Novice Debater:  A student who is debating for the first year in high school.  If it is a team event, both students must be novices.  If a student has competed in either Parli, Public Forum, Policy, or LD in previous years while in high school, they are no longer a novice in debate.

Fees: TCFL Dues if this is your first TCFL Tournament of the season.   Make checks payable to Tri-County Forensic league.

Debate Topics:

Policy topic:
"Resolved: The United States federal government should enact substantial criminal justice reform in the United States in one or more of the following: forensic science, policing, sentencing."


Sept./Oct. LD topic: (Our Fall Open LD Debate will use same topic)
"Resolved: In a democracy, voting ought to be compulsory."
Sept./Oct. Public Forum Debate Topic: (Our Fall Open PoFo Debate will use same topic)
"Resolved: The United States federal government should enact the Medicare-For-All Act of 2019."
 
Parli topics displayed 20 minutes before round.

Judges: Each school is obligated to provide one qualified judge per every 2 Policy, Parli, & Pofo teams,* and one qualified judge per every 4 LD entries.* Don’t forget varsity students can judge. If your judging quota is not met, your entries may be dropped. Judges should have pens, flow pads, and stopwatches.
