TFA SPEECH & DEBATE TOURNAMENT

HOSTED BY BOERNE CHAMPION HS AND BOERNE HS

 Key Details:

-Our tournament is a TFA qualifier.

-All rounds will follow TFA rules.

-Our tournament does not accept independent or unaffiliated entries.

-An adult affiliated with your school has to be present and available at all times throughout the tournament.

-Judge obligations cannot be filled with current high school students, there are NO novice events at this tournament.

-We intend to use mixture of paid and community judges for IE events

COVID-19 Protocols:

-All tournament participants will be encouraged to wear masks while not competing.

-Efforts will be made to provide adequate space for social distancing.

-Students, coaches, judges, or volunteers experiencing possible COVID-19 symptoms within 7 days of the tournament should not come to the tournament. While we will not likely be able to refund entry or judge fees, there will be no additional drop fees charged for drops related to COVID-19 symptoms or positive test results.

-Although not required by TEA, if a tournament attendee associated with your school does contract COVID after the tournament, please contact tournament directors so that efforts can be made to notify possible close contacts.

We will NOT break brackets in debate.

Debate Topics:

LD- Resolved: The appropriation of outer space by private entities is unjust.

PF- Resolved: On balance, Turkey’s membership is beneficial to the North Atlantic Treaty Organization.

CX- Resolved: The United States federal government should substantially increase its protection of water resources in the United States.

WSD Prepared motion #1- This House believes that the European Union should accelerate the process of granting full membership rights to the Balkan states (Albania, Bosnia, Kosovo, Montenegro, North Macedonia, and Serbia).

WSD Prepared motion #2- This House would hold social media companies to the same libel standards as traditional forms of media (i.e. newspapers, etc.) for the content they publish.

CHS Congress will utilize items 4, 9, 10, 14, 15, 23 for prelims and 5, 6, 8, 13, 17, 22  for finals from the Spring TFA docket.

BHS Congress will utilize items  5, 6, 8, 13, 17, 22 for prelims and 4, 9, 10, 14, 15, 23 for finals from the Spring TFA docket.

Direct Questioning will be used in all rounds.

Chambers will set the order of the docket in round.
