 The Northern Wisconsin NSDA Qualifier in Congressional Debate

will take place March 11, 2022 on NSDA Campus. 

The Speech Qualifier will take place asynchronously,

and judged March 8-13

 

All Participating students MUST BE NSDA MEMBERS ON OR BEFORE March 5, 2022.  NSDA membership fees must be paid to the NSDA on or before the morning of the competition. Please be sure to get your points recorded, and send the fees.

 

Congress: 

To run a Senate qualifier, we need participation from at least six different schools.  If that is not achieved, all entries will be transferred into the House.  If we have this, we can qualify two senators to the national tournament. 

To run a House qualifier, we need a minimum of 16 entries total.  Online congress rules state that chambers must be between 8-15 participants, so we will likely have two chambers in our preliminary session.  Based on the scores and number of entries in the prelims, 8-15 students will advance to the final session. 

The number of house qualifiers for our district depends on the number of entries.  If we have 16-29 entries, we will have two qualifiers, 30-59 entries gives us four qualifiers. 

Congress Schedule:

 

Friday, March 11,  2:30-3:30 pm: check in

4:00 – Session 1 (prelim)

6:30 - break

7:00 – Session 2 (final)

Legislation:  Please submit bills/resolutions (preferably 2 per school) as soon as possible to jrademacher@madison.k12.wi.us 

 

Congress Judges: 1 congress judge per 5 entries. If additional judges are available, please bring them. They will either be hired by the tournament or can be used to off-set any fees owed by your school.

 Congress Fees: $10 per entry. Any uncovered congress judging obligations will be billed at a rate of $125 per judge. Please make checks payable to:  Northern Wisconsin NSDA.  Send payments to John Rademacher, 145 Pine View Dr, Madison, WI 53704.

 

SPEECH:

As voted by participating coaches, speech qualifiers will be online. Asynchronous recording will be used. Double entry is allowed.  Note that if a student competed in the debate qualifier, that was one of their entries.  Entry in the congress qualifier does not count toward the double entry limit.  For double-entered students, the coach must submit the single entry letter of intent in tabroom under “NSDA Forms” by Monday, March 7 when links to video entries are due.  Partnered events (Duo, PF debate) always take precedence over solo events. 

 

We are using the new method of 3 preliminary rounds and a final to determine qualifiers, and following all NSDA IE rules. 

 

Recordings: As per NSDA rules, videos must be one continuous take with no cuts or edits, no camera movement, no panning or zooming.  All videos must be a new recording made specifically for this tournament.   All performers must make a verbal statement at the start of their recording that this video is for the NSDA qualifier. Failure to include this statement could result in disqualification.  All videos must be uploaded AFTER Feb. 15, 2022 in order to be eligible.

Tuesday, March 8,  All video links due and entries finalized by 6:00 PM

 

Tuesday, March 8,  Rounds 1, 2 and 3 released as early as possible after 7:00 PM

 

Thursday, March 10, All prelim ballots due by 7:00 PM, Final rounds released as early as possible

 

Sunday, March 13, Final Round ballots due by 2:00 PM

Qualifiers posted by 5:00 PM

Duo: must be recorded with both performers together. Follow all school and local rules regarding masking. 

US & International Extemp: A set of questions for each event will be sent to coaches and posted on tabroom on Saturday, March 5.  NSDA requires that 30 minutes of prep be done live, but does not require the prep be recorded.  It will be the responsibility of the coach to uphold the NSDA honor code and monitor their students’ preparation, and ensure that the recording of their speech begins immediately when the 30 minutes of prep is concluded.  One recorded extemp speech will be used for all rounds of competition.  If a student is double entered in both extemp events, one speech for each (US and International) is required.  

Speech Judges: 1 speech judge per 2 entries. This is to provide enough judges for the Final rounds which require 3 judges per section.  If additional judges are available, please enter them. They will either be hired by the tournament or can be used to offset any fees owed by your school.
