For clarity, the debate in each round is limited to the specific legislation listed as for that round, but it can be set in any order during the specified round by members of each individual chamber. The third round will be a "Super Congress"--an outround for advancing competitors. The outround legislation is new for all competitors, but the preliminary rounds' legislation has previously been debated at Palo/Cheyenne.
