Bill to Regulate Child Marriage

1. BE IT ENACTED BY STUDENT CONGRESS ASSEMBLED THAT

2. Section 1: All marriage applicants must be a citizen of the USA prior to getting engaged,

3. Must see a court of law and have full permission to get wed, and

4. Must have permission from at least one parent or guardian to get permission from a judge.

5. Section 2: Females must 17 or older to be wedded

6. If a lady would want to get married at 17, she must have papers signed by her parents

7. Men that want to get married must be 18 or older

8. If a man has previously been married, he cannot wed an under-age woman

9. A woman 17 years old shall not wed a man any older than her by 4 years

10. If a woman wants to marry under 17, it is not permitted in any case

11.Section 3: if a religion were to interfere with these laws they could get a signing by their 12. religious leader as well as getting it signed by their parents and grandparents or elder family

13. members

14. It should not be a quick marriage process and the couple should have to be around each

15. other for 4 months beforehand to ensure it is not just an abusive relationship.

16. Men would need to have background investigations for abuse or offenses before marriage.

17. To ensure their safety, women under 18 would need to be privately interviewed

A Bill To Permit A Cherokee Nation Delegate to Congress

1 BE IT ENACTED BY STUDENT CONGRESS ASSEMBLED THAT:

2 Section 1: A member of the Cherokee tribe will be elected for

3 Congress according to the Treaty of New Echota (1835). The

4 Cherokee representative is elected by a popular vote from the

5 Cherokee tribe. If there is a tie in the votes in the house,

6 then the Cherokee congressional delegate would have a vote.

7 Section 2: This Congressman would be elected once every 2

8 years, if the Cherokee tribe fails to send a representative then a

9 representative from Oklahoma will be chosen, The

10 delegate must still follow the Congress qualification in the

11 US Constitution Article 1, Section 2 in the second paragraph

12 stating: “No Person shall be a Representative who shall

13 not have attained to the Age of twenty-five Years and been

14 seven years a citizen of the United States, and who shall not,

15 when elected, be an Inhabitant of that State in which he shall be

16 chosen.”

17 Section 3: Enforcement will be by the House of Representatives

18 Section 4: This will take place starting at the next election

19 Section 5: All laws in conflict with this legislation are hereby

20 declared null and void.

A BILL TO AMEND THE CONSTITUTION TO REINSTATE PROHIBITION

BE IT ENACTED BY THIS CONGRESS THAT:

1. SECTION 1. After one year from the ratification of this article the manufacture,

2. sale, or transportation of intoxicating liquors within, the importation

3. thereof into, or the exportation thereof from the United States and all

4. territory subject to the jurisdiction thereof for beverage or

5. prescription purposes is hereby prohibited.

6.

7. SECTION 2. (1) Intoxicating liquors include manufactured beverages with an

8. alcohol content above .5%.

9. (2) Prescription purposes include any prescription by a licensed

10. professional or otherwise for the use of unaccompanied alcohol as a

11. medical aid.

12.

13. SECTION 3. Congress shall coordinate with the Department of Justice in order to

14. implement and enforce this law. The United States Penal Code shall

15. be updated to include “​manufacture, sale, and/or transportation of

16. intoxicating liquors within, the importation thereof into, or the

17. exportation thereof from the United States and all territory subject to

18. the jurisdiction thereof for beverage or prescription purposes” as a

19. felony.

21. SECTION 4. This article shall be inoperative unless it shall have been ratified as

22. an amendment to the Constitution within four years from the date of

23. the submission hereof to the States by the Congress.

24.

25. SECTION 5. All laws in conflict with this new policy shall hereby be declared null

26. and void.

A BILL TO ESTABLISH NATIONAL INDEPENDENT REDISTRICTING

BE IT ENACTED BY THIS CONGRESS THAT:

1. SECTION 1. All states will be required to form independent legislative

2. commissions to exclusively draw redistricting boundaries without the

3. use of political data.

4.

5. SECTION 2. (1)​ ​ Independent​ ​ is defined by the members of a committee being

6. intentionally unaffiliated with any political party.

7. (2) Political data includes​ ​the addresses of incumbents, the political

8. affiliations of registered voters, and previous election results and

9. demographic information not required by the federal constitution.

10.

11. SECTION 3. To establish commissions, one member will be selected by each of

12. the following: the majority leader of the State Senate, the majority

13. leader of the State House of Representatives, the minority leader of

14. the State Senate, and the minority leader of the State House of

15. Representatives. Additionally, one member will be selected by the

16. first four members. The members of this commission cannot hold

17. partisan public or political office, and none may be a relative or

18. employee of a federal or state legislator.

20. SECTION 4. The United States Department of Commerce and the Department of

21. Justice will be responsible for the instigation and enforcement of this

22. law respectively.

24. SECTION 5. States will be required to establish their independent legislative

25. commissions within 6 months of the passage of this bill.

27. SECTION 6. All laws in conflict with this new policy shall hereby be declared null

28. and void.

A Bill to Regulate Vaping companies

1 BE IT ENACTED HERE BY THE CONGRESS ASSEMBLED

2 Section 1.​ Vape manufacturers must list all ingredients used in vape juice and other

3 vape products for the purpose of-

4 A.​ regulating what chemicals are being put into the vape juice;

5 B. ​allowing doctors more knowledge on treating vaping related illnesses; and

6 C. ​Allowing consumers the knowledge of what chemicals are being ingested.

7 .Section 2. ​The FDA will oversee this bill.

8 A. ​The FDA will be in charge of testing the chemicals in vape juice.

9. Section 3. ​Vaping companies will be charged for the research needed to approve the

10 chemicals.

11. Section 4.​ This bill will be put into effect immediately upon passage.

12. Section 5. ​All laws in conflict with this bill will be declared null or void.

A Bill to Enact Stricter Regulations on Vitamin and Dietary

Supplements

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1. Vitamin and dietary supplements will undergo the same regulations

2. prescription drugs undergo.

3. SECTION 2. Regulations will be defined as a rule or directive made and maintained by

4. an authority, and Drugs will be defined as a substance used as a medication

5. or used in the preparation of medication.

6. SECTION 3. The Food and Drug Administration( FDA) shall assist the enactment of this

7. bill.

8. SECTION 4. This bill will be enacted in January of the year 2021

9. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Mandate a Late Morning Start for High Schools in Iowa

1. BE IT ENACTED BY THIS STUDENT CONGRESS HERE ASSEMBLED THAT:

2. Section 1: Effective for the 2020-2021 school year, all accredited Iowa public and private high

3. schools must adopt a 9:30 AM or later start time.

4. Section 3: Schools must complete a minimum of a 6-hour workday. Time for lunch is not

5. included in the 6-hour minimum.

6. Section 4: Schools must complete a minimum of 1,080 hours in a school year.

7. Section 5: All laws in conflict with this legislation will be null and void.

A Bill to Increase the Legal Age of Marriage to 18 years old

1. BE IT ENACTED BY THIS STUDENT CONGRESS HERE ASSEMBLED THAT:

2. Section 1: All state governments must raise the legal age of marriage to 18 years of age by

3. January 1st, 2025.

4. Section 2: States are prevented from granting religious exemptions for marriages less than

5.. 18 years of age.

6. Section 3: State governments not in compliance with this act will have federal highway

7. annual appropriations reduced by 15%.

Space Trash Act for Rehabilitation (STAR)

1 BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2 SECTION 1. The United States is going to divert $50 million over the course of five

3 years, that will be dedicated to removing at least 80% of man‐made

4 orbital debris Low Earth Orbit by 2030 and stop contributing to the

5 production of orbital debris. They shall plan to solve the issue by

6 allocating funding for research, technological innovation, and removal of

7 orbital debris.

8 SECTION 2. A. $3 billion dollars shall be added to NASA’s yearly budget, and shall be

9 overseen and approved by the Department of Defense.

10. Low Earth Orbit is defined as Earth‐centered orbit with an altitude of

11 2,000 km or less.

12 SECTION 3. This will be overseen by NASA and The Department of Defense.

13SECTION 4. The cleanup process shall begin within six months of the passage of this

14 bill. If further problems arise, Congress can renew legislation and

15 reallocate funds towards it again.

16 SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

UN Peacekeeping Reform Act

1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2SECTION 1. The United States will withdraw all funding, personnel, and support, and

3 indefinitely suspend sending additional funding and future personnel to

4 the UN Peacekeeping Forces.

5SECTION 2. Personnel shall be defined as troops, diplomats, and regulatory agents.

6 Funding shall be defined as all currency and equipment given to the UN

7 Peacekeeping General Fund by the United States. Support shall be

8 defined as military intelligence, military base access, and satellite data.

9SECTION 3. The United States Department of State, Department of Defense, and

10 Treasury Department will oversee the enforcement of this legislation.

11SECTION 4. This legislation will go into effect six months after its passage.

12SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Allow

Teachers to carry weapons in the classroom

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. Section 1.Teachers would be allowed to carry weapons for protection in the

2. classroom for emergency purposes if they wish.

3. Section 2. Emergency purposes include attacks on students with weapons and the

4. safety of other students or staff who are in danger.

5. Section 3. The Department of Defense and Department of Education shall oversee

6. the implementation of this bill.

7. 1. They will plan and coordinate what teachers have weapons, and what

8. weapons they have.

9. 2. They will educate and train teachers on handling and using the weapons

10. properly, as not to harm themselves or anyone besides the attacker.

11. 3. Teachers that wish to carry shall be required to take rights to carry class.

12. Section 4. This legislation will take effect on July 1st, 2020.

13. Section 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Create Separate Sport Classes for Public and Private Schools to level the

playing field.

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. Section 1. In this bill schools who are private would have their own separate class to

2. compete in sports.

3. Section 2. Currently in Iowa, private and public schools compete in the same

4. classes. This system would promote multiple classes for private and public

5. schools are there are advantages for both to be separated.

6. Section 3. The Department of Education, Iowa High School Athletic Association and

7. Iowa Girls Athletic Union will oversee the implementation of this bill.

8. Section 4. This legislation will take effect on July 1st, 2020.

9. Section 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to reduce beverage container waste with can redemption programs

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1​. All states will implement a Can Redemption Program.

2. SECTION 2​. A Can Redemption Program is defined as a program where retailers charge

3. customers a deposit per can or bottle that can be recouped by returning the

4. container to a designated center.

5. SECTION 3​. The EPA will enforce and regulate this bill.

6. A. States must implement their own can and bottle redemption program

7. or risk losing up to 15% of their federal highway funding.

8. B. Redemption programs must cover beverage containers including any

9. plastic, glass, bimetal, or aluminum beverage containers (not

10. including kegs or any similar devices), no larger than 5 gallons.

11. SECTION 4. This bill will go into effect on January 1, 2021.

12. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Ban Plastic Shopping Bags to reduce America’s Carbon Emissions

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1​. Single use lightweight plastic shopping bags will no longer be in use in the United

2. States of America.

3. SECTION 2​. A single use lightweight plastic shopping bag is a bag made of

4. polyethylene and ethylene meant for a single use, used to carry products

5. from a store.

6. SECTION 3​. The Environmental Protection Agency (EPA) will oversee the enforcement

7. of this bill. The EPA’s budget will be increased by 10 million dollars for

8. enforcement, which will be reappropriated from the defense budget.

9. Section A: Businesses found in violation of this law will be fined the

10. equivalent of 1% of their profits last fiscal year. Fines for

11. repeat offenders increase by 1% of their profits each time

12. they are found in offense of this law.

13. Section B: Companies found in violation of this law will be given a six

14. month grace period to get rid of all plastic bags. They will

15. then be inspected after this grace period and may be fined

16. again at that time if found in violation.

17. SECTION 4. This law will go into effect six months from the date of passage.

18. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Resolution to Add Term Limits to Supreme Court Positions

1. BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

2. RESOLVED, By two-thirds of the Congress here assembled, that the

3. following article is proposed as an amendment to the Constitution of

4. the United States, which shall be valid to all intents and purposes as

5. part of the Constitution when ratified by the legislatures of three

6. fourths of the several states within seven years from the date of its

7. submission by the Congress:

ARTICLE –

8. SECTION 1: The number of years that a person can serve on any

9. one federal court, including the Supreme Court, will be limited to 18

10. years.

11. SECTION 2: Current federal judged will be permitted to serve until

12. they decide to retire or are otherwise unable to serve.

14. SECTION 3: All legislation and amendments will be revised to incorporate these

15. changes.

Universal Basic Income Act of 2020: A bill to support American citizens

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1. The United States government shall provide every U.S. citizen over the

2. age of 18 with $1,000 per month.

3. SECTION 2. The Department of the Treasury will enforce this legislation and make

4. payments to citizens.

5. SECTION 3. This bill will go into effect January 1, 2021.

6. SECTION 4. All laws in conflict with this legislation are hereby null and void.

A Bill to incentivize nuclear power plants for updating their waste storage and update their overall technology.

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1. Incentivize nuclear power plant companies that update their current

2. technology to improve safety.

3.SECTION 2. Nuclear power plants are defined as an installation where electrical

4. power is generated via nuclear power for distribution.

5. A. Safety is defined by no harmful effects, short term, or long term.

6. B. Technology improvements are applied to waste storage,

7. monitoring systems, and containment.

8. C. Incentivize as in giving money to companies who start designing

9. new technology for storage, monitoring, and safety.

10. SECTION 3. The Department of Energy, specifically the National Nuclear Security

11. Administration (NNSA), shall oversee this bill.

12. A. Nuclear power plants that are in compliance with this bill may receive

13. up to $200,000 when they prove that improvements have been

14. made. After they installation of the new technology or new plant is

15. built the plant will receive a 25% final cost cut.

16. B. The funding for this bill will be taken from the funding of the

17. department of defense.

18. SECTION 4. This bill will be enacted January 1st, 2021.

19. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill To Teach Consent

By Atlantic High School

BE IT ENACTED BY THE IHSSA CONGRESS ASSEMBLED THAT:

1. SECTION 1​. High schools​ within Iowa shall be required to teach sexual education unit

2. in a class, along with a requirement to teach what consent is, how to

3. implement consent in situations, and what consent looks like.

4. Any High School found not complying with this bill shall be fined 1,500

5. dollars.

6. SECTION 2​. Consent shall be defined as: ​An agreement between participants to engage

7. in sexual activity.

8. SECTION 3​. The Department of Education will oversee implementation of the

9. curriculum changes.

10. SECTION 4. This legislation will take effect August 1st, 2020.

11. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill To Expand Visas

BE IT ENACTED BY THE IHSSA CONGRESS ASSEMBLED THAT:

1. SECTION 1​. The naturalization process shall now be expanded to allow those legally

2. allowed to reside in the United States on permitted visas to apply for a

3. green card in an effort to reduce overstayed visas.

4. SECTION 2​. “Permitted Visas” include work visas, student visas, and family visas lasting

5. at minimum six months.

6. SECTION 3​. The United States Citizenship and Immigration Services will oversee the

7. implementation of this bill.

8. A. Funding for any necessary costs will come from the United States

9. Citizenship and Immigration Services budget.

10. SECTION 4. This bill will go into effect 12 months after passage.

11.SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Raise the Legal Drinking Age

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1. The minimum legal drinking age will be raised to twenty-five years

2. old.

3. SECTION 2. The legal drinking age refers to the age when an individual can

4. legally purchase or publicly consume alcohol.

5. SECTION 3. The Bureau of Alcohol, Tobacco, Firearms, and Explosives will be in

6. charge of enforcing the bill.

7. A. Any store or small business will be prohibited from selling alcohol to minors.

8. Any restaurant or institution that serves alcohol will be prohibited from serving

9. alcohol to minors under the age of 25.

10.B. Any store or institution caught serving alcohol to minors will be fined $2,500 for the

first occurrence. They will be fined $10,000 for the second occurrence. If they are caught

selling it for the third time, they will lose their ability to serve or sell alcohol.

11.SECTION 4. This law shall go into effect in January 2022.

12. SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A Bill to Increase Gun Safety

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1. There will be mandatory background checks in all fifty states for

2. anyone attempting to purchase a firearm from any dealer.

3. SECTION 2. A firearm shall be defined as a rifle, pistol, or other portable gun.

4. SECTION 3. The Bureau of Alcohol, Tobacco, Firearms, and Explosives will be

5. responsible for enforcing this bill.

6. A. Any dealer caught selling weapons without background checks will be fined

7. $50,000 on the first offense. The second offense will result in a fine of $100,000.

8. A third offense will result in 30 days in jail.

SECTION 4. This bill shall go into effect in January 2020.

SECTION 5. All laws in conflict with this legislation are hereby declared null and void.

A BILL TO LIMIT UNNECESSARY VIOLENCE AS A RESULT OF FIREARM MISUSE

1. BE IT ENACTED BY THE STUDENT CONGRESS HERE ASSEMBLED THAT:

2. SECTION 1. A: The United States hereby institutes quinquennial (5 year) drug tests and

3. mental health evaluations for all owners of lethal firearms - excluding owners solely of

4. shotguns and rifles.

5. B: If a prospective and/or existing firearm owner fails either the drug test

6. or the mental health evaluation, the individual will be prohibited from possessing any

7. lethal firearm for a period of 5 years, with the ability to appeal the disqualification

8. decision within 90 days, one time only.

9. C: When acquiring lethal firearms, prospective and/or existing firearm owners are

10. required to present a current certification attesting to their passing of the drug test and

11. mental health evaluation, or if requested to do so by a law enforcement officer with

12. reasonable suspicion. If a law enforcement officer has probable cause, they may also

13. administer a non-invasive drug test.

14. D: Firearm owners may not transfer ownership of firearms without certification.

15. SECTION 2.

16. A: The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will ensure the

17. enforcement of this legislation and the Substance Abuse and Mental Health Services

18. Administration (SAMHSA) will oversee the execution of the tests.

19. B: In the first year, $1 billion will be set aside for ATF and SAMHSA each to pay for

20. enforcement and testing/evaluations respectively, with $200 million for each department

21. annually thereafter.

22. SECTION 3: This legislation shall be implemented on January 1, 2019.

23. SECTION 4: All laws in conflict with this legislation are hereby declared null and void.

A Bill to Overhaul AMTRAK

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1. SECTION 1: Federal funding for AMTRAK lines that are unprofitable will be revoked, however 2. individual states in which these AMTRAK lines exist will be able to compensate fully for 3.revoked funding to uphold the functionality of these lines.

4. SECTION 2:

5. A. AMTRAK refers to the National Railroad Passenger Corporation.

6. B. Unprofitable lines are those that are not generating an equal amount of revenue

7. proportional to expenditures for the majority of a four year period starting upon the

8. implementation of this bill.

9. SECTION 3: The Department of Transportation and the Federal Railroad Administration will 10. oversee the implementation of this piece of legislation.

11. SECTION 4: This bill will go into effect on October 1st, 2020.

12. SECTION 5: All laws in conflict with the legislation are hereby declared null and void.

A Bill to Protect America’s Nuclear Arsenal

BE IT ENACTED BY THE CONGRESS HERE ASSEMBLED THAT:

1.SECTION 1: The United States of America will no longer import uranium sourced from former 2.member states of Union of Soviet Socialist Republics.

3.SECTION 2:

4. A. Former Soviet member states include: Armenia, Azerbaijan, Belarus, Estonia, Georgia, 5. Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan,

5. Ukraine and Uzbekistan.

6. B. Uranium includes all uranium isotopes in all forms.

7. C. Import refers to both private and public acquisitions.

8. SECTION 3: The United States Department of Commerce will oversee the implementation of 9. this bill.

10. A. The Department of Homeland Security will cooperate with the Departments of

11. Commerce and Energy to investigate breaches of this piece of legislation.

12. SECTION 4: This legislation will go into effect immediately upon passage.

13. SECTION 5: All laws in conflict with the legislation are hereby declared null and void.
