REQUIRED CONGRESS MEETING:

All students entered in Congressional Debate (and Presiding Officers) must attend a required meeting before round 1 Saturday morning. The meeting will take place at 9 AM in the Clovis North Multi Purpose Room.  

To clarify our procedural guidelines: 

Every school participating in the State Congress (or PO) competition is required to submit one piece of legislation before the tournament. The specific topic for this legislation is determined by your league, and you can refer to this document  to identify your league's designated topic area.

Once these legislative proposals are submitted, the CHSSA Congress Chair will compile them into a packet, which will be sent to all coaches with Congress entries. Coaches will be asked to rank their preferences among these proposals. There will be a quick turn around here, with two days open to vote.

The highest-rated bills and resolutions will then be selected and included in the final packet, which will be distributed one month prior to the tournament.
