Tarheel Forensic League State Championship

2019 — Charlotte, NC/US

Congress Information

PRELIMINARY ROUND LEGISLATION

The preliminary docket will consist of ten pieces of legislation that would be debated in the United States Congress. To ensure neutral legislation that has not been debated locally this year anywhere in the state, the TFL Executive Committee has opted to use legislation written by NSDA.  Legislation will be posted by Friday, March 22.

FINAL ROUND LEGISLATION

As has become TFL tradition, contestants in the final round of the TFL State Championship Tournament will be members of the North Carolina General Assembly.  Bills and Resolutions will contain issues that would be debated by North Carolina state legislators. Students in finals should be very aware of current issues facing the state of North Carolina.   Finals Legislation will be posted by Friday, March 29.

OTHER CONGRESS INFORMATION

Once again this year, the TFL will offer the Jackie Foote Award of Congressional Excellence to be voted on by students in the finals chamber. Please note that this award will have a new selection procedure this year modeled after the Leadership Bowl at tournaments such as Harvard and the NSDA National Championship.  See pages 26-27 of the TFL Manual for details.

For complete rules for congress, consult the TFL Tournament Manual.
