Smaller Debate Fields

If a debate field is too small to run as a normal tournament, we will run it as a round-robin event where everyone faces each other once.  Best records advance per the rules.  Example:  Policy debate draws 5 entries which then creates 4 rounds of debate.  The top two teams would advance to nationals.
