6:30 p.m. Coaches' Challenge for Congress and announcement of semi-finalists

The University of Texas invites you to the 2021 Longhorn Congress Legislative Debates. 

Presiding Officers will be elected from the floor at the start of each session, and are not required to have declared in advance. POs in out rounds will also be elected, and need not have been elected to preside in preliminary chambers. The direct questioning procedure will be used in all sessions (per TFA).

Congressional debate shall be conducted by Texas Forensic Association rules (see www.txfa.org for more information). For additional information on Congress procedures see the NFL Congress manual at www.nflonline.org.

Chamber assignments will be ready on Friday & Saturday at registration. The legislative docket will be posted on Tabroom.com web site.  Students will be allowed to set the agenda in each chamber. Students will stay in the same Chamber assignments for the two preliminary sessions.

Entry Limits: Schools are allowed up to 5 entries in the Longhorn Congress, with additional students waitlisted if needed. A minimum of one qualified scorekeeper/parliamentarian must be supplied if the school enters ANY students in Congress. A limited number of judges may be available for hire in this capacity. If, due to Congress entry size, a scorekeeper can not be used cleanly in any chamber, the scorekeeper/parliamentarian will be assigned to judge individual events rounds instead.

LEGISLATION:

Chambers will be allowed to set their own agendas except in finals

Round 1: 2, 13, 17, 19, 20, 29 (chambers will set agenda)

Round 2: 4, 7, 12, 15, 22, 28 (chambers will set agenda)

Semi: 11, 14, 16, 24, 25, 30 (chambers will set agenda)

Finals: 23, 5, 10, 8, 1, 26 (this agenda is set)
