Experience: I am new to the novice packet, but I will do my best to flow and follow along. I am good with speed, but just make sure to slow down on analytics and tags so I can hear what arguments you want me to hear and be able to flow your cards better.
Philosophy: I think debate is a game that improves education and helps with public speaking. I am a tech-over-truth judge.
Affs: I think that affs should make sure to extend their cards and answer the opponent's cards clearly and concisely. I want the aff to tell me the story of the round and how they prove their impacts via proper impact calc.
K's: I don't like K's, and I don't think I ever will. I don't care if I am not preferable to any K debaters; I will still stand by my beliefs. The alt needs to be explained clearly as to how it works in the status quo. You need to prove how the aff links to the K and explain it well. The framework should be explained from both sides, and how I should weigh the round. You also need to prove how the alt solves better and weigh the K's impacts against the aff's impacts, and prove it's worse and will happen now. Finally, warrant it out and explain it clearly. Reading buzzwords doesn't give me enough reason for me to vote unless the aff doesn't answer it well, either.
Novices:I have noticed this in a lot of rounds, but most of the novice teams forget to mention the cards they had from their constructives when going into your rebuttals. Please don't drop your cards and try extending them and analyzing them in the rounds. Then make your arguments in the round. I value argumentation over spreading, so make sure to do that.
Everything else: Tag team is fine, just don't overtake your partner answering the questions. Run whatever floats your boat (that won't make you lose speaker points) and just be good. Don't be toxic in the debate round- you will lose speech points if it happens and that includes laughing silently or loudly.
+0.5 speaks: If you say a joke in your speech once. Multiple times of saying jokes won't increase your speaker points. You will still only get 0.5 speaks.
My name is Michael Buck and I am a Congressional and World Schools debate coach from Indiana. I have experience coaching Lincoln-Douglas debate. I have been a debate coach since 2015. I also have experience coaching public address speech events.
I am a traditional judge. I look for impacts and how your case connects to the resolution or legislation. I do not like spreading. Persuade me on the merits of your case. I look for classic elements of debate.
I am the Director of Interp and Oratory/Assistant Director of Forensics at Seven Lakes High School in Katy, Texas. I did speech in high school in Texas, and I am also a thespian -- I have a BFA in acting and I was a theatre director prior to specializing in Speech and Debate.

First and foremost, I am a theatre person and a speech coach by training and by trade.
Congress
Don't speed through your speeches, speed matters to me. Style matters to me as well, I am looking for structured arguments with clean rhetoric that comes in a polished package. Introduce new arguments. In questioning, I look for fully answering questions while also furthering your argument. I notice posture and gestures -- and they do matter to me. Evidence should be relevant and (for the most part) recent. Evidence is pretty important to me, and outweighs clean delivery if used properly. A clean analysis will rank you up on my ballot as well. Don't yell at each other. Overall, be respectful of one another. If I don't see respect for your fellow competitors, it can be reflected on my ballot. Don't rehash arguments. An extra speech with something I have already heard that round is likely to bump you down when I go to rank. As far as PO's go, I typically start them at 4 or 5, and they will go up or down depending on how clean the round runs. A clean PO in a room full of really good speakers will likely be ranked lower on my ballot. As far as delivery goes...as it says above, I am a speech coach. Your volume, rate, diction, etc are important. Make sure you are staying engaged and talking to the chamber, not at the chamber -- I want to be able to tell that you care about what you are speaking on.
Interp:
I am looking for honest connection to character and to text. Blocking should be motivated by the text and make sense for the character. I look for using vocal variety to add to the text and really paint a picture. I want you to really connect and tell the story. I also look for an overall arc of the story, clear beat changes, and clear emotion. I also look for clean diction and an appropriate rate of speech. Additionally, environment should be clear and blocking should be clean. In single events, I want to see the connection to your “other” (who are you sharing this with in the context of the story). In partner events, I want to see you really connect to each other. If you play more than one character, I am looking for clear and clean differences between the characters. Overall, tell your story. Connect to character, and share that with the audience.
Public Speaking:
Delivery is very important to me. Be careful of overusing gestures, make sure they have a purpose and enhance what you say. I want to see you connected to sharing your speech, not simply reciting something you memorized. While I do tend to notice style before content, it is important that your content is accurate and adequately supported. The content of the speech and the way it flows is important. I also look at diction and rate of delivery. In info, I do like fun interactive visuals—but they need to enhance your speech, not be there just to fill space. Overall, I want you to be excited about your speech and to have fun delivering it.

- Articulation matters to me. I would rather you speak a little slower and not get caught up in what you are saying.

I really look for you to answer each other’s attacks on cases, not just repeat what you have already told me if it doesn't address the opposing case.

If a team is misrepresenting evidence, make it clear to me and tell me how they are doing so.

Overall, I want you to tell me why you are right AND why they are wrong. Make sure you are backing up your claims with evidence and statistics.

Respect. Respect. Respect.
First and foremost, I am a firm advocate for respect. As our debate involves clash, rebuttals, and contradicting one another, it still needs to be done with RESPECT. When interacting with the chamber, I am watching how debaters are interacting with each other to establish a docket, recess, take splits, and so on. I am also watching and listening during questioning cycles. Even when finding holes in the opposing debater’s argument, professional and respectful language is possible and needed. As a judge, this is what I expect for all debaters to show to each other, to the judges, and the volunteers at the host site.
Delivery- Speak loud and proud. Confidence is something that needs to be believed in by debaters, and the lack of confidence that a debater has in their ability to speak really shows in their delivery. As a debater, you came to this activity for a reason. Be confident is what you have to say and share. This is important not only during your speech but also during questions.
Do not look down at notes often. Eye contact is important in chamber since it allows the debater to connect with the judges and with the rest of the chamber. It will also help reduce fluency breaks. More eye contact also brings power to the speech and will make the debater seem more confident. Notes should be used as a guide or resource to support the speech. It should not be used as a crutch to hide behind.
Organization and Structure- Introductions are important. A well organized and well structured speech always includes an introduction: hook, thesis statement, and roadmap. Rumor has it that judges have an estimated score for a debater 20-30 seconds into the speech, which is when the introduction is presented.
Transitions are also super important to help with the overall flow of the speech. Elementary transitions such as “first contention, second contention, in conclusion, the impact is…” are just fine. Judges should be able to easily follow your speech at a 5th grade level.
Refutations and Clash- YES. This is needed in every speech. I highly value refutations in all speeches. I even value prefutations in authorship and sponsorship speeches. Being able to refute other debaters and incorporate it well into the speech is what I believe debate is all about! If a debater DOES NOT have any refutations in their speech, whether they are novice or varsity member, I will only give the average score- 3. Moral of the story, make sure you have refutations. I’m sure all debaters are great speakers, but debate is called debate for a reason. There needs to be some kind of clash in it.
I value argument over style- I believe that overtime, a debater can develop a great speaking style and later, start experimenting with different styles; but in the meantime, if the speech does not make sense and it only sounds great, I am giving that debater a 2 or 3.
Questioning- I DO NOT like yes/no questions; “can you say your contention?”; or when the questionner starts to refute the debater or bring in new evidence instead of asking questions. I DO LIKE thoughtful, meaningful, and specific questions that try to poke holes in the other debater’s speech. Remember the 4 Ws and 1 H for questions: who, what, when, why, and how.
Presiding Officers (P.Os)- I usually score P.Os highly. WHY? They are the ones who are leading the chamber and guiding it the entire time. I appreciate P.Os who are clear about their expectations and procedures. I also appreciate P.Os who are consistent with counting votes, transitions between different parts of the debate, and the language that they use throughout the chamber. I start to dock P.O points when they seem to be biased to their home school; blatantly mispronounce another debater’s name; say they include recency and clash but do not follow through; do not have clear gaveling procedures; and do not keep accurate speaking time. (This is not an exclusive list.)

As a judge, I very much value strong argumentation and round interaction. Any speech after the first cycle should be referencing other speakers in the round and you should be utilizing refutation. While I judge primarily off of argumentation, please make sure that your speaking is both understandable and engaging. Take risks and make sure that your personality stands out. In cross ex, please make sure that you remain respectful and don't yell. I look forward to a great round!

Hi! I'm a very experienced parliamentarian.
My rankings as a parliamentarian tend to be pretty spot-on for the top three to five students in my prelim chambers before varying a little bit going down from there, as they should.
Try not to overthink where I rank you. I would say to focus on the feedback; I've been a part of the Congressional Debate community as a competitor, judge, and coach for over a decade now, so I certainly have some thoughts on how I think you can improve.
Prelims:
We are all aware that teammates share prep, students are using AI, and some unscrupulous coaches prep their students out. That is why I have found that I actually judge more heavily off of delivery in prelims. I'm always listening to your arguments and taking note of strong and weak ones, but I'm not exactly flowing the round like it's PF; I'm just trying to give each of you a paragraph of feedback for each speech. Here is a non-exhaustive list of things I will try to evaluate over the course of nine or so hours as your parliamentarian:
Content:

☐ Use of a legal pad or non-technological equivalent (this is part of the role-play)
☐ Maintaining the role-play (if you are a senator, that means you're pretending to be at least 30 years old)
Elimination rounds:
I'll be honest, I only occasionally judge elimination rounds because I am usually conflicted out of all of them except for at the largest tournaments (think Harvard or NSDA House quarters). However, I do watch them all the time as a spectator.
What I am really looking for in semis (or quarters) are students who have not only mastered the fundamentals, but also find a way to stand out in a room where everyone is pretty decent at speaking.
Specifically, the key things I am really looking for when I judge an elimination round are:

☐ Clear signposting & structure
☐ Authentic rhetoric & pathos
☐ Advanced argumentation & synthesis
☐ Conversational pace & stellar eye contact
☐ Strong time management throughout a speech (3:00 is the target; if both of your speeches are 3:10, that looks comparatively weak)
A note on presiding:
If you're going to be a presiding officer while competing in Congressional Debate, be a great one. Above all, time your fellow competitors accurately. If you mistime or misgavel your colleagues, I consider that to be a critical failure. Pay attention to your timer and if you make a mistake, be honest about it and come clean. I also don't like it when POs lie about speech times (saying a speech that is 3:13 is 3:10).
POs should demonstrate authority and leadership through problem-solving, managing the chamber when conflict and confusion arises.
I keep a close eye to see if a PO appears to have read the tournament-specific rules.
I highly value word economy. The more you speak as a PO, the more time you are wasting.
Dockets and agendas are not the same thing. The words are not interchangeable.
If no one wants to preside and you are genuinely taking one for the team, I will obviously recognize that and try to help you out if I'm your parli.
Finally:
Remember why we are all here: Speech and Debate is an educational activity. This is about you becoming the best, most capable version of yourself (and using those talents to make the world a better place). Five years from now, the confidence, talent, and knowledge you cultivate through this activity will be useful to you, every single day. The plaques and trophies will either still be on display at your old school or sitting in a box at home somewhere, out of sight and out of mind.
By event type, you can see my general thought process below:
Congress:
I value the PO (having been one myself in the past) and consistently rank excellence in PO over excellent in round speakers, as the PO is "on" for an entire session, rather than just for a few minutes over a couple of hours. If you are seasoned in congress, I would expect that you run for PO, it is your way to give back to the event, while still giving you plenty of opportunity to win your chamber. For PO's: please be loud enough to be heard in the back of the room (where I will generally be), and DO NOT POINT your gavel at the participants - for me, it is a cardinal sin of a PO (you WILL be deducted for it!)
After the first speech on each side, remember your burden - there should be a recognition that you will need to further your side of the argument, and also defend against the other side to be truly effective. There is an extemporaneous element to speeches that should be evident, rather than reading only a canned speech. I do expect a full citation on all sources. During cross, I do look for a speaker to be able to defend their aff/neg contentions - the inability to do so will hurt you in scoring of the session (I use cross as my tiebreaker with speakers - so I am listening!). At the end of the day, congress is meant to be conversational and persuasive, articulating the possibility of change - it is not necessarily meant to change the world in 90 minutes. Have some fun with this - you did a large amount of preparation for this event (up to 10 billis, aff/neg for all and cards for quick prep). The hard part is done in advance - the speeches are the end result. BONUS POINTS for you if you can make the room laugh during the round.
Impromptu
I am super open to the creative side of this event. It is the only event that does not allow for a preplanned presentation, has almost no prep, yet expects you to still make sense of a completely random topic, meme, or idea. Those that tend to do well with me will not only use their allotted time (within margin is ok), but tells me a story about their topic that is easy to follow, has structure, and gives me something to think about. Originality in this event is rewarded, and bonus points for you if you have jokes during your delivery (it is super hard to do, and shows you to be comfortable in one of the most uncomfortable environments on the circuit).
Extemp
This is, and always has been, my favorite event! I value the analysis and warranting of a topic over a volume of evidence your speech. Draw me the map of the topic, why you are choosing your direction and how you are supporting your ideas. I will find it difficult to rank you highly if all that you do is throw out card after card throughout the presentation. Remember, there is a presentation element to this event - there should not be a need for more than 4 or 5 sources, as they are meant to be supportive of your spin on the topic, not the crux of the argument. Presentation quality is a HUGE factor - and is most likely my tiebreaker in many rounds. Lay out the ideas in order and summarize at the end. Leave me something to remember you by - what sets you apart in round, how do I justify giving you the 1?
LD
DO NOT SPREAD in this event. I have expectations that LD is a more traditional debate format, where the conversational nature of the event is to persuade me to believe in your conclusions, so I expect a traditional case. There should not be progressives, kritiks or counterplans in an LD round - if you want to play that way - you should look at competing in policy, not LD. I rely on framework to evaluate the round and value warranting and analysis over volumes of evidence. The articulation of the value definition, your analytical ability and weight of your argument in the framework of the case are primary ballot drivers.
As a judge, I rely on the debaters to handle and treat their evidence properly. Do not cut off a card to make it fit your point. If the whole card actually means something else, find a proper card to support your contention. If there are questions about use of evidence and I ask for your card, you should be very concerned. I assume all debaters will make ethical use of evidence. That said, I will follow tournament procedures for any and all violations and will immediately drop a competitor who misuses evidence. This format is meant to be a conversational exchange of the ideas at hand, not an exercise in debate theory or technical games. If you wish to explore those options in round, it is highly unlikely that you will earn my ballot.
Policy
Spreading: I think this is an educational activity; therefore, I do not like any sneaky tactics that give you an unfair advantage. For this reason, I am not a huge proponent of the spread format. Overall, spread rounds make debate inaccessible for the general public, diminishes the impact of your arguments, and forces your opponent to also spread so they can respond to all of your points. Generally I will be very annoyed and hate judging this type of round, and though I CAN flow it all, I am generally not going to reward you for trying to spread your opponent out of the round. (Exception - National Invitational Tournaments - spread debate is the expectation at the highest level of competition. You should be able to spread properly if you are entering a high end invitational - this is the time when you should truly let it all go!).
I WILL NOT BE ON AN EMAIL CHAIN! Policy debate is meant to be an oral argument about a proposed POLICY, so I should be able to hear and understand what you are saying. Run whatever you want. K's, CP's, DA's, conditionality are all fair game. If you choose to spread and you are inaudible, I won't get your insights on the ffow - which has dire consequences for your side of the case. There is plenty of time (8 minutes) in a constructive to put out a variety of supports to your case, DA's, CP's, K's and the like. If you choose to spread, tread carefully.
Evidence Violations: While I am not going to be on your email chain, If I catch you committing an evidence violation I will automatically drop you and cite that as the reason for the loss. Evidence violations are getting worse on the circuits and I believe it is no longer enough to just drop the argument. Make sure your card says what is says - if you cut it off, and I notice, and if the full card is not advancing the same argument as the partial you are using - that is an evidence violation. If I am asking to review a card (or cards) at the end of the round, that is a bad omen!
Cross examination/fire: I do flow this! While you may see me checking over my flow during this time - I am still paying attention. This portion of the round is meant to be a period for you to clarify ideas and defend your statements, not do another rebuttal. No tag teaming in cross! The reason I say this is that 1). It was never originally meant to be that way. 2) I want to see each individual's skill in questioning and defending, tag teaming allows you to hide a poor cross ex member, rather than them getting better at this function of the debate.
Signposts, Weighing, Solvency, Impacts, Extensions and 1R/2R: Please signpost! Telling me you are responding to the first contention isn't enough. Tell me "On C2, "specific warrant", we have "x number" of responses". If you are responding to a DISAD tell me if you are responding to uniqueness, external link, impact or internal link. Please be as organized and specific as possible - if I can't match it to my flow easily, it is a wasted idea or argument. If you are going to address an argument as a whole, tell me (us), and tell me why that should be enough. You still have to tell me that your opponents dropped something - I am not just going to automatically flow that through, that is your responsibility. Pull dropped items forward by telling me why they matter - You MUST extend in every speech. You need to analytically interact with your opponent's responses and tell me why I should buy your argument over your opponent. A note on impacts - while it may be fun to have everything end with nuclear war, that type of impact is not going to sway me. Be realistic, a harm that is viable and a likely outcome is much more impactful than counting up dead bodies in a worst case scenario.

Similar to LD philosophy above. No need to try and get too exotic or fast.

Speaker Point Scale
29.5-30: one of the best speakers I expect to see this year and has a high grade of Charisma, Uniqueness, Nerve, Talent, and Swag is on 100. This means expert explanation of arguments and most arguments are offensive.
29 - 29.5: very good speaker has a middle grade of Charisma, Uniqueness, Nerve, Talent, and mid-range swag. Explanation of arguments are of great quality and many of the arguments are offensive.
28.4 - 28.9: good speaker; may have some above average range/ parts of the Cha.Uni.Ner.Tal.S acronym but must work on a few of them and may have some issues to work out. Explanation of arguments are of good quality and several of the arguments are offensive.
28 - 28.3: solid speaker; needs some work; probably has average range/ parts of the Cha.Uni.Ner.Tal.S acronym but must work on a few of them and may have some issues to work out. Explanation of arguments are of okayish quality and very few of the arguments are offensive.
27.1 - 27.5: okay speaker; needs significant work on the Cha.Uni.Ner.Tal.S acronym. Not that good of explanation with no offensive arguments.
< 27: you have done something deeply problematic in this debate like clipping cards or linguistic violence, or rhetorically performed an ism without apology or remorse.
Please do not ask me to disclose points nor tell me as an argument to give you a 30. I wont. For some reason people think you are entitled to high points, I am not that person. So, you have to earn the points you get.

Cultural Context
If you are a team that reads an argument based in someone else's identity, and you are called on it by another team with receipts of how it implicates the round you are in, its an uphill battle for you. I am a fan of performing your politics with consistency and genuine ethical relationships to the people you speak about. I am a fan of the wonderful author Linda Martin Alcoff who says " where one speaks from affects both the meaning and truth of what one says." With that said, you can win the debate but the burden of proof is higher for you....
Post Rounding
I will not entertain disrespectful or abrasive engagement because you lost the round. If you have questions, you may ask in a way that is thoughtful and seeking understanding. If your coach thinks they will do this as a defense of your students, feel free to constrain me. I will not allow my students to engage that way and the same courtesy should be extended to EVERYONE. Losing doesn't does not give you license to be out of your mind and speak with malice. Keep in mind I am not from the suburbs and I will not tolerate anyone's nasty demeanor directed at me nor my students.
"Community" Members
I do not and will not blindly think that all people in this activity are kind, trustworthy, non-cheaters, good intentioned, or will not do or say anything in the name of competition or malice towards others. Please miss me with having faith in people in an activity that often reveals people engaging in misconduct, exploitation, grooming, or other inappropriate activities that often times NEVER get reported. MANY of you have created and perpetuated a culture of toxicity and elitism, then you are surprised when the chickens come home to roost. This applies to ALL forms of college and high school debate...
Judging Proper
I am more than willing to listen to ANY arguments that are well explained and impacted and relate to how your strategy is going to produce scholarship, policy action, performance, movement, or whatever political stance or program. I will refer to an educator framework unless told otherwise...This means I will evaluate the round based on how you tell me you want it to be framed and I will offer comments on how you could make your argument better after the round. Comparison, Framing, OFFENSE is key for me. Please indict each other's framework or role of the ballot/role of the judge for evaluation and make clear offense to how that may make a bad model of debate. OR I am down with saying the debate should not be a reflection about the over all model of debate/ no model.
I DO NOT privilege certain teams or styles over others because that makes debate more unfair, un-educational, cliquey, and makes people not feel valued or wanted in this community, on that note I don't really jive to well with arguments about how certain folks should be excluded for the sake of playing the "game". NOR do I feel that there are particular kinds of debate related to ones personal identity. I think people are just making arguments attached to who they are, which is awesome, but I will not privilege a kind of debate because some asserts its a thing.
I judge debates according to the systematic connection of arguments rather than solely line by line…BUT doesn’t mean if the other team drops turns or other arguments that I won’t evaluate that first. They must be impacted and explained. PLEASE always point out reason why the opposing team is BAD and have contextualized reasons for why they have created a bad impact or make one worse. I DO vote on framework and theory arguments….I’ve been known to vote on Condo quite a bit, but make the interp, abuse story, and contradictions clear. If the debate devolves into a theory debate, I still think the AFF should extend a brief summary of the case.
Don’t try to adapt to how I used to debate if you genuinely don’t believe in doing so or just want to win a ballot. If you are doing a performance I will hold you to the level that it is practiced, you have a reason for doing so, and relates to the overall argument you are making…Don’t think “oh! I did a performance in front of Deven, I win.” You are sadly mistaken if so. It should be practiced, timed well, contain arguments, and just overall have a purpose. It should be extended with full explanation and utility.
Overall I would like to see a good debate where people are confident in their arguments and feel comfortable being themselves and arguing how they feel is best. I am not here to exclude you or make you feel worthless or that you are a "lazy" intellectual as some debaters may call others, but I do like to see you defend your side to the best of your ability.
GET OFF THEM BLOCKS SOME! I get it coaches like to block out args for their students, even so far as to script them out. I think this is a practice that is only focused on WINNING and not the intellectual development of debaters who will go on to coach younger debaters. A bit of advice that I give to any debater I come across is to tell them to READ, READ, READ. It is indeed fundamental and allows for the expansion of example use and fluency of your arguments.
A few issues that should be clarified:
Decorum: I DO NOT LIKE when teams think they can DISRESPECT, BULLY, talk RUDE to, or SCREAM at other teams for intimidation purposes in order to win or throw the other team off. Your points will be effected because this is very unbecoming and does not allow this space to be one of dialogue and reciprocity. If someone disrespects you, I am NOT saying turn the other cheek, but have some tact and utility of how you engage these folks. And being hyper evasive to me is a hard sell. Do not get me wrong, I do love the sassiness, sarcasm, curtness, and shade of it all but there is a way to do it with tact. I am also NOT persuaded that you should be able to be rude or do whatever you want because you are a certain race, class, gender, sex, sexuality, or any other intersection under the sun. That to me is a problematic excuse that intensifies the illegit and often rigid criticism that is unlashed upon "identity politics."
Road maps: STICK TO IT. I am a tight flower and I have a method. However, I need to know where things go so there is no dispute in the RFD that something was answered or not. If you are a one off team, please have a designed place for the PERM. I can listen well and know that there are places things should go, but I HATE to do that work for a team. PLEASE FLOW and not just follow the doc. If you answer an arg that was in the doc, but not read, I will take it as you note flowing nor paying attention to what is going on.
Framework and Theory: I love smart arguments in this area. I am not inclined to just vote on debate will be destroyed or traditional framework will lead to genocide unless explained very well and impacted based on some spill over claims. There must be a concrete connection to the impacts articulated on these and most be weighed. I am persuaded by the deliberation arguments, institutional engagement/building, limits, and topical versions of the Aff. Fairness is an interesting concept for me here. I think you must prove how their model of debate directly creates unfairness and provide links to the way their model of debate does such. I don't think just saying structural fairness comes first is the best without clarification about what that means in the context of the debate space and your model of debate.
Some of you K/Performance folks may think I am a FW hack, thas cute or whatever. Instead of looking at the judge as the reason why you weren't adequate at defending your business, you should do a redo, innovate, or invest in how to strategize. If it seems as though you aren't winning FW in front of me that means you are not focusing how offense and your model produces some level of "good." Or you could defend why the model approach is problematic or several reasons. I firmly believe if someone has a model of debate or how they want to engage the res or this space, you MUST defend it and prove why that is productive and provides some level of ground or debatability.
Winning Framework for me includes some level of case turn or reason why the aff produces something bad/ blocks something good/ there's a PIC/PIK of some kind (explained). This should be coupled with a proficient explanation of either the TVA or SSD strategy with the voter components (limits, predictability, clash, deliberation, research burden, education, fairness, ground etc.) that solidify your model of debate.
Performance: It must be linked to an argument that is able to defend the performance and be able to explain the overall impact on debate or the world/politics itself. Please don’t do a performance to just do it…you MUST have a purpose and connect it to arguments. Plus debate is a place of politics and args about debate are not absent politics sometimes they are even a pre-req to “real” politics, but I can be persuaded otherwise. You must have a role of the ballot or framework to defend yourself, or on the other side say why the role of the ballot is bad. I also think those critics who believe this style of debate is anti-intellectual or not political are oversimplifying the nuance of each team that does performance. Take your role as an educator and stop being an intellectual coward or ideology driven hack.
Do not be afraid to PIK/PIC out of a performance or give reasons why it was BAD. Often people want to get in their feelings when you do this. I am NOT sympathetic to that because you made a choice to bring it to this space and that means it can be negated, problematized, and subject to verbal criticism.
Topic/Resolution: I will vote on reasons why or why not to go by the topic...unlike some closed minded judges who are detached from the reality that the topics chosen may not allow for one to embrace their subjectivity or social location in ways that are productive. This doesn’t mean I think talking about puppies and candy should win, for those who dumb down debate in their framework args in that way. You should have a concrete and material basis why you chose not to engage the topic and linked to some affirmation against racism/sexism/homophobia/classism/elitism/white supremacy and produces politics that are progressive and debatable. There would have to be some metric of evaluation though. BUT, I can be persuaded by the plan focus and topic education model is better middle ground to what they want to discuss.
Hella High Theory K: i.e Hiediggar, Baudrillard, Zizek, D&G, Butler, Arant, and their colleagues…this MUST be explained to me in a way that can make some material sense to me as in a clear link to what the aff has done or an explanation of the resolution…I feel that a lot of times teams that do these types of arguments assume a world of abstraction that doesn’t relate fully to how to address the needs of the oppressed that isn’t a privileged one. However, I do enjoy Nietzsche args that are well explained and contextualized. Offense is key with running these args and answering them.
Disadvantages: I’m cool with them just be well explained and have a link/link wall that can paint the story…you can get away with a generic link with me if you run politics/econ/tradeoff disads. But, it would be great to provide a good story. In the 2NC/1NR retell the story of the disad with more context and OFFENSE and compartmentalize the parts. ALWAYS tell me why it turns and outweighs case. Disads on case should be impacted and have a clear link to what the aff has done to create/perpetuate the disad. If you are a K team and you kick the alt that solves for the disads…that is problematic for me. Affs need to be winning impact framing and some level of offense. No link is not enough for me.
Perms: I HATE when people have more than 3 perms. Perm theory is good here for me, do it and not just GROUP them. For a Method v Method debate, you do not get to just say you dont get a perm. Enumerate reasons why they do not get a perm. BUT, if an Aff team in this debate does make a perm, it is not just a test of competition, it is an advocacy that must be argued as solving/challenging what is the issue in the debate.
Additionally, you can kick the perms and no longer have to be burden with that solvency. BUT you must have offensive against their C/P, ALT, or advocacy.
Counterplans/Advocacies: They have to solve at least part of the case and address some of the fundamental issues dealing with the aff’s advantages especially if it’s a performance or critical aff…I’m cool with perm theory with a voter attached. I am cool with any kind of these arguments, but an internal net benefit is not enough for me in a policy counterplan setting. If you are running a counter advocacy, there must be enumerated reasons why it is competitive, net beneficial, and is the option that should be prioritized. I do love me a PIK/PIC or two, but please do it effectively with specific evidence that is a criticism of the phrase or term the aff used. But, know the difference between piking out of something and just criticizing the aff on some trivial level. I think you need to do very good analysis in order to win a PIC/PIK. I do not judge kick things...that is your job.
Affs in the case of PIK/PICs, you must have disads to the solvency (if any), perm, theory, defend the part that is questionable to the NEG.
Race/ Identity arguments: LOVE these especially from the Black/Latinx/Asian/Indigenous/Trans/Sexuality perspective (most familiar with) , but this doesn’t mean you will win just because you run them like that. I like to see the linkage between what the aff does wrong or what the aff/neg has perpetuated. I’m NOT likely to vote on a link of omission unless some structural claim has risen the burden. I am not familiar with ALL of these types of args, so do not assume that I know all you literature or that I am a true believer of your arguments about Blackness. I do not believe that Blackness based arguments are wedded to an ontology focus or that one needs to win or defeat ontology to win.
I am def what some of you folks would call a "humanist and I am okay with that. Does not mean you can't win any other versions of that debate in front of me.
Case Args: Only go for case turns and if REALLY needed for your K, case defense.…they are the best and are offensive , however case defense may work on impacts if you are going for a K. If you run a K or performance you need to have some interaction with the aff to say why it is bad. Please don't sandbag these args so late in the debate.
CONGRESSIONAL DEBATE --------------------------------------------------------------------------
I am of the strong belief that Congressional debate is a DEBATE event first and foremost. I do not have an I.E or speech background. However, I do teach college public speaking and argumentation. The comments I leave will talk about some speech or style components. I am not a judge that heavily favors delivery over the argumentation and evidence use.
I am a judge that enjoys RECENT evidence use, refutation, and clash with the topics you have been assigned.
STRUCTURE OF SPEECHES
I really like organization. With that said, I do prefer debaters have a introduction with a short attention getter, and a short preview statement of their arguments. In the body of the speech, I would like some level of impacting/ weighing of your arguments and their arguments ( if applicable), point out flaws in your opponents argumentation (lack of solvency, fallacies, Alternative causes), cite evidence and how it applies, and other clash based refutation. If you want to have a conclusion, make sure it has a short summary and a declarative reason to pass or fail.
REFUTATION
After the first 2 speeches of the debate, I put heavy emphasis on the idea that these speeches should have a refutation component outside of you extending a previous argument from your side, establish a new argument/evidence, or having some kind of summary. I LOVE OFFENSE based arguments that will turn the previous arguments state by the opposition. Defensive arguments are fine, but please explain why they mean the opposition cannot solve or why your criticism of their evidence or reason raises to the level of rejecting their stance. Please do not list more than 2 or 3 senators or reps that you are refuting because in some cases it looks like students are more concerned with the appearance of refutation than actually doing it. I do LOVE sassy, assertive or sarcastic moments but still be polite.
EVIDENCE USE
I think evidence use is very important to the way I view this type of debate. You should draw evidence from quality sources whether that is stats/figures/academic journals/narrative from ordinary people. Please remember to cite where you got your information and the year. I am a hack for recency of your evidence because it helps to illuminate the current issues on your topic. Old evidence is a bit interesting and should be rethought in front of me. Evidence that doesn't at some level assume the ongoing/aftermath of COVID-19 is a bit of a stretch. Evidence comparison/analysis of your opponent is great as well.
ANALYSIS
I LOVE impact calculus where you tell me why the advantages of doing or not doing a bill outweighs the costs. This can be done in several ways, but it should be clear, concise, and usually happen in the later speeches. At a basic level, doing timeframe, magnitude, probability, proximity, or any other standard for making arguments based on impact are great. I DISLIKE rehash....If you are not expanding or changing the way someone has articulated an argument or at least acknowledge it, I do not find rehash innovative nor high rank worthy. This goes back to preparation and if you have done work on both sides of a bill. You should prepare multiple arguments on a given side just in case someone does the argument before you. There is nothin worse to me than an unprepared set of debaters that must take a bunch of recesses/breaks to prepare to switch.

About Me:
I'm a 6th year Speech and Debate Coach. I prefer you speak at a conversational speed always. Slightly above is also good, but try not to spread, especially in PF (Super Fast Rebuttals/Summaries are pretty cringe and hard to flow).
I don’t mind different forms of argumentation in LD. Ks, Plans, Counterplans, etc are all ok in my book. Not a fan of progressive cases in PF, but I will still listen to them.
Not a fan of Theory-shells in Debate at all. Unless there was a CLEAR AND OBVIOUS violation in the round, do not run it.

I will always vote in favor of the side with better quality arguments and better comparative analysis of the biggest impacts in the round, not the side that is necessarily "winning the most arguments."
At this point I would consider myself a flow judge (though not SUPER technical), and I value tech over truth more often than not.
More "techy" stuff:
Frameworks should always be extended. If your opponent doesn't respond to it in 1st or 2nd rebuttal, it needs to be extended into 2nd rebuttal or 1st Summary in order for me to evaluate the arguments under that framework. Teams who speak 1st do not necessarily need to extend their FW into their 1st rebuttal, but should provide some context or clarification as to why the framework is necessary for the round (can be included in an overview). If there are 2 frameworks presented, please explain why I need to prefer yours over the opponent. If no explanation is provided or extended, I will default to my own evaluation methods (typically cost/benefit analysis)
I like when teams focus summaries on extending offense and weighing, more specifically explain to me why your impacts matter more than your opponent’s. Don’t just say “(Impact card) means we outweigh on scope,” then move on to the next point. I love details and contextualization, and will always favor quality weighing over quantity.
Please collapse. Please. It helps to provide focus in the round rather than bouncing around on 20 different arguments. It just makes my life as a judge much easier.
Use FF to crystalize and highlight the most important points of contention and clash that you believe are winning you the round (things like offense and turns that go unresponded to, for example). Explain to my why I should vote for you, not why I should not vote for the other side. Voter Issues are always a good thing, and can possibly win you the round in a close debate.
LD Stuff:
If your plan is to spread, and I cant follow on the flow and miss things, that is on you. LD's purpose was intended to separate itself from Policy tactics and allow argumentation that anyone off the streets can follow. Call me a traditionalist or whatever, but spreading just to stack arguments is not educational and hurts the activity. You cant convince me otherwise so dont try.
Im perfectly OK with any kind of case, but my preference is this order: Traditional>K>Disads/Plans/CPs>Theory (only run if there is perceived actual abuse in round, dont run frivolous stuff)
Not super knowledgeable on all the nuances of LD, but I do enjoy philosophical debates and am vaguely familiar with contemporary stuff.

I take a tabula rasa approach to judging —
I don’t lean towards any style of debate, progressive or traditional. I am willing to judge both styles, kritiks, CPs, DAs, and traditional cases and contentions. Explain it well and if you’re winning the debate you win my ballot. I will come in with a clean slate each round.
Threshold note--If you read a kritik, aff or neg, I will have a higher threshold for explanation for the theory debate, meaning you should clearly walk me through why your model solves. I don't necessarily have a higher threshold for voting for these arguments, I would just prefer more explanation here.

I've been a Speech and Debate coach for the past 7 years, but primarily on the Speech side.
When it comes to policy debate, I tend to be more of a stock issues judge and believe that the Aff's burden is to protect and prove the stock issues; I especially look for that. I also want you to clearly articulate your positioning and prove why your arguments outweigh your opponent.
For Congress, be clear and efficient with your speeches. Feel free to lean into the "Congressional" part of it and performance is always key, but if you don't have sufficient evidence and don't explain or otherwise discuss the consequences and implications of that evidence then all the rhetoric in the world won't make up for it.
Overall, please speak clearly and slowly. Do not spread. And above all, analyze your evidence. Don't let it stand for itself - prove why it's important.

Treat me as a lay (less jargon, slower speed, etc.) I did not compete or coach tech-debate a lot so I am still working on understanding the intricacies of PF. Traditional speaking style/content delivery does weigh into my overall perception of the round, make of this what you will. Be fluent and seem passionate about what you are talking about and you will do great!
That being said, I can tell when a response is new. New responses that were not in rebuttal or summary will not be evaluated. I want to understand the response as you are giving it, not 2 speeches later. As much as I try to be tech>truth, bad response quality, and explanation does still hurt. The same thing goes for extensions, which take more time than a 5-second speed run in the back half. If I do not understand the argument, I will not vote on it.
Keep advocacies topical. I do not trust myself to evaluate any sort of pre-fiat offense whether it be theory, kritiks, or whatever else. The most I could do is evaluate an evidence IVI if the cut is really bad.
Please weigh. A lot of the time I have a really hard time making the “right” decision if I have to evaluate multiple lines of offense with no comparative weighing. If you start the weighing strong and early, it makes the round much easier to evaluate.

You should explain why the TVA and SSD solve beyond just saying that it solves.
KvK – do ballot instruction and please defend something. I think AFFs get perms but I think strong links can generate a sufficient opportunity cost.

FOR EVERYONE:
Do NOT bring up victims of police brutality just for your intros or as an additional piece of evidence you immediately move on from. people's lives should not be used as a piece of 'gotcha' evidence or a card to win a judge. if you are ignoring people's humanity to win a round you are not doing this activity correctly.
For Congress:
40% presentation, 60% content. There MUST be refutation in every speech after the authorship. your job as the author/sponsor is to explain how the mechanisms of your legislation work, not just give the first aff speech-explain what your legislation does and how it solves the problems in the status quo. If you speak twice on the same bill I will drop you. If you refer to male presenting competitors as 'representative/senator' and female presenting competitors as 'Ms.' I will drop you. If you are aggressive in direct cross I will want to drop you. Please give me clear impacts and ask questions often. I also coach extemp, so I don't want to see you just reading a prewritten speech off your legal pad. I love good POs and I will rank you high for it!
For PF:
I'm not going to time you. I'm not going to flow cross. As long as you're not an LD or Policy debater turned PF debater, I'll be fine with your speed (as long as your constructive is under 900 words you're probably fine). I need impacts and clear taglines. Organization is a huge thing for me. It is not my job to weigh the round for you, so you need to be doing impact calculus and giving me key voters all the way through. SIGNPOST. If you are rude in cross I will give you low speaks and I will want to drop you. If you run a K I will drop you. Also I do not flow the authors of your cards are so if you refer to cards by the author only I am not going to be able to find it on my ballot-give me a source name, a key word or phrase, something.
For IEs:
Your Infos/Oratories should all have quality cited evidence. Your Infos should give me impacts, and your Oratories should have solutions. For Interp, you should not be performing a character with a disability piece if you do not have that disability. In Humor ESPECIALLY, if you do a racist caricature/accent, I will drop you. Please use good judgement.

Hey, I'm Mike Kaiser! I competed in Congress on the national circuit for 4 years and graduated in May of 2023; I'm now an undergraduate college student studying finance at the University of Florida. My biggest takeaway from this activity was that there are an infinite amount of ways that to communicate a message effectively, but the best way will always be the one that highlights your individuality, so be original!
Congressional Debate
General Philosophy (and TLDR): I reward speakers that explain why their arguments are true as well as prove that they are true. This means a good argument includes plenty of warranting behind it, solid evidence to prove it, and proper analysis to link it together. I believe that every speaker has a unique role depending on how early or late the round is and I will rank the speakers that do the best job of fulfilling their roles (i.e. don't give a constructive as the last speech of the round). Finally, make sure that your speaking is engaging and passionate. In order to convince me that I should care about what you're saying, you have to sound like you care about what you're saying. Think of your round as an opportunity for me to get to know you, throw in a little personality.
Originality:As the great Zachary Wu once said, Congress is a game of raw persuasion. This just means that you don't have to abide by the conventions of Congress in order to be good, you just have to do the best job of convincing me why your argument is the most important in the round. I don't want you to give copy-paste speeches that you've given before nor extensively rehearsed speeches that sound like ChatGPT. In fact, I would rather you write a speech from scratch in-round if it means you will adapt to the round, include refutation, and explain your advocacy properly. I rank speeches that are good in the context of the round, not just good in isolation.
Humor: I love humor and will reward it if done properly. Humor in Congress is at its best when the jokes are professional and the role of Congressperson is maintained. That being said, if you make me laugh with a "less-than-professional" joke I will still reward you because I have a sense of humor.
Presiding Officers:If you want my 1, you better not make any mistakes. I rank presiding officers that are assertive, but not rude, and effectively manage the round. The best presiding officers are not yappers, they are quick and concise. Making a couple of mistakes will probably still land you in my ranks, depending on how you handle them.
Flipping:I love a balanced debate, so I reward people who flip. There is a caveat here that is fairly important: don't give a bad speech. Flipping will not automatically get you my 1, I still want to hear a good speech. In other words, don't give a terrible speech "for the sake of the debate." You will get points for flipping if your speech is good though.
Weighing: Do it, please. I'm a fan of weighing at any point in the round where it makes sense to do so, don't just leave this to the crystallization speech if you can fit it in earlier. The best debaters can weigh without using debate jargon, but I'll be happy with any weighing.
Refutation: Don't just tell me that someone is wrong, tell me why they're wrong and explain why you're right. Also, don't just namedrop a bunch of people and say they're all wrong. Either group their arguments or take them one by one.
Most importantly, have fun, be yourself, and don't be rude to anyone. And be confident.

My name is Francis (Sae-Rom) Kim,
I am a parent and an assistant coach at Redlands High School, have been judging Congress for about 6 years now, and I am very excited to see all the amazing, talented speakers today.
As a judge, I evaluate the "Best Legislator" in the chamber based on a demonstration of various skills, not just speaking. I often use the congressional debate rubric chart. This means I evaluate basic skills as well as participation in setting the agenda, making motions, asking questions, as well as content, argumentation, refutation, flow and delivery. Most importantly, I'm looking for effort, passion, and consistent participation in the round. Just because you gave a good speech doesn't mean you get an automatic good rank. You need to show you are engaged with the chamber. Also being a well rounded debater is very important for me. During rounds, I want to see a variety of type of speeches, and ability to switch sides, and flex to what the round demands. Any speech after the first cycle should be referencing other speakers in the round and you should be utilizing refutation. Arguments are claims backed by reasons that are supported by evidence. Providing evidence is very important for me.
I will try to be as fair and just as possible, so enjoy the experience and be respectful during the round!!!

I am a parent judge. I have been judging the student congress debate for last three years.
For the contents of your speech, I would like to hear the debate about the harm and benefit analysis of the bill based on the flow of the chamber arguments and your data. I also look at the type of speeches you present during the round. I expect an argumentative speech if you speak later. If you bring an applicable real-life impact to your speech, that also counts for a good ranking. For the delivery, it matters to me if a student speaks with a clear sound, a persuasive tone, and a natural talking style. I give a favor to a student who participates in the debate actively with critical questions to weigh the side of the bill. I rank PO well if the PO runs the chamber efficiently. I am a parent judge. I pay attention a little bit more on delivery than content 60:40. I like speakers who are confident and seem natural when they speak; people who speak like a leader or member of congress. I put a lot of emphasis on eye contact as well as gestures.
Past the first Affirmation, you should have clash in your speech. Do not rehash.
Speaker should answer questions confidently, clearly, and demonstrate good knowledge and understanding of the topic.
You should ask quality questions throughout the debate as you need to be an active member in the chamber.
Who I Am: I was a competitor in both Lincoln Douglas and Congressional Debate in high school with greater focus in Congressional Debate during my Junior and Senior year. I continued debate through both Parliamentary Debate and Mock Trial while attending school. I've attended and coached at numerous debate camps through my tenure as well as coach for my previous high school's debate program after graduating from college.
What's Important:
- Respect: Be kind to one another and treat each other with respect. At the end of the day, every competitor, judge, and tournament staff are working the best they can to make tournaments happen so students have the ability to compete. While being nice doesn't make you a better debater necessarily, being rude or mean certainly will not help your case at all.
- In Congress, there's a performance element and an argumentation element to each speech. Do not speak quickly and make sure to enunciate so you are clearly heard. Make sure that your tone doesn't change for your flow but that your tone changes for emphasis. I may be old fashioned, but if you're reading a script, I'm not going to be impressed and you will not score well. Keep reading to a minimum for things like important numbers in data or comprehensive refutations.
- Regarding argumentation, at each contention's core there needs to be a clear warrant and impact. Avoid making assumptions of what we should/shouldn't know by being explicit with your logical steps to connect each cause and effect. Impacts should be the consequences that are reasons we should pass/fail a bill. Regardless of being the first or last speaker, at very high levels of debate I expect there to be clash so make sure your refutations are clear. Explain another speaker's warrant/impact and then break it down/outweigh.
- Most importantly, make sure to have fun with the activity. Yes, it is a competition - however, there's also a big community of people who love the activity enough to spend years doing it so make some friends and have fun! Bring in positive energy into each round and you'll naturally be likable.

I want everyone to feel safe and able to debate- this is my number one priority as a judge.
I don't run prep time while you email the speech doc. Put the whole speech into one speech doc.
I flow 1AC impact framing, inherency, and solvency straight down on the same page nowadays.
Speed is not an issue for me, but I will ask you to slow down (CLEAR) if you are needlessly sacrificing clarity for quantity--especially if you are reading T or theory arguments.
I will not evaluate evidence identifiable as being produced by software, bots, algorithms etc. Human involvement in the card’s production must be evident unique to the team, individual, and card. This means that evidence you directly take from open source must be re-highlighted at a minimum. You should change the tags and underlining anyways to better fit with your argument’s coherency.
Decision-making:
I privilege technical debating and the flow. I try to get as much down as I possibly can and the little that I miss usually is a result of a lack of clarity on the part of the speaker or because the actual causal chain of the idea does not make consistent sense for me (I usually express this on my face). Your technical skill should make me believe/be able to determine that your argument is the truth. That means warrants. Explain them, impact them, and don't make me fish for them in the un-underlined portion of the six paragraph card that your coach cut for you at a camp you weren't attending. I find myself more and more dissatisfied with debating that operates only on the link claim level. I tend to take a formal, academic approach to the evaluation of ideas, so discussions of source, author intentions and 'true' meaning, and citation are both important to me and something that I hope to see in more debates.
The best debates for me to judge are ones where the last few rebuttals focus on giving me instructions on what the core controversies of the round are, how to evaluate them, and what mode of thinking I should apply to the flow as a history of the round. This means that I'm not going to do things unless you tell me to do them on the flow (judge kick, theory 'traps' etc.). When instructions are not provided or articulated, I will tend to use (what I consider to be) basic, causal logic (i.e. judicial notice) to find connections, contradictions, and gaps/absences. Sometimes this happens on my face--you should be paying attention to the physical impact of the content of your speech act.
I believe in the importance of topicality and theory. No affs are topical until proven otherwise.
Non-impacted theory arguments don't go a long way for me; establish a warranted theory argument that when dropped will make me auto-vote for you. This is not an invitation for arbitrary and non-educational theory arguments being read in front of me, but if you are going to read no neg fiat (for example), then you better understand (and be able to explain to me) the history of the argument and why it is important for the debate and the community.
Reading evidence only happens if you do not make the debate legible and winnable at the level of argument (which is the only reason I would have to defer to evidentiary details).
I find framework to be a boring/unhelpful/poorly debated style of argument on both sides. I want to hear about the ballot-- what is it, what is its role, and what are your warrants for it (especially why your warrants matter!). I want to know what kind of individual you think the judge is (academic, analyst, intellectual etc.). I want to hear about the debate community and the round's relationship within it. These are the most salient questions in a framework debate for me. If you are conducting a performance in the round and/or debate space, you need to have specific, solvable, and demonstrable actions, results, and evidences of success. These are the questions we have to be thinking about in substantial and concrete terms if we are really thinking about them with any authenticity/honesty/care (sorge). I do not think the act of reading FW is necessarily constitutive of a violent act. You can try to convince me of this, but I do start from the position that FW is an argument about what the affirmative should do in the 1AC.
If you are going to go for Fairness, then you need a metric. Not just a caselist, not just a hypothetical ground dispensation, but a functional method to measure the idea of fairness in the round/outside the round i.e. why are the internal components (ground, caselist, etc.) a good representation of a team's burden and what do these components do for individuals/why does that matter. I am not sure what that metric/method is, but my job is not to create it for you. A framework debate that talks about competing theories for how fairness/education should be structured and analyzed will make me very happy i.e. engaging the warrants that constitute ideas of procedural/structural fairness and critical education. Subject formation has really come into vogue as a key element for teams and honestly rare is the debate where people engage the questions meaningfully--keep that in mind if you go for subject formation args in front of me.
In-round Performance and Speaker Points:
An easy way to get better speaker points in front of me is by showing me that you actually understand how the debate is going, the arguments involved, and the path to victory. Every debater has their own style of doing this (humor, time allocation, etc.), but I will not compromise detailed, content-based analysis for the ballot.
I believe that there is a case for in-round violence/damage winning the ballot. Folks need to be considerate of their behavior and language. You should be doing this all of the time anyways.
While I believe that high school students should not be held to a standard of intellectual purity with critical literature, I do expect you to know the body of scholarship that your K revolves around: For example, if you are reading a capitalism K, you should know who Marx, Engels, and Gramsci are; if you are reading a feminism k, you should know what school of feminism (second wave, psychoanalytic, WOC, etc.) your author belongs to. If you try and make things up about the historical aspects/philosophical links of your K, I will reflect my unhappiness in your speaker points and probably not give you much leeway on your link/alt analysis. I will often have a more in-depth discussion with you about the K after the round, so please understand that my post-round comments are designed to be educational and informative, instead of determining your quality/capability as a debater.
I am 100% DONE with teams not showing up on time to disclose. A handful of minutes or so late is different than showing up 3-5 min before the round begins. Punish these folks with disclosure theory and my ears will be open.
CX ends when the timer rings. I will put my fingers in my ears if you do not understand this. I deeply dislike the trend of debaters asking questions about 'did you read X card etc.' in cross-x and I believe this contributes to the decline of flowing skills in debate. While I have not established a metric for how many speaker points an individual will lose each time they say that phrase, know that it is something on my mind. I will not allow questions outside of cross-x outside of core procedural things ('can you give the order again?,' 'everyone ready?' etc.). Asking 'did you read X card' or 'theoretical reasons to reject the team' outside of CX are NOT 'core procedural things.'
Do not read these types of arguments in front of me:
Arguments that directly call an individual's humanity into account
Arguments based in directly insulting your opponents
Arguments that you do not understand
For congressional debate judging, I would pay attention to the contents, the logics of evidence and how it supports the argument. In later rounds of delivery, I am emphasized on rebuttal to previous representatives, which is critical as we are in a congress debate. Most importantly, please enjoy your debate!
I am an experienced parent judge, and I have been judging Congress for 4 years on all levels - district, league, state, national (Harvard, Stanford, Berkeley, ASU, Glen, MLK) - and seen some of the best kids in the circuit.
General: I value clash, round/audience engagement, presentation and referencing prior speakers. Do not give constructive speeches late in the round. Be assertive, but not aggressive. Keep questioning respectful and short - please do not preface.
Authors/Sponsors: explain the bill, why it works/solvency, what it does, why it’s needed. Authors can rank highly too! If there are final appeals, use this opportunity to summarize the round effectively.
POs: Be organized and know procedure! If there are elections, you should not be running unless you truly know your rules. I try to rank PO’s if you run a fast, fair, and effective chamber - PO’s don’t have to be perfect, but try your best not to mess up precedence and recency as it slows down the round.

Hi everyone! My name's Maeve Lovell and I'm super excited to hear you all speak! A little about me: I competed in Congress for all 4 years of high school, mainly on the Illinois State Circuit (ICDA for all my fellow Illinoisans) but dabbling in the occasional NSDA tournament, and now I study International Relations and History at the University of Illinois. My paradigm is pretty simple, so let's get into it ("I'll talk less so you can talk more" in the words of POs everywhere):
1) Fun!
a) This is an activity that we all do- hopefully- because we enjoy it! Foundational to fun, in my opinion, is a common respect among competitors. It's pretty hard to enjoy a round that you don't feel comfortable participating in, whether it be due to unnecessarily aggressive, borderline interrogation-style questioning blocks, dramatized head-shaking, or excessively disparaging refutations. I’m not saying you shouldn’t be aggressive in your speech/in questioning or shouldn’t react to fellow competitors’ arguments, and I’m definitely not dissuading you from refutation (refutation is, like, the basis of Debate. I’m sure every judge says this, so I don’t really feel the need to continuously repeat it, but you should be refuting!!!). All I’m saying is that if your rhetoric and behaviors are actively preventing your competitors from having fun, that’s a big no-no for me.
b) Have fun with your speeches! As long as you remain appropriate and sensitive to the topic at hand (and respectful!!), I encourage you to develop and adopt your own unique speaking style. I’ll leave this up to your interpretation, with the previous stipulations still applying.
2) Awareness
a) Don't give speeches out of presumed responsibility!!!! I know the feeling of last-minute flipping or throwing together a speech to avoid rehash. At some point, that’s just part of the activity, and is an important Debate skill (which will be rewarded in my rankings, if done well). But, if the round is generally getting redundant or we’re on the third straight aff/neg speech, in the words of Taylor Swift, “it’s time to go.” And by that, I mean let’s not delay the inevitable. In my opinion, it’s more impressive to know when a debate has gotten stale and to move to the previous question than to echo something that’s already been said by however many previous speakers.
b) Knowing where your contentions belong in the round is SO important. Basically, don’t give a premature crystallization speech and don’t give a late round-constructive speech, unless it’s apparent that the debate has gotten so convoluted so early/late in the round that we need to reframe it or revisit its basis.
My goal is to be an ideal debate judge: flowing with you guys, appreciating unique and complex (but still topical) arguments, listening out for good points in questioning, giving meaningful comments, etc. However, now being on the other side of the ballot, I’m coming into the round without the carefully curated research packets and comprehensive level of knowledge on these topics that you guys have accumulated throughout your preparation. And, principally, an inaccessible argument is not convincing. So, if you don’t adequately contextualize and explain your impacts, I’m going to be spending your speech trying to do those things myself, rather than providing the intuitive feedback that I intend to.

Congress specific paradigms:
Don’t be boring
I know firsthand that boring congress is among some of the worst things you can experience in speech and debate. If you want to get my one please be entertaining. The best ways to do that are by making unique, interesting arguments (that make sense), refuting and properly interacting with previous speakers, having an engaging speaking style and by having fun (or at least looking/sounding like you are). If you are funny in your speech I’ll like you more.
Know how to argue
Congress is about arguments as much as it is about speaking. If you speak well but make arguments that don’t make sense or don’t work in the context of the round I will not want to give you a good rank. If you rehash you’re dropped.
When you go in round does not matter in my eyes
I will evaluate each speech in the debate cycle from author to crystal the same. Each speech has its own important role in a round and as long as your speech fulfills that role, I will not knock you for going early or late. The only exception is if you are like the 3rd or 4th speech on one side. Either flip or previous question at that point. I will not knock you if you sacrifice your late cycle speech for the sake of moving onto a new topic.
Questioning matters
If you ask genuine questions that help clarify a point or expose a flaw in an argument, I will favor you in rankings. But do not ask questions for the sake of asking questions. If someone asks 3 good questions and someone else asks 13 useless ones I will favor the person who asked the better questions, not the person who asked the most. For speakers, if you are able to defend yourself in questioning I will rank you much higher than if you allow your speech to get ripped apart.
PO specifics
POing should be high risk high reward. I will not rank POs just because they chose to PO. If you want a high rank as a PO I am expecting near perfection. If you are a bad PO I will not rank you well. If you want to be a good PO make sure to get recency and precedence right and execute procedure efficiently. POing should not be a free rank, you need to earn it
Congress Paradigm - I have been judging congress on a national level for over 30 years and look to the following criteria when judging competitors.
I appreciate the debate element of congress but there is a difference between congress and debate. I look for focus on the key issuesrather than speed and coverage of all issues raised. Empirical evidence is crucial when it comes to persuading on policy issues that have the potential to impact millions of lives. I appreciate good rhetoric but it is no substitution for real analysis and evidence. If you are speaking later in the round, I will look for crystallization and the bringing to light and analysis of the key issues in the round.
Never forget you are a legislator and this should be evident in your arguments, language and decorum.
First off, I believe this is a debate event before anything. That means you should be adapting to the round as it goes. Everyone from the sponsor to the closer has an equal shot at my one as long as they do their job. The job for the sponsor and first negative speaker is to set up the round for strong debate. The sponsor should state the problem, how this bill fixes the problem, give one or two impacts from solving it, and if you're a superstar give me a framework for the round moving forward. The first negative should give us the main idea of what we should expect from a strong negation argument. This should take the problem the sponsor laid out and then give us the negative thought process on whether or not this legislation fixes it. After that I should see an increasing amount of refutations mixed with original arguments as to why this legislation is good or bad. Once we are 3/4 of the way through I should be seeing a lot of extensions as the debate is coming to an end. Still give an original POV but keep it within the frame of the debate. At the end, I should see nothing but refutation and crystalized speeches. Once again I want your own original analysis but use it to end the debate through a refutation of the other side instead of individuals. No matter where you speak I want to see your personality/style shine through. Take risks and you'll likely be rewarded.
All effective argumentation is based around a solid understanding of the status quo. If you cant properly depict the status quo then I cant buy an argument from you. What's happening right now? Is the effect that this legislation has on it good or bad? How well you answer these questions will dictate your ranking from me.
Effective cross examination is when you attack the flaws in your opponents argument or set up refutations for your own. As long as you have a clear goal for your cross examination period, I'll appreciate your time. Overall, I tune out when both sides start over talking each other and I prefer a calmer style of cross x.
When it comes to speaking I don't have a preferred style. I can respect all styles as long as it suits you. Picking a speaking style is like picking a baseball batting stance in that there isn't a wrong way as long as you're doing what is best for you based on your natural voice, range, and variation. If you stick to that then I'll probably think you're a great speaker. DONT BE AFRAID TO TAKE RISKS.
I do rank presiding officers pretty well as a scorer and if I'm a parli it can serve as a tie breaker between two debaters. If you do it well then I'll boost you but if you don't then I'll drop you pretty far.
This next part should go without saying but your arguments need to be backed by evidence at all times and have clear logic behind them. Remember that your logic creates the argument then the evidence backs it up. Your evidence isn't your argument.
Lastly, be respectful and have fun. If you aren't having fun then you're doing this activity wrong. Best of luck!
I am the assistant debate coach at Taylor High School and was the Mayde Creek Coach for many years in Houston, TX. Although I have coached and judged on the National Circuit, it is not something I regularly do or particularly enjoy. I was a policy debater in high school and college, but that was along time ago. My experience is primarily congress and LD. In the past several years I have been running tab rooms in the Houston area. That said, here are a few things you may want to know:
Congress
I am fairly flexible in Congress. I like smart, creative speeches. I rate a good passionate persuasive speech over a speech with tons of evidence. Use logos, pathos, and ethos. Clash is good. I think it is good to act like a member of Congress, but not in an over the top way. Questions and answers are very important to me and make the difference in rank. Ask smart questions that advance the debate. Standing up to just ask a dumb question to “participate “ hurts you. I don’t like pointless parliamentary games (who does?). I like a P.O. who is fair and efficient. The P.O. almost always makes my ballot unless they make several big mistakes and or are unfair. (Not calling on a competitor, playing favorites etc.) . If you think your P.O is not being fair, call them on it politely. Be polite and civil, there is a line between attacking arguments and attacking competitors. Stay on the right side of it.
LD & Policy
Civility: I believe we have a real problem in our activity with the lack of civility (and occasional lack of basic human decency). I believe it is discouraging people from participating. Do not make personal attacks or references. Be polite in CX. Forget anything you have ever learned about "perceptual dominance." This is no longer just a loss of speaker points. I will drop you on rudeness alone, regardless of the flow.
Speed: I used to say you could go 6-7 on a 10 point scale... don't. Make it a 3-4 or I will miss that critical analytical warrant you are trying to extend through ink. I am warning you this is not just a stylistic preference. I work tab a lot more than I judge rounds, and do not have the ear that I had when I was judging fast rounds all the time. Run the short version of your cases in front of me. This is particularly true of non-stock, critical positions or multiple short points.
Evidence: I think the way we cut and paraphrase cards is problematic. This is closely related to speed. I would prefer to be able to follow the round and analyze a card without having to read it after it is emailed to me (or call for it after the round). That said, if you feel you have to go fast for strategic reasons, then include me on the chain. I will ignore your spreading and read your case. However, be aware if I have to read your case/evidence, I will. I will read the entire card, not just the highlighted portion. If I think the parts left out or put in 4 point font change the meaning of the argument, or do not support your tag, I will disregard your evidence, regardless of what the opponent says in round. So either go slow or have good, solid evidence.
Theory: I will vote on theory where there is clear abuse. I prefer reasonability as opposed to competing interpretations. Running theory against a stock case for purely competitive advantage annoys me. Argue the case. I don't need a comprehensive theory shell and counter interpretations, and I do not want to see frivolous violations. See my assumptions below.
Assumptions: I believe that debate should be fair and definitions and framework should be interpreted so that both sides have ground and it is possible for either side to win. Morality exists, Justice is not indeterminate, Genocide is bad. I prefer a slower debate focusing on the standard, with well constructed arguments with clash on both sides of the flow. Fewer better arguments are better than lots of bad ones. I am biased towards true arguments. Three sentences of postmodern gibberish cut out of context is not persuasive. Finally, I think the affirmative should be trying to prove the entire resolution true and the negative proves it is not true. (a normative evaluation). You would need to justify your parametric with a warrant other than "so I can win."
Progressive stuff: I will not absolutely rule it out or vote against you, but you need to sell it and explain it. Why is a narrative useful and why should I vote for it? A K better link hard to the opponents case and be based on topical research not just a generic K that has been run on any topic/debater. If you can not explain the alternative or the function of the K in CX in a way that makes sense, I won't vote for it. I am not sure why you need a plan in LD, or why the affirmative links to a Disad. I am not sure how fiat is supposed to work in LD. I do not see why either side has to defend the status quo.
Conclusion: If you want to have a fun TOC style debate with tons of critical positions going really fast, preference a different judge. (Hey, I am not blaming you, some of my debaters loved that sort of thing cough-Jeremey / Valentina / Alec/ Claudia -cough, It is just that I don't).

Experience: I am currently the head coach for Neenah high school Speech & Debate (but currently only assisting in LD/PF... if that makes sense? I do all the other things) and have been a coach for the last 6 years. I have students who compete locally as well as nationally- we had the national champion at NSDA in Congress, and a Quarterfinalist in LD, a national competitor in Speech, middle school nats nationa runner up....so I have judged all over the place. I was not a debater in school, so I have a more basic understanding of the more obscure things that go on in debate.

I wasn't a debater- explain things clearly or I drop arguments I don't understand. ***note on that- I understand the terms of debate (link, turn, impact, etc), just not more niche philosophies and less popular arguments***

Don't argue with me in RFD. If I drop you and you think you should have won, explain it better next time.
I can handle spreading, but if you can't... don't. It's awkward to have to tell you that you don't make sense.
Use a timer, and stick to it- I hate it when kids go over time. I stop flowing within 5 seconds of the end of your time. I will not warn you about this- you know your time limits.

Congress
Behavior: You are acting as a member of congress- keep that in mind in how you behave! Please make sure to respect the rules of your parli and PO. For the love all that is good, please pay attention to the round. This is far more fun when everyone participates! If I see you on your phone for more than a minute at a time I will be annoyed. Obviously you can answer a text or check the time quick, but if you are disengaged I will notice and I will not be happy.
Speeches: I LOVE *actually* extemporaneous speeches. Please breathe some life into your words- you are trying to make your fellow congresspeople vote for or against the bill! Make sure you include stats, citations, and some analysis of other speaker's points. I believe that if legislation is up for debate, there is current research to be read about it, thus I expect you are only using sources from AT MOST the last 5 years. Better if they are from the last 3. A good, weird AGD is fun. Please avoid the common Taylor Swift/Disney/over used quote choices though. Bonus if you can make me a crack a smile with it! (not really a "bonus," but I remember them when I am doing my rankings- which helps your placement)
PO's: Have a CLEAR sheet for people to follow, keep it updated. If you make a mistake, fix it and move on quickly. LEARN your chamber's names. It is so awkward to hear POs continually mess up the names in the chamber. If you need it, but a phonetic pronunciation spot in your sheet and ask them to put their name in that way for you. I tend to rank PO's high, as long as they are engaged and well versed in the congress rules, (or at least learning them!) if they are not engaged and EFFICIENT, they can expect a low ranking. I can't stand it when a PO says a whole 30 second thing after every speech and questioning block.
Questioning: Ask short, clear questions. Don't have a ton of lead up. I don't mind if you need to argue with each other a bit, but keep it civil and don't cut each other off unless its clear they are wasting your time or are not answering the question. It drives me insane to have a silent room for questions and no opposition to a bill, please ask lots of questions! It plays into my ranking- great speeches will only get you so far with me! If you don't ask any questions in a bill cycle, don't expect a rank of over 6 from me. This hold true even if you didn't speak on the bill. It doesn't require research to think critically and ask thoughtful questions.
Recesses: Keep them short. Do not ask for more than 5 minutes between bills- I am not willing to extend the end of the session to accommodate the chamber wasting time during the session.
Overall Preferences: I can't stand it when kids want to break cycle to just give a speech. I realize this isn't your fault, but that means the debate is stale and we need to move on. Unless you are giving a whole new perspective on the bill, you are far better off moving on to a new bill and giving a speech there. I am especially critical of these speeches in terms of quality of content and sources, because if you are insisting we listen to your extra speech, it must be REALLY good and worth not moving on.
Public Forum
Preferences: Please be clear and professional in round. I hate that the attitudes and behaviors seen in other styles is seeping into PF. As noted in other sections, I was not a debater, so don't expect me to know every single term you share. Generally, if I make a somewhat confused face, define your term.
A few things I love to see: Please, collapse arguments. It's so awesome to watch a veteran team (or even a novice team) weigh arguments and determine the largest impacts and points in the round and weigh them against each other, rather than slowly increase their speed in through the debate to try and get every single argument in to the last speech. Spreading has no place in PF- stop trying to make it happen, its not going to happen.
A few things I hate in rounds: Veteran debaters being overly hard on novices- we want to keep them in the activity, don't discourage them by running super dense over the top arguments- you will probably win if you just run a standard argument simply by being more experienced. "Stealing" prep- if you need prep take it, don't make me sit for 35 seconds and then tell me you're taking prep. If you want cards, fine... but ask for them all at once and get it over with quickly. It is super annoying to go through CX and then have a 15 minute "card trade" before getting back into debate.
Lincoln Douglas
Preferences: This is what the majority of my students do. I will flow everything and I will say clear if necessary, but only once before I stop flowing you. I was not a debater, so my knowledge of really weird arguments is lacking. Let me say that again. I WAS NOT A DEBATER- EXPLAIN WHAT YOU MEAN. It has become more and more common to use really dense philosophies in your framing- this is something I have little experience with. Make sure to explain your super specialized philosophy carefully or I can't use it as a weighing mechanism. I encourage you to run whatever you like, but explain it very well, especially if it is not something common. Err on the side of caution if you are not sure if it is common- like I said I am not well versed in most of the different arguments. In terms of speed I judge a lot of policy, so I would say I am comfortable with most speeds seen in LD.
A few things I love to see in round: Please weigh & tell me how to vote so I don’t have to intervene in any capacity. I also like to see super high respect for your opponent. This is such an underrated part of PF that is not nearly as present in LD or Policy, and it totally should be. Signpost clearly- I love hearing you tell me exactly what the "uniqueness" is, the "link" and the "impact. It makes it much easier for me to organize my flow. If you have nearly identical frames, I love to see kids recognize that and show how they can fit into each other's frame, rather than making the round about whether I should weigh using "limiting suffering" or "increasing societal welfare." Let's be honest, those are pretty similar, and if you fit in one you probably can fit in the other.
A few things I hate in rounds: Swearing- This seems like an obvious one, but is lacks professionalism if it is not needed to actually make the points. "Stealing" prep- if you need prep take it, don't make me sit for 35 seconds and then tell me you're taking prep. Veteran debaters being overly hard on novices- we want to keep them in the activity, don't discourage them by running super dense over the top arguments- you will probably win if you just run a standard argument simply by being more experienced. Last thing: if you run a "fairness" argument that you couldn't prep against your opponent and then you have a case against your opponent, expect me to completely drop your fairness argument. You just proved that you lied about the fairness since you prepped that argument. Use your time to prepare blocks and responses instead of wasteful and lazy theory shells.
Policy
Preferences: I do not like any tricks or unprofessional behavior in round, but snark is always okay. I prefer not to hear teams talking to each other while their opponents are presenting, as it is distracting to me as a judge. Open speeches are a no-go. If you don't have your own stuff ready, then take prep time. If you're out of prep time, organize yourself better next time. I generally only judge novice policy once in a while, so be aware you might be my only round this year, and I probably don't have a comprehensive knowledge of the subject area.
I am fine with spreading, (probably a 6/10 for speed) however if you are not understandable, I will only tell you clear once before I stop flowing you. Please be aware of your own speaking issues- for example, if you have braces and rubber bands, you probably should not spread, since you will be almost unintelligible. On the topic of spreading- I understand it is a strategy to get as many arguments in as possible, but be aware that a large breadth of arguments you do not understand is basically useless.
Impact calc is huge for me. If I don't clearly hear you explain why your impacts are bigger or more important, I judge completely by what is on my flow. DA's and CP's are fine in a round, and good experience for a novice/Post nov. I always flow cross x, and keep track of questions asked. I do not want to see a framework in novice policy.
Misc. Stuff for any style debate:
-I am not about speaker points- I think its a really biased system, but I do it because its required. I would not consider myself generous with points, but I try to be fair with the way the system is set up. That said, if you’re mean to your opponent I will substantially dock your speaks. If you can’t control your round without being disrespectful there is something wrong. Since I have been asked, I average about 28 for speaks.
-I don't flow things from CX unless I am told to. I find it to be one of the more telling parts of any round about who has stronger arguments and better understands the content, but if you want it to weigh in to my decision, you need to bring it up in speeches.
-Please understand whatever you’re running before you run it in front of me- it is super frustrating to hear kids hem and haw about defining terms when they didn't take time to understand what they are saying.
-I dislike timing rounds and I've found I'm extremely inaccurate. I will keep time, but it is best if we have multiple timers going to ensure accuracy. Please time yourselves and hold your opponent accountable so that I don't have to. I HATE having to cut people off because they are over time- I actually prefer if their opponent has a timer that goes off so I can hear it.
TLDR: Be respectful, know & define your stuff, use current sources, watch your time.

The biggest thing is to debate P.F., don't treat it like policy. Please be clear about when you are switching contentions and be sure to weigh your impacts clearly, don't assume that us judges are making the same connections that you are. If you run a one contention case, please have strong links. Please spell out your impacts, Imperialism isn't an impact, you need to tell me why imperalism is bad. As a judge I won't let my background influince my decision, but that does meen you need to tell me exactly what your impacts meens in terms of qountifiable impacts, number of deaths, cost of monye, increce in crime, global destabilisation, that kind of thing.
Congress:
I've been judging Congress for 6 years now, and of course, all the basic things are important: good projection, good variation in vocal tone and volume for emphasis, and most importantly, a cohesive, original argument. In addition, please be respectful of your competitors; assertive speech styles are fine, but avoid ad hominem attacks. Similarly, when asking questions, don't interrupt the answerer when they haven't even finished a sentence yet; again, find the line between assertive and just plain rude. Make sure your introduction doesn't have a jarring shift in tone when compared to the rest of your speech. Lots of people enjoy funny intros, but they don't really work if you give a speech about war crimes, for example. Crystalizing is good, but if you have an entire speech that's just crystalizing, you end up with something that is more like 6 30-second long speeches instead of a single 3-minute speech, so don't go overboard with it. Make sure if you use the same arguments as a previous speaker, you do something new with it, or go in greater depth in a specific aspect of the argument. Otherwise, all you're doing is telling the judges that you thought the previous speaker did a really good job.
A smaller thing, but it still bugs me when it happens, please don't use debate lingo in congress when it doesn't make grammatical sense without a debate background, for example "sqo solves" is not something that makes sense unless you do debate and this isn't the place for that.

Congress paradigm: Speakers will be assessed on their ability to thoughtfully analyze evidence and persuade the chamber. Your speech should be well-structured and arguments should be made in a clear manner. Later speakers should offer new arguments and evidence in an effort to further debate. Refutations should challenge previous speakers' points and not attack their character. Speakers should have confidence, charisma, and authenticity.
[February 23, 2024] Quick update, more later: I have primarily judged Congress and World Schools for the past 8 years. I was preparing for a Congress event tomorrow. I will return after that to update my CX/Policy Paradigm and add paradigms for other formats.
Relatively speaking, I am a old school Policy judge-Stock Issues, Slower Presentation (if you are gulping for air, especially the double gulp, you are speaking far too fast) and most importantly Topicality (PLEASE debate the Resolution in its entirety, don't pick one of 2 words and head off to left field). CPs are welcome, Ks not so much (always interesting but MUST relate to the topic and ultimately result in a policy/solution. Closed CX please.
POs: To get a 6 from me, you must be efficient, clean, and commanding. Time signals should be obvious and consistent. I'm not against ranking POs, but I will always prioritize ranking speakers as they are the ones actively participating in the debate.
Speakers: Refutations, unless you are the very first speaker on a bill (and, in that case, pre-refutations) are a must. You cannot get a 6 from me unless you have at least one refutation, preferably by name. (I'm sympathetic to not refuting by name, as I've had a few POs that didn't write very legibly, and therefore I couldn't tell the other representatives' names). Similarly to POs, you must have a commanding presence and articulate clearly, but be aware that volume does not compensate for the quality of your argument. If you are yelling it will impact your score negatively. Try not to reiterate points that have already been given unless you have a particularly unique perspective or piece of evidence to add. As someone who was never particularly extemporaneous, I have no preference between notecards and paper. But if it looks like you're reading, you will be docked. I prefer two-contention speeches, but a one-contention speech is particularly impressive if it is done well. I'm highly skeptical of crystal speeches because they have always seemed, to me, like taking credit for the arguments of previous speakers. However, if you can synthesize the debate while adding new lines of reasoning and arrive at a coherent conclusion, you will be rewarded.
Questioning: I encourage same-side questioning!! Having a critical mind, regardless of the argument being given, is fundamental to debate as an activity and a vocation. My #1 pet peeve in debate is belaboring the point, and this most often happens during questioning. If you ask the speaker a question, and they answer it adequately, PLEASE don't continue to ask the same question in various ways in hopes that the speaker will contradict themselves! A skilled questioner either leads the speaker down a line of reasoning to where the speaker arrives at a conclusion that contradicts themselves, or asks a question that immediately forces the speaker to acknowledge a hole in their argument. Belaboring the point shows that you fundamentally misunderstand your role as a questioner. Furthermore, do not condescend, gaslight, or otherwise be rude to the speaker. Your ethos points will be significantly reduced. Do not bring in new evidence.
Congress:
Congress isn't entirely one genre of speech and debate it's a culmination of just about every style. I don't lean toward favoring a lay debater or a flow debater. In this event, you're just trying to convince the judge to rank you whatever means you go about doing that is 100% up to you. However, if you're able to balance both the flow and lay appeal you're going to rank higher in my ballots than someone who's just good at one or the other.
For PO's: Run the round as smoothly and quickly as possible. I'll grade you on how well you can keep the round on track and avoid disruptions. The more the parli has to intervene(within reason, I won't fault you for asking for the specific rules of the tournament) the lower I'll rank you.
Local/TX Circuit: Please Clash
LD: I don’t have a preference on which style of LD you choose to do. Whether it’s modern or classic is fully up to you I will grade each style equally.
PF: I find PF strategy really interesting I’m more of a flow judge but I can ealso be influenced by the lay although not as strongly.
PF - I have been judging PF for around 7 years now. I am a judge that listens for Impacts on why your Impacts outweigh others. I am not a huge fan of speed. I am more concerned with the content of the speech rather than the amount of information given. I do understand the PF jargon. It is up to you to persuade me to vote for your side. I am not a huge fan of using FW and definitions as a weighing mechanism but will consider it if the other arguments are well balanced. Make sure to clearly state your Impacts and how these impacts link to the resolution.
Congress - I am looking for you to know the Robert's Rules of Order as well as seeing you participating in the debate by asking questions. In terms of your speech, I would like to hear a clear structure for your speeches. I want to hear the impacts of your points and I want you to be very familiar with your speeches as well. Make sure to bring up new arguments when a bill has been debated for awhile. If you speak later in the session, I want to hear clash with other representatives/senators. I also want to hear new information if you are representing the same point as someone who has spoken previously. I also track recency so I will note if a PO may miss a recency order. Make sure to maintain your professionalism during cross and during your speech. I will knock down a speaker if I feel they are being too aggressive during their speech or their cross.
LD - I do not have much experience judging LD currently. Please focus on argumentation and impacts rather than the jargon that goes along with LD. Tricks, theory, etc. will not work with me. Also, speed is discouraged during your speeches. Please make sure I can follow your supporting evidence and arguments. I am familiar with PF and judging PF.
Congress Paradigm: Speakers will be assessed on their genuine effort to holistically persuade the chamber. A structure development of compelling arguments with evidence effectively analyzed with clear conclusions is essential. New arguments extending debate and direct refutations of previous speakers using quality evidence and reasoning makes for great debate. Speakers present their arguments confidently, but more importantly extemporaneously. Charisma, depth, authenticity, and good fun are key to demonstrating superior persuasion in congressional debate.

I had a much longer judging paradigm when it was on the old wiki but I will try to give you the highlights.
I was an active Director of Debate at GBS from 2003-2014. I would judge a significantly high number of rounds each year (both on the regional and national circuit). Since 2014, I have still been active in debate. I used to teach the Debate classes at South, teach at Institute, and watched practice debates. I don't judge many rounds at tournaments since I don't travel much anymore. I would say that my technical flowing abilities are at about 80% of what they were when I was judging 100+ rounds a year. I am not actively involved in the literature base in regards to research.
What does that mean to you?
1 - I don't have many preconceived notions entering the debates about which team is having a more successful season or what arguments are the cool/hip thing. That can be good and bad for you. :)
2- I would consider myself a moderate right judge in regards to policy vs. K debates. Here is the thing - I am very liberal in my beliefs and academia, especially in regards to issues of identity. My Masters' thesis was a black women's criticism of mainstream feminist discourse. I will often understand and believe many K arguments in front of me. The question is whether the arguments presented in front of me provides an opportunity for deliberative dialogue between two opposing teams. Convince me of that in round (and many have), you will find me to be more left-leaning in regards to K arguments than people perceive.
3 - I love a good Politics debate that has super recent evidence and an interesting spin to a typical politics story.
4 - I believe coming into the debate that uniqueness drives the direction of the link.
5 - I default Negative coming in to many debates in regards to CP theory and competition issues.
6 - I have a high standard for both evidence and what makes for a complete argument.
I debated in the late 90's. I believe in the Value Premise and Criterion. I think there should be clash. Rounds should be in a conversational speed. If I am yelling clear, I am missing an argument. I will stop flowing. I am not a blank slate judge nor will I drop someone for dropping an unreasonable argument. The last speeches are for providing voters and writing my ballot. If there is no connection back to the VP/ your position, I feel there is no ground for me to vote. I do not vote for Kritiks. I do believe a discussion with a debater about the round is ok. I think understanding points of view helps with communicating your cases in later rounds. I will not switch my decision.
I have been either competing, coaching, & judging for 20 years. My coaching expertise is primarily in Congress, Original Oratory, & Informative Speaking, though I have experience with any/all events. I am a coach at Flintridge Preparatory & The Westridge School, and Curriculum Director of OO/Info at the Institute for Speech & Debate (ISD). I believe that the Speech & Debate events are far more complementary than we acknowledge, & that they’re all working toward the same pedagogical goals. Because debate is constantly changing, I value versatility & a willingness to adapt.
PF: I'd rather not need to read any docs/evidence in order to decide how I'm voting, but if it comes down to that, I will (begrudgingly) scrutinize your evidence. Feel free to run any experimental/non-traditional arguments you want, but please make these decisions IN GOOD FAITH. Don't shoehorn theory in where it doesn't apply & don't run it manipulatively. I am admittedly not techy-tech girl, but I am always listening comprehensively & flowing.
In Congress rounds, I judge based on a competitor’s skill in the following areas: argumentation, ethicality, presentation, & participation.
Argumentation: Your line of reasoning should be clear & concise; in your speeches & your CX, you should answer the questions at hand. Don’t sacrifice clarity for extra content – there should be no confusion regarding why the bill / resolution results in what you’re saying. You can make links without evidence, but they must be logically or empirically sound.
Ethicality: Evidence is borrowed credibility; borrow honestly. A source should necessarily include its date & the publication in which it appeared, & should not be fabricated. No evidence is better than falsified evidence. Additionally, competitors should remember that although you may not be debating real legislation, the issues at hand are very real, as are the people they affect. An ethical debater does not exploit real world tragedy, death, or disaster in order to “win” rounds.
Presentation: Congressional Debate is the best blend of speech skills & debate ability; what you say is just as important as how you say it. The best speakers will maintain a balance of pathos, ethos, & logos in both their content & delivery style. Rhetoric is useful, but only if its delivery feels authentic & purposeful.
Participation: Tracking precedence & recency is a good way to participate – it helps keep the PO accountable, & demonstrates your knowledge of Parliamentary Procedure. Questioning is an integral part of Congress; I like thoughtful, incisive questioning that doesn’t become adversarial or malicious. Both your questions & your answers should be pertinent & succinct. Above all, I am a big fan of competitors who are as invested in making the chamber better as they are in bettering their own ranks. The round can only be as engaging, lively, and competitive as you make it - pettiness brings everyone down.
I am a parent judge. I am looking for clear speeches with refutations, strong argumentation and good use of evidence.
I am a parent judge and value speeches with clear, logical flow of ideas supported by evidence, delivered with good inflection, energy, and proper speed.
I look forward to hearing well-researched and constructive arguments during the early round, and speeches that bring new ideas to advance the debate and clash from previous speakers, as the round progresses.
Good synthesis in late round speeches is appreciated but should go beyond rehashing previous statements and be used to present own cohesive arguments.
I do not mind aggressive cross but please be respectful.
For PO, I value those who can demonstrate good knowledge of procedures and manage the chamber in a transparent and efficient manner.
