Congress rules:

  • The docket order will be set. Each set of legislation is to be debated in order and only during the assigned session unless tournament permission has been given.

  • We will have 3-hour sessions that utilize a base-2 speaking system in varsity (novice houses may choose to use base 2, but it it not required). This means each student can give a max of 2 speeches per session and every student is also guaranteed a minimum of 2 speeches should they want to speak.

  • If any session runs out of legislation, please use the tournament legislation.

  • Finals will be converted into a 3rd session depending on numbers.

  • If there is a finals session, precedence will be randomized prior to the start of the round.
