Policy Debate Evidence Rules:
Open Division - Students are NOT restricted to the evidence packet. Any evidence not in the evidence packet that will be read at the tournament must be disclosed no less than 1 week in advance.
Novice Division - Students are restricted to the evidence packet. Any student(s) reading evidence outside of the provided packet will be subject to reduction of speaker points and/or forfeiture of the round.

Please disclose any non-DKC evidence on the public caselist as well as emailing DKC staff.

Congress Judges - Do NOT enter your ballot after Session I. Session II is part of the same round and will all be on a single ballot.

Debate-KC has agreed to prohibit motions to suspend the docket in order to debate session 1 bills in session 2 or vice-versa. Please tell your students not to try. We will also be informing the judges to not allow such motions.


Novice Sections:
A novice student is a competitor in their first year. Any student who is not in their first year of competition and found to be entered in the novice division prior to the tournament will be moved to the open division. Any such student discovered after the tournament has started will be ineligible for either individual or team awards.
