Notes on tournament administration:
Congress - nothing really changes for us except there is a more specific rule on timing of rounds – there must be 10 minutes of debate time allotted for each competitor (which is why the final round is so long).
Debate - rounds 1-2 are pre-set, rounds 3-4 are power-matched. All winning records (3-1) - and only winning records - clear. If we have 3 qualifiers and 2 teams having winning records after round 4, the 2 teams with winning records qualify and we have a "losers-bracket" with the 2-2s to determine the third qualifier.
Speech - If there are fewer than 8 entries then no elimination rounds will be conducted. No final may be smaller than 4 entries. All entries whose rank totals are tied with an advancing entry also advance to finals. Final rounds may have no more than 7 entries with a goal of 6. Semifinals will be held if there are more than 24 entries.
