WHEREAS, Over 130 countries representing 98% of global GDP are currently exploring or developing Central Bank Digital Currencies (CBDCs); and
WHEREAS, CBDCs Would enable faster, cheaper payments that settle instantly, which would benefit small businesses as well as the unbanked; and
WHEREAS, The rise of private cryptocurrencies facilitates money laundering, tax evasion, and sanctions circumvention; and
WHEREAS, An American digital currency would ensure the U.S. dollar maintains its position as the world's dominant reserve currency; and
RESOLVED, That the Student Congress here assembled supports the development and adoption of a Central Bank Digital Currency for the United States.

A Bill to Reinstate the De Minimis Value
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. The de minimis threshold for imports shall be reinstated at $800.
SECTION 2. The de minimis threshold is the maximum value for which goods can be
imported into the United States free of duties or taxes.
SECTION 3. The US Customs and Border Protection agency will oversee the
enforcement of this bill.
SECTION 4. This legislation will take effect at the start of the next fiscal year.
SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Ban the Wearing of Non-PPE Masks by Federal Law Enforcement Agents
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED:
SECTION 1. No federal law enforcement agent, including those working for Immigration and
Customs Enforcement (ICE), shall obscure their face in the line of duty unless to do so is
medically indicated or otherwise legitimately required for the safe and effective discharge of their duties.
SECTION 2. Federal law enforcement agents are specifically forbidden from wearing
facemasks for purposes of intimidation or to disguise their identities from the public.
SECTION 3. Any federal law enforcement agent found to be in violation of this legislation shall
be issued a formal warning on first offense, placed on two weeks of unpaid leave on second offense, and terminated on third offense. Any federal agent in a supervisory role who is found to have ordered their employees to violate this legislation shall be immediately and permanently terminated.
SECTION 4. This legislation shall be jointly overseen by the Occupational Safety and Health
Administration (OSHA), which shall be tasked with determining which situations do and do not require federal law enforcement agents to obscure their faces with personal protective equipment (PPE), and the Department of Justice, which shall be tasked with general enforcement.
SECTION 5. This legislation shall take effect immediately upon passage.
SECTION 6. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Grow Our Essential Workforce
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: The United States shall establish comprehensive federal job training in partnership with qualified training providers to address critical workforce shortages in areas including but not limited to healthcare, education, and skilled STEM sectors through the National Critical Workforce Development Act. The program shall provide:

Full tuition coverage for training programs in critical shortage occupations lasting up to four years.

Living stipends of $2,000 per month during full-time training participation.

Childcare assistance up to $1,200 per month for participants with dependents under age 13.
SECTION 2: For the purposes of this legislation:
A. "Critical shortage occupations" shall be defined as jobs in which there is a significant lack of qualified workers, leading to difficulties for employers in finding suitable candidates.
B. "Eligible participants" shall be individuals aged 18 and older who are U.S.citizens, permanent residents, or authorized to work in the United States.
C. "Qualified training providers" shall include community colleges, trade schools, professional associations, healthcare systems, and accredited universities.
SECTION 3: This program shall be overseen by the U.S. Department of Labor.
SECTION 4: This legislation shall be implemented October 1, 2026.
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

The Coastal Resilience Act of 2025BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1: The United States shall create a new governmental agency, the Office of Rising Sea Level Adaptation (ORSLA) to protect coastal communities from the threats posed by rising sea levels.
SECTION 2: ORSLA shall fulfill its purpose through a series of initiatives including but not limited to critical infrastructure improvements, managed retreat programs, and ecosystem restoration. For the purposes of this legislation:

"Critical infrastructure" shall be defined as vital systems and networks that connect and keep our country safe, such as transportation systems, power grids, water treatment facilities, hospitals, and emergency services.

"Managed retreat" shall be defined as planned relocation of people, buildings, and infrastructure away from areas of highest risk.

“Ecosystem restoration” shall be defined as initiatives to bring damaged marine ecosystems in shorelines, wetlands, dunes, and coral reefs back to health.
SECTION 3: ORSLA shall be overseen by the U.S. Army Corps of Engineers and will launch with a dedicated annual budget of $15 billion.
SECTION 4: This legislation shall be implemented October 1, 2026.
SECTION 5: All laws in conflict with this legislation are hereby declared null and void.

A Bill to Prohibit Legacy Admissions in Federally Funded Universities
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. Universities that receive federal funding shall be prohibited from
considering legacy status as a factor in undergraduate admissions decisions.
SECTION 2. Legacy status shall be defined as any preferential consideration given to
applicants related to alumni of the institution. Federal funding shall include federal research grants, financial aid programs (such as Pell Grants), and any other form of monetary assistance.
SECTION 3. The Department of Education will oversee compliance with this legislation.
Universities found in violation shall forfeit eligibility for federal funding until compliance is demonstrated.
SECTION 4. This legislation shall take effect July 1, 2026. All laws in conflict with this
legislation are hereby declared null and void.

A Bill to Abolish all Public-Sector Labor Unions
BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:
SECTION 1. All public-sector labor unions within the United States
shall be abolished.
SECTION 2. A public-sector labor union is defined as any union that
represents civil servants, such as public school teachers, firefighters, and legislative staff.
SECTION 3. The Department of Labor will oversee enforcement along
with the Public Employment Relations Boards in each state.
SECTION 4. This legislation will take effect immediately upon
passage.
SECTION 5. All laws in conflict with this legislation are hereby
declared null and void.
