Fall 2025 Topic Wording: Resolved: The United States should actively promote substantially greater unionization by implementing the Protecting the Right to Organize Act or facilitating sectoral bargaining. *Junior division teams advocating for the PRO Act must defend the act in its entirety. This means that Novice/JV teams have the following options:
 1. Defend the full PRO Act 2. Defend sectoral bargaining However, Open teams also have the option to pick and choose which parts of the PRO Act they want to defend, so long as they specify which parts they are defending in their plantext.
