Speech & Debate Scrimmage!
WHEN: Thursday, January 25, 2024
WHERE: Richmond High School for the Performing Arts, 4314 Crutchfield Street, Richmond, VA 23225
EVENTS: This Speech and Debate scrimmage will follow VHSL rules to prepare students for upcoming conference, regional and state tournaments, although private schools are encouraged to compete as well. We hope to provide a great local scrimmage option for Central Virginia schools especially!
1. Lincoln-Douglas: Novice* and Open 2 rounds. VHSL Rules.
Resolved: The United States ought to substantially reduce its military presence in the West Asia-North Africa region.
2. Public Forum: Novice* and Open. 2 rounds. VHSL Rules.
Resolved: The United States federal government should repeal Section 230 of the Communications Decency Act.
3. Student Congress: Open division. Maximum entries capped at 1 chamber. Coaches- prioritize entries in order of registration. VHSL Scoring. 1 two-hour session of Congress. Congress topics are:
Domestic: Renewable Energy and Election Reform
International: Argentina and Ukraine
Economic: Sick Leave Rules and Rail Transit
Virginia: Voting Rights Restoration and Minimum Wage

4. The following open speech categories will be offered (2 rounds each), and please note that students may double-enter in all categories EXCEPT Extemporaneous Speaking:

JUDGES:
Each school is responsible for providing their own judges with the following quotas:
1 judge for:
…every 2 Lincoln-Douglas Debate entries or fraction thereof,
…every 2 Public Forum Debate entries or fraction thereof,
…every 2 Policy Debate entries or fraction thereof,
…every 5 Student Congress entries or fraction thereof, and
…every 5 Individual Events entries or fraction thereof*
*Student Congress and IE event judges may be combined.
ENTRIES:
Schools are limited to 6 entries in each debate category/speech event. No double entries for debate and extemp.
DROPS:
Drops (for any reason) are permitted up to 48 hours before the tournament with no penalty. Drops within 48 hours require schools to honor the entry fees AND still require the original judging quota.
SCHEDULE:
Registration: 4:30 - 5:00 pm
Judges Meeting: 4:45 pm
Extemp Draw 1: 4:45 pm
Extemp Round 1: 5:15 pm
Round 1 (other events): 5:00 pm
**Dinner after round 1 (beginning at 5:45 pm)
Round 2 LD/PF: 6:00 pm
Extemp Draw 2: 5:45 pm
Round 2 Speech: 6:00 pm
Session 2 Congress: 6:00 pm
Photo Opt & Certificate presentation: 7:00 pm – (When all members of the team are done)
DINNER
There will not be concessions. Dinner for competitors, coaches, and judges will be provided courtesy of The Richmond Forum Speech and Debate Initiative. We encourage you to bring your group snacks.
REGISTRATION:
Free for all participants and sponsored by The Richmond Forum Speech & Debate Initiative. Please go to tabroom.com to register. Space is limited for this scrimmage. All entries will be initially waitlisted. All participants (coaches, students, judges) will need to create a Tabroom account with an email and password. After you have created your team and judge rosters, you can add entries to the tournament registration page. Direct any Tabroom questions to: lucretia@richmondforum.org
All registrations will be due on MON January 15th at 5:00 PM. Judges due by WED January 17th at 5:00 PM.

Special instructions: Park in the Crutchfield parking lot enter door number 2. The registration table will be in front of the auditorium. Find a seating section in the auditorium. The student meeting will start around 4:50p.m. Judges and coaches should report to the media center on the 2nd floor.
