly relate to the debate you're in and the topic at hand.
Your speaking style and ability are important, but its not uncommon for me to award low-point wins. If you dont signpost well, not only can I not follow you, but you aren't delivering well.
Your summations should clearly tell me how to decide my vote.
For parliamentary debate, I prefer clear, organized argumentation and reasoning over speed and jargon. I can follow a spread (my background was in policy debate) but parliamentary debate is a whole different event.
I flow, and use the flow in my decision, but not all arguments are created equal. You can win 4 points, your opponent only one, but they can still win the round if they convince me that their one point outweighs all others. Tie your arguments to the resolution, and show how they tie into your judging criteria. Speaking style matters in my decision too - a smooth, organized, persuasive speaker will have the edge over disorganized and choppy presentation.
On the subject of organization, I appreciate the 5 seconds spent to tell me whether you are starting with their case, or your own contentions.
No strong opinion on POIs. Nice to take one, but if you really are short on time I won't be offended if you don't take any.
I leave my opinions and knowledge at the door of the round. I am willing to follow most arguments if you can make them stick.
However, I am really REALLY sick of overly clever debate tactics in lieu of actual debating. I am particularly tired of kritiks. They are a technique used by lazy debaters to avoid having to actually listen, reason, and create counterarguments. Rather than pay attention and use their brains, they pull out a precanned K and spend their time on that, instead of actually debating. I expect to hear reasoning, analysis, and argumentation on the actual resolution - not endless whining about how abusive the other team is. Basically I want to see a debate.
I also hate tag-teaming. I believe that each speaker should do their own speech, answer any POIs, and generally do their part. I don't mind if you pass your partner a note while they are speaking, but that’s about it. I will only write down arguments advanced by the actual speaker.
In the end, the most important thing is to have a respectful debate with plenty of clash. Listen to each other, analyze what the other speaker said, and respond appropriately. And remember that this is supposed to be fun.
I’ve judged/coached most formats at this point, but my personal experience is some hs parli and then BP for Berkeley.
Debate is a game, so I’ll vote on anything. While I competed in less technical events in college, I enjoy complex rounds if they're interesting so please do try new things.
Speed's okay but slow down for tags and expect me to miss some nuance if it's very fast. If your opponents ask you to slow down, I expect you to give them the opportunity to engage.
Otherwise, run what you want! I'm very far removed from current trends in debate, but I love strong + analytical warrants, good linking, and fun strategic decisions. I tend to find super stock DAs and Ks or a heavy reliance on evidence quite boring.
If you are a novice - please do not feel pressure to fill time just because you have run out of things to say. It is much better to end your speech early and leave time on the table than to fill time just for the sake of filling time by repeating arguments you or your partner has already read.
General debate: I judge primarily on the flow. If you're talking too fast that I can't write your arguments down, or if you are not properly sign posting to where I should write that argument, I might not be able to vote on it. I do not intervene. I sometimes write "consider this argument next time" on ballots, but I won't make links or impacts for you, you need to be explicitly clear.
I don't flow questioning periods - if you're trying to make a point, you need to so directly on the flow (with internal sign posting) and use your opponent's answer as the warrant for that argument.
I often do not vote in favor of Ks and would rather see those types of arguments structured as a DA if the K is on the resolution. The only exception to this general guideline is if one team is uniquely offensive in round and you're running the K against something specifically said or done by your opponent.
Parli: I judge parli from a policy perspective. This means that for a policy resolution ("given actor" should "given action) I like formal structure (plantext, CPs, DAs, solvency press, etc) and for a value resolution, it means that I want to know what are the real world consequences of voting in a certain way? For example, if you want me to vote that "liberty should be valued above safety" tell me what natural policies consequences will follow and the impacts of those.
LD: I rarely cast my ballot based on the framework debate alone. I put more weight on the contention level. In general, I have a strong preference in favor for traditional LD over progressive LD.
PF: I like to see your analysis in your evidence. Please do not just quote an author, but explain how what this author said relates to the argument in your specific case. I often ask to read evidence myself, so please have full articles available for context, with your specific source highlighted or indicated.

I'm considered a very traditional flow judge within the various competitive debate arenas. I appreciate slightly-higher than conversational rates as a maximum. I will afford you a 'clear' if necessary.
I do expect and reward debate with a clear framework of understanding. I also like direct application of your argument to clear and defined system(s). I don’t believe we exist in a vacuum – there must be context for me to consider and weigh an argument, and I recognize the resolution is created and should be interpreted within a particular context. Therefore, hypothetical worlds must be warranted as reasonable within a pragmatic context developed within the resolution. I appreciate creative, though plausible and non-abusive, House interpretations in Parliamentary rounds.
In LD and PF, all evidence must be clearly tagged and clearly linked to the grounds within your claims. In Parliamentary, examples should be true, contextually-defined, when appropriate, and directly linked to your claims. You can create hypothetical examples or indicate your personal beliefs on an issue; however, if you are unsure what a particular constitutional amendment or Supreme Court decision states, please avoid introducing it. Also, where tag-teaming is permitted, proceed with caution. One or two interjections is fine. More than that diminishes your partner's voice/skill and will be considered in speaker points and, if excessive, the RFD.
Crystallization is key to winning the round. Be sure you allow yourself ample time to establish clear grounds and warrants on all voters. I don’t consider arguments just because they are uttered; you must explain the ‘why’ and the ‘so what’ in order for me to weigh them in my decision, in other words, directly impact them to the framework/standards. I do appreciate clear signposting throughout the round in order to make the necessary links and applications to other arguments, and I will give you more speaker points if you do this effectively. Speaker points are also rewarded for competence, clarity, and camaraderie during the round. In LD and PF, I will not give below a 26 unless you're rude and/or abusive.
Overall, please remember, I may not be as well-read on the resolution as you are. I do not teach at camps; I don’t teach debate in any structured class, nor do I judge as regularly or frequently as others. I will work hard to reach the fairest decision in my capacity. I really enjoy judging rounds where the contestants make a concerted effort to connect with me and my paradigm. I don't enjoy rounds where I or my paradigm is ignored. Thanks for reading this far!! CONGRESSIONAL DEBATE:
I have 25+ years experience in Congressional 'Debate' and REALLY enjoy judging/parli'ing great rounds! I evaluate 'student congress' as a debate event; hence, if you are early in the cycle, I am looking for clear affirmative and negative grounds to establish clash and foundation for the remainder of the debate. If you speak later in the cycle, I expect extensions and refutations of what has already been established as significant issues in the debate (beyond just name dropping). I see each contribution on the affirmative and negative sides as extensions of the previous speeches presented; consequently, if there is a significant argument that has not been addressed to by opponents, I expect later speakers to build and expand on it to strengthen it. Likewise, if speakers on the other side do not respond to a significant issue, I will consider it a 'dropped argument' which will only increase the ranking of the student who initially made it, and lower the rankings of students who failed to recognize, respond or refute it; however, it is the duty of questioners to challenge opposing speakers thus reminding the room (including the judges) on significant arguments or issues that have gone unrefuted. In other words, students should flow the entire round and incorporate that information into their speeches and questions. I also highly encourage using the amendment process to make legislation better. Competitors who attempt it, with germane and purposeful language, will be rewarded on my ballot.
Most importantly, enjoy the unique experience of Congressional Debate. There are so many nuances in this event that the speech and debate other events cannot provide. Own and appreciate your opportunity by demonstrating your best effort in respectful dialogue and debate and be your best 'self' in the round. If you do, the rewards will far outweigh the effort.
EVIDENCE: All claims should be sufficiently warranted via credible evidence which ideally include both theoretical and empirical sources. I reward those who consider constitutional, democratic, economic, diplomatic frameworks, including a range of conservative to liberal ideologies, to justify their position which are further substantiated with empirical examples and data. All evidence should be verbally-cited with appropriate source and date. Students should always consider biases and special interests when choosing sources to cite in their speeches. I also encourage students to challenge evidence during refutations or questioning, as time and warrant allows.
PARTICIPATION: I reward participation in all forms: presiding, amending, questioning, flipping, and other forms of engagement that serve a clear purpose to the debate and fluent engagement within the round. One-sided debate indicates we should most likely move on to the next piece of legislation since we are ready to vote; therefore, I encourage students to stand for additional speeches if your competitors are not willing to flip, yet do not wish to move to previous question (as a matter of fact I will highly reward you for 'debating' provided that you are contributing to a meaningful debate of the issues). I expect congressional debaters to remain engaged in the round, no matter what your speaking order, therefore leaving the chamber for extended periods of time is highly discouraged and will be reflected in my final ranking. Arriving late or ending early is disrespectful to the chamber and event. Competitors who appear to bulldoze or disenfranchise others regarding matters of agenda-setting, agenda-amendments, speaking position/sides can also be penalized in ranking. I am not fond of splits before the round as I've seen many students, typically younger folks, coerced into flipping; hence, students should just be ready to debate with what they've prepared. If you are concerned with being dropped, I recommend exploring arguments on both sides of the bill/resolution.
PRESIDING OFFICER: Thank you for being willing to serve the chamber. I look highly upon students who run for PO. If elected, be sure you demonstrate equity and fairness in providing the optimum opportunity for every competitor to demonstrate their skills as a debater and participant in the chamber. I value POs who assert a respectful command and control of the room. Do not allow other competitors to take over without your guidance and appropriate permissions (even during breaks while others may be out of the room). Your procedures of recognizing speakers (including questioning) should be clearly communicated at the top of the round to promote transparency and a respect for all members of the chamber. Mistakes in recency or counting votes happen -- no big deal (just don't make it repetitive). Public spreadsheets are appreciated.
DELIVERY, STYLE and RHETORIC: Good delivery takes the form of an argument and audience-focused presentation style. Authorship/ Sponsorship/ first-negative speeches can be primarily read provided the competitor communicates a well-developed, constructed, and composed foundation of argument. These speeches should be framework and data rich -- and written with a rhetorical prowess that conveys a strong concern and commitment for their advocacy.
After the first speeches, I expect students to extend or refute what has been previously stated - even if offering new arguments. These speeches should be delivered extemporaneously with a nice balance of preparation and spontaneity, demonstrating an ability to adapt your advocacy and reasoning to what has been previously presented. Trivial or generic introductions/closings typically do not get rewarded in my rankings. I would much prefer a short, direct statement of position in the opening and a short, direct final appeal in the closing. Good rhetorical technique and composition in any speech is rewarded.
DECORUM & SUSPENSION OF THE RULES: I highly respect all forms of decorum within the round. I value your demonstration of respect for your colleagues referring to competitors by their titles (senator, representative) and indicated gender identifiers. Avoid deliberate gender-specific language "you guys, ladies and gentlemen" etc. I encourage any suspension of the rules, that are permitted by the tournament, which contribute to more meaningful dialogue, debate, and participation. Motions for a suspension of the rules which reflect a lack of decorum or limit opportunity are discouraged. I also find "I'm sure you can tell me" quite evasive and flippant as an answer.
