Dear Colleagues,

Please accept this as your personal invitation to attend the Plano West TFA and NIETOC Invitational Qualifying Tournament on October 20-21, 2023. We are excited to offer you and your students not only outstanding academic competition, but also a pleasant tournament experience. All TFA qualifying events will be offered.

This tournament offers NIETOC bids in all speech events in addition to a finals bid to the Extemp TOC. Students that compete in Domestic Extemp and International Extemp may not compete in both. Students that compete in LD, CX, PF, or Worlds may not cross enter into other events.
Please note that the Plano West Wolf Classic will offer 4 preliminary rounds in all debate events. Congress will have prelims and semis on Friday and finals Saturday morning.

We do not accept independent entries. A school coach or adult must enter students into the tournament. A school authorized adult must be in attendance and responsible at all times for the duration of the tournament.

We are excited about the schedule of events, level of competition, quality judging, and unique opportunities provided this year. We hope you can participate!

Finally, the Plano West Wolf Classic is pleased to continue giving out the Rhonda Smith Award to the top competitor overall at the tournament. We will also offer a sweepstakes award for 1st-3rd place schools in attendance and 1st-3rd place sweepstakes for top competitors in debate and individual events.


Debates Topics and Congress Legislation

Congress legislation: These are the items we will be debating from the TFA docket:

In prelims, we will be debating the following items: #15, 16, 23, and 28

In semis, we will be debating the following items: #4, 10, 26, and 29

In finals, we will be debating the following items: #1, 3, 11, 24

PF will be the September/October NSDA topic. Resolved: The United States federal government should substantially increase its military presence in the Arctic.

Varsity LD will be the September/October NSDA topic: Resolved: The United States ought to guarantee the right to housing.
Novice LD will be the NSDA novice topic. Resolved: In the United States, national service ought to be mandatory.

For policy, we will be debating the following topic. Resolved: The United States federal government should substantially increase fiscal redistribution in the United States by adopting a federal jobs guarantee, expanding Social Security, and/or providing a basic income.
We will adopt the following case limits for novice policy:

Basic Income: Universal Basic Income
Basic Income: Basic Income for Persons at or near the Poverty Level
Federal Jobs Guarantee: Green New Deal
Social Security: Medicare for All

Additionally, novice policy will be constrained to using the NDCA novice packet.
