Congressional Extemp Event Description 

8 people in a room-- paneled just like other events

 

Each round has a different topic which will be posted on the league website the week of the tournament

 

Round 1:  EXAMPLE TOPIC: The SAT should be abolished

·       Speaker #1 gives an AFF speech (4 minutes) and is then questioned by the last speaker (2 min Cross-X)

 

·       Speaker #2 gives a NEG speech and is then questioned by the first speaker

 

·       CX is set up just like final round of Extemps at State Quals, State, Nat Quals, Nationals

 

Congressional Extemp TOPICS

Round ONE

Equal Application of the Law Act

 

1        Whereas, it is the current policy of the Department of Justice not to indict 

2        sitting President;

3        Whereas, the justification for this policy is that such indictments would undermine

4        the ability of the executive to fulfill his duties;

5        Whereas, a nation founded under the principle that no individual is above the law

6        cannot have, in good conscience, an individual given special protection from

7        the law;

8        Therefore, let it be resolved by the Congress here assembled:

9        Section 1: The Department of Justice’s policy to not indict a sitting President for

10       crimes is hereby repealed with this act.

11       Section 2: An Office of Special Counsel will be created within the United States

12       Department of Justice to investigate and prosecute claims against the

13       President of the United States.

14                 A) Any individual appointed by the President to be Special Counsel will

15                 serve during good behavior and will receive a wage not to be diminished

16                 during their continuance in office.          
17                 B) Any individual appointed by the President to serve as Special Counsel

18                 shall be confirmed by the Senate into their position by a simple majority.

19       Section 3: Sitting Presidents may only be represented through their own private

20       attorney in court while they continue fulfilling their constitutionally assigned

21       duties.

22       Section 4: Presidents may only be required to appear in trial in times they are

23       called as a witness or when a verdict is ready to be issued.

24       Section 5: In the event a President is found guilty and sentenced, the

25       Presidential line of succession shall continue uninterrupted.

 

 Round TWO

Pathway to Citizenship Act

 

1        Whereas, the current number of illegal immigrants living in the United States

2        makes it impractical and virtually impossible to conduct deportations;

3        Whereas, these illegal immigrants contribute to the social and economic growth

4        of the United States;

5        Whereas, it would be potentially dangerous to illegal immigrants and costly on

6        the United States’ resources to deport them back to their place of origin;

7        Therefore, let it be resolved by the Congress here assembled that:

8        Section 1: Current illegal immigrants residing in the United States will be put on

9        the path to obtaining citizenship by starting the process to obtain a Green Card

10       through the establishment of the Pathway to Citizenship Program.

11                 A) A new Green Card eligibility for illegal immigrants will be created by the

12                 U.S. Citizenship and Immigration Services in tandem with the Department

13                 of Homeland Security the National Security Agency.

14                 B) Background checks will be conducted during the process on all

15                 individuals applying to the Pathway to Citizenship program.

16                 C) The aforementioned program shall be open for the duration of one

17                 calendar year only starting from January 15, 2021.

18       Section 2: Illegal immigrants who did not apply to the program after its

19       conclusion will be considered as arriving after the conception of the program.

20       Section 3: To lighten backlog and ensure accurate processing of

21       individuals applying to this program, a budget of $30 billion will be jointly

22       allocated to these departments.

23                 A) A quarterly report shall be submitted to the House Appropriations

24                 Committee to ensure funds are being used properly and to meet

25                 the goals of this legislation.

26       Section 4: Deportations and standard practices will continue after the

27       program’s conclusion on those individuals found not to be registered with

28       the program.

 

Round THREE

A Bill to Require ALL Individuals to Sign up for Selective Service

1            Whereas all individuals of the male gender are required to sign up for Selective Service when

2            applying for Federal financial aid (a.k.a. FAFSA) for college.

3            Whereas the United States is a nation where all individuals are to be held to equal

4            expectations.

5            And whereas today, individuals are allowed to choose or register for their own gender.

6            Therefore, be it resolved that

7            All persons no matter what gender or declared gender will be required to sign up for the

8            Selective Service when filling out a form to request Federal financial aid.

9            This bill shall take effect in the following school year (2022 - 2023) when the next filing for

10          student aid package is opened (in this case, October 1, 2021).

11          All laws in conflict with this are hereby declare null and void after July 1, 2021.
