Event Description:

Three preliminary Congress sessions beginning Friday afternoon, breaking to a Super Session Saturday afternoon. Advancement out of the preliminary rounds and final round placement will be based on student vote with weighted judges’ ranks. The final round Presiding Officer will be appointed by the tournament. Schools are limited to 10 entries in Congress. No double entry. Note that Congress judges are supplied in tandem with Speech judges (1 for every 5 combined entries, or fraction thereof).Preliminary sessions will use contestant-created legislation. Schools may submit up to three pieces of legislation, but no more than the number of entries. Legislation must be emailed in Word (.doc) format pennsburyfalcon@gmail.com by Friday, January 16. The Super Session will once again use a specially prepared scenario and tournament appointed Presiding Officer. The scenario topic and preliminary legislation will be released on Monday, January 18. Contestants may register after the 16th, but may not include bills for debate.
