Rule Changes
We're always trying to improve the activity, so we're piloting two rule changes:
1. A Point of Order can now be raised when a speaker has exceeded their allotted time.
2. A Point of Order can now be raised when someone is tag-teaming, i.e. when the speaker is receiving verbal instructions from their partner during speech time. Verbal tag-teaming (i.e. when the non-speaking partner speaks directly to the judge) has always been prohibited.

Rules
This tournament will follow NPDL round rules and NPDL topic strike procedures:
1. Three topics (motions) for the round will be posted here.
2. The Opposition team (NEG) has 2 minutes to strike a motion.
3. The Government team (AFF) has 1 minute to strike a motion.
▶ ️The remaining, non-struck motion will be debated, and 20 minutes of preparation time begin as soon as the Government (AFF) team has done their strike.
If one team is still absent at the end of their topic strike time, the other team may strike again, i.e. they may choose the topic outright.

Speech Times (NO GRACE PERIOD)
Prime Minister Constructive (PMC): 7 minutes
Leader of Opposition Constructive (LOC): 8 minutes
Member of Government Constructive (MGC): 8 minutes
Member of Opposition Constructive (MOC): 8 minutes
Leader of Opposition Rebuttal (LOR): 4 minutes
Prime Minister Rebuttal (PMR): 5 minutes
Debaters have 20 minutes of preparation time between the time the resolution is chosen via topic strikes and the time they report to their judge(s) to start the debate.
There is no preparation time between speeches. There is no grace period at the end of speeches.
