Event Description:

You may assign up to 2 students to the Senate (the TOC-qualifying chamber), and split the remaining students between House groupings A and B. This allows you to have better control over the grouping of your students, however, when we mix and match odd numbered delegations, your A and B groupings could be put in EITHER House 1 or House 2; this will be done just prior to registration on Friday. If enrollment is small, we may only have one house.

Please e-mail legislation as a Word .doc, .docx or Rich Text Format .rtf or PDF by 8 p.m. on Thursday, January 28. It must be in proper NFL format, of serious tone and of concern to our national U.S. Congress (legislation may be limited to 2-3 items per school). Dinner is included in the $8 per student fee and there is no limit on entries. Schools must supply one judge for each eight (8) entries. Judges are needed for the entire evening and are expected to dress professionally (business casual). A judge may be hired for $150.

Please remember that due to the auspicious nature of this event and the venue that participants are encouraged to submit serious legislation and dress appropriately.

Debate on each legislation starts with a sponsor speech (the authoring school gets the first “right of refusal”) of three minutes, followed by two minutes of questioning. The first negative speech on legislation also will be followed by a two-minute questioning period. This is followed by alternating affirmative and negative speeches of up to three minutes, followed by up to one minute of questioning (NFL rules).

Each speech and hour of presiding is worth up to six points apiece. Placing will be determined by aggregate judge ranking. Complete rules, directions and parking information will be included with your confirmation.
