General Information

Entry is open to students in grades 7 through 12.

Congress will have 2 sessions. Depending on entry numbers, there may be a super session or third session.

PF, LD, and Extemp Debate will have 4 preliminary rounds. Policy will have 3 preliminary rounds.

Speech events will have 3 preliminary rounds. Depending on entry numbers, there will be (an) elimination round(s), or a round 4. In other words, speech events will have at least 4 rounds.

Double-Entry in Speech Events Only:

Students may double-enter in speech events.

There is NO double-entry in debate events. This includes Congress and Extemp Debate.

Fees:

$12 per student per entry. (Thus events requiring two people are $24.)

Entries are due by Friday November 1 at 5pm. Fees and judging obligations are also set at that time.

All payment is expected prior to the end of the registration period on the day of the tournament. Schools with unpaid fees and missing judge obligations may not be scheduled for Round 1.

Congress Legislation:

Legislation must be uploaded to tabroom no later than Friday October 28, 2024,at 5 pm. Schools are permitted to submit one piece of legislation per each student entered.The bill packet will be posted on the website once it is compiled.

Judging Burdens

Teams should bring the following number of qualified judges:

1 judge per every 4 Speech or Congress entries

1 judge per every 2 Lincoln-Douglas entries

1 judge per every 2 Public Forum entries

1 judge per every 2 Policy teams

Judges are obligated for all rounds of the tournament.

Please note that the speech and congress judge pool is combined – thus, all speech judges may be asked to judge congress.

In registering a judge, a team is noting that the judge has been properly trained to judge that event. This means that judges should understand the basic standards for the event, know how to assign ranks/wins/losses/speaker points, and know how to fill out an electronic ballot.

We support and welcome new judges, but judge training should be completed prior to the tournament. We encourage teams needing training materials for their judges to contact tiffany.dacheux@dallastown.net in advance of the tournament.

To ensure that we can pair rounds equitably in all rounds, judges CANNOT be current high school students.

Hired Judges

We will have a limited number of hired judges available.Requests for hired judges must be made through the registration website.

Public Forum: $150 per hired judge

Lincoln-Douglas: $150 per hired judge

Speech/Congress: $100 per hired judge

Unfortunately, we will not be able to offer hired judges for Policy Debate.

Tabroom.com

Tournament postings will be conducted through tabroom.com, and judges will complete their ballots online. Prior to the tournament we ask that all teams that their competitors and judges are correctly linked and have notifications sent to their cell phones. This ensures that our tournament can run efficiently.

Rules and Conventions for Events:

Program Oral Interpretation and Informative Speaking will be judged according to the rules of the NSDA. All other Interpretation events will be judged using the rules and standards which govern the NCFL.

Impromptu Speakers will have 7 minutes in which to prepare a response and present a speech without consultation of prepared notes. The maximum time limit is 7 minutes with a 30-second “grace period,” which includes both preparation and speaking.

Congress will use NSDA rules. All chambers will be designated as a Senate.

Public Forum will follow the 4-4-3-4-4-3-3-3-3-2-2 format with 3 minutes of prep time. Novice & Varsity PF divisions will use the November/December topic from the NSDA.

Lincoln Douglas has 4 minutes of prep time (per debater). Novice & Varsity LD will use the November/December topic from the NSDA.

Policy has 5 minutes of prep time (per team).

Extemp Debate will follow NSDA rules.

Time Violations in Speech Events: Each speech event has a 30 second “grace period.” If the judge in the round finds that the student has gone beyond the grace period, the student may not be ranked 1st, but need not be ranked last based on time. The ranking is up to the individual judge’s discretion. No minimum time is mandated.
