PRELIMINARY ROUND LEGISLATION
A Bill to Legalize All Drugs
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
Section 1. Ever since states have begun to legalize marijuana, our congress has seen massive amounts of tax revenue that has helped our nation remain stable and established a new sense of freedom amongst the people. That is why, this congress will pass a bill to legalize all drugs.
Section 2. The following drugs are legalized:
Schedule 1 Drugs: Marijuana, Heroin, LSD, Mescaline, MDMA, GHB, Ecstasy, Psilocybin, Synthetic Marijuana, Methaqualone, Khat, and Bath Salts.
Schedule 2 Drugs: Meperidine, Cocaine, Vicodin, Methadone, Hydromorphone, Oxycodone, Fentanyl, Adderall, Dexedrine, and Ritalin
Schedule 3 Drugs: Testosterone, Anabolic steroids, and Ketamine
Schedule 4 Drugs: Xanax, Soma, Darvon, Darvocet, Valium, Ativan, Talwin, Ambien, Tramadol
Schedule 5 Drugs: Lomotil, Motofen, Lyrica, Parepectolin
Section 3. The US Department of Justice and the Federal Drugs Administration will oversee the implementation and enforcement of this piece of legislation.
A. These substances will be completely left unregulated and it will be left up to the states to regulate.
B. Substances within this legislation that have been already legalized and/or open to the public will have every regulation repealed at the federal level.
Section 4. This legislation shall be implemented immediately upon passage.
Section 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Amend the Constitution to Ensure Gender Reproductive Equality
1 WHEREAS, as of currently, fathers have little to no legitimate say in future of their
2 unborn children, giving mothers near absolute reproductive control; be it,
3 RESOLVED, By two-thirds of the Congress here assembled, that the following article
4 is proposed as an amendment to the Constitution of the United States,
5 which shall be valid to all intents and purposes as part of the Constitution
6 when ratified by the legislatures of three-fourths of the several states
7 within seven years from the date of its submission by the Congress:
8 ARTICLE --
9 SECTION 1. The termination of a pregnancy shall require only the written consent of
10 both biological parents, if and only if the following conditions are met:
11 (A) The pregnancy is not the result of incest, any form of nonconsensual
12 sexual intercourse, or one of the parents is not of legal age to consent.
13 (B) The pregnancy is not the result of a donation of sperm.
14 (C) The life and health of the mother is not endangered by the pregnancy.
15 (D) The abortion takes place before fetal viability.
16 SECTION 2. In the case that one of the biological parents vetoes the termination, the
17 parent who favored to terminate the pregnancy, hereby referred to as
18 “The Terminator '', must waive legal custody of the child or children.
19 SECTION 3. Given that The Terminator is the biological mother of the unborn child or
20 children, the biological father shall pay all of The Terminators’ medical
21 expenses directly relating to the pregnancy.
22 SECTION 4. Given that The Terminator is the biological father of the unborn child or
23 children, he shall be exempt from paying any of the mothers’ medical
24 expenses that directly relate to the pregnancy.
25 SECTION 5. Fathers not informed of the birth of their biological children shall be
26 exempt from any legal obligations to support the child or children.
27 SECTION 6. No legal restrictions that have the purpose or effect of placing an undue
28 burden in the path of a woman seeking to terminate a nonviable fetus
29 shall be established other than Section 1 of this Amendment.
30 SECTION 8. The Congress shall have power to enforce this article by appropriate
31 legislation.

A Bill to Improve the Treatment of Uighur Muslims in China
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States Federal Government shall impose trade restrictions upon Chinese companies that have been found to be complicit in the operation of Chinese Uighur Muslim re-education camps.
a. All domestic and foreign branches of United States depository institutions shall be directed to deny financial services to Chinese companies that have been found to be complicit to the aforementioned involvement.
SECTION 2. Trade restrictions are to be defined as tariffs or quota restrictions upon goods, technology, or services designated for export to a given country, or imported from that given country.
a. A complicit company is to be considered as one that has provided economic, logistical, or material support to the construction, maintenance, or function of Chinese Uighur Muslim re-education camps.
b. Financial services will be defined as the provision of access to or service of the financial accounts of a given entity, including but not limited to the conduction of investments, loans, deposits, withdrawals, and general financial transactions.
SECTION 3. The United States Office of Foreign Assets Control shall administer and enforce this legislation.
a. The extent and magnitude to which restrictions on goods and services will be applied shall be determined by the United States Department of the Treasury.
SECTION 4. This legislation shall be implemented immediately upon passage.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Create a Global Climate Agreement
WHEREAS, The United States pulling out of the Paris Agreement was met with international backlash; and
WHEREAS, The United States needs to emerge as a global leader in the fight against climate change; and
WHEREAS, Climate change is one of, if not the most, pressing issue going into 2020; now, therefore, be it
RESOLVED, By the Congress here assembled that an official recommendation to create a Global Climate Agreement is submitted to the President that shall include:
a. A plan to revitalize the US renewable industry sector
b. US commitment to aid developing countries in creating sustainable infrastructure
c. A yearly Global Climate Conference of all signers, at which progress of every country shall be reportedly; and be it
FURTHER RESOLVED, more specific standards of said agreement are decided upon by the coalition of joining countries.

A Resolution to Support Morocco during the West Saharan Dispute
WHEREAS, Morocco lodged a formal complaint with the UN Security Council regarding the Algeria-backed Polisario Front
WHEREAS, the group was accused of moving military units into the northeastern and southwestern portions of a UN-monitored buffer zone separating Moroccan-controlled Western Sahara from Algeria and Mauritania
WHEREAS, the possibility of armed conflict has escalated given the past clashes and decades of tension between the capital cities of Rabat, Algiers, and the Polisario
WHEREAS, The United States has ample reason to prevent the Arab world from spiraling into war and supporting Morocco; now, therefore, be it

A Resolution to Increase Research Funding into Genetically Modified Organisms
WHEREAS, Genetically modified organisms are organisms whose genetic material has been altered using genetic engineering techniques; and
WHEREAS, There has been a great wealth of research into genetically modified organisms, but there are widely varying conclusions regarding their safety status; and
WHEREAS, Genetically modified organisms are being included in a great wealth of food products in the United States and the world; and
WHEREAS, If genetically modified organisms are found to be harmful, their consumers are being put at health risk; and
WHEREAS, Increased federal funding towards research into genetically modified organisms will help reach a true conclusion regarding their safety; now, therefore, be it
RESOLVED, By the Congress here assembled that the amount of funding going toward research into genetically modified organisms shall hereby be increased substantially; and, be it
FURTHER RESOLVED, that the amount and allocation of this funding shall be determined by the Department of Agriculture.
Semifinal Round Legislation
A Bill to Make Public Higher Education Tuition Free
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: The US Federal Government will cover the tuition to Public Universities and Community Colleges for all high school graduates and current college students with a 3.0 GPA and with a median household income of $100,000 or less for up to 6 years.
SECTION 2: A public University or Community College is defined as an accredited institution
that is funded by federal and state taxes.
SECTION 3. The US Department of Education will oversee the implementation of this bill.
A. State agencies responsible for funding State Universities and colleges will work in a combined effort with the US Department of Education
SECTION 4. This bill will go in effect starting August 1, 2020
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

Limit Excess Xenophobia In Schools (LEXI’S) Act
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Student Resource Officers (SROS) will be limited to 3 per school district. Each SRO will be required to complete an anti bias program yearly.
SECTION 2. The following terms shall be defined as
SRO: sworn law enforcement officers responsible for safety and crime prevention in schools without the ability to make arrests.
Anti Bias Program: a program that incorporates strategies to create a safe
inclusive learning community.
SECTION 3. The Department of Education will be in charge of overseeing implementation.
A. Any school district that fails to have an SRO complete an anti- bias program will undergo review by the Department of Education, who can then repeal half of the funding said district receives from the Every Student Succeeds Act (ESSA).
B. Any incident with an SRO shall also be reviewed by the Department of Education, if deemed profiling, all funding from ESSA shall be revoked.
SECTION 4. This bill shall be put into effect for the 2020-2021 school year.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Abolish the Luxury Tax on Feminine Hygiene Products
1 BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED 2 THAT:
3 Section 1. Feminine hygiene products are hereby exempt from any luxury tax,
4 federal or otherwise.
5 Section 2. Feminine Hygiene Products: Sanitary napkins, tampons, pantyliners,
6 period pants, menstrual cups, and other products intended to
7 sustain vaginal health during menstruation.
8 Section 3. The enforcement of this legislation shall be overseen by the Internal
9 Revenue Service (IRS).
10 Section 4. This legislation shall be implemented on October 1, 2020.
11 Section 5. All laws in conflict with this legislation are hereby declared null and 12 void.
FINAL ROUND LEGISLATION
A Bill to End Sanctions on Russia
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The United States shall end all economic sanctions placed upon Russia since 2014.
- Sanctions upon specific individuals, including but not limited to Executive Orders 13660, 13694, and 13685, shall remain in place.
SECTION 2. The United States Department of State shall initiate efforts to increase trade and economic investment between the United States and Russia.
SECTION 3. The United States Department of State will oversee the implementation of this bill.
SECTION 4. The legislation shall take effect on January 1st, 2020.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Amend the Constitution to Repeal the 22nd Amendment
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
RESOLVED, By two-thirds of the Congress here assembled, that the following article is proposed as an amendment to the Constitution of the United States, which shall be valid to all intents and purposes as part of the Constitution when ratified by the legislatures of three-fourths of the several states within seven years from the date of its submission by the Congress:
ARTICLE –
SECTION 1. The twenty-second article of amendment to the Constitution of the United States is hereby repealed. Persons may hold the office of the President for more than two terms.
SECTION 2. The Congress shall have power to enforce this article by appropriate legislation.
A Resolution to Dispose of Spent Nuclear Fuel Under the Ocean Seabed
WHEREAS, The United States has no sustainable long-term solution to storage of nuclear waste with the closure of Yucca Mountain; and
WHEREAS, Current methods of nuclear waste storage leave the United States susceptible to terrorist attacks; and
WHEREAS, Sub-seabed disposal of spent nuclear fuel has been tested and deemed safe; and
WHEREAS, A sustainable solution to store nuclear waste such as sub-seabed disposal removes a critical barrier to support for and commercialization of nuclear energy; and
WHEREAS, Nuclear energy is a clean energy source that is increasingly necessary in the face of accelerating climate change; and
WHEREAS, A sub-seabed disposal strategy would create thousands of jobs through innovation of spinoff technologies such as autonomous underwater vehicles; now, therefore, be it
RESOLVED, By the Congress here assembled that the United States Department of Energy should increase research and development on sub-seabed disposal of nuclear waste.
