Dear Illinois Debate Community,

This is a formal invitation to participate in the Illinois Debate Community State Debate Tournament for Novice/JV Lincoln-Douglas, Public Forum and Congressional Debate. Please join us at Conant High School in Hoffman Estates, IL on Friday, March 8th to Saturday, March 9th!

The IDC State Debate Tournament is for first and second year debaters.  We will host Novice and Junior Varsity divisions for each of the following events:  Lincoln Douglas, Public Forum, and Congressional Debate. Novice and JV divisions may be collapsed into one division if the numbers warrant it (in which case we will still separate awards).  

Please read the following information regarding eligibility, entry limits and judges carefully. To maintain the integrity of this state championship tournament, these standards must be met.

ELIGIBILITY

Novices: to quality for this category, debaters must be in their first year of competition in any type of debate. In addition, high school seniors must be placed in the JV division even if they meet the criteria of a Novice.

Junior Varsity: To qualify for this category, debaters must be in their first or second year of competition. Assuming they meet the criteria, all seniors must compete in this division.

ENTRY LIMITS

You are allowed up to four entries in each PF or LD and up to six entries in Congress.  

There must be a minimum number of entries in each division in order to hold a State Championship in a particular division of a particular event. Entry minimums as follows:

LD and PF: 6 different schools – at least 16 students

Congress:  4 different schools – at least 16 teams

JUDGES

No judges will be hired by the tournament.  To preserve the integrity of this tournament, please make sure that all of your judges are experienced in the type of debate that they will be judging.  As a State Championship Tournament, this tournament should not have any judges who are not experienced. Schools that do not provide the required number of judges will have to drop teams at registration.  

All judges are required to be available to judge the entire tournament.  Please don’t make us drop one of your teams because your judge leaves early!

We will be using TABROOM.COM for this tournament.  Please make sure all of your judges have accounts that are linked to your school set up prior to March 8.  Before adding judges, please specifically confirm the correct e-mail address is associated with the account and that no two accounts are associated with the same e-mail.

Novice Public Forum and Lincoln Douglas

In the novice division, each school shall provide one (1) judge for each Public Forum or Lincoln Douglas team. Juniors in their third year of debate or seniors in their third or fourth year of debate may judge in the Novice division. Please write STUDENT JUDGE in the Judge Notes on Tabroom.com.  

JV Public Forum and Lincoln Douglas

In the JV division, each school shall provide one (1) judge for every two (2) Public Forum or LD teams. JV  judges must be high school graduates who never competed during this school year. One (1) judge will be assigned to each preliminary debate round and three (3) judges will be assigned to each elimination round.

Novice Congress

In the novice division, each school shall provide one (1) judge for every 3 Congress debaters. Juniors in their third year of debate or seniors in their third or fourth year of debate may judge in the Novice division. Please write STUDENT JUDGE in the Judge Notes on Tabroom.com.  

JV Congress

Each school shall provide one Congressional judge per six entries. All Congressional judges must be high school graduates who never competed during this school year.

The tournament will use the same Congressional Debate Legislation that is used at IHSA.  

STUDENT JUDGE AWARDS

The tournament will give prizes to the top 3 student judges as determined from a collection of their ballots throughout the tournament in Lincoln Douglas, Public Forum, and Congress Debate.  

MISCELLANEOUS

1. There shall be no oral critiques after a round.  Judges are expected to complete a full ballot for each round including specific comments for each debater and a comprehensive RFD.  

2.  Judges must keep time.  Students are allowed to time; however, under no circumstances are debaters to be the only ones keeping time.  

3.  Judges shall submit a decision within five (5) minutes of the conclusion of the round.  Judges can finish electronic comments on ballots after their decisions are submitted on Tabroom.com

4.  Judges shall NOT reveal decisions until the results have been released by the tournament.  DO NOT DISCLOSE!

5.  Unless otherwise stipulated in this document, this tournament will adhere to IHSA State Debate Rules.  

6.  Students and judges who are not competing in any given round should remain in the designated areas in case we need to find them.

TOPICS

Lincoln-Douglas debaters will debate the NSDA March-April topic. Public Forum debaters will debate the NSDA March topic.

  • The Lincoln Douglas debate topic will be Resolved: The illegal use of drugs ought to be treated as a matter of public health, not of criminal justice.

  • The Public Forum debate topic will be Resolved: The United States should promote the development of market rate housing in urban neighborhoods. 

IDC Legislation in Novice/JV Congressional Debate will duplicate the IHSA State Debate Preliminary Bill Packet. IDC will choose and announce in advance which three pieces of legislation will be debated in the Final Round of Congressional Debate.

$30 per PF team, $30 per LD debater, $20 per Congressional debater.

Coach of the Year

The IDC will present an award to the 2019 Coach of the Year and the 2019 Assistant Coach of the Year. Awards will be chosen by all head coaches in attendance. Each school will be allowed to nominate one coach and one assistant coach. Coaches and assistants must be attending the tournament in order to be eligible.

DEADLINES

2/15 (Friday, 4PM) – Intent to enter and preliminary registration numbers.  

Please reserve spots on your TABROOM account.  We will open TABROOM in

January.  

3/1 (Friday, 4PM_--Final names entered on TABROOM.com  No refunds will be

given for drops after 3/1.  Name changes are acceptable after 3/1.  

FOOD  

Dinner on Friday and lunch on Saturday will be provided for all ADULT judges and coaches.

Burrito Bar Dinner can be preordered for students on Friday night ($8.50 per person), which includes drink and cookie. Alternatively, students can purchase concessions on Friday evening (pizza, hot dogs, chips, candy, and pop).

The tournament will serve Pizza for Saturday lunch. This must be pre-ordered. Limited concessions will be available during the tournament on Saturday.

We will be looking for schools to host future IDC tournaments on the weekend before IHSA for the next 3 years.  Please check your school calendar to see if you can host this important tournament.

It is critical that the tournament start on time on Friday afternoon.  Please allow plenty of drive time to the high school on Friday and Saturday.  Please consult MapQuest or your GPS for detailed routes to Conant HS. If you are running late, text Lainee with changes/drops on the day of the tournament.
