Event Description:

The 2020 Laird Lewis Invitational will follow the NSDA Pilot Internet Rules in all debate events and in Extemporaneous Speaking. Internet connectivity is allowed in round/chamber/prep. Internet connectivity may not be used for outside communication during competition. Proof of outside communication during competition will result in disqualification.

Congressional Debate will follow NSDA rules for evidence, speech times, and scoring. Rules are available in the HS Unified Manual accessible on speechanddebate.org.

Congressional Debate will utilize direct questioning in all sessions, preliminary and final.

Congressional Debate will elect 2 presiding officers per session, who will serve for 1.5 hours of debate each.

Legislation in Congressional Debate will be assigned to each session. There will be 3 pieces of legislation per session, which may be debated in any order. Debate on each piece of legislation will be limited to 1/3 of the total session time (1 hour per item).
