Resolved: The United States federal government should establish national health insurance in the United States.

This House would prohibit governments from using artificial intelligence to make decisions about individuals' eligibility for public benefits.

Artificial intelligence, for the purposes of this debate, refers to algorithmic or machine-learning systems used to automate, predict, or assist in decision-making, including but not limited to scoring applicants, flagging fraud, or approving/denying claims. "Public benefits" refers to government-administered programs such as welfare, unemployment insurance, disability support, housing assistance, and healthcare subsidies. "Prohibit" means banning the use of AI in any stage of the eligibility determination process, including screening, risk-scoring, and final decisions, though governments may still use AI for administrative tasks unrelated to eligibility (e.g., processing paperwork, scheduling).
