Here are the two legislative packets for the NSDA qualifiers on Friday, April 16th.  A couple of notes. The prelim docket was SET by random draw.  The order of debate may not be amended to ensure that each school entered has a chance for one of their bills to be debated.  The finals packet is also SET.  This prevents any coalition of students from changing the docket to favor themselves.  Additional legislation may only be added by the tournament director and it will not be from a school but rather the April packet from NSDA.  So no docket amending and bills must be debated in order without docket gamesmanship. In the prelim packet there are two additional pieces of legislation just in case they are need-they are marked #7 and #8.  They are from the NSDA Women's and DEI packets. The entire finals packet is from the NSDA April offerings of legislation. If schools enter the qualifier field after April 2nd, they have missed the deadline for their legislation to be debated.

We desperately need ONE additional school to enter the SENATE qualifier or we run the risk of losing the Senate slots at nationals.  Should that happen, we will move Senate students into house chambers.  It would be a shame to lose the Senate in a state where congress debate is so highly valued.  Here is how good Senate debate is in the state:  Virginia had the National Champion in Senate last year from Thomas Jefferson!  Please help find another school to enter!!!!  It is in everyone's best interest to maximize, not minimize, our entries to nationals.  We should be sending 6 students in Congress to nationals.  Let's find another school to help us out.

This is important information.  Please follow these points carefully.

1). Each school entering the tournament must provide one piece of legislation per student entered.  This is to ensure we have sufficient legislation to debate.

2).  Each piece of legislation must be formatted per the NSDA templates attached.

3).  The legislation is due April 2nd by 5pm.  Kindly email it to hstrong@potomacschool.org

4).  The legislation will be published no later than April 5th, hopefully before on the website page of the tournament.
