The 2nd Season Championship will use legislation from the 2023 NSDA nationals packet. There are 3 bills per session, but only 2 are to be debated. Chambers may caucus to establish the order in which bills will be debated, but these are the bills for each session.

Finals
The final round of the 2nd Season Championship will revolve around an ongoing "scenario." Congress finalists will have to respond to an unexpected crisis with decisive action and improvise legislative proposals!
