Event Description:

Declamation is a student delivering a speech that has been delivered by someone else in public.  Cutting is allowed.  They should have an introduction, which includes the title of the speech, the author, and when it was delivered.  Must be memorized - no visual aids permitted.

Speech length is 10 minutes, with a 30-second grace period. If over grace period, cannot be ranked 1st.
