Dear Friends,

On behalf of the James Madison University Debate Team—the 2022 Novice National Champions and #4 ranked CEDA program in the nation—we are pleased to invite you and your debate team to the return of the JMU Invitational High School Debate Tournament. This year’s tournament will be held December 2nd & 3rd on the JMU Campus. This year we will offer:

· Novice & varsity divisions of switch-side policy debate.

· Novice, junior varsity, and varsity divisions of Lincoln-Douglas debate.

· Novice & varsity divisions of Public Forum debate.

· A single division of Congressional Debate.

· We will have traditional trophies this year.

· We will be providing lunch at the dining hall on Saturday to improve the flow of the schedule.

All entries and balloting will done on tabroom.com. Please register your teams in that location.

DATES

The tournament will be held Friday, December 2nd and Saturday, December 3rd.

FORMAT

All debates will involve the current national high school debate proposition and the appropriate December Lincoln-Douglas and Public Forum debate resolution. Time limits for policy debate will be 8-3-5. Prep time will 5 minutes.

POLICY

Novice Policy Division: Open to students who have not participated in interscholastic debate prior to the 2022-2023 school year. The tournament director will make exceptions on a case-by-case basis. There will be six rounds of preliminary debates deciding the tournament winner via powermatching and an embedded final, if possible. This is a switch-sides division—teams will debate both sides of the proposition (3 affirmative and three negative rounds).

Open Policy Division: Six rounds of debate and elimination rounds. This is a switch-sides division—teams will debate both sides of the proposition (3 affirmative and three negative rounds).

LINCOLN-DOUGLAS

Novice Lincoln-Douglas: Open to students who have not participated in interscholastic debate prior to the 2022-2023 school year. The tournament director will make exceptions on a case-by-case basis. There will six rounds of preliminary debates with the winner of the tournament determined by powermatching and an embedded final, if possible. Debaters will debate both sides of the resolution. Novice LD will use the NSDA novice topic: Resolved: Civil disobedience in a democracy is morally justified.

Junior Varsity Lincoln-Douglas Division: Open to students who are in their second year of interscholastic debate. The tournament director will make exceptions on a case-by-case basis. There will be six rounds of preliminary debates with the winner of the tournament determined by powermatching and an embedded final. Debaters will debate both sides of the resolution. Junior Varsity LD will use the NSDA November-December topic: Resolved: The People’s Republic of China ought to prioritize environmental protection over economic growth.

Open Lincoln-Douglas Division: Six rounds of debate for individual competitors who debate both sides of the resolution with the winner of the tournament determined by power matching and an embedded final. Open LD will use the NSDA November-December topic: Resolved: The People’s Republic of China ought to prioritize environmental protection over economic growth.

PUBLIC FORUM

Novice Public Forum: Open to students who have not participated in interscholastic debate prior to the 2022-2023 school year. The tournament director will make exceptions on a case-by-case basis. There will be six rounds of preliminary debates deciding the tournament winner via powermatching and an embedded final, if possible. This is a flip-for-sides division, as per PF rules.

Both divisions of Public Forum will follow the NSDA November-December resolution: Resolved: The United States’ strategy of Great Power Competition produces more benefits than harms.

Student Congress: We will offer one division of Student Congress as well. More information on Congress is listed on page 4.

FEES

The entry fee for each two-person debate team is $60.00. The entry fee for each Lincoln-Douglas debater is $30.00 and the fee will be $15 for each student congress entry. To encourage new policy debate teams, we are only charging $30.00 for novice policy debate teams. These fees will be used to defray tournament costs (especially hired judges) and to purchase trophies. We also have a $5 fee for all participants (including judges and coaches) to help pay for our lunch. Please make checks payable to JMU Debate Team.

JUDGES

Each school must supply 1 qualified debate judge (he/she must be a high school graduate) for every two debate teams entered and 1 qualified judge per 3 Lincoln-Douglas debaters. We will offer a few hired judges. These judges are available on a "first come, first serve basis.” Please make all requests for hired judges by November 21st. If you have any questions about the fee structure please ask.

The hired judge scale is as follows:

Uncovered Policy Team $90

Uncovered Public Forum Team $50

Uncovered LD Debater $50

Hired Judge for Congress $25 per school

ENTRY

A school may enter a maximum of six (4) teams per Policy division and eight (6) Lincoln-Douglas debaters per L-D and P-F division. We will waitlist others and will approve them if the division size permits.

All entries should be finalized on tabroom by 11/30/2022 at 12:00pm. Late drops will be charged nuisance fees because we must order lunch tickets. Please see other deadlines for Congressional Debate.

Registration fees are due at registration. You no longer need to mail checks in advance. Checks should be payable to JMU Debate, C/O Dr. Michael Souders. We do not know if we cannot accept CC at this time, but will seek more information.

AWARDS

In every division, awards will be given out for 1st, 2nd and 3rd place in each division, as well as the Top 10 speakers (up to 1/3 of the pool of competitors). Other awards may be given out as appropriate. Congress awards will be given to the Top 6 competitors or as needed.

Parking

CARS AND VANS

Park in K-lot, address is 1046 S. Main Street, Harrisonburg, VA 22803

Enforcement officers will be requested to avoid issuing citations to unregistered campus visitors in K LOT between 12/2/2022 1:00:00 PM and 12/3/2022 7:00:00 PM. No parking permits or vouchers will be necessary. Please direct visitors to this location to park on the appropriate date. All regulations for JMU students, faculty and staff will remain in effect, and students attending the event are required to park in appropriate student parking lots with a JMU parking permit.

BUSSES

Busses may drop off in K-lot, but must park in available JMU parking lots R3, R19 and R20 on Harrison Street. R3 lot is at 1161 Harrison Street, Harrisonburg, VA and R19 and R20 are also along that street.

Congress Information

JMU is happy to announce that Congressional Debate will again be offered at our tournament.

Participation: Schools may register up to 6 competitors, but we will likely allow more from the waitlist.

Fees: The registration for each Congress participant will be $15.

Legislation: For the original docket, each Congressor must submit one piece of legislation, either a resolution or a bill, in one of these topic areas: Virginia, Domestic, International, Democracy

Judges: Each school entering students will have to provide one Congress judge. The judge need not have ever judged Congress before, but should be capable of judging a three minute informative and persuasive speech.

Sessions: There will 4 sessions, if numbers permit. If more than 40 students register for Congress, there will be a division into 2 preliminary chambers with the third session on Saturday afternoon being a Final Congress. The top half of each preliminary chamber will be invited to finals. If there are 3 chambers, then the top one third of each preliminary chamber will be invited, etc.

Awards: The top four Congressors in finals will be awarded trophies. In addition, the students will elect an Outstanding Legislator from each preliminary chamber.

Rules: The Virginia High School League rules will govern the Congress. Roberts Rules of Order will be the final arbiter. No computers may be used in Chambers.
