Congress rules:

The docket order will be set. Each set of legislation is to be debated in order and only during the assigned session unless tournament permission has been given.

We will have 3-hour sessions that utilize a base-2 speaking system in varsity (novice houses may choose to use base 2, but it it not required). This means each student can give a max of 2 speeches per session and every student is also guaranteed a minimum of 2 speeches should they want to speak.

If any session runs out of legislation, please use the tournament legislation.

Finals will be converted into a 3rd session depending on numbers.

If there is a finals session, precedence will be randomized prior to the start of the round.
